Workers to be charged
for going to tribunal
The Chancellor of the Exchequer, George Osborne, announced in
October that the Government is planning to charge workers for taking
their employers to an employment tribunal.
T
he fee 150 to 250 charge for an
application and 1,000 for starting a
hearing would be refunded in the event
of a the case being successful. Only employees
with more than two years of continuous
employment with the employer would have the
right to go to a tribunal.
The fees will be introduced from April 2013,
Mr Osborne said. A consultation on the size of
the fee will be launched this month.
We respect the right of those who spent their
whole lives building up a business, not to see
that achievement destroyed by a vexatious
appeal to an employment tribunal. So we are
now going to make it much less risky for
businesses to hire people, Mr Osborne said.
Business groups have broadly welcomed the
proposal. Small rms are sometimes put off
taking on an extra employee because of the fear
of ending up in front of an employment
tribunal, CBI Director General John Cridland
commented. Doubling the period for unfair
dismissal rights and introducing a tribunal fee to
prevent vexatious claims will give rms more
condence to hire.
Simon Walker, Director General of the
Institute of Directors, said that the
announcement was a vital step to ending the
no win, no fee employment law culture that
has frightened so many businesses into
recruitment inertia. Also welcoming the
extension of the qualifying period for unfair
dismissal claims from one to two years, Walker
said Both these measures are good for
employment prospects: if employers cant re,
then they wont hire.
Business groups are calling on the
Government to now consider many of the other
laws that increase the cost and risk of
employing people.

Fair Fuel
T
he British Association of Removers
is stepping up its efforts to support
the FairFuelUK campaign and is
calling on all BAR members to keep up
the pressure on Government to reduce
fuel duty by signing the FairFuelUK
Campaigns e-petition.
The Chancellor, George Osborne,
announced in his 2011 Budget statement
that Fuel Duty was to be reduced by 1p
a litre. While this small sum was seen as
a step in the right direction by BAR,
the largely overlooked bad news is that
two Fuel Duty Rate increases are
planned for 2012, the rst in January,
the second in April deferred to August,
according to BAR Director General
Stephen Vickers.
Currently Fuel Duty is 57.75 pence per
litre, during 2012; the duty rate will rise
by 10.4%. On 1 January 2012 the duty
rate will increase by 3.02 to 60.97 pence
per litre. In August 2012 there will be a
second increase in line with the Retail
Price Index which will add between 2.19
and 3.03 pence per litre to the cost of a
litre of diesel.
BAR has joined forces with industry
organisations and trade associations,
including the Road Haulage Association,
calling for a reduction in fuel duty. The
current FairFuelUK Campaign e-petition
to reduce fuel duty has made it the third
most popular cause on the Governments
e-petitions website. Obtaining 100,000
signatures can trigger a full
parliamentary debate to the agreement
of a committee of MPs. It would greatly
assist the campaign if this debate is held.

reversing these decisions to increase
duty rates, he said.

Slow growth for UK port freight
T
he Department for Transport has released
nal statistics for freight handled by major
UK ports in 2010.
In 2010, total freight trafc through UK ports
was 512 million tonnes (Mt), an increase of 2
per cent on 2009, but still 12 per cent below the
2005 level. Compared with 2009, inwards
trafc increased by 3 per cent to 312 Mt whilst
outwards trafc increased by 1 per cent to 199
Mt. Grimsby and Immingham remained the
UKs leading port in 2010, handling 54 Mt (11
per cent of UK trafc). It was followed by
London with 48 Mt (9 per cent), Milford Haven
with 43 Mt (8 per cent) and Southampton with
39 Mt (8 per cent). In 2010, UK major ports
handled 15.4 million freight units, an increase
of 6 per cent on 2009. They also handled 6.3
million passenger vehicles, an increase of 1 per
cent on 2009. Dover, the top port for ro-ro
freight, handled 2.1 million ro-ro main freight
units (road goods vehicles, unaccompanied
trailers and shipborne port-to-port trailers).
Felixstowe was the UKs largest container port,
handling 2.1 million containers.

he Freight Transport Association (FTA)
says that despite industry gures showing
a sharp spike in the number of drivers
embarking on their Driver CPC training in the
rst half of 2011, companies are still nding it
hard to reconcile the cost of training against
already stretched budgets, especially when they
could be training drivers who will not be
working for them by the Driver CPC deadline
of 2014.
James Firth, FTAs Head of Road Freight and
Enforcement Policy, said: The widely reported
lack of engagement from industry with Driver
CPC isnt simply about companies burying their
heads in the sand and hoping it will all go away.
These are, after all, professional rms that by
and large support the guiding principles behind
Driver CPC. As such we wouldnt be surprised
if canny companies adopt a lower risk strategy
of booking up their training modules now for
their drivers to embark on nearer the deadline
date.
According to the Driving Standards Agency,
the number of drivers active on the database
(which indicates the number of drivers who
have uploaded at least 7 hours) rose sharply to
over 410,000 at the end of June. In a recent
submission to the Transport Select Committee,
the FTA raised the way in which Driver CPC
data has been stored. The concern is that
because there is no provision in the current
Driver CPC database for separating out
passenger and Heavy Goods Vehicle drivers, it
is impossible to know the extent of the problem.
With the passenger deadline now only 24
months away, it is likely that the spike is largely
due to the PSV sector picking up the pace,
explains the FTA. Current intelligence
suggests that a number of qualied HGV
drivers will be well short of the 35 hours mark
approaching the 2014 deadline. What this will
almost certainly mean for those who havent yet
begun the process is a lack of choice, especially
when it comes to nding good value, quality
training.
Concerns persist on
Driver CPC
It has been two years since the Driver Certicate of Professional
Competence (Driver CPC) was introduced, but industry concerns
including an annual driver attrition rate in some sectors of up to 20
per cent have led to a certain reluctance to invest in compulsory
training.
Motorway speed
limit set to rise
to 80mph
W
hilst he was still transport
secretary, Philip Hammond
announced in September that
he will open a consultation which should
lead to an 80mph speed limit on
motorways, as well as an increase in the
number of 20mph zones in urban areas.

The consultation by the Department for
Transport (DfT) will be launched with a
view to introducing the higher limit on
motorways in 2013. Increasing the
motorway speed limit to 80mph would
generate economic benets of hundreds
of millions of pounds through shorter
journey times. So we will consult later
this year on raising the limit to get
Britain moving, Mr Hammond said.
The existing 70mph limit was set in
1965. The Government says that up to 49
per cent of drivers break this limit. The
DfT says advances in technology have
made cars much safer, contributing to a
drop of more than 75 per cent in the
number of people killed on British roads
since the 70mph limit was introduced.
What we are doing here, is bringing a
lot of drivers who currently, routinely
break the speed limit, back on the right
side of the law and that has to be a
good thing, Mr Hammond said.
Reactions to the proposal to make 80
the new 70 have been mixed. Clearly,
allowing faster travel will help business
be more competitive in reaching
destinations sooner, with the downside
being focused mostly on the
environmental consequences from
increased CO2 emissions, and the risk of
increased casualties. At this stage, there
are also questions about enforcement, for
example, in relation to the speed that will
trigger the police to take action.
In addition, the RAC Foundation has
questioned the increase in the number of
20mph zones: The reality is not all
urban areas throw up the same issues.
For example, child casualty rates are
higher in deprived neighbourhoods than
in afuent ones...before you change a
speed limit, you have to know whether
you are doing it for safety, economic or
environmental reasons. Unfortunately not
all of these are compatible.
Minimum wages changes
A
s from 1 October 2011, the new
minimum wage requirements are as
follows:
the adult rate will increase by 15p to 6.08
an hour
the rate for 18-20 year olds will increase by
6p to 4.98 an hour
the rate for 16-17 year olds will increase by
4p to 3.68 an hour
the rate for apprentices will increase by
10p to 2.60 an hour
The Government estimates that around
900,000 people will be covered by the October
2011 changes.The last ve annual adult
upratings have been in line with average
earnings growth. The October 2011 adult rate
of 6.08 will represent a nominal increase of
2.5 per cent from the October 2010 rate, again
in line with forecast average earnings growth.
However, since its introduction, the minimum
wage has increased substantially faster than
both average earnings and prices, especially
since 2001. During October, the Government
asked for ideas to simplify the legislation
relating to the National Minimum Wage as part
of its Employment-related Law spotlight in the
Red Tape Challenge (www.redtapechallenge.
cabinetofce.gov.uk/home). These suggestions
will be proposed to the Low Pay Commission
to consider for their report to the Government
by the end of February 2012. The Government
has also tasked the Low Pay Commission to
examine the best way to give business greater
clarity on future levels of the National
Minimum Wage (NMW), including
consideration of two-year recommendations.
This could provide greater certainty for
businesses, reduce risks and help them plan
employment and investment decisions.
The Government is committed to establishing
apprenticeships as a key route to building the
national skills base, working with employers
to help young people and adults get the skills
and qualications valued by employers.
However, the principal concern over the
apprentice minimum wage (2.50/hour) is in
respect of young peoples vulnerable labour
market position.

ed by Nobel Prize-winning economist Sir
James Mirrlees, the think-tank which
produced the IFS report argued that
government, through the tax system, takes
around 4 in every 10 earned in the economy.
In the UK poor tax design contributes to an
inefcient housing market, distortionary
taxation of nancial services, excessive reliance
on debt nance, employment levels lower than
they need be and distorted and inefcient
savings and investment decisions, the report
said.
As well as putting the case for wide ranging
reforms to income tax, National Insurance, VAT
and corporation tax, the benet systems, and
taxes on savings, the report argues that the
taxation of housing is a mess ... council tax is
still based on 1991 valuations and is
unnecessarily regressive. Stamp duty is among
the most inefcient and damaging of all taxes.
And renting is needlessly penalised by the tax
system.
Stamp duty should be abolished and council
tax reformed so that payments are based on up
to date values and are fully proportional to
house value, the IFS said: this reformed
Council Tax, which the review dubs a Housing
Services Tax, would effectively stand in place
of a VAT on housing. The report also makes a
controversial call for congestion charging.
Taxation of petrol and diesel is ineffective for
tackling congestion, the IFS says. As cars
become more efcient this signicant source of
government revenue will decline rapidly. We
should work towards a comprehensive system
of congestion charging on the roads, replacing
most of fuel duty. Paul Johnson, director of the
IFS said there is little about the UK tax system
which looks like it was deliberately designed.
Successive governments have failed to set out a
coherent strategy for tax. As a result the current
set of taxes is complex and often incoherent and
they impose a much greater cost on the
economy than need be.
Compliance
costs spiral
R
esearch from the Forum of Private
Business shows small rms pay
almost 6bn per year to outside
consultants for support on complying
with regulations.
More than two thirds of respondents
(67%) to the Forums latest Referendum
survey have seen consultancy costs rise
since 2009 when the previous cost of
compliance research survey took place.
The latest research reveals that, on
average, each rm hands over 4,900 per
year to companies offering legal
guidance, including advice on
employment, health & safety and tax
more than double the 2,100 average
annual bill in 2009.
The Forums research shows that the
combined amount paid each year by small
rms to consultants and accountants for
tax advice is in excess of 3.3bn, external
health and safety support costs almost
986m per year and employment law
consultancy services come to 752m.
Small businesses face a constant
struggle to control costs particularly in
the current economic climate but are
being thwarted by the mounting tide of
red tape they have to negotiate every
day, said the Forums Chief Executive
Phil Orford.
There is no hiding from the fact that
red tape compliance costs including
steep consultancy fees are hindering job
creation and, by extension, economic
growth.
In all, rms with fewer than 10
employees pay an average of 4,346 per
year for the services of outside
consultants, those with 10-49 staff face
average annual bills of 7,277 and rms
with over 50 employees pay contractors
an average of 10,815 each year.
The Forum points out that There are
also steep legal costs incurred when
businesses are charged with breaching
regulations. The answer is that prevention
is better than cure it is so important to
put in place internal processes geared
towards complying with the law in the
rst place.
Call for radical tax
changes
The Institute for Fiscal Studies has made a call for a far-reaching
overhaul of the UK tax system, in particular of the taxation of housing
and cars.
Trafc policing feels the pinch
C
hief constables across the country are
cutting back on trafc police numbers,
the Daily Telegraph says, based on
information the newspaper obtained under
Freedom of Information legislation.
According to The Telegraph, of the 35 forces
who submitted responses to the newspapers
request, 20 had cut their number of trafc
ofcers, with an overall reduction of 4.3 per
cent. And in total, 24 per cent fewer motorists
were breathalysed in May 2011 than in May
2010, or nearly nine thousand fewer. There
was a 3.6 per cent fall in the number of
motorists prosecuted for the full array of driving
offences, according to the forces who submitted
replies, the Telegraph said.

he latest voice is the CBI, the
Confederation of British Industry. Swift
investment across Britains road and rail
networks, digital, waste and energy would
ensure the country remains internationally
competitive and kick-starts UK growth, the
CBI said.
A CBI survey of 477 businesses, conducted
in partnership with KPMG, shows that 58 per
cent rate the UKs infrastructure worse than
other EU countries, when judged on quality,
value for money and reliability.
Half of companies think the UKs transport
network has worsened in the last ve years,
while less than a fth (18 per cent) say it has
improved.
Two-thirds of businesses (65 per cent) said
Britains local road network has deteriorated in
the past ve years. Last years World
Economic Forum Global Competitiveness
Report placed the UK 33rd for quality of
infrastructure, alongside Slovenia and behind
Tunisia and Cyprus. But France and Germany
both made the top ten.
The CBI has asserted that the UK is still a
long way down the international infrastructure
league table and languishes behind key
competitors. So, if we are serious about
boosting exports - especially in emerging
markets - and achieving sustainable growth,
the Government must put infrastructure
investment rmly at the top of its agenda.
CBI Director General John Cridland said:
We need ministerial decisions that get spades
in the ground and people working now. There
are large amounts of business capital waiting
to be unlocked if the Government achieves a
step-change on transport, for example with the
introduction of road tolls. Capital investment
must return to pre-recession levels at the
earliest opportunity.
The Governments own National
Infrastructure Plan acknowledges that 200bn
of infrastructure investment is needed in the
next ve years alone, with 70 per cent
expected to come from the private sector.

he Transport Select Committees recent
report: Out of the jam: reducing
congestion on our roads is an interesting
read.
The report recommends that the Department
for Transport (DfT) should decide what real-
time information should be made available from
local authorities and the Highways Agency to
road users and what should be provided by the
private sector. It also asks DfT to identify and
overcome the barriers to collating and delivering
that information.
The TSC report states that highway authorities
are legally obliged to monitor how they perform
their trafc management functions: however,
most fail to do so. The TSC considers this an
unacceptable situation which the DfT must
address. The Committee calls for the DfT to
identify barriers to collating and disseminating
information; and develop a strategy for
delivering that information.
The Committee also said that it supported on-
going efforts to speed up the time taken to clear
major roads, following an incident.

Companies looking to reap the environmental and economic benets
of shifting more goods by water and rail instead of by lorry have been
dealt a signicant blow after the Scottish Spending Review revealed a
cut in its support for modal shift.

given by Chris Welsh, Secretary General of
the Global Shippers Forum (GSF), at the
recent International Chamber of Shipping
Annual Conference.
Mr Welsh said clearly, shippers would
like to see ship owners adopt a slicker, more
customer-oriented approach and try to
understand their customers wider needs.
This could be achieved through investment
in eCommerce and by giving greater
priority to services that extend beyond just
port-to-port operations looking at inland
logistics needs too.
The bulk shipping sector is calling for
better communication from ship operators
about the status of a vessel as charterers
gear their supply chains around estimated
time of arrivals and a stronger focus on
exibility to amend quantities when plans
change.
Mr Welsh said we all know that supply
chain operations could be improved, but
through organisations such as the ICS and
GSF we hope to open lines of dialogue
between shippers and ship operators to
foster greater understanding between the
two. After all, they have a mutual interest in
each others well-being and a common-
interest in seeing business ourish.
C
onstruction of the A5-M1 link road in
Bedfordshire could be brought forward to
start in 2014 after Roads Minister Mike
Penning said the public inquiry would be re-
started next year.
The move comes after the Government
secured 45m private sector investment for a
new 2.9 mile congestion-tackling dual
carriageway running east from the A5 north of
Dunstable to the M1 at a new junction (J11a).
The scheme has a total cost-range estimate of
156m to 212m and is intended to improve
journey time, reliability and safety by removing
the need for long distance trafc to travel on the
A5 through Dunstable.
The contribution (which totals 50m when
combined with Central Bedfordshire Councils
previous commitment to allocate 5m Growth
Area Funding) signicantly reduces the level of
Government investment needed to deliver the
scheme. This means work could start in 2014
rather than sometime after 2015 subject to
successful completion of statutory processes and
conrmation of value for money and
affordability. The Planning Inspectorate has now
been asked by the Highways Agency to
nominate an Independent Inspector to conduct
the Inquiry. The Agency anticipates the Inquiry
will be held in the New Year; however, an
announcement will be made when an inspector
has been appointed and the date and venue
arranged. The A5-M1 link road scheme was
originally due to go to Public Inquiry in June
2010. It was postponed due to the Governments
Comprehensive Spending Review in October
2011, the result of which was that the project
was identied as a future scheme for start of
work post 2015.
Following representations from Central
Bedfordshire Council and developers Lands
Improvement Holdings and Friends Life
Company who are offering a contribution
towards the cost of the scheme, the Secretary of
State agreed that, subject to an agreement being
in place for the contribution, the Public Inquiry
would be re-started.
T
hat is the view from the Freight Transport
Association, which has accused the
Scottish government of being
disingenuous over its commitment to freight
modal shift. Governmental support for the
freight industry had dropped from 10.3m in
2010 to 2.9m following the revised Scottish
Budget earlier in the year. The latest spending
review has effectively introduced a real terms
cut in support for freight industry to an annual
allocation of just 1.1m every year until 2015.
According to Chris MacRae, FTAs Head of
Policy for Scotland, What the Government has
announced will make it even harder for
Scotland to reach its tough carbon reduction
commitments. By effectively cutting support for
companies to invest in the facilities they need to
replace lorry miles with other modes of
transport, it is in danger of failing to support the
creation of an environmentally-sustainable
supply chain.
As part of its commitment to low carbon
spend 69m has been promised to reduce
congestion and support better public transport,
active travel, low carbon vehicles and freight
modal shift. However, the proportion of
funding available for freight modal shift falls
well below an acceptable level, the FTA said.
While acknowledging the commitment to
seeing essential infrastructure projects going
ahead, such as the Forth Replacement Crossing
and other essential roads projects vital to freight
transport, the FTA points out that freight modal
shift is an important part of Scotland achieving
a sustainable supply chain. Quite how
Scotlands tough carbon reduction targets will
be achieved when only a little more than one
per cent of the funding towards a low carbon
future has been allocated to freight modal shift,
is a very serious concern, said Mr MacRae.

AR Afliate Cobia has reminded
us about the new Self Assessment
penalties that will apply for late
returns and payments. These nes will
apply to all nancial years from 2010/11
onwards.
The new penalties for late Self
Assessment returns include:
an initial 100 xed penalty, which
will apply even if there is no tax to
pay, or if the tax due is paid on time;
after 3 months, additional daily
charges of 10, up to a maximum of
900;
after 6 months, a further penalty of 5
per cent of the tax due or 300,
whichever is greater; and
after 12 months, another 5 per cent or
300 charge, whichever is greater. In
serious cases, the penalty after 12
months may rise to up to 100 per cent
of the tax due.
The new penalty for late payment is 5
per cent of the tax unpaid at 30 days, 6
months, and 12 months and interest will
be charged on top of these penalties. The
tax return deadlines remain unchanged at
31 October for paper returns and 31
January for online returns. The deadline
for paying any tax due also remains the
same, 31 January. Employment taxes
now represent a compliance mineeld
for more and more employers as major
changes seemingly feel less advertised
by HM Revenue & Customs. All
employers should ensure that they are
registered to receive free updates from
Employment Tax experts such as Cobia,
James Doyle, Commercial Director at

raise money for Macmillan Cancer
Support. We wanted to put a smile on

was a fun day for a serious cause.
Ideas from Harrow Green for raising
even more money ranged from selling
bacon sandwiches to auctioning an extra
days holiday. Last year 43,000 people
signed up for Macmillans national
fundraising event to raise over 8m.
Countdown to London
LEZ changes
Transport for London (TfL) is urging the owners and operators of the
estimated 150,000 vehicles affected by new emissions standards in
January 2012 to take action now to avoid nes.
W
hile most vehicles set to be affected
by the scheme are already
compliant, for the minority that are
not, Mayor Boris Johnson recently said he has
secured discounts off a range of new vans and
minibuses in an unprecedented package of
nancial deals.
From 3 January 2012 vehicles that are
already affected by the Low Emission Zone
HGVs, buses and coaches will have to meet
a Euro IV standard for particulate matter to
drive within Greater London without paying a
200 daily charge. From this date, larger vans,
minibuses and other specialist vehicles will
have to meet LEZ standards for the rst time
too. These vehicles will have to meet the
European emissions standard for particulate
matter (Euro III) in order to drive within
Greater London without paying a 100 daily
charge.
Eighty per cent of vehicles affected by the
LEZ for the rst time in 2012 are vans and
offers from manufacturers in some cases
amount to thousands of pounds off a new
vehicle.
There are a range of options available to
vehicle operators to ensure their vehicles
comply with the LEZ standards including
tting an approved exhaust lter, purchasing a
cleaner new or second hand vehicle, re-
organising a eet so that only vehicles which
meet the required emissions standards drive
within the LEZ, or leasing or renting a
compliant vehicle.
Owners of vehicles that do not meet the
emissions standards and have not paid a daily
charge and drive within the LEZ risk a
signicant penalty charge.
Owners of HGVs, buses and coaches that do
not meet the required Euro IV for PM
emissions standards by 3 January 2012, and
who drive within Greater London will have to
pay a 200 daily charge or risk a 1,000
penalty. Lorries, buses and coaches registered
as new on or after 1 October 2006 will already
meet the LEZ standards from 2012.
Owners of larger vans and minibuses who do
not comply with the new Euro 3 for PM
emissions standards will have to pay a 100
daily charge or risk a 500 penalty if they drive
within Greater London. Vans and minibuses
registered on or after 1 January 2002 will
already meet the LEZ standard.
Vehicle owners can use an online vehicle
checkerhttp://www.t.gov.uk/lezlondon to
check whether their vehicle meets the
emissions standards and nd advice on what
steps they can take to make their vehicle
compliant.

he proposed Slough International Freight
Exchange (Sife), which would allow
freight to be transported between rail and
the A4 near London, has been blocked by local
government.
Slough councillors have unanimously rejected
plans by Goodman Logistics Development Ltd
to construct the freight interchange north of the
A4, Colnbrook By-pass on green belt land.
According to the planning application, the
proposal is for three storage and distribution
warehouses of up to 193,926 square metres, an
intermodal terminal with associated freight
handling equipment, and associated servicing,
parking, access and landscaping areas. Each of
the three warehouses would include ancillary
functions such as ofces, service yards for HGV
functions and car parking. Two units would be
rail connected.
The Councillors said the project would be
harmful to the environment and increase trafc
congestion in the area.

lthough the UK has a good record of
handling vehicle safety recalls, eet
owners are facing rising costs in
administering and managing the range of paper
and digital notications they receive from
motor manufacturers.
Our members own and operate more than
two and a half million vehicles and nding a
cost-effective, easy-to-use solution that the
whole industry can adopt has been one of the
associations long-term goals, said BVRLA
chief executive, John Lewis.
The new recall system is the result of close
work between the BVRLA, its members,
motor manufacturers and the Vehicle and
Operator Services Agency (VOSA). Alastair
Peoples, VOSA Chief Executive said Britain
has some of the safest roads in the world and
the recall system contributes to this. Its really
encouraging to see manufacturers and the eet
industry working together to improve the
effectiveness of the safety recall process.
The web-based system will provide a single
location for all manufacturers to list their
safety recall notications. BVRLA members or
their appointed agents can retrieve the
information by inputting their own eet data
so that it can be compared. A report is then
produced, showing all vehicles that are subject
to a new recall notication and highlighting
those with outstanding recalls. The new system
also has the potential to cover non-safety
recalls and customers will have the option to
purchase a product for notifying drivers.
It is hoped that eet owners and motor
manufacturers will be able to test the service
during its pilot stage in May 2012 and it is
expected that it will be widely accessible from
August 2012.

prestigious local cycling event.
The Stafford Grand Prix is one of 6 Elite
Circuit races to be held in the UK. Last years
winner was none other than Olympic Gold
Medalist, Ed Clancy, who returned to defend
his title this year. The eld at the Stafford
Grand Prix contained many of the UKs top
cyclists attempting to boost their chances of
reaching the team for London 2012. Apart
from the elite race, there were also additional
categories including a youth race showcasing
stars of the future. The race was well attended
by locals and members of the cycling
fraternity. The event was covered by Sky
Sports as part of their overall coverage of the
British Cycling Elite Circuit Series.

Gorilla Event, Britannia Lanes of
Bristol reports that the auction in aid of
the Zoos appeal for a childrens hospital
raised a mammoth 427,300.
Britannia Lanes has supported the zoo by
storing unique, life-size gorilla sculptures and
supplying van hire for transportation.
Artists decorated life-size gorillas, sponsored
by local businesses, which were then placed
around the city for 10 weeks between 6 July
and 6 September. The gorillas made an
appearance at the Zoo between 24-28
September at the Goodbye Gorillas event,
before being auctioned off for an average of
6,000 and much as 23,000. Britannia Lanes
very own gorilla, Alfred, raised a princely
12,000.
To round off the celebrations in perfect style,
a real live baby gorilla was born at the zoo at
the end of September.

he 136-room Worcester property has a
rich history, having been originally built
in the 12th Century. It was then rebuilt in
1593 when a chapel and extensive lands were
added. The residence received its nal
remodelling project in the 18th Century, when
it was redesigned in the style of a moated
Elizabethan house.
The grand property is decorated throughout
with sumptuous decorations, antiques and
beautiful paintings from the Renaissance period.
It has entertained many illustrious visitors over
the years and was a featured location during the
lming of Brideshead Revisited.
Britannia Bennetts staff have been on site
organising the packing, removal and storage
until mid-2012 when the latest refurbishment
project will be completed. Paul Bass, foreman
on the move, said Ive not been involved in a
move that has left me in awe of the build and
design features both internally and externally of
such an amazing property. There were a few
times when I wondered if I would ever see the
crew again as with 136 rooms its easy to get
lost there. As part of our moving service, every
item packed had a numbered label and this will
be vital when the move of effects back to the
Court takes place next year as many items are to
be positioned in different rooms.
Paul explains that the team photographed
layouts to ensure exact positioning next year.
Im looking forward to going back as I should
be able to nd my way about pretty easily next
time! he said.
Porter, Nigel Gilks, said I think this was the
most interesting move Ive ever been involved
in. Ive packed items, so many original pieces of
art and ornaments which we do often, but not so
many all in the same property. We had to protect
a lot of the internal xtures such as the
balustrades and Ive never had to protect hand-
made glass turned posts on a galleried landing
this big before! We all felt privileged to be part
of this move.
During a recent visit all staff at the Court
seemed thoroughly pleased with the excellent
work from Bennetts staff and the fact that this
part of the project had gone smoothly and to
schedule.

he Land Registry reported an annual price
decrease of -2.6 per cent in August which
takes the average property value in
England and Wales to 162,347. The monthly
change from July to August is a decrease of -0.3
per cent and signals a return to the negative rates
seen in May and June. The only region in
England and Wales to experience an increase in
its average property value over the last 12
months is London with a movement of 2.1 per
cent. The East experienced the greatest monthly
rise with a movement of 0.8 per cent. The North
East experienced the greatest annual price fall
with a decrease of -7.8 per cent. Wales
experienced the most signicant monthly price
fall with a movement of -1.7 per cent. The most
up-to-date gures available show that during
June 2011, the number of completed house sales
in England and Wales decreased by -13 per cent
to 54,776 from 62,714 in June 2010. In March to
June 2010, there was an average of 54,650 sales
per month. In the same months this year, the
gure was approximately nine per cent less at
49,785 sales per month. The number of
properties sold in England and Wales for over 1
million decreased by 28 per cent between June
2010 and June 2011, from 644 to 465.
Nationwide, which covers the whole of the UK
and is based on a sample of loans issued in any
given month, reported that prices increased by
0.1 per cent in September, with an average house
price of 166,256, 0.4 per cent lower than in
September 2010. Robert Gardner, chief
economist at Nationwide, said UK house prices
continued to tread water in September...prices
were also essentially at over the year, just 0.3%
lower than September 2010. The three-month on
three-month measure of house prices was
unchanged in September. We expect this trend to
be maintained over the remainder of 2011,
although downside risks have increased as UK
and global growth prospects have weakened.
Consumer condence as tracked by
Nationwide is already close to all time lows,
Mr Gardner added. Sentiment towards major
purchases is depressed, as a result of weak
labour market conditions and ongoing pressure
on household budgets from above-target
ination. We continue to expect house prices to
move sideways or to drift modestly lower over
the remainder of 2011 and into 2012.
Halifax, which also covers the entire UK, but
bases its index on a sample of each lenders own
loans each month, said that on a monthly basis,
house prices fell by 0.5 per cent in September.
The average UK house price in September was
1.0 per cent lower than in December 2010 on a
seasonally adjusted basis, at 161,132, and 2.3
per cent lower than in September 2010. Greater
uncertainty about economic and personal
nancial circumstances, together with pressure
on householders nances from weak earnings
growth, higher ination and increases in taxes,
are likely to be constraining housing demand,
housing economist Martin Ellis said. Despite
these pressures, low interest rates and a rise in
employment over the past year, have been
supporting the market, resulting in broad
stability in both prices and activity. We expect
little change over the remainder of this year.
Figures from Communities and Local
Government (CLG) for July show that, based
on mortgage completions, UK house prices
decreased by 1.5 per cent over the year and
increased by 0.3 per cent over the month. The
average mix-adjusted UK house price was
207,690 (not seasonally adjusted). Average
house prices were 0.7 per cent lower over the
quarter to July, compared to a quarterly decrease
of 0.2 per cent over from the quarter to April.
Average prices decreased during the year in all
UK countries; England (-1.5 per cent), Wales (-
0.1 per cent), Scotland (-1.8 per cent) and
Northern Ireland (-4.1 per cent). Prices paid by
rst time buyers were 0.5 per cent lower on
average than a year earlier and prices paid by
former owner occupiers also decreased by 1.9
per cent. Prices for new properties were 6.7 per
cent higher on average than a year earlier whilst
prices for pre-owned dwellings decreased by 2.1
per cent.
The latest monthly market report from the
National Association of Estate Agents reported
increases by agents in both the level of demand
for property and the number of completed
transactions, reecting a better than expected
summer for the UK housing market. House-
hunter levels increased for a second consecutive
month and despite a decrease in stock levels,
sales remained aligned with gures recorded
throughout the rst half of the year, moving up
from an average of 7 to 8 per month.

Pensions
Pension Auto-Enrolment and NEST (National
Employment Savings Trust) were the focus of a
presentation from Wellers Wealth Management
Ltd (www.wellerswm.co.uk), nancial advisers
with ofces in London, Oxford, Banbury and
Thame. The new legislation comes into force for
employers from October 2012 and will involve
signicant changes to the current stakeholder
pension regime. Hayley North, Managing
Director, told R&S: The audience highlighted
concerns about cost of the scheme (3% of
income above a specied level for all eligible
jobholders) and the anticipated low take-up rate
with younger workers. These concerns are
understandable but the DWP is phasing in the
employer contributions gradually and by
carefully choosing the correct pension option, or
combination of options for your business the
changes could be used as an opportunity for
building employee loyalty and retention. She
added: It is imperative to seek advice from
your IFA and accountant sooner rather than
later; you may nd your current provision is
already adequate or that there are creative
solutions to funding the contributions. The
presentation was given by James Tillotson,

Industry insurance specialists Reason Global
and Basil Fry provided participants with
valuable expert input on how removals and
storage companies can make insurance work for
them. At the London roadshow, members
discussed advantages of insurance and liability
cover. Insurance should always be offered to

Quality Assurance standards
BAR Director General Stephen Vickers outlined
to members the benets of adopting Quality
Assurance standards. In an increasingly
competitive market, these standards deliver a
real stamp of approval to a business, Stephen
explained. According to Stephen, quality
standards improve service, enhance competitive
edge, add trust and faith in a business, and can
generate an increased sense of teamwork and
even new customers. Stephen explained how
quality management and continual improvement
is a year-round process, which can involve
streamlining operations and increasing chances
of success in a tender. The benets of
compliance will increase the condence of
customers, many of whom will not work with
non-compliant companies.
Auditing should be a helpful and non-
punitive experience something to be embraced
rather than feared, Stephen said. Quality
Assurance encourages continual staff training
and development and hence job satisfaction.
One initial audit charge is followed by an annual
audit, charged at very competitive rates, with no
hidden fees.
In addition to describing the universally
recognised management standards such as ISO
9001, Stephen detailed the family of industry
standards, such as BS 8522 for commercial
moving and BS EN 12522.
Risk Assessment
Participants at the London seminar were
reminded of the ongoing need to apply best
practices in Risk Assessment. Five key steps in
this area include: identifying the hazard,
deciding who might be harmed, evaluating risks
and controls, recording ndings, and reviewing
and updating this assessment.
Apprenticeship Schemes
Loren Webster of BAR Training Services
(BARTS) explained how the Apprenticeship
Schemes operated by BARTS work, and their
benets for the industry. Candidates for the
scheme will be interviewed to identify the
reasons for their application. Training will be
done on the job and assessed via evidence from
the removal - by the presentation of
photographs, video footage or the signature of
the apprentices manager - or a practical
demonstration to verify competencies. In these
times of high youth unemployment, these
schemes can provide motivated youngsters with
a very rewarding way into the world of work,
and give employers a welcome injection of new
energy for the future.
As well as going through the details of the
Commercial Moving Apprenticeship and the
Domestic Moving Apprenticeship, Loren also
told members about two nationally recognised
removals qualications, the BTEC Intermediate
Award in Practical Estimating, and the BTEC
Advanced Award in Removals Management.
She also explained that BAR members can take
Driver CPC training courses within the
Apprenticeship qualications, for as little as
49.25 + VAT per driver. BARTS also provides
exible operative training that is tailored to the
requirements of each company.
New employment rules
Industry legal experts, solicitors Steven
Mayerhoff and James Lomax of Backhouse
Jones, were on hand to clarify the implications
of the new Agency Worker Regulations and to
spell out exactly what the changes mean, what
they dont mean, and who they apply to. As the
removals business is an employment-intensive
industry, and one which often relies heavily on
temporary workers, this was another issue of
high interest to BAR members, and the Q&A
sessions following the presentation reected
this.
Ian Siddle, Arnold & Self:
I attended the London roadshow and I got a
lot out of it in terms of technical and business
information like upcoming legislation,
costings, green technology and opportunities
from apprenticeships. It also allowed me to
tap into other peoples experiences and chat
with other companies about ideas for
improving our businesses. It was a shame the
event was so poorly attended it was free to
BAR members, but I guess some people are
busy and feel up against the wall.
BAR Business Seminars
In early October, BAR ran a series of free Business Seminars in
Livingstone and London. These seminars were designed to update the
industry on key developments in the business, and they provided
insights into topics ranging from employment regulations to insurance
and training schemes to quality standards.

pledge their nancial support for Help
for Heroes, the charity that helps those who
have been wounded in Britains current
conicts.
Yorkshire Area Secretary, Graham
Puddephatt of Reason Global, reports that 715
was pledged at the recent Area meeting by
Pickfords, JT and Sons (member from Sussex
area), Britannia International group HQ
Croydon, Interdean/SanteFe, Specialised
Movers, Red Recruit, Reason Global Kidds
Services, GB Liners,
PHS Teacrate and Simpson Packaging.
Although this is a local initiative, it is
attracting support from outside of the area.
Other BAR Areas are also considering
supporting this initiative locally, and a Help
for Heroes speaker recently attended the
Sussex area.

L
ike many young members of a family
business, Adam was initially reluctant to
follow the tradition. After taking his A
levels, he started to build a career as an
accountant, working for two large, well
known accountancy rms. He even put in
some time at Agusta Westland helicopters.
To this day he says that producing year end
accounts, and learning about how businesses
work, large and small, has provided him with
invaluable experience of nances and
management.
But, almost inevitably, the call of the
removals trade proved too strong, and one
day Adam simply decided to stop counting
other peoples beans, and headed for a life on
the road and on the vans.
I gured out that there is no point being
good at something you dont want to do, he
says. So after a short spell of travelling, I
started working as a casual van boy for the
family rm. That was in early 2003. Three
months later, I went full time and a year later
I got my HGV licence.
After four years, Adam moved into a mainly
ofce role at the family rm, Chudley
International, although he still lls in as a

driver or packer when the need arises. He is
now responsible for all estimates, and for
dealing with enquiries and leads from the
telephone and Internet, as well as helping out
with administration, IT, marketing, and the
website. Its a much more engaging and
motivating life than poring over accounts and
nancial statements, he says.
Adam has removals in the blood with his
father and uncle working with him at Chudley
International, another uncle David Blatchford
has his own removal company who is also a
BAR member, grandfather Derek who was
BAR President in 1980 and great-grandfather
Walter who was also well known in the
removals trade.
And the longer that Adam has worked in
removals, the more passionately he feels
about his familys industry. I want the public
to understand how hard we work and what a
specialist job we do, he says. Unfortunately
we live in a generation in which everybody is
an expert at saving money, and where price
drives the consumer.
On a daily basis Adam is asked how much
for a removal?, as if this is a bit like asking
how much a car costs. Anyone can move
furniture, he says, but there is no point in
paying to move something that is smashed
when it arrives. There will always be lower
standard / cheap removers, but we should
never stop striving to push for higher
standards, which is why we believe so much
in the BAR.
A keen member of the BAR Young Movers,
Adam says that he has made a number of new
friends, and has also been able to pass work
on to his contacts from the group, as well as
receiving work from other members.
From my personal contact with other
Young Movers, we have been able to win
work, and to learn from others in the
industry, he says. I hope that in the future
we will continue to see new faces and a high
turnout at the events.
Adam remains committed to attending the
groups social events, despite just becoming a
father for the second time. Daughter Leah
was born in August, a sister for two-year old
Anna. I love being a daddy a hard day at
work can be washed away in seconds with a
sing song and a dance around the front room
with Anna and a cuddle from Leah. They both
make me very proud, Adam says.
And somewhere in between looking after
the children and the company business, Adam
also continues to nd to challenge himself
and expand his horizons. After turning 30 this
year, he completed the Bristol half marathon
in September, testing himself to the limit.
Completing the course in a very creditable 2
hours 21 minutes, Adam managed to raise
over 450 for local charity, the Rosie Crane
Trust.
Meanwhile, Adam has also started to take
part in local amateur dramatics. I love a bit
of a sing song, so maybe a karaoke evening
for Young Movers should be planned, he
suggests. Were just glad he didnt mention
any marathon-running!

removals. Adam talks to R&S about what he loves about the moving
business, and tells us why even though he has just turned 30, this long
distance running Young Mover has no plans for slowing down.

urnout was lower than in previous
years which may have been because
some potential players were at the
IAM conference. However those that did
attend enjoyed the day and the course
was in great condition. Whats more the
weather was a great improvement to
earlier in the week with the 70 mph
winds that battered the east coast turning
overnight to a gentle breeze.
The competition was extremely close
for the Basil Fry trophy. However there
was one clear winner, Mark Windle from
White & Co., who scored 41 points, a
clear 4 shots ahead of the eld. He
played some excellent golf and was
clearly enjoying his purple patch having
won rst prize at a charity competition
organised by John Simpson of Simpsons
Packaging at Wakeeld earlier in the
week.
The trophy was awarded by Chris Fry
from Basil Fry & Co. Ltd. Second place
was awarded to Roger Moore from
Pickfords who scored 37 points, which
was a fantastic score playing off a
handicap of 4. Roger also won the
Longest Drive prize.
The team prize went to Mark Windle,
Peter Doman and Paul Tracey and BAR
once again beat UKWA to retain the
challenge trophy.
After the golf the players
enjoyed a well-earned beer or
two and a good meal at the
hotel to celebrate one of the
better days at work!

he ndings from the industry surveys are
as follows:
Moves within the UK
The rst three months of 2011 (Q1) witnessed a
steady decline in moves within the UK,
culminating in March 2011 showing a signicant
decline of 8.87% compared to March 2010
(Figure 1). Q2 and Q3 2011 saw a recovery as
all but one month (May) fared better when
compared to the previous years ndings. The
most encouraging months were August 2011 and
September 2011 as moves were up by 4.73% and
5.77% respectively compared to like months for
the previous year. Despite the dips in the rst
few months, overall, UK domestic moves in
2011 for the rst nine months were up by a very
modest 0.02%.
The National Association of Estate Agents
(NAEA) recently commented on some positive
ndings for 2011 Q3 months Throughout
August, NAEA agents reported increases in both
the level of demand for property and the number
of completed transactions, reecting a better
than expected summer for the UK housing
market. The number of sales and the average
number of house hunters registered rose in July
to August. Signicantly, the number of people
registering with an estate agent in August is the
highest post-recession gure.
House prices and sales volume
The Land Registrys House Price Index report
for England & Wales reveals an inconsistent
housing market as indicated by house prices and
sales volumes for the period January 2010
August 2011 (Figure 2). Broadly, house prices
rose during eight consecutive months from
January 2010, but have since fallen away. The
average price of houses recorded in August 2010
was 166,750 and in June 2011 160,779.
The sales volume gures since January 2010
peaked in July 2010 at 68,000, dropping to under
40,000 in January 2011. Most recent gures
available (February 2011 to June 2011) show
more optimistic and encouraging sales volumes.

professional removals industry, comparing like-for-like months from 2010 to 2011 for the rst nine

Industry employment
The number of staff employed increased by
1.07% during the 9 months of 2011 compared to
2010 (Figure 3). The months of May (-1.70%)
and June (-1.54%) fared worse but July 2011
proved to be the most favourable month with an
increase of 3.98% when compared to July 2010.

Vehicles in use
The number of vehicles in use also increased by
4.37% over the rst 9 months of 2011 compared
to 2010 (Figure 4). The most positive month
was July 2011 where vehicles in use for this
month saw a signicant increase of 15.21%.
BAR Members are continuing to operate more
vehicles in August (2.38%) and September 2011
(5.41%) coinciding with the peak season of the
removal industry calendar.
Moves to European countries
Moves to European countries in 2011 compared
to 2010 by month have been rather inconsistent.
January 2011 saw an increase of 54.84%.
Conversely a signicant decrease of 19.23% is
reported in June 2011 (Figure 5), however rather
positive gures are reported for August 2011 and
September 2011 of 38.89% and 35.42%
respectively. Year to date gures reveal a
healthy 12.20% increase.

Moves to Overseas countries
(non- European countries)
Moves to non-European countries between
January and September 2010/11 have been
extremely erratic. January 2011 saw a huge
increase of approximately 33%, whilst a
decrease of 9.43% in March 2011 and 10.17% in
July 2011 are recorded (Figure 6). An upturn in
the market in August 2011 (15.69%) and
September 2011 (0.00%) has been fairly
dramatic following the previous Julys low. Year
to date gures for the rst nine months reveal an
increase in Overseas moves of 5.50%.
The top Overseas (non-European) removal
destination for January - September 2010 was
Australia followed by USA and then New
Zealand. The top Overseas (non-European)
removal destination for January - September

New Zealand.
In summary, the UK removals industry
(domestic and overseas markets) continues to be
erratic from one month to the next. There are
many reasons why there is such uncertainty;
economic upheaval, severe pressures on
household spending coupled with wages not
rising fast enough to keep up with the cost of
living and the Governments austerity measures
squeezing investment. Martyn Dyson, head of
mortgages at Nationwide, explains: In
uncertain economic times, homeowners are
attracted to the idea of improving their property
by adding both space and value rather than face
the extra costs and expense of moving to
somewhere bigger. The Nationwide Building
Society is the UKs third largest mortgage
provider.
The UK removals market however appears to
be the most stable in comparison to the Overseas
market (be it moves to European or non-
European destinations) as indicated by year to
date gures.

ransport for London has released new
information on how the busiest stations
and locations across the Tube and road
networks will be affected during the London
2012 Games, with the promise of further
comprehensive information to come.
The information released by TfL comes in
response to requests from Londons business
community for further detailed information to
help them plan ahead of the Games.
The new TfL one stop shop website brings
together a combination of new and existing
transport information in one location, t.gov.
uk/2012. Further information, including detailed
transport modelling, will be made available on
the website during November and the coming
months, including:
Detailed maps, postcode information and
case studies to help businesses plan how
they will manage the impact of the Olympic
and Paralympic Route Networks, road
events and the Central London Zone
The release of a timetable laying out when
additional data and business support will
become available - including the launch of a
new, free programme of advice on how to
manage deliveries and freight and the
results of an ongoing TfL-funded overnight
delivery trial
A transport planning milestones calendar
The public transport and road modelling
hotspot data will also be published on the
TfL website this month.

ver the coming months, this new section
of R&S will provide BAR members with
detailed updates on how they can supply
a high quality of service during what promises to
be a memorable but demanding time. While it
will certainly be harder to get around the capital,
with the right information and some planning
ahead, there is no reason why BAR members
cannot aim to provide a business as usual
service during the Games.

The 2012 Olympic and Paralympic Games will be the largest sporting event ever held in the UK, and from the end of July to
early September the worlds spotlight will be on London as never before. For companies in the removals sector, moving
goods during this time will pose a unique set of challenges. Not only will road capacity will be reduced by the imposition of
the Olympic Route Network and other road route restrictions, such as temporary Games lanes, but the surge in visitors to
London and other venues all over the UK will also result in increased congestion.
I
n September, Transport for London (TfL)
released online postcode data that will help
companies manage the deliveries they
make and plan the routes they use during the
2012 Games.
Companies can use the data to check
whether individual postcodes in the Capital
will be affected by the Olympic Route
Network (ORN), Paralympic Route Network
(PRN), Central London Zone (CLZ) or Games
Road Events.
In total, 2.6 per cent of Londons roads will
be used by the Olympic Route Network. Key
routes on the Olympic Route Network (ORN)
will have a 6am to midnight parking and
loading restriction in place with penalties of
200 for infringement.
Many side roads and junctions will have
changes to their access to the key routes and
signals will be prioritised for the ORN.
The ORN and associated trafc measures
will come into operation a couple of days
before the Opening Ceremony.
By entering the data into their routing
software, companies are able to highlight the
postcodes that contain both the ORN, for
example, and one or more of their delivery
locations.
That will allow them to produce a list of
both clients and locations that will be
impacted during Games time, and will be a
timesaving tool when planning deliveries.
Postcode data released for planning
The dataset does not include postcodes in adjacent areas where access may be altered by the
changes that are needed for the ORN, PRN, Games Road Event routes and the Central London
Zone.
BAR members wishing to receive updates to the post code data set as they are made will need
to register on line.
The online postcode data has been produced by TfL in conjunction with Royal Mail and is
now available in its raw form online at www.t.gov.uk/developers.

who are trying to keep costs down
and are enticed by what seem like low
prices:
At rst sight, these prices may seem to
be amazing in light of the recent price
hikes, but members need to check if the
cartons are of the same grade and quality
that they would normal expect.
New BAR Services Account Manager,
Tim Oliver, recommends that members
fully investigate the differences in board
grades and the serious effects that buying
lower cost, and therefore lower quality
cartons, can have.
Since I have taken on my role, I have
become very aware that when I ask
members about the board quality of the
boxes they are buying, they do not always
know what the grade is, says Tim.
What concerns me is that a low board
grade can mean less stackability and
strength and this could lead to an increase
in costly insurance claims.
With Tims comments in mind, BAR
Services is underlining the importance of
understanding the board grade which
should be provided on your written
quotation.
Besides the price, this piece of
information is the most important when
comparing your quotes.

getting colder it is again time to start

Dont forget, although a uniform provides

will be like teaching your grandmother to suck
eggs but for others it might be the most
important one you will read if you are about to
buy some cartons. All suppliers should be
transparent as to the board grade they are
quoting on. If you are unsure of the board
quality, you should be able to demand a soak
test which will provide you with this
information. Understanding board grades may
help you buy the quality of box you require
and prevent any unnecessary and costly
insurance claims. BAR Services are currently
working with its suppliers on some new board
grades that potentially could be better quality
yet more economical and cost effective. We
hope to bring members more news on this in
the future.
What is corrugated? This is the easy bit,
as you already know, corrugated board is
made up of three components. This
comprises of a sheet of uted corrugated
paper sandwiched between an outer and
inner liner paper.
Types of paper: For the liners there are
two types of paper used: Kraft paper is
manufactured from virgin softwood bres
which provide strong, long bre pulps
making it also the best paper to print on. For
this reason, it tends to be the paper of choice
for the outer liner. The quality of the outer
paper is paramount to the strength of the
box. Removal boxes are always double wall
and will always have two rows of uting.
Test paper is made from recycled papers and
thus the bres are shorter. The shorter bres
dictate that it is usually used for the inside
liner. If test was to be used on the outer
liner, the stackability, containability and
moisture resistance could be affected.
Paperweight: This denotes the thickness
of the paper, and is measured in grams per
metre (gsm). The higher the gsm, the thicker
the paper.
Flute size: There are ve ute sizes that
are used; BC is probably the most common
of all used in double wall cartons.
For example, 125K/BC/125T means that
your corrugated box is made from a 125gsm
outer, a B ute and a 125gsm inner.
When obtaining quotations, this is the magic
number that members should be comparing
before looking at the price.

ishop & Sons Depositories was
established in 1854 by Joseph Bishop,
who was a labourer from Norfolk and
who came down from London to join the
newly established police force, founded by
John Peel. J.J. as he was known, left the
police force after a short time and opened a
green grocers in Elizabeth Street, London SW1
from where he developed the business to
include moving household furniture and
effects. This soon evolved to become a
general cartage and removals business, with a
small yard in what was then the village of
Pimlico, SW1.
J.J. operated a farm in Battersea and used this
land to supply the business with horses. He
purchased Hugh Street off Belgrave Road in
SW1, which gave Joseph James the perfect
opportunity to grow the business adjacent to
Victoria Station.
Over the years, the company evolved and
always appeared to have members of the
family within the business to ensure a smooth
transition to the next generation. During these
years, many potential family members learned
their trade working for competitors and
Bishops Move is now the largest private
family-owned removals company in the UK.

The company has 14 strategically placed
depots, 8 Franchise Depots, 4 trial Franchise
Depots and 5 nominated Agents, to cover their
requirements on a

Chairman with his brother Roger Bishop, and
is responsible for the development of selected
areas of business, including Franchisement.
Nigel has worked in other businesses prior to
moving across to Bishops Move, such as the
Bergen Steam Ship Company, Air Land & Sea
and Smith & Herbert.
The effects of the economic downturn have
affected the company and altered the way in
which we generate our business., Nigel tells
R&S. Since 2009 there has been a major
reduction in the level of enquiries and we have
had to adjust the business by developing our
Online Services and making the best of the
opportunities through such outlets as Google,
Yell.com etc.
The Relocation business has become more
competitive as regards price and in getting
information to your clients more quickly than
ever before, Nigel adds. During the last two
years, we have had to adjust to the downturn in
business by making sure that our stafng and
vehicle levels are in line with the modern day
requirements.
Looking to the future
One of the major opportunities where Nigel
and his co-Directors see optimistic
opportunities for growth are in developing the
Corporate & Private sectors of our business
and utilising the services of our Franchises,
trial Franchises and selected Agents.
Nigel says that these companies are always
selected on the basis that they are BAR
members, family businesses and offer a quality
of service similar to that of Bishops Move.
They are set up with a Bishops Move
telephone, Bishops Move advertising, and
supply staff and equipment in Bishops Move
livery and they develop the brand in areas
where Bishops Move have had difculty in
extending coverage. It is all about brand
awareness, Nigel explains. We do all we can
to ensure that the Bishops Move depots, the
franchises, trial franchises and selected agents
operate in such a fashion that they are seen as
a quality Bishops Move brand.
It is no surprise that Bishops Move is
insisting that franchises must be BAR
members. Nigel says BAR membership was
initially very benecial to family-owned
companies such as Bishops Move, thanks to
the rst class training policy in place for sales
staff, packers, porters, drivers, etc.
Many of the larger companies now have
introduced internal trainers who teach
employees how to be an expert in their chosen
job description and this is a benet which is
directly attributable to the standard of training
within BAR over the last 40 years, Nigel
says.
BAR members must be able to look to the
ofces of BAR to support and help them,
particularly in these difcult times and we
would like to see a more direct approach to the
BAR Secretariat from company level, he
adds.
Whilst we are all aware of difcult market
conditions, we as a Group have a clearly
dened strategy for the development of the
business and we have some exciting
projections for the company within the next 18
months. We are proud of our past; we do live
in the present, yet we continue to plan for the
future, Nigel says.

Fox Moving
& Storage
Paul Fox is one of the most
respected gures in the British
removals industry. As the
Managing Director of a family-
owned business, working his
way up from being a porter in
the 1970s, and as an ex-
President of the BAR, Paul is
uniquely placed to discuss the
way ahead for the industry at a
challenging time for all.
P
aul gave his time to talk to R&S about
how Fox Moving & Storage has
responded to the house market crash by
increasing its exposure to self storage and to the
international market.
In May 2011, Fox Moving & Storage
celebrated its fortieth year in the removals and
storage business but its family involvement in
the industry go even further back to a humble
removal rm established in Newport by Cecil
Bailey, or Uncle Cecil, in 1920.
After the Second World War, that business was
nationalised and became a branch of Pickfords,
but Cecil remained in the industry and
encouraged his son Tony and nephew Roy to join
Pickfords as Trainee Managers.
Then in 1971, Roy Fox, Pauls father,
purchased a small removal company for 6,500
and established the foundations of the present
company. Originally called Fox the Mover and
located in Cwmbran in South Wales, over the
course of the last forty years Fox has become a
nationwide concern, based on organic growth
and on strategic acquisitions across the UK.
Roy Fox went on to found Britannia in 1981
with John Court and Michael Banks (amongst
others). Finding they worked well together, they
merged their own businesses together in 1986.
As Operations Director Paul Fox controlled the
nationwide expansion, with different brand
names operating in West Midlands (Jays)
Birmingham (Tobutts) Warwickshire
(Robinsons), Lancashire (Towlers), Lincolnshire
(Briggs), Berkshire (Sirls), and London (The
Pantechnicon), followed by the acquisition of
Perry Bros of Crickhowell and Chapman of
Cardiff in 1990s Paul became MD in 1994 and
steered the company back to family ownership;
rebranding the Group Fox Moving & Storage in
2000.
It would have been hard to predict such a
journey forty years ago, Paul says. Paul joined
the family company straight from school as a 16
year old in 1977, and worked his way up through
the business from Porter to Young HGV Driver,
Branch Manager (Dad was kind enough to
buy a business for me to run just before my
20th birthday, he remembers), Operations
Director, and then Managing Director in 1994.
Developing international business and
self storage services
The recent years have been tough for the
industry, and MD Paul has been quick to take the
necessary, but painful, measures to prepare Fox
for the worst. The recession hit hard at the back
end of 2007 and the housing market continues to
at-line, Paul says. We took a strategic view to
dispose of outlying property and branches. This
served as a nancial buffer against worsening
trade and unreliable banking service providers.
Costs continue to rise and our slim margins
are consequently squeezed. It is fair to say that
we have never worked so hard for so little.
But while the UK housing market may be
moribund, Fox has been able to develop its
international business and self storage business.
Self storage revenue now exceeds our container
storage revenue and we have facilities in four of
our Branches, Paul told R&S. Over 50 per cent
of our work is now of an international nature,
with only 15 per cent coming from the private
domestic housing market.
Strategic investments have been the key to this
transformation. In 2005-2006, Fox opened self
storage facilities in Cardiff, Cwmbran and
Stourbridge, and in 2008 the company acquired
international removal business Vanpac
International in Southampton, from US-based
parent company Atlas World Group. Even in
darkest 2011 the Group opened a new self
storage and removal branch in Newport.

Fox has also gained a major feather in its cap
being selected by Agility GRMS as a supplier on
the much sought after Ministry of Defence
contract. That award is a signicant vote of
condence in the professionalism and experience
of what is still, for all the growth of the last forty
years, very much a family-owned and family-run
rm.
We have further developed our corporate,
military and business moving lines of business,
Paul explains. Most signicantly we are proud
to be appointed as a preferred UK supplier to
Agility GRMS who manage the MoD Worldwide
Removal Contract.
Keeping it in the BAR family
Fox now employs more than 100 people in 8
branches across the country. We are pleased to
be working with a number of strategically placed
franchisees to provide national coverage, Paul
says. All are BAR members and indeed have
become personal friends over the years through
our BAR activities.
The Fox family has played a major part in the
BAR over the years; Roy Fox was President in
1984, and Paul followed him to the position
twenty years later, in 2004. Paul has also chaired
the National Council and the Institute, and
continues to serve as a National Councillor.
Company Director Stephen Denning currently
serves on the Overseas Group Council.
At the BAR Board, Paul was part of the
initiative leading to the Governance review of the
Association and the creation of the new role of
Director General. He has also been a persistent
voice in calling for standards-based membership
I believe the matter should be revisited and
those companies that maintain quality standards
need to lead the way, he argues. The housing
market crash that started in 2007 (and is still on-
going) has severely compromised our industry
and has made BARs task of formulating a new
vision and strategy more challenging, as member
companies struggle to nd time and resources to
support new initiatives. There is still much to be
done and it is vital that the members engage at all
levels. In my view, a well administered quality
standard, implemented in a business of any size
can only benet customers, staff and
proprietors.
Fox itself is one of those companies doing just
that leading the way in the use of quality
standards. Fox is a member of the BARs
Commercial Moving Group and is accredited to
ISO 9001 and BSEN 8522 for commercial
removals. The company is also a member of the
Overseas Group of the BAR and FIDI, holding
the FAIM accreditation.
Paul has a conservative outlook for the future.
We are protable and we continue to move on
up; if we can prosper in this climate then we
should be well placed when the upturn comes
however, it would be wise not to bank on this
happening any time soon.
But whatever the future holds, in the hands of
Paul, Fox Moving looks set to continue to be one
of the UKs leading independent removal rms.
And with son Daniel following father into the
business, with a degree in business and
marketing under his belt, it is clear that well-run,
professionally managed family concerns such as
Fox Moving & Storage represent perhaps the
strongest part of the British removals industry.

he 49th annual meeting of the
International Association of Movers in
Denver kicked off with a well-attended
membership lunch on Monday September 12,
followed by three days of events for ordinary
members and governing members.
The IAM now has 2,436 members in 176
countries. The UK provides 9 per cent of
IAM core members, the second largest
country behind the US, which has 47 per cent
of core members. In total, Europe provides 28
per cent of core members. This year there
were keen debates about the establishment of
a Members Ethics Council and an IAM Code
of Ethics Enforcement policy. When
established in 2006, there were no
enforcement guidelines for the Code of
Ethics. Standards were another area for
discussion. IAM announced that it has
submitted its Electronic Inventory Standard to
the International Organisation for
Standardisation, and expects the standard to
be conrmed as an ofcial International
Standard by next years annual meeting.
Members were also delighted to hear about
the dramatic growth of the IAM Young
Professionals programme, which is very
similar to BARs own Young Movers group.
Arrowpak International of Suffolk regularly
attend IAMs annual conferences. Terry
Cobbin, Commercial Director at Arrowpak
International Movers Ltd, told R&S that
IAMs conferences are The ideal place to
pitch your business on a global scale. Where
else in the world can you get to meet all your
agents, suppliers and services partners from
all continents all under one roof?
IAM said that it is looking at ways to make
its popular Shipper Guides more user-
friendly, and intends to develop applications
for mobile devices for accessing the Guides
on the move.
For the last two years Arrowpak
International have opted to sponsor the
Casino night, one of the highlights of the
event. Terry said We nd its a great way to
get our name out there whilst supporting the
IAM scholarship fund. The next annual
meeting, the much anticipated 50th
anniversary meeting, will be held in October
2012 in Washington, DC.

A
ccording to Tachodisc, the UK
manufacturer of EC-approved analogue
tachograph charts, in some cases, drivers
are being offered the opportunity to attend a
three-hour course for 45 in return for an
accredited Driver CPC certicate for the full
seven-hour course.
Arranging 35 hours of training per driver can
be difcult as it involves drivers taking time
away from their regular duties and place of
work. These illegal centres aim to take
advantage of this situation by offering
vulnerable organisations an alternative means of
reaching the driver requirements. However, as
Driver CPC is legislation and a legal
requirement, any driver who attends these
courses is breaking the law.
Last year the Driving Standards Agency
released gures showing that only 200 of the
900 approved Driver CPC training centres had
been audited by JAUPT and none had their
centre approval withdrawn. The information
also recorded that a vast number of audits have
been conducted at the larger, more established,
training centres with many smaller training
providers not being asked to provide evidence
of quality control.
Karen Crispe, Managing Director of
Tachodisc says: If this is not addressed soon
and inspection levels continue at this same slow
pace, underhand training courses could continue
to permeate over the next couple of years. Add
to this the ood of drivers expected to cram in
the required hours before the deadlines, which
is already fuelling rumours about price
increases and accessibility, and the situation
could actually get worse.

F
ood distribution business, BFS
Group, trading as 3663, has
been ordered to pay 62,000
after a truck driver was paralysed
from the neck down in a work
accident.
Reading Crown Court was told
how the 3663 temporary worker
was unloading metal roll cages
from the rear of an 18-tonne lorry
in Slough, Berkshire in October
2006 when one fell and crushed
him.
The worker was left paraplegic
and conned to a wheelchair.
The court heard how during his
four weeks as a temp, 3663 had not
given him any formal training in
relation to the loading and
unloading of a vehicle and the
correct use of a tail lift.
BFS admitted breaching Section 3
of the Health and Safety at Work
Act 1974. The company was ned
48,000 and ordered to pay
14,000 legal costs after accepting
responsibility for the accident.
The judge explained that the
monetary value of the ne imposed
by the court was in no way
intended to reect the value of the
injury suffered. Thomas Kilduff,
senior environmental health ofcer
for Slough Borough Council, said:
The case emphasises the need to
ensure everyone at work, including
temporary and agency staff,
receives adequate training and
supervision to perform their work
safely.

Sarkozy stands
up for road
transport
industry
F
rench President Nicolas Sarkozy
used his visit to a road haulage
company in September the rst
such visit by any French head of state
to announce that his government would
examine measures to improve the
competitiveness of the industry.
President Sarkozy noted that over 80
per cent of freight volumes in France are
transported by road, but that French
companies are rapidly losing market
share to foreign rivals.
Road transport is irreplaceable, and I
am not going to allow the road haulage
industry to disappear, he said. Only
road transport is able to be as close to the
client as possible.
New taxes in France, and the prospect
of the complete liberalisation of cabotage
in 2014 in the EU, are posing a particular
challenge to the national industry, which
employs 400 thousand people in France.
President Sarkozy said the government
would engage with the sector and discuss
these challenges, and issues such as
working hours and new legislation on
axles. The French Government is due to
announce specic measures to support
the industry in January.

W
hile President Sarkozy was
pledging his support to the
road haulage industry, it
emerged that the ecotax that will be
levied on heavy goods vehicles will raise
1.24 billion euros per year.
That is the estimate released by
Frances transport infrastructure
nancing agency, AFITF.
The so-called ecotax is due to be
imposed in mid-2013, after a trial in the
Alsace region in March 2013, and will be
levied at a rate of 12 euro cents per
kilometre travelled.
Funds raised will go towards the
nancing of transport infrastructure
and not exclusively road infrastructure.
Compliance with the tax will require the
installation of satellite-tracking
equipment on heavy goods vehicles.
LEZ update
A whole series of new low emission zones are set to come into force
in Europe in the coming months.
T
he latest Low Emission Zone information
from Fedemac suggests that Italy will be
the focus of new LEZ activity this
autumn. Rome is starting a LEZ for goods
vehicles on 1st November 2011, to add to its
existing coach and motorcycle LEZs.
In Lombardy, LEZs became permanent from
15th October, while the LEZs in Bolzano and
Sud Tirol re-start in November and will be in
operation all year round.
A LEZ started in Emilia-Romagna from
October, the Milan Ecopass has been extended
at least until the end of the year, and LEZs in
emergency situations are now possible from
December in Umbria.
The Aosta LEZ is likely to re-start on 7th
November, while the province of Veneto
expects to have LEZs this winter, but this has
not yet been conrmed. Fedemac believes an
LEZ is also likely for Trentino.
Meanwhile, in Germany, Magdeburg and
Halle started LEZ in September, while of
course London is gearing up for signicant
changes in its own LEZ from 1 January 2012.

he European Commission has
published a wide-ranging report into
the market trends and structure of the
European road freight transport sector.
The key ndings of the report are:
Activity levels. The road freight
transport sector in the EU has not yet fully
recovered from the drop in activity in the
wake of the economic crisis in 2008/09. In
terms of tonne-km, the activity level in
2010 was still 9 per cent below pre-crisis
levels of 2007. In 2010, road freight
transport activity in the EU, measured in
tonne-km, was roughly 3 per cent higher
than in 2009. However, this followed a fall
of 2 per cent in 2008 and another 10 per
cent drop in 2009 which leaves road
freight transport activity in the EU still
about 9 per cent below pre-crisis levels of
2007.
New approaches to competitivity.
The report outlines the differences in the
activity levels of individual Member
States. Hauliers from many of the 12
Member States that only joined the EU in
2004 and 2007 (EU12) appear to have
recovered much better from the depth of
the crisis than hauliers from the 15 old
Member States, known as the EU15. In
particular, hauliers from these new
Member States are gaining market share,
above all in international transport where
they already account for almost half of all
activity in the EU (48% in 2010), up from
a third (32%) only 5 years earlier. By
contrast, hauliers from the EU15 appear to
be struggling. None of them has returned
to pre-crisis levels yet. Moreover, the
growth of their activity almost ground to a
halt in the second half of 2010.

freight transport accounts for 73 per cent
of all inland freight transport activities in
the EU. After having slightly risen in
2009, the modal share of road is now back
to where it was before the crisis. The other
inland modes rail and inland waterways
recovered somewhat more strongly than
road, albeit from a deeper hole.
Cabotage. The lifting of special
cabotage restrictions on 1st May 2009,
which applies for a transition period of up
to ve years to hauliers from most of the
countries that joined the EU in 2004,
shows remarkable effects: cabotage
activities of hauliers from these countries
almost tripled between 2008 and 2010. In
2010, the tonne-km generated by EU
hauliers in cabotage operations were 17
per cent higher than in 2009. The growth
was particularly strong for EU12 hauliers
(+51 per cent). As it followed an almost
doubling of their activities in 2009 (+94
per cent), cabotage by EU12 hauliers rose
almost threefold (+194 per cent) between
2008 and 2010.
The economic crisis may also have
contributed to the success of EU12
hauliers in gaining market share as they
are apparently able to offer freight
transport services at competitive
conditions, the report says.

I
n 2010 the London Elephant Parade raised
more than 4 million for conservation charity,
the Elephant Family, to help safeguard the
endangered Asian elephant. Cadogan Tates Eco
Movers organised and executed the logistics on
which the success of the project depended.
On the surface, the logistics seemed relatively
simple. First, collect a life-size unnished
breglass animal sculpture from the manufacturer
and store it. Then deliver to a famous artist for
painting (think Marc Quinn, Jack Vettriano,
Diane Von Furstenberg). Collect from the artist
(from as far aeld as Europe or Thailand) and
return to storage. Deliver to a specied location
on a city street and securely rig onto plinth. After
a month or more on display, collect and deliver to
a central location for display and sale at charity
auction. When sold, move back to storage and at
a later date deliver to nal purchasers location
anywhere in the world. Repeat this process for
the plinth weighing 150kg (minus 500kg worth of
concrete blocks). Then multiply this several
hundred times with the street installation and
clearance having to happen in a 12 hour period.
In theory, all simple but demanding. In practice,
add insuring the sculptures, some valued at
150,000, garnish with a liberal smattering of
charity publicity stunts such as putting 25
elephant sculptures on the steps of Trafalgar
Square during rush hour or placing an elephant
inside the London Eye and you have Elephant
Familys complete recipe for serious fund raising
and a major logistics challenge. In the end the
Elephant Parade became Londons largest ever
outdoor art exhibition and needed over 3,500
individual precision co-ordinated movements.
Eco Movers performance was clearly up to the
task as, when the Elephant Family decided on a
similar project, Jungle City in Edinburgh, they
were straight onto Eco to invite them to provide
the logistics planning and execution. Although on
a slightly smaller scale, Jungle City had the
added problem that, this time, the pre-display
process of storage and painting of sculptures
would take place over two countries spanning the
cities of London and Edinburgh. As Cadogan
Tates UK-based operation is largely focused on
the upper end of the London moving market,
Cadogan Tate needed a partner north of the
border.
Darren Pardy, General Manager of Eco Movers
division believed that given the level of trust and
respect built during the rst London exhibition, it
was vital any operating partner in Edinburgh
would need to have the same ethos and focus on
quality that is the hallmark of Cadogan Tates
service,. While Scotland has some excellent
movers, for Cadogan Tate there was only one
option and that was West Lothian-based Matt
Purdie and Sons.

that our partner on the Jungle City project was up

to the demands of the project but also mirrored
our own commitment to exceptional service. Matt
Purdie and Sons is a company that really echoes
our values and we were delighted (and a little
relieved) when they agreed to partner with us. We
had the unique experience of how to run the
project (having done it all the year before) and all
the resources for the London leg. Matt and his
team had the ability and resources to handle the
Northern leg and were willing to rely on our
experience and direction for the execution of the
project.
Traditionally, the logistics behind such a vast
exhibition would materially impact on the
environment; however with their award-winning
digital bespoke route planning technology,
combined with strong eco-credentials, Eco
Movers ideally suited the rst leg of the
exhibition, transporting the 130 sculptures with
minimal impact on the environment. Using fully
electric or low particulate emission LPG 3.5
tonne vehicles, once Eco Movers had facilitated
the movement of unnished sculptures from
manufacturer to artist and back to a central
London location, Eco worked with Matt Purdie
and Sons to coordinate mass transportation of the
sculptures by back load on Matts road trains.
Once the animals were in Edinburgh, Matt Purdie
and Sons took over as the sole provider of storage
and transportation with Eco Movers continuing to
retain responsibility for coordinating each
movement.
Over the period of the Edinburgh Festival 130
life-sized sculptures of Tigers, Crocodiles, Adult
and Baby Elephants, Orang-utans and Hornbills
were installed on their plinths with some 25
tonnes of concrete blocks at Edinburgh Botanical
Gardens and various other prominent locations
for 3 weeks, transferred on to the streets of
Edinburgh for 2 weeks and nally returned to the
National Museum of Scotland for a grand auction
before returning to Matt Purdie and Sons for
delivery to their proud new owners throughout
the UK and overseas.
In order for the event to remain nancially
viable as a fundraising exercise and to be
worthwhile for Cadogan Tate and Matt Purdie
and Sons, costs to all parties had to be minimised
and for this Eco Movers used their Ecologic
technology. This allowed Elephant Family to
view multiple prices on all movements allowing
them to instantly obtain a real-time price and pick
and choose the most cost effective way of
transporting sculptures according to their own
priorities.
Darren told R&S: Instead of pricing by rate
card we were able to reduce costs by using our
software to optimise the use of resources while
providing a bespoke price for deliveries.
At the end of the 2010 London Elephant
Parade, Cadogan Tate were so impressed by the
Elephant Family charity as a serious force for
good in the natural world that they purchased
their own sponsored elephant sculpture. At the
end of the Jungle City project, the joint logistics
partners combined to purchase a stunning pair of
Hornbill sculptures featured on the cover of
Removals & Storage this month. One will join
Cadogan Tates elephant in London while one
will grace Matt Purdie and Sons HQ in Scotland
lets hope that they dont mind being separated.

big fan of BARs online referral system. By
being registered on BARs consumer site, his
online presence resulted in almost 30,000
worth of work last year. Considering my total
outlay to be up on the BAR site amounted to
350 plus VAT, thats not bad!

lthough Gary ensures that Sullys gets good
exposure and marketing in trade directories
such as the Yellow Pages, he sees the BAR
site as extremely good value for money and a
useful additional source for generating revenue.
If you compare the minimal amount it costs to
be on the BAR site, compared to, say, the 1000
you would pay for an advert in a local directory
like the Yellow Pages, its a no brainer, he told
R&S.
Gary keeps a record of the number of inquiries
he has received and documents which of these
inquiries are converted into actual jobs. In the
past year, he has received 95 inquiries and, about
40 per cent of these have been converted in to
jobs totalling 30,000. As well as the direct
inquiries Gary receives, potential customers
looking at the BAR website click on Sullys
details which bring them through to his website.
As a result, he has received a further 60 inquiries
last year which generated 17,000 of work.
Is it worth it?
The BAR sales lead section of the website has
generated well over 6,000 leads for BAR
members since it began. What makes the BAR
system so attractive for Gary is that it is able to
direct sales leads that are pertinent to Sullys in
terms of the companys services, location and
capacity.
I dont mind spending 100 so I can get an
advanced quote which increases my chances of
getting a job. Unfortunately these days
everything costs. So many companies pay for
sales lead services which can cost between 2-
10 per lead. That money is going into someone
elses back pocket whereas this money goes to
our Association so it can invest more in running
this website and sales lead service. Its not an
enormous amount to get somewhere.
I know there are members who feel that this
service should be part of the Membership fee.
The search directory service BAR supplied
prior to the lead generator is still free; this is an
enhanced extension to that service. The setup and
on-going costs of the project have to be found. It
would not be fair to the membership who do not
utilise this additional service to subsidise those
who do. Thereby those who gain most (additional
leads / work) will by denition pay more towards
the running costs.
Marketing BAR members
Gary sends in a monthly report to BARs
Commercial department which coordinates the
website and he lets them know which leads
worked and which didnt. Many of the leads are
well out of my area, whilst some others are
spurious calls from local competitors trying to
nd out about my prices. However, the point is
that if you are willing to take on work, BAR
basically does some of your marketing for you
through this site.
Although there could be a competitive
advantage for the relatively few BAR members
who are listed on the BAR website to scoop up
all the sales leads between themselves, Gary
takes a different, more long-term view. If every
BAR member becomes listed on this site, this
would portray the industry in a better light. I
dont mind competing with fellow BAR
members, and would much prefer the work to go
to another BAR member than a non-BAR
member. We are missing a trick if we dont cover
the market better.

ive Oceans Moving is a family run-business
based in Oxford, and managed by the
husband and wife team of Barry and
Sharon Tiltman, with Kyle and sister Kelly all
working for the company. At dinner at our
house there is only one conversation
Removals, Kyle says.
Although Five Oceans was founded very
recently, in February 2009, owners Barry and
Sharon have worked for many years in the
industry, in a range of companies in Ireland,
England and South Africa.
And the company has grown quickly in the last
two years. In addition to its own warehouse, Five
Oceans now owns a number of vehicles,
including ve- and three-container door trucks
and several vans for packing services.
Our bread and butter is domestic removals,
but like most, we deliver around the corner or
around the world, Kyle says. We believe that
in todays market you need to have a mixture of
different work in order to grow our business,
including European and International
relocations.
On the international side of the business, Five
Oceans now runs a regular service to Italy, in
addition to its deliveries to France and other
areas on the route.
Shipping has also become a big part of the
business. We are fortunate enough to have
shipped to all parts of the world, with regular
shipments to South Africa, Australia, USA, and
China, Kyle says. We are now going to be
offering groupage rates to these destinations for
trade customers.
Although Kyle is a director of Five Oceans, as
with any small company he has to get stuck into
all parts of the business. I am also the driver,
porter, packer, fork lift driver warehouseman,

accountant, receptionist, quality manager, move
coordinator, operations manager, sales rep,
buyer, marketing manager, yard cleaner and tea
boy, he summarises for us.
Five Oceans has kept staff numbers to a
minimum during the economic downturn, with a
core of trained temporary staff whom they can
call on when needed for a whole range of duties.
I believe we have a tough time ahead as the
economic climate is not going to improve for
another few years at least, and may even get
worse before it gets better, Kyle says.
With some moving companies asking silly
prices well below cost, this will have a knock on
effect for all of us.
More than half of customers are choosing
moving companies on price, so we are in a
competitive market. Unfortunately service is not
top of all customers priorities until moving
day, that is.
Joining the BAR is a strategic decision that
Five Oceans has taken to show the market that
they can provide a high quality, professional
service.
We believe in offering a good service and in
the long run we would rather not do the job than
allow our standards to drop, Kyle explains.
Over the last few years the industry has
changed, and some operators have given our
industry a bad name.
I know BAR registered companies want to
offer a good service for a fair price, and we
applied to join to show that we can offer a level
of service that is satisfactory for our customers
peace of mind, and show them that we are not a
cowboy set-up.
Five Oceans may only be a young company,
but it passed the BAR audit rst time, with all
the right standards and systems already in place.
The BAR accreditation will be a real help in
selling the companys services, Kyle believes.

here we supply refurbished chassis,
it is brought up to almost as new
standard, with full servicing and
testing carried out by the authorised servicing
agents for the particular type of chassis,
followed by Ministry testing, and an extensive
valeting programme, Derek says.
Based in Besthorpe, in Norfolk, Vancraft says
it can usually deliver vehicles eight to ten weeks
after an order is placed, which is often quicker
than the waiting period for a new chassis.
Typically up to ve years old, with low mileage,
all the pre-owned chassis are from regular
sources.
Whats more, while a brand new, full-sized
removal vehicle can cost anything up to
90,000, refurbished chassis with new
bodywork cost only 40,000 50,000, Derek
explains.
In these difcult economic times, that
difference in costs is leading to steady business
for the company, as removal rms think twice
about investing in an asset that can spend almost
half of the working day standing still.
Long-lasting bodywork
The economic slowdown has meant that with
operators having to carefully scrutinize costs,
the demand for new bodywork on refurbished
chassis/cabs has risen signicantly, Derek
says. Also, we have lost some competitors,
which has meant that our business is still
growing, although not at the rate we were
achieving prior to the slowdown.
And Vancraft bodies seem to last indenitely,
with ten-year old bodies being transferred to a
second chassis, and sometimes twenty year old
bodies on to a third, which means a projected
life of well over 25 years.
Our bodywork is still in excellent condition
when the chassis is past its best, and so the body
can be transferred by us to another chassis, thus
saving the operator a tremendous amount of
money, Derek says.
Vancraft has been supplying the industry with
both new and fully refurbished vehicles for
nearly 33 years, and has an enviable reputation
for quality. However, it is not resting on its
laurels.
We are constantly reviewing production
methods and design, working with material
producers to use the latest technology, Derek
says. We are now using a great deal more
stainless steel than previously, and also using
LED lighting throughout.
Vancrafts investments in innovation are
designed to keep the company one step ahead of
changes in market demand. Derek explains that
constantly increasing fuel prices have focussed
the rms attention on aerodynamics; all frontal
and side surfaces have radiused edges, as do the
roofs.
We have found that the trend towards road
trains is the fastest growing part of our
operation, he adds. We supply all types of
chassis its all driven by customer
requirements.
Vancraft has been a BAR afliate for 32 years,
and has constructed long-term relationships with
a large number of members.
Our policy is one of continuous
improvement, Derek says. We are able to keep
our prices down by manufacturing in a rural
environment, with low operating costs, and a
stable workforce. We are also, by being able to
order materials ahead, and in bulk, able to
negotiate special discounted prices with our
suppliers.
Derek says that Vancraft offers extremely
competitive nance packages with low initial
deposits and payment periods of up to ve
years.
We also are able to completely refurbish
older vehicles belonging to customers, which
can extend the operating life signicantly. Our
body work has always been designed and
manufactured to the highest possible standards,
using the very best materials available, he says.

Government to ban Referral Fees
The Government has said that it will ban the use of referral fees for personal injury cases, to help
tackle rising insurance costs. It is hoped that the ban could lead to lower insurance costs.
T
he Government said that the current
arrangements for personal injury have
led to high costs, encouraged a
compensation culture and led to the growth of
an industry which pursues claimants for prot.
Insurance companies then pass the costs they
incur through increased compensation claims
directly onto motorists and those with other
insurance policies, unnecessarily forcing up
the cost of living.
Currently, referral fees might be used when:
You have an accident and you are induced
through a TV advert or SMS text message
to make a no-win, no-fee claim.
Your claim is passed between claims
management companies (who advertise
compensation claims for accidents),
insurance companies, lawyers and others
who charge each other a referral fee for
referring the claim up the line.
The lawyer sues for compensation. If he
wins, he can recover his costs and his no-
win, no-fee mark-up on his costs from the
losing defendant (or often the defendants
insurance company) which will cover the
amount he paid out as a referral fee. So the
lawyer may pay hundreds of pounds as a
referral fee because he knows he can get the
money back.
To cover the loss, losing insurance
companies are forced to raise premiums,
private companies are forced to put up
prices, and public authorities pass the
burden on to the taxpayer.
Justice Minister Jonathan Djanogly said
middle men make a tidy prot which the rest
of us end up paying for through higher
insurance premiums and higher prices.
Honest motorists are seeing their premiums
hiked up as insurance companies cover the
increasing costs of more and more
compensation claims. Many of the claims are
spurious and only happen because the current
system allows too many people to prot from
minor accidents and incidents.
Referral fees are one symptom of the
compensation culture problem and too much
money sloshing through the system. People
are being encouraged to sue, at no risk to
themselves, leaving schools, business and
individuals living in fear of being dragged to
the courts for simply going about daily life.
The Government has put proposals before
Parliament to end the situation in which
people have no stake in the legal costs their
cases bring. This will make claimants think
harder about whether to sue and give
insurance companies and business generally
an incentive to pass the savings onto
customers through lower prices, Mr Djanogly
said.
The Governments proposals currently
before Parliament focus on stopping losing
defendants having to pay a success fee to
reimburse the claimants lawyer for other
unconnected cases he may have lost. The
Government is changing the law so that in
future the person making the claim will have
to pay the success fee, rather than the
defendant, and that fee will be capped.
The intended result is a fairer split of costs
between parties, and lower legal costs overall
which means lower costs to pass on to
customers or taxpayers.
The proposals follow a Ministry of Justice
consultation published in November 2010.
Much of the evidence base for this
consultation came from an independent
Review of Civil Litigation Costs carried out
by a senior judge, Lord Justice Jackson, and
commissioned by the Master of the Rolls.

lively group of close friends and colleagues
met for lunch at the Institute of Directors in
London on 27th September to celebrate and
acknowledge the success and achievements in the
removals and storage industry of BAR Honorary
Life Member Michael Gerson (pictured below).
Michael has announced his retirement from active
involvement in the industry, 50 years after setting
up his own company.
After a champagne reception and delicious lunch,
Rob Bartup of GB Liners paid a heartfelt and
humorous tribute to Michael, praising his kindness
and generosity at all times. He recalled that, in the
words of Paul Evans, when Michael was at the
helm, Gersons was always the company to aspire
to.
Rob went on to say: For many of us outside the
business, Michael Gerson Limited seemed to glide
like a swan effortlessly from one success to another.
We could only stand and watch as Margaret
Thatcher opened a series of buildings, while
Michael Gerson Limited moved her in and out of
No.10 and as they ew Ambassador Annenbergs
goods home and then moved the Royal Armouries
to Leeds. I am sure that they were paddling like
mad in the engine room and I remember Brian
Charles telling me, cue here Welsh accent, We
have all the same problems as you do, we just
charge more. I think that was only partly true and
that at Whetstone there was an extraordinarily
successful business run by some extraordinary
people with Michael acting as ringmaster. And I
think we all know too that Shirley was a crucial
part of the success story, encouraging, or was it
ordering Michael to start up on his own initially and
then always being there to help guide and develop
the business.
Michael responded with typical self-deprecation
and charm, remarking that the recent prole of him
in R&S (September 2011 issue) was a trie
attering, recalling the many happy years he has
spent in this unique industry, and reminding us all,
with a twinkle in his eye, that if anyone knows of
a tenant for our empty warehouse please let me
know!
The lunch, which was organised by BAR
President Reg Hackworthy and BAR Overseas
Group Chairman Ian Palmer, was a great success
and a reminder of what makes this industry so

I
n August this year, Ray Taylor from
Taylors Removals, Toowoomba,
Australia, received the Australian
Furniture Removers Association Life
Membership Award. Ray said on the
evening how very honoured and proud he
was to be recognised by the industry and
receive such a prestigious award.

Taylors Removals & Storage was founded
by Rays grandfather, WG Taylor, in
1918. Ray represents the third generation,
and joined the family company in 1966
working as a driver. He shares many tales
in the ofce of his travels and experiences
while on the road in the early years. In
my day, we didnt have mobile phones to
ring the tyre company. I had to change
many a tyre on my own in the middle of
nowhere - like the Nullarbor Plains, Ray
says.

In 1973, he moved into the ofce and
managed the business with his father,
Fred Taylor. Rays two brothers joined
him in the rm in the late 1970s. The
three brothers took over the rm in the
early 1990s when Fred retired.

In 2002, after 38 years with the company,
Ray bought his two brothers out and now
in family tradition, proudly owns and
manages the business. In 2004, his oldest
daughter, Melissa joined the company and
today manages the business with Ray.

Taylors Removals, under the guidance of
Ray, is a founding partner of Chess
Moving Australia. Chess is also a
shareholder in worldwide removals
organization, U.T.S.

Ray is a true truckie at heart. He has
committed himself to the betterment of
our industry and as a result has given
much of his time. Over his career, he has
dedicated himself to supporting our
industry through example. He has been
heavily involved with many committees
and associations where he has lled
varying positions such as Director and
Chair. In addition to being consulted by
various government committees, Ray has
held positions such as State Chairman of
the Australian Movers Institute,
Councillor of Road Transport Forum and
Chairman and Director of QLD Trucking
Association.

Ray is currently chair of the Toowoomba
Hospital Foundation Board and has in the
past served on various other community
boards such as Rotary, the Ambulance
Board and the Fatima Home Board.

Ray is very proud of the industry and is
always ready to share stories of his
experiences, often assisting others in their
endeavours as they begin their journey
and career in this challenging and
rewarding eld of furniture removals.

If it is possible to resolve the matter over the phone within a reasonable time then the
advice will be free.
If the specialist thinks that the matter needs a face-to-face meeting then this will be
suggested. This meeting can be at your premises, the advisers offices or a neutral convenient
location. This meeting will also be free.
Should the matter be complex requiring significant time, resource or research then the adviser
will provide a full written proposal and quotation. This proposal will be at a discounted rate.
No charges will be made until such proposal is received and agreed.
You should note that this service is an additional and exclusive free service to members who, in the current
economic climate, may need immediate independent financial or legal advice.
More complex matters may be chargeable by our partners in this venture, but no charges will be made until all costs
and services have been clarified and agreed by all parties.

I feel that the present method of giving Trade
Quotations needs updating. There is a lot of
Generalisation given in Trade Quotes, which
really is nonsense in this day and age.
Movers request a Trade Quote because either
they do not serve that area themselves, or they
need expert local knowledge, regardless of
where in the world it is.
We have all been given Trade Quotes that
have what I call the Normal Exclusions, but
lets touch on a few:
Worldwide Shipping
Subject to good access: now if you have given
the Shipper the exact destination address, it
should be that their Trade quotation is to that
address, fair point?
Deliver y Above: Again, if you have declared
the oor that the Job is to be delivered to,
should that not be reected in the Trade quote? I
have recently noticed a certain Shipper offering
slightly lower quotes than others, but when I
looked a bit closer at the ner details, it was for
delivery not above ground oor, rather than rst
oor as the norm.
European and Worldwide Shipping
Unpacking and Unwr apping: Has anybody
ever written up exactly what this service is, or
have we all got our own ideas on this? Mine is
the Unwrapping of Furniture and Place in
position, remove the rubbish, the unpacking of
cartons. This can be a grey area most insurers
request that all the breakables are unpacked
(fair point), but what about the balance? My
Company will unpack everything if required,
but onto a at surface for the client to put away.
If they want a Maid service, that can be
arranged. But what is the Trade Standard, have
we got one?
Tradespersons
Gone are the days of plumbing in washing
machines, wiring up the cooker or spending
three hours putting a cabin bed together.
However, for some Movers, anything more than
putting a basic bed together is outside the
realms of their remit.
Where exactly does the Mover start to say,
thats a Tradesmans job? Well, for a Bacon
Sandwich, my crew will do almost anything!
Lets have a Trade Standard.
Trade Quotations must reect the Service
your client expects, rather than hiding behind a
raft of exclusions, and then going back to the
client for a raft of additional charges. Our Front
Line crews, who, all in all, we are only as good
as, need to know exactly what is expected from
them.
So a little bit of common sense and back to
the basics is required here.

attended the lunch in honour of my
husband, Michael Gerson, a warm
thanks.
For us it was a delightful occasion to
be among friends and colleagues with
whom we have shared so many events to
do with BAR and the removal industry.
It brought back memories of
conferences and friends.
Thank you also for the lovely ower
arrangement that arrived for me the day
before.
Whoever is responsible, it cheered my
heart and was a lovely touch.
May the removal industry and BAR
thrive, and may you make good friends
and business acquaintances as we have.
