It is impossible to properly understand the Kingdom of God without understanding Zion. There are two Zions in Scripture. There was earthly Zion which was a type of the greater heavenly Zion. The reign of God is not an earthly reign over an earthly city, but a heavenly reign over a heavenly city. We, as new covenant believers have come to heavenly Zion!!

Hebrews 12:22 But ye are come unto mount Sion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels. Jesus is the foundation of this Zion: Therefore thus saith the Lord God, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste. Isaiah 28:16 The foundation stone is Jesus Christ. When we look at this same Scripture in the New Testament we learn . . . As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on Him shall not be ashamed. Romans 9:33

The cornerstone (Jesus Christ) has become the stone of stumbling, and a rock of offense. Many in earthly Zion stumbled at this and were not able to be a part of heavenly Zion.

There are numerous scriptures that reveal the reign of God in Zion. This reign is not in earthly Zion, but heavenly.

Micah 4:6-7 In that day, saith the LORD, will I assemble her that halteth, and I will gather her that is driven out, and her that I have afflicted; And I will make her that halted a remnant, and her that was cast far off a strong nation: and the LORD shall reign over them in mount Zion from henceforth, even for ever.

The reign of God is connected to Zion: Isaiah 52:7 How beautiful upon the mountains are the feet of him that bringeth good tidings, that publisheth peace; that bringeth good tidings of good, that publisheth salvation; that saith unto Zion, Thy God reigneth!

The remnant of Jews that came out of earthly Zion was the foundation of the people of heavenly Zion. These were the ones that escaped the judgments that came at the end of the Old Covenant age.

Isaiah 37:32 For out of Jerusalem shall go forth a remnant, and they that escape out of mount Zion: the zeal of the LORD of hosts shall do this. These were the ones who called upon the name of the Lord: Joel 2:32 And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.

Zion is the mountain to which all nations come, and it is the mountain that Daniel saw filling the whole earth:

Zechariah 8:3 Thus saith the LORD; I am returned unto Zion, and will dwell in the midst of Jerusalem: and Jerusalem shall be called a city of truth; and the mountain of the LORD of hosts the holy mountain.

Micah 4:2 And many nations shall come, and say, Come, and let us go up to the mountain of the LORD, and to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for the law shall go forth of Zion, and the word of the LORD from Jerusalem.

Dan.2:34-35 Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces. Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshing floors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth. This reign is forever, from generation to generation: Psalm 146:10 The LORD shall reign forever, even thy God, O Zion, unto all generations. Praise ye the LORD.

This reign was established through judgment in the first century: Isaiah 24:23 Then the moon shall be confounded, and the sun ashamed, when the LORD of hosts shall reign in mount Zion, and in Jerusalem, and before his ancients gloriously.

The reign of God is the Salvific (saving) rule of God over his people (Zion, the church) through the Holy Spirit. We now enjoy the benefits of this rule through salvation and the New Covenant. this includes righteousness, peace, and joy in the Holy Ghost (Rom.14:17).
