KRA-6 SoP for Environment Related Permissions Prepared By : Anis Desai E C No: 10011437 Under Environment (Protection) Rules, 1986, the any projects / Activities shall require prior NOC & Environmental Clearance from the concerned Regulatory Author ity (in our case, it is Gujarat Pollution Control Board) : All New Projects or Production Activities Expansion and Modernization of Existing Projects or Activities Any change in Product - mix in an Existing Manufacturing Unit

List of Projects / Activities requiring prior EC is attached as Annexure -1 1) Environment Clearance (EC) : All projects and activities are broadly categorized in to two categories based o n the spatial extent of potential impacts and potential impacts on human health, nature and man made resources ( please refer Annexure 1) Category A : Require prior Environmental Clearance from the Central Government Ministry of Environment and Forests (MoEF) on the recommendations of an Expert A ppraisal Committee (EAC) constituted by the Central Government. (Refer Schedule1) Category B : Require prior Environmental Clearance from the State/Union territor y Environment Impact Assessment Authority (SEIAA). The SEIAA shall base its deci sion on the recommendations of a State or Union territory level Expert Appraisal Committee (SEAC). Further Category B is divided into B1 & B2 Categories. This classification is do ne by SEIAA on Case to case basis. No Environment Impact Assessment is required for the B2 Category Projects. All the Information asked in prescribed Application Form1/Form 1A to be furnishe d & Submit to Central Govt/ State Govt Then after EAC / SEAC will give Terms Of Reference (TOR) addressing all relevant environmental concerns for the preparation of an Environment Impact Assessment (EIA) Report in respect of the project or activity for which prior environmental clearance is sought. The Terms of Reference (ToR) shall be conveyed to the applicant by the EAC/ SEAC within 60 days of the receipt of Form-1. If the ToR is not finalized and conveyed to the applicant within 60 days of the receipt of Form-1, the ToR suggested by the applicant shall be deemed as the fin al ToR approved for the EIA studies. The approved ToR will be displayed on the w ebsite of the Ministry of Environment and Forests and the concerned State Level Environment Impact Assessment Authority. In case of rejection, the decision will be communicated to the applicant in writ ing within sixty days of the receipt of the application.

2) Environment Impact Assessment Survey and Oceanographic Survey to be done for Large Scale Project having Investment more than Rs 50 Crs Project proponent s are required to provide full information and wherever necessary attach explana tory notes with the Form and submit along with proposed env management plan & mo nitoring program) EIA Checklist : Land Environment Proposed land use must confirm to the approved Master Plan /Development Plan of the area. Change of land use if any and the statutory approval from the competen t authority be submitted. Maps of (i) site location, (ii) surrounding features of the proposed site (withi n 500 meters) and (iii) the site (indicating levels & contours) to appropriate s cales. Major project requirements in terms of the land area, built up area, water consu mption, power requirement, connectivity, community facilities, parking needs etc . Likely impacts of the proposed activity on the existing facilities adjacent to t he proposed site such as open spaces, community facilities, details of the exist ing land use, disturbance to the local ecology. Any significant land disturbance resulting in erosion, subsidence & instability details to be provided with soil type, slope analysis, vulnerability to subside nce, seismicity etc. Any alteration of natural drainage systems near the project site Quantities of earthwork involved in the construction activity-cutting, filling, reclamation etc. Details of how low lying and wetlands are getting modified from the proposed act ivity) Quantities of various types of wastes generated during construction including th e construction labour and the means of disposal Water Environment Total quantity of water requirement for the proposed project with the breakup of requirements for various uses, the sources & quantities. Capacity of proposed source of water Water quality required (physical, chemical, biological characteristics) Details of Recycling of treated water & its utilization Incremental pollution load from wastewater generated from the proposed activity ~ Quantities and composition of wastewater generated Diversion of water from other user, if any. Details of water requirements met from water harvesting Problems of flooding or water logging due to new facility creation Details of ground water usage, ground water table, recharging capacity, and appr ovals obtained from competent authority. Details of quantities and the measures taken to avoid the adverse impacts on lan d & aquifers due to the activities Details provisions made to avoid flooding of the area, details of the drainage f acilities provided along with a site layout indication contour levels Sanitary facilities around the project site during construction period Details of wastewater generation, treatment capacities with technology & facilit ies for recycling and disposal Flora Description of the local ecosystem with its unique features & any threat of the p roject to the biodiversity Detailed account of the trees & vegetation affected by the project Details of proposal for tree plantation, landscaping, creation of water bodies e tc along with a layout plan

Air Environment Details of background air quality levels with predicted values based on dispersi on models taking into account the increased traffic generation as a result of th e proposed constructions Amount of dust, smoke, odorous fumes or other hazardous gases and their impact o n environment Details of the present level of transport infrastructure and measures proposed f or improvement including the traffic management at the entry & exit to the proje ct site. Details of the movement patterns with internal roads, bicycle tracks, pedestrian pathways, footpaths etc., with areas under each category. Amount of increase in traffic noise & vibrations, their sources and the measures proposed for mitigation Impact of DG sets & other equipment on ambient air quality, noise levels & vibra tion in & around the project site Aesthetics Details of any adverse impacts from new constructions on the existing structure s, scenic amenity or landscapes State if any anthropological or archaeological sites or artefacts in the vicinit y of the proposed site Socio-Economic Aspect Details of the existing social infrastructure around the proposed project, any a dverse effects on local communities, disturbance to sacred sites or other cultur al values and the safeguards proposed Building Material Give details of energy conservation measures in the selection of building materi als and their energy efficiency Details of measures taken to minimize the impacts of pollution, noise public nui sance during transportation and handling of materials during construction Details of recycled materials used in roads and structures Details of the methods of collection, segregation & disposal of the garbage gene rated during the operation phases of the project. Energy Conservation Details of the power requirements, source of supply, backup power source, energy consumption assumed per square foot of built-up area & measures to minimize ene rgy consumption Characteristics of the glass & specifications of its characteristics related to both short wave and long wave radiation? Details of passive solar architectural features proposed in buildings Potential for solar energy devices like lighting, emergency lighting and solar h ot water systems for use in the building complex Details of shading of building walls on the East and the West and the Roof Details of the transformers and motor efficiencies, lighting intensity and air-c onditioning load assumptions and CFC and HCFC free chillers Thermal characteristics of the building envelope like roof, external walls, fene stration Details of the material used and the U-values or the R values of the individual components.

Details and specifications like emissivity and thermal characteristics if glass is used as wall material Rate of air infiltration into the building Details of non-conventional energy sources proposed to be used Environment Management Plan Environmental monitoring plan for compliance of various environmental regulation s. All mitigation measures for each item wise activity to be undertaken during the construction, operation and the entire life cycle to minimize adverse environmen tal impacts as a result of the activities of the project. Steps to be taken in case of emergency such as accidents at the site including f ire. 3) No Objection Certificate (NOC) from GPCB : An application to be made to Regional Officer (RO),GPCB to obtain the NOC. NOC Application forms are available at GPCB Office. After filling up the form, I t has to be submitted to GPCB with all details & plans in Triplicate. The information required are as under: Name & Address of the Company Location of Proposed Manufacturing Unit along with Revenue Survey Nos of Village , Area & the Distance form nearby Residential area(s), Road, Railway, River and Pond. t. It is the process by which the concerns of local affected persons and others, who have plausible stake in the environmental impacts of the project or activit y, are ascertained. The Applicant shall make a request through a simple letter to the Member Secreta ry of GPCB. Along with the letter, 10 hard copies 10 soft copies (CDs) of the dr aft EIA Report including the Summary Environment Impact Assessment report in Eng lish and Gujarati, prepared strictly in accordance with the Terms of Reference c ommunicated after Scoping. One hard copy and one soft copy of the above to be forwarded to the following au thorities or offices : a) District Magistrate b) Zila Parishad or Municipal Corporation c) District Industries Office d) Regional Office of the Ministry of Environment and Forests On receiving the draft EIA report, the aforesaid authorities will arrange to wid ely publicize it requesting the interested persons to send their comments. They will also make available the draft EIA Report for inspection to the public durin g normal office hours till the Public Hearing is over. Public Hearing can be conducted at site, nearby place or at Collector Office/GPC B Office. The Member-Secretary will finalize the date, time and exact venue for the conduc t of public hearing within 7 days of the date of receipt of the draft EIA report and advertise the same in one major National Daily and one Regional vernacular Daily. A minimum notice period of 30 days will be provided to the public for fur nishing their responses. (Cost will be borne by applicant) If GPCB does not undertake and complete the public hearing within the specified period, and does not convey the proceedings of the public hearing within the pre scribed period, regulatory authority can appoint another public agency to comple te the procedure within 45 days. If it is not possible to conduct the public hearing, owing to the local situatio n, it shall be reported to the concerned regulatory authority. After due verifi cation regulatory authority can postpone the hearing. Panel : DM/ Addi DM & RM-GPCB GPCB will arrange video recording of the entire proceedings. The attendance of all those who are present at the venue shall be noted and anne xed with the final proceedings. Every person present at the venue shall be granted the opportunity to seek infor mation or clarifications on the project from the Applicant. The summary of the public hearing proceedings accurately reflecting all the view s and concerns expressed shall be recorded by the representative of the SPCB or UTPCC and read over to the audience at the end of the proceedings explaining the contents in the vernacular language. The agreed minutes will be signed by the District and forwarded to the GPCB conc erned. After the Public Hearing, responses from other concerned persons (NGOs), having a plausible stake in the environmental aspects of the project or activity, are a lso collected by GPCB After completion of the above procedure, the applicant shall address all the mat erial environmental concerns expressed during this process, and make appropriate changes in the draft EIA. The final EIA report, is to be submitted to SEAC for appraisal. The applicant may alternatively submit a supplementary report to draft EIA and EMP addressing all the concerns expressed during the public consultation. During this period applicant can obtain NOC from GPCB and may produce to SEAC du ring Appraisal. Appraisal of the Application by SEAC After detailed scrutiny of the application, SEAC will invite applicant for a pre sentation for furnishing necessary clarifications in person or through an author ized representative.

Based on the proceedings SEAC will make recommendations for Grant of prior EC on stipulated terms and conditions, or Rejection of with reasons for the same. The appraisal of an application be will be completed by SEAC within 60 days of t he receipt of the EIA Report and other documents or the receipt of Form 1 and Fo rm 1 A & then EC will be awarded to applicant. Where public consultation is not necessary and the recommendations of the SEAC w ill be placed before the Competent Authority - SEIAA for a final decision within the next fifteen days. 4) Consolidated Consent & Authorization (CCA) CCA to be obtained after Plant is commissioned & ready for production for that a n application to be made to RO-GPCB. Three separate forms Form-I, Form-D & Form-1 are to be submitted for Air, Water & Hazardous Waste respectively with applicable fees. ( Sample Forms are attached ) Env Officer will then visit the site and collect the samples during pilot produc tion. He will submit the report to GPCB-HO with his comments.
