Dear Prime Minister Further to my letter of October 14th I am writing to inform you that yesterday members of the British Association of Social Workers (BASW) voted by a majority in excess of 75% to amend our Constitution and to give BASW Council the power to transfer the entire assets and undertakings of our Association to a unified College of Social Work. This open, transparent and legitimate decision made at an Additional General Meeting demonstrates that the 14000 members of BASW stand ready with millions of assets to help found a College on the basis of the memorandum of understanding which we agreed with the current Interim Board of the College of Social Work in May. This followed negotiations which were brokered by your Ministers and supported by your civil servants. However, my Council are not entitled to proceed unless your Ministers address the serious concerns which we raised with you on October 14th. Indeed these have been compounded by information obtained since, that the decision of the Interim Board to unilaterally break off negotiations with BASW, subsequently supported by SCIE Board and by Ministers, was based on a report which we can demonstrate is false and misleading. Furthermore, we would question the legitimacy of a recent announcement of the publicly funded Interim Board that everyone who joins the 'College' which they intend to launch on January 3rd will automatically be a member of Unison. Our questions from October 14th remain and our concerns about possible breach of the Nolan Principles have been intensified. These profoundly important matters are not going to go away. BASW first proposed the idea of a College of Social Work to the Social Work Taskforce and we have affirmed our commitment to merging into a future College which has good working relationships with all sector trade unions. However, we will not be coerced or colluded into backing a College whose foundation has been so murky and in which Unison or anyone else for that matter plays an inordinately influential role.

I think that BASW Council has displayed leadership and courage and our members have demonstrated principle and vision when they could have descended into anger and division. We hope for a worthy response from your Government and would be grateful for speedy action from Ministers to put this situation right. Yours sincerely
