I was handed a hard copy of the below document on Wednesday, November 9, 2011 (typed verbatim).

Please note that I do not believe that there is an official collaboration between Watkins/CASS and this information is being used as a scheme to transition me out of my current place to a drug infested and more dangerous environment (believe or not)! No one in there right mind would want to stay @ CASS! This is being done to cover up what has transpired in Phoenix.

Information regarding Watkins/CASS Collaboration


Transition process from Watkins to CASS will begin on 12/1/11 o Watkins will become the single point of entry for emergency shelter for all single ladies. o Clients will be identified by Singles Coordinator/Single Assistant to be transitioned based on individuals needs and abilities. o Clients transitioned from Watkins will enter CASS as a level 1 client with all privileges of level 2 clients. (CASS is currently seeking additional beds so clients wont be put on the floor) o Clients will be given a letter of homelessness to take to CASS and provided with notification of ineligibility to return to Watkins for a period of one year once exited. Clients will be informed several days in advance that they are coming up on the transition list o o Clients are to begin the downsizing process as you will only be permitted two bags at CASS. Clients must be prepared to leave Watkins whenever informed that there is an opening at CASS. All transitions will take place during the evening hours therefore giving clients the opportunity to retrieve all items from lockers. Clients refusing to accept any offered services at Watkins (i.e.: Case management through City

of Phoenix or Singles Coordinator/Singles Assistant) will be given a 30 day notice of involuntary exit from shelter services at Watkins o o Clients will be ineligible to return for shelter services at Watkins for a time period of six months. Any client wishing to appeal this involuntary exit must do so within 48 hours of receiving this notice. o All appeals will be staffed with the Shelter Director and City of Phoenix Homeless Coordinator before a decision is reached.

o Clients involuntarily exited from CASS once the transition has taken place must contact the Shelter Director for consideration. Benefits: All clients will be assigned a Case Manager and have the ability to move up in levels as long as you are working your case plan o Curfew is at 8pm o Use of computer lab and day room o Use of employment services o NOTE: Once transitioned to CASS you will be ineligible to return to Watkins for a period of one year. Exceptions for re-entry to Watkins may be granted on a case-by-case basis a at Shelter Directors discretion.
