Foodsecurityandaccesstoresourcespartneringwithfarmers byDr.DavidNabarro,SpecialRepresentativeoftheUNSGonFoodSecurityand Nutrition,CoordinatoroftheUNSGHighLevelTaskForceonGlobalFood Security 1Goodmorningeverybody.Iamdelightedbythethemeyouchoseforyour conference:Familyfarming:Feedingtheworld,caringfortheearthIt emphasizessomekeyandwellconnectedaspectsofchallengesforfoodand nutritionsecurity.Thecorequestionforallofusishowtoincreaseavailabilityof foodinwaysthatenablepeoplecenteredfoodsystemstoberesilienttocurrent climateandecologicalshocks.Youarefocusingonwhatneedstobedone intensifyagricultureandboostfoodproductioninasustainablewayandhowto doitfarmercenteredpartnershipswithsmallholderfarmers,womenfarmers andyoungfarmersattheforefront. 2 Since2008Ihaveseenagrowingmovementforsmallholderorfamily farmingattheheartofeffortstoensurefoodandnutritionsecurityforall.

l. Thismovementisbuiltonmultipleinterconnectionsandpartnershipsand involvesaneverincreasingnumberofstakeholders. Itanalysesthecausesoffoodandnutritioninsecurityfromaperspectiveof peoplesrighttofood,andworksthroughmultiplelinkageswitharangeof agendas.Theseincludethemanagementofecosystems,sustainableuseof scarcenaturalresources,respectfortheland,adaptationtochanging climates,functioningmarketsandfairertradingsystemsatlocal,national andinternationallevels,androbustsystemsforsocialprotectionand empowerment. Themovementputspeopletheirfoodandnutritionsecurityatthe centreofallouractions. Thosewithinthemovementareuntiedintheirbeliefthatsmallholder farmers,smallscalefoodprocessorsandlocalagribusinessareattheheart ofthesolutiontofoodinsecurity.

 Themovementiscommittedtocatalyzingconcertedandfocusedactionby governments,internationalandregionalorganizations,civilsociety, farmersorganizations,researchinstitutions,theprivatesector, communitiesandindividuals. Ithasbeenreferredtobysomeas"TheGlobalPartnershipforAgriculture, FoodSecurityandNutrition". 3 Ihavewatchedtheevolutionofthismovementduringthelastthreeyears. In2008IwasappointedcoordinatoroftheUNsystem'sHighLevelTaskForceon FoodSecurity.ChairedbytheSecretaryGeneralBanKimoonandwithDirector GeneralofFAOasViceChair,thismechanismbringstogether22UNagenciesand multilateralbodies.Theyworkunderoneoverarchingstrategythe ComprehensiveFrameworkforAction.Thiswasfirstdevelopedin2008andwas updatedinthelightofexperiencein2010. 5 ThisComprehensiveFrameworkhasbeenourcommonpointofdeparture withintheUNsystem.ThisFrameworkhelpsdifferentmembersoftheTaskForce toworkinsynergyastheycontributetofoodandnutritionsecurity.Ithelpsthem respondtotheimmediateneedsofhungrypeopleandsupportlongtermefforts. Ithelpsthemanchortheirindividualmandatesintoawiderframeworkforaction. OurFrameworkforActionlooksatfarmersaspositiveagentsofchangeandkey contributorsinensuringfoodandnutritionsecurityforall,povertyreductionand overallsustainablegrowth. 6 ThroughtheCFAwecontributetothewidermovementonfoodand nutritionsecurity. TheCFAisthebasisforourparticipationinthereformedCommitteeon WorldFoodSecurity(CFS)withitsitsHighLevelPanelofExperts(HLPE): theCFSisdevelopingaGlobalStrategicFrameworkwhichwillbeendorsed byitsmembershipandbecometheoverarchingstrategicguidance mechanismforusall. TheCFAwasthebasisfortheUNsystemsinvolvementintheG8LAquila FoodSecurityInitiative(AFSI)andtheGlobalAgricultureandFoodSecurity Programme(GAFSP).

 Thecomprehensiveapproachtofoodsecurityisalsoattheheartofthe countryledScaleUpNutrition(SUN)Movement. Thecomprehensiveapproachandtheimportanceofpartnershipsbasedon sustainablesmallholderagricultureisatthecoreoftheWorldEconomic Forum(WEF)NewVisionforAgriculture. Wehaveseensimilaremphasesinregionalinitiativeslikethe ComprehensiveAfricaAgricultureDevelopmentProgramme(CAADP)and manynationalinvestmentstrategiesforfoodsecurity. 7 Whatarethecommoncharacteristicsofthesemanyinitiatives?Whatdo welearnfromourparticipationtowiderfoodandnutritionmovement?Whatdo wehearfromfarmersorganizationsaswewanttostrengthenwiderfood securitypartnerships? 8 Iwillhighlightthreefeaturesthatseemtorecurregularlywhenfarmers, governmentsandotherstakeholdersconsiderhowtheywanttoadvancetheir effortsforsustainablesmallholderagriculture.AccesstoLandandWaterareat thecentreofdiscussions:theyarecentralinfoodsecuritydebates.Smallscale foodproducerscannotcontributefullyinresponsetotodaysfoodsecurity challengesunlesstheyhavepredictableaccesstoland,waterandotheressential assets. 7First:Foodandnutritionsecurityhasfourdimensions:availability,access, utilizationandstability.Accesstoland/waterandsecurityoftenurebyfarmers, indigenouspeoples,pastoralists,traditionalfisherfolksandothervulnerable groupsisrelevanttoalldimensionsoffoodsecurity.Inmyinteractionswith differentstakeholdersincludingwithfarmersorganizationssuchasROPPA, AFA,SACAU,PAFFO,COPROFAMtheimportanceoftheselinkageshas consistentlybeenemphasized. Securityoftenurecontributestofoodavailability.Itservesasanincentive forfarmerstomountaresponsewhenfoodsuppliesareinsufficient.It enablesthemtomakeriskyinvestments.

 Accesstolandincludingthecommonsalsoimprovesfoodaccessibility asitfunctionsasasafetynetintimesofcrisisorwhenpricesaremore volatile. Inaddition,landsecuritycanimproveagrobiodiversityandbeusedto producefoodneededforanutritiousdietandcanthusenhancenutrition contributingtobetterutilizationoffood. Stabilityoffoodproductionbysmallscaleproducerswillalsodependon thewayecosystemsaremanagedandaccesstonaturalresourcesis governedincludingtheirtenure.TheVoluntaryGuidelinesfor ResponsibleGovernanceofTenureofLand,FisheriesandForeststobe negotiatedinforthcomingdayswillsupportbettertenuregovernanceas irreplaceableingredientinthefoodequation. 8Second:asnationsreinvestinagricultureandfoodsecurity,theydependon thefull,free,activeandmeaningfulparticipationbysmallholdersinpolicymaking andimplementation. Policiesneedtorespondtothespecificfoodandenvironmentalproduction potentialoffamilyfarmingassomecountrieshavestartedtodo.Indeed aswetalkinNicaraguatheCentralAmericanAgricultureCouncil(CAC)is holdingaregionalmeetingtohelpdesignandimplementfamilyfarming policiesintheregion. Meaningfulparticipationbywomen,youngpeople,fisherfolks,indigenous andforestpeoplesiscrucial.Theirinvolvementisinvaluableasthepolicies affecttheirlivelihoods,andtheyarecriticalcontributorstofoodand nutritionsecurity,healthyecosystemsandcommunitiesthatcansustain resilientlivelihoods. Theyneedtobeenabledtocommunicatetheirconcerns(includingaccess tolandandwater)andtobesurethattheyareunderstoodandtakeninto accountinpolicymaking.

 Theyneedspecialattentioniftheyaretobeabletoinfluencepolicy decisionsthataremade.Theirorganizationsandtraditionalinstitutions needtobestrengthened. 9Third:Stateshavetheprimaryresponsibilityforensuringfoodandnutrition securityandaccesstoresources.Governmentsareinthedrivingseatinthe developmentofpolicies.Increasinglytheyareexpectedtodothisinaninclusive waywithparticipationofamultiplicityofactors.Sometimestheyneedhelptodo this. InitiativestoencouragepartnershipsaroundfamilyfarmingasyourFamily FarmingCampaignaimstodowillhelpshapetheprinciplesofpolicy makingandimplementationatglobalandlocallevel. Yourcampaignwillbuttressactionandmobilizedifferentforcesto encourageprogress.Asyoutranslateprinciplesintoactionandexpedite implementationatcountrylevel,inclusivepartnershipswillhelpbuildand maintainmomentum. AsyourCampaignmovesaheadandadvocatesforanUNInternationalYear ofFamilyFarmingitwillgrowandbecomeevermorewideranging.Your successwilldependontheinclusiveness,depthandbreadthofthe partnershipsyouareabletocatalyze. 10Inconclusion,havingfarmersarethecentreistheonlywaytogo. Partneringwithfarmersandagriculturallabourers,ruralwomenandvulnerableis key.Theirinterestsmustbeatthecentreofpolicymakingandimplementation. Thismeanshearingtheirconcernsandaspirationsastheycontributetothegoal ofuniversalaccesstosufficientandnutritiousfoodinasustainableenvironment.
