Summary
Statewide road conditions are poor. Major power outages exist. Local entities are opening shelters as needed and
engaged in providing other public services. Commodities and Debris Management task forces are being established.
One traffic fatality and several storm related injuries have been reported.
Weather Report
At 7:45 AM radar showed the Major Winter Storm well east of Cape Cod and moving away to the Northeast. Winds
have subsided overnight and are currently from the Northwest at 10 – 15 MPH inland and 15 – 25 MPH along the
immediate coast. Total snowfall for this storm ranges from 1 – 3 inches at the immediate coast, 7 – 14 inches in
valley locations of Central and Northern CT up to 20 inches in the higher elevations of the Northwest Hills.
Temperatures are currently in the mid 30's statewide.
The forecast for today is for Mostly Sunny skies with highs in the low to mid 40’s with Northwest winds at 10 – 20
MPH with gusts to 30 MPH at times. Lows tonight will range from the upper teens in the Northwest Hills to the mid
20’s across the rest of the state. Average daytime and nighttime temperatures from Monday through Thursday will
be in the upper 40’s to low 50’s during the days and in the upper 20’s to low 30’s at night.

Emergency Support Function (ESF) Reports
ESF 1 - Transportation
Department of Transportation
DOT is currently working on coordinating cleanup efforts with CL&P in order to expedite the reopening of state
roads.
Bradley Update: Departures, showing 17 for the morning, 26 canceled, passengers must call their airlines for
information. First departure was at 7:10 am, next we have a couple of ferry flights out (w/out pax) by JetBlue at 730
and 10 AM. They plan to start with passenger flights at 11, 1130, 1230 and 130, the first three flights to JFK the fourth
one at 130 to Newark. The tower however, has no departure strips on an aircraft from Bradley at this time, so these
are plans at best.
First arrival scheduled 8:40 AM, US Airways from Philly and then they're scattered; Delta has its first planned arrival
between 11 11:30 AM and are planning to run a normal afternoon schedule.
Problems: Power to the glycol deicing storage area out of service; ASIG as a small pump that they are using to get
deicing fluid from their tank, so it will be possible for them to deice their customers, US Airways, Continental, Air
Canada, JetBlue and Swissair, however they have told other airlines that they don't have enough staff to be able to
handle the other carriers and their regular customers.
NAVAIDS for the instrument approach to our main runway are still out of service, w/ no FAA estimate for when they
might be fixed. It is clear weather for today, but will be a problem when the visibility drops again.
Airport Fire: Responded to 8 medical calls ranging from 2 diabetics to low oxygen and several things in between.
They have set up a MASH unit again as they did for Irene, in the Northwest ticket office, staffed by 1 paramedic and 1
EMT. They can help stabilize people who are having difficulties until an ambulance can arrive, providing, w/a Dr.’s
approval, insulin, or oxygen, saline, heart monitoring and other advanced life support functions. They have set up 6
cots and can get more if needed.
Rail:
Buses will be provided for the Waterbury and Danbury lines. The New Canaan line is expected to run regular Sunday
service.
Bus:
Waterbury Bus Service has been cancelled due to poor road conditions.
ESF 2 – Communications
Municipal situation reports being monitored for public safety communications system issues. No direct requests for
assistance received as of time of this report. DPS HQ remains without power operating on generator. Troop W phone
lines remain down, 911 calls are being routed through Troop H business line routed through ETS phone. Several
tower sites are on generator power. Troop B and C without power, both on generator

ESF 4 - Firefighting

A request to County Coordinators was made from the Governor to create a list of Fire Departments that may be able
to possibly assist with manpower needs at sheltering/warming places with in their communities- in the case of
overwhelmed staff at them should it become necessary. No significant major events reported to Fire Desk.
The following Task Forces are being established: Debris, Commodities, Fuel, Communication Restoration, and others
as appropriate. An FEMA IMAT request is being made to assist with response and recovery operations. A Statewide
conference call was held at 1000 hrs with municipal department heads to brief them regarding statewide conditions
and efforts.

Region 1 – Power outages are still a problem as well as road conditions
Region 2 – Seymour under a local State of Emergency
Region 3 – State of Emergency Declarations: Somers, Berlin, Enfield – NTANG attempting to fill request for Enfield for
a generator to assist at sewage pump station
Region 4 – Limited road closures exist
Region 5 – Roxbury – Almost all roads are impassable, Woodbury EOC generator out of service.
Numerous municipalities have declared emergencies throughout the night. Over 25 shelters have opened at this
writing. Known populations were low during the night but are expected to rise today. While some shelters are closing
it is forecasted that more will open and that there will be a significant need for daytime warming centers. The state
has activated the food commodities team to plan for releasing USDA food to schools to use as community centers.
They are forecasting a power outage up to a week.
A Mass Care and Sheltering Task Force has been established with Len Guercia as the lead.

Customer Outage Information:
Customers without power: 1,237,830
% of total customers: 62%
Number of trouble spots: 13136
Central, western and southern regions are the hardest hit.
CL&P is responding to E-911 calls and other safety related issues, and is assessing damage to its distribution system.
Other Information:
CL&P’s EOC has been fully activated.
Approximately 295 line and tree crews are working. CL&P's main focus is on the safety of its employees, customers,
and the public. CL&P's priority is to report to E-911 calls and other safety related issues. We continue to work on
emergency calls.
Connecticut Military
CTNG will provide one power generation team to the Town of Enfield, Sewer Pump Station, 10 Sharp St. Enfield, CT
CTNG is activating two Heavy Engineer Work Teams (HMEE, HMMWV and Chain Saws) in New London and Stratford
at 0800 Sunday. CTNG is activating two power generation teams with two 60kw generators at Orange ANGB at 0800

Sunday. CTNG Security Police are prepared to assist State Police at Bradley International Airport if requested. CTNG
has 203 Soldiers at training facility located in Niantic, CT available if needed.
CTNG is at increased Alert Level for Route Clearance, Power Generation, and Shelter Operations. CTNG is prepared to
stand up Warming Stations within 2 hours of notification at the following locations: Hartford, New London,
Westbrook, Naugatuck, Waterbury, Stratford, and Middletown. Warming stations will be staffed by 2 Soldiers.
Warming Stations will have Soldiers and 1 HMMWV ready to assist stranded motorists in their Area of Responsibility.
Warming stations will be ready to accept civilians NLT 4 hours after notification.
