Période de déroulement des finales nationales : Congés de Paques. Disciplines retenues : = Football (masculin) ; ~ Handball (feminin) NB : Chaque équipe peut constituer un FAN'S CLUB. Critéres requis aux personnels pour y participer : ~ Etre en service dans la structure de base de I'Amicale concernée (avec documents de preuve validés par le Comité Technique) : - Adhérer entiérement aux différents textes d'organisation et de fonctionnement de ces jeux ; - Etre physiquement, mentalement et moralement apte a jouer le réle pour lequel on postule. Composition du dossier de licence : - 02 photos 4X4 en couleur sur fond blanc ou jaune ; - 01 photocopie de CNI ; - 01 attestation de présence effective datant de moins de 03 mois - 01 fiche de renseignement bien remplie et certifiée par le Chef de structure administrative : - 01 certificat médical signé par un médecin exergant dans une structure étatique. NB : les licences informatisées sont produites par le Secrétaire Général National du Comité Technique, a la base des informations demandées afin d'éviter le phénoméne de mercenariat, Conditions de participation des structures 1) Chaque structure se constitue en Amicale pour s'affilier ; car c'est cette derniére qui est la personne morale responsable pour prendre part a ces Jeux et non les services administratifs. 2) Taux d'afflliation : 30 000 FCFA par structure (Amicale) 3) Taux d'engagement: 10 000 FCFA par club ; 4) Licence individuelle: 1 000 FCFA par joueur. A chaque palier (Arrondissement, Département et Région) il est mis sur pied un Comité d’Organisation (CO) qui gére toutes les compétitions et produit les champions pour le palier supérieur. 2. Ce Comité d’Organisation est mis sur pied au niveau régional par le Délégué Régional des Enseignements Secondaires, aux niveaux départemental et d’Arrondissement par le Délégué Départemental. 3. La structuration du Comité d'Organisation sera faite en fonction du contexte environnemental et les membres _dudit CO (au nombre maximal de dix) seront des personnels en service dans les structures relevant du Ministére des Enseignements Secondaires. Néanmoins, |e Président du CO peut y intégrer deux (02) personnalités de sa communauté éducative (Conseil d’établissement, Association des Parents d'Eléves et d'Enseignants) dont il en assume la responsabilité. Formule de compétition : Le Comité d'Organisation d'Arrondissement détermine, en fonction des clubs engagés et du contexte environnemental, la formule permettant apres multiples rencontres d'avoir des champions qualifiés pour les finales départementales. Le Comité d’Organisation Départemental détermine, en fonction des clubs retenus suite aux qualifications et du contexte environnemental, la formule permettant d’avoir des champions qualifiés pour les finales régionales Le Comité d’Organisation Régional détermine, en fonction des clubs retenus suite aux qualifications et du contexte environnemental, la formule permettant d’avoir des champions qualifiés pour les finales nationales. Le Comité d'Organisation National détermine, en fonction des orientations du Chef de Département Ministériel, Président du Comité Directeur, la formule permettant le bon déroulement des jeux et la détermination des champions nationaux. Pour la premiére édition, une phase zonale précédera les finales nationales ainsi qu’il suit : Poule A : AD, NO et EN (tournoi triangulaire en aller simple) Poule B : CE, SU et ES (tournoi triangulaire en aller simple). Poule C : SW et NW (confrontation directe en aller et retour) Poule D : LT et OU (confrontation directe en aller et retour). NB > il est rappelé que c'est une compétition mettant en jeu les Amicales des €tablissements scolaires d'enseignement secondaire et non les sélections d'Arrondissement, de Département ou de Région > Cependant, les structures ayant un effectif de personnels (nommés, affectés ou recrutés) inférieur 4 50 peuvent s'associer en Amicale avec une structure voisine de méme acabit et s'affilier. Required documents for licence application: - 2 colour 4X4 photos on a white or yellow background; - 1 photocopy of identity card; - 1 copy of the certificate of effective presence issued within the last 3 months; - 1 duly filled application form signed by the head of the said institution; - 1 medical certificate signed by a medical operating in a government health centre NB: To avoid recruiting external players, computerised licences are produced by the National Secretary-General of the Technical Committee, based on the information requested. fi 2 Page 1 sur 3Requirements for the participation of each administratior 1) Each structure must form an Association to be affiliated, as it is the Association that is the legal entity eligible to take part in these Games and not the structure itself. 2) Registration fee: 30,000 FCFA per administration (Association) 3) Participation fee:10,000 FCFA per team ; 4) Individual licence: 1,000 FCFA per player. At each level (Sub-division, Division and Region), an Organising Committee (OC) is set up to manage all the competitions and produce the champions for the next phase. 2. The Organising Committee is set up at the regional level by the Regional Delegate for Secondary Education and at the Divisional and Sub-divisional level by the Divisional Delegate. 3. The Organisation Committee will be set up depending on the local context and its members (maximum ten) will be staff working for the Ministry of Secondary Education. However, the President of the Organising Committee may appoint two (2) members of the educational community (School Council, Parent-Teacher Association) who will be under his control. Competition format : 1. The Sub-divisional Organising Committee decides the format that will enable champions to qualify for the divisional finals following a number of matches depending on the number of clubs involved and the environmental context 2. The Divisional Organising Committee decides on the format for qualifying champions for the regional finals, based on the number of clubs taking part and the environmental context. 3. The Regional Organising Committee decides which format will be used to qualify champions for the national finals, depending on the clubs selected following the qualifying rounds and the environmental context. 4, The National Organising Committee decides, in accordance with the guidelines laid down by Her Excellency the Minister of Secondary Education, Chairperson of the Steering Committee, on the format that will ensure the smooth running of the games and the, commitment of the national champions. Page 2 sur 3For the first edition, there will be a zonal phase followed by national finals: Group A: ADAMAWA, NORTH and FAR-NORTH (one-way triangular tournament). Group B: CENTRE, SOUTH and EAST (one-way triangular tournament) Group C: SOUTH-WEST and NORTH-WEST (two-legged direct competition) Group D: LITTORAL and WEST (head-to-head, two legs) In the final phase, we will have four (4) teams (winners from the 4 pools) who will meet in the semi-finals and finals. The various "MINESEC CUP" prizo: At the end of these Games, prizes will be awarded to the best players and teams, according to the revenue raised by the Organising Committee. NB: ® It should be noted that this is a competition involving Associations of secondary schools and not Sub-divisional, Divisional or Regional teams » However, administrations with less than 50 staff (appointed, posted or recruited) may form an association with a neighbouring association of the same type to form a team.
