OPERATIONAL CRITERIA WORKSHEET - DEAF-BLINDNESS Child with a disability means a child evaluated in accordance with procedures set forth in the federal and state special education regulations who has been determined as a result of the evaluation to have autism, deafblindness, a developmental delay, a hearing impairment or deafness, intellectual disability, multiple disabilities, an orthopedic impairment, other health impairment, an emotional disability, a specific learning disability, a speech or language impairment, a traumatic brain injury, or a visual impairment or blindness, who by reason thereof, needs special education and related services. The following disability definition, areas to be assessed, and criteria for eligibility are based upon the Individuals with Disabilities Education Improvement Act (IDEIA). I. DEFINITION. Deaf-blindness means concomitant hearing and visual impairments, the combination of which causes such severe communication and other developmental and educational problems that they cannot be accommodated in special education programs solely for deaf or blind children. OPERATIONAL CRITERIA WORKSHEET - DEVELOPMENTAL DELAY Child with a disability means a child evaluated in accordance with procedures set forth in the federal and state special education regulations who has been determined as a result of the evaluation to have autism, deafblindness, a developmental delay, a hearing impairment or deafness, intellectual disability, multiple disabilities, an orthopedic impairment, other health impairment, an emotional disability, a specific learning disability, a speech or language impairment, a traumatic brain injury, or a visual impairment or blindness, who by reason thereof, needs special education and related services.
