1 EXECUTIVE SUMMARY
THL Australia (THLA) is pleased to be invited to provide this proposal to MITV for
the provision of consultancy services, in response to the MITV Request for
Proposal (RFP Reference MiTV/TX/DVB - T-PMC/2006/01-1) for Consultancy
Services for Nationwide Network Rollout.
THLA considers the MiTV proposed system a highly complex and wide ranging
project, involving 5 SFN’s (multiplexers) at up to 17 different sites. This equates to
85 transmission systems and this is an ambitious project by any standard. As such
MiTV is strongly advised to consider using a well established company such as
THLA who have the experience and expertise to design and implement such a
large and complex system.
If MiTV selects THLA for this consultancy they will be using Asia Pacific’s most
experienced broadcasting coverage and system integration specialists. The benefit
for MiTV is that THLA is totally independent and has no alliances with equipment
vendors or other parties. This will ensure that MiTV receives unbiased advice and
will ensure acquisition of transmission components is conducted in a fair and
equitable manner and delivers the best value for money solution to MiTV.
As an owner and operator of one of the largest TV Broadcasting Networks in the
world in New Zealand, THLA are well placed to understand the intricacies of
designing and implementing such networks.
Our previous work in Malaysia is particularly relevant, from this THLA are able to
draw on previous experiences including knowledge of sites, sites owners and the
general broadcasting environment. THLA has gained this experience through
completing a number of projects in Malaysia including Spectrum Planning and
Interference Analysis for JTM (now MCMC), complete network implementation for
NTV and a detailed consultancy for Measat which had very similar requirement to
the MiTV project.
The THL Group of which THLA is a part, has been carrying out this type of work
since the inception of Television in New Zealand in the early 1960s. Initially using
the BCLIPPS (BCL Propagation Prediction Software) tool developed by BCL
engineers, THLA designed television and FM radio coverage for the whole of New
Zealand (some 600 sites). Since the advent of digital television in the late 1990s,
THLA has been involved in coverage and spectrum engineering in countries
including Malaysia, Singapore and Macau, as well as New Zealand and Australia.
THLA now uses ICS Telecom Radio Planning Software from ATDI and our
experience in planning SFN’s is particularly relevant as Malaysia will be a
challenging environment to design a national DVB-T coverage and spectrum plan
using SFN’s.
In order to more accurately define the scope of work and estimate pricing THLA is
proposing that the consultancy be divided into 7 phases, or work packages, in
summary as follows;

• System commissioning and verification

It is difficult to provide a fixed price quotation for some phases of this consultancy
as work required with each phase generally rely on inputs from the preceding
phase. Where it is possible to provide a fixed price for a phase this has been done
and for the variable phases THLA has provided an estimate with a variable
component charged at a daily rate.

Pricing provided for this consultancy is based on the rollout of a 5 multiplex network
at 17 sites. Any reduction in scope of this requirement will reduce the price relative
to the reduced scope.

THLA’s total price for this work is RM2,472,484 and is broken down as per Tables 1
& 2 in section 2.5 of this document.

Due to its experience in both analogue and digital coverage and spectrum planning
of one of the world’s largest broadcasting networks, THLA believes that its
expertise is unmatched by any other organisation and can deliver a value for money
solution to MITV.

2.1 THL Corporate Profile


2.1.1 THL Ownership and Company Structure
THL Australia Pty Limited is the 100% owned Australian subsidiary of Transmission
Holdings Limited (THL). THL is incorporated in New Zealand and owned by the
New Zealand Government. THL Australia has been established in Australia since
1993. The company was formerly known as TVNZ (Australia) Pty Limited.
THL was until recently part of the TVNZ group. The name change for THL’s
business in Australia was due to the re-structuring of the TVNZ group in 2004 that
resulted in the THL Group becoming a State Owned Enterprise of the New Zealand
Government.
THL Australia provides the diverse competencies of the THL Group to the
Australian market, specialising in the design, development, implementation and
management of broadcasting and telecommunications networks.

The THL group consists of a Holding Company and with three subsidiary
companies BCL, THL Australia, and AAPCS. A high level Organisation chart is

2.1.2 Background Overview


During the twelve years of operation in Australia, THL Australia has grown to
become a major provider of RF engineering and network operations expertise to the
Australian broadcasting and telecommunications industries. Transmission
infrastructure projects in excess of $80m and ongoing operations and maintenance

contracts in excess of $420m have been secured from Government agencies and
privately owned communications organisations.
Resources have expanded to engineering bases throughout Australia and New
Zealand. Service resource is located throughout every state and territory in
Australia.
THL Australia brings the full resources of the THL Group including knowledge
gained from our experience in fields such as Project Management, Systems
Integration, RF Engineering, Service Delivery and Operations & Maintenance.
The revenue for the companies is derived from both Broadcasting and
Telecommunications and is roughly divided as indicated below.

2.1.3 Experience
THL Australia’s key strengths lie in its technical, managerial and financial capacity
to complete large scale broadcasting and telecommunications projects in a timely
and cost effective manner. Over 75% of THL Australia’s staff in Australia are
engaged in engineering activities encompassing planning, design, installation,
maintenance, operations and management of transmission facilities. Many of these
staff have several decades experience in the broadcast and telecommunications
industries. The company has a proven track record in all facets of broadcasting
and telecommunications engineering, as well as electrical, structural, mechanical,
and civil engineering for infrastructure related projects.
As an operator and owner of communication networks in Australia and New
Zealand, THL Group brings an operator’s perspective to network system
engineering. Our particular experience in the design and operation of
communication networks ensures practical whole of life design solutions and long
term cost effectiveness and reliability.
THLA has significant engineering resources in New Zealand in Wellington and
Auckland and in Australia in Sydney. THL also has regional and support teams
located throughout Australia and New Zealand. The maps on the following page

2.2 Capability OVERVIEW


THL Australia specialises in the design, supply, construction, installation,
commissioning, ownership and operation of broadcast and communications
systems, and is a leader in all forms of radio frequency based transmission
systems. THL Australia’s key strengths lie in its technical, managerial and financial
capacity to complete large scale broadcasting and telecommunications projects in a
timely and cost effective manner.

2.2.4 Broadcast Communications Limited

BCL is the New Zealand based broadcast and communications technology


company within the THL Group. BCL specialises in the design, development,
implementation and operation of broadcasting and communications systems. The
RF engineering and network operations expertise from BCL originally formed the
basis of THL Australia. Today THL Australia and BCL often collaborate on large
broadcast or telecommunications projects to allow THL Group customers to have
access to the most relevant resource available from both companies.

In New Zealand, BCL operates its own network of over 400 transmitting stations,
providing nation-wide transmission services and facilities to all New Zealand’s
leading broadcasting and telecommunications organisations. BCL’s multi-user
transmission sites are utilised for TV and FM radio broadcasting, cellular telephone,
mobile and maritime radio, microwave transmission, and for police, defence, rail
and utility communications.

The transmission stations are supplemented by a nation-wide TV and radio


programme linking and telecommunications transmission network comprising a
combination of high capacity microwave radio (both analogue and digital), SDH
optical fibre technology, and satellite systems. The network serves major BCL
transmitting sites and all metropolitan and provincial areas in New Zealand.

BCL’s extensive transmission and programme linking facilities were entirely


engineered and developed by BCL over a period of more than fifty years. BCL’s RF
engineering expertise is internationally respected. Major design & build, RF
engineering and operations consultancy projects have been undertaken throughout
the world.

BCL also has considerable expertise in the management and operation of


communications networks. A centrally located Network Operation centre is the
switching and monitoring hub of BCL’s New Zealand network. This 24hour facility
provides full operations management and maintenance support to all users of
BCL’s network, ensuring maximum availability of service.

BCL owns and operates the country’s national TV and FM radio transmission
networks as well as the Maritime Operations Centre for the New Zealand Maritime
Safety Authority’s GMDSS service. Through this experience BCL has developed
significant expertise in the operation of maritime radio services.

In Asia, South America, and the Middle East BCL has been active in providing
engineering consulting and project implementation of broadcasting and
telecommunications networks.

BCL International, now THL Australia has been active in South East Asia since
1993, and has established itself as one of the leading RF engineering consultancies
in the region having undertaken major projects in Malaysia, Indonesia, Singapore,
Thailand, Malaysia, China, Taiwan, The Philippines, India, and Pakistan. Through

THL Australia, BCL provides resources for the consultancy, design, development,
implementation and operation of broadcasting and communications systems world-
wide.

BCL has over fifty years experience in engineering and operating broadcast and
telecommunications networks. Today, BCL consultants are expert in wireless
system integration, specialising in implementing design, build and operations
solutions for operators worldwide. It is this experience in the day-to-day operation
of broadcasting systems that ensures that the consultancy services offered by BCL
are founded in practice rather than reliant on theory alone. This makes BCL is
unique among those who offer spectrum planning services.
BCL’s independence from manufacturers and equipment suppliers ensures totally
impartial and objective solutions allowing specification of the most appropriate
solutions to client requirements.

2.2.5 Specialist Skills and Resources


BCL has specialised skills in the area of planning, design, project management and
implementation of wireless based networks, including Television, FM Radio,
Microwave Linking, and Mobile Radio. Spectrum planning and management are
integral parts of designing any wireless-based network. BCL has developed
computerised tools to assist in analysing coverage, interference and optimisation of
spectrum usage for these networks.

BCL consultants are expert in wireless system design, build, integration and
operational solutions, for network operators world-wide. It is this experience in the
actual operation of broadcasting and telecommunications networks that ensures
that the consultancy services offered by BCL are founded on practice rather than
totally reliant on theory.

2.2.6 Membership of Professional Organisations


BCL is a member of the ABU (Asian Broadcasting Union) ITU-R as a RPOA
(Recognised Private Operating Agency). BCL participates in ITU study groups
eight, nine, ten and eleven as well as monitoring study groups three and five. BCL
represents New Zealand at the World Radio Conferences including WARC92,
WRC95 and WRC97 and WRC2000. Individually many BCL staff are associated to
professional organisations such as IEE (UK), IEEE (US) and SMPTE.

2.3 Project Organisation


THL is an ISO 9001 certified company and all our procedures and our project
management systems are designed around this

2.3.1 Project Management


THLA has a specialised Project Team that operates within the Engineering Group,
in which there are seven full time Project Managers. The Project Manager’s work on
multiple projects at any one time, and are all proficient with the latest software of
MS Project Server 2003, Word, and Excel.
The Project Managers are members of either the Project Management Institute
(PMI), or the Australian Institute of Project Management (AIPM).
THLA would define a project into ‘project phases’. The following is a typical
approach in meeting the client’s objectives.
• Tender / Pre-Contract Phase – overall price, contractual terms suitable to
both parties, technology choice (i.e. fully proven and future proofed for
expanding and integration).
• Design / Pre-Install Phase – availability of suitable dedicated resources,
design suitability (e.g. not under or over engineered), signoff and approval
from the customer, sufficient lead-time for procurement, site procurement
etc
• Implementation Phase – scope change, scope creep (additional requests),
environmental requirements, unforeseen equipment problems, industrial
action etc.
• Finalisation Phase – System integration and compatibility, component and
system testing issues.

The first two phases is where the best outcome can be managed by good planning,
and is especially important with regard to cost, time, quality and risk. As you move
to the later phases it becomes increasingly more difficult, and expensive, to change
events, where there is a time constraint. Within these phases certain processes are
carried out and activities do cross between the boundaries of the phases. These
processes are based on the THL Australia Project Methodologies / Guidelines and
they also align with PMI and AIPM methodologies.
THLA believes in trying to identify key issues and risks as early as possible. This is
achieved by maintaining regular communication between the parties, and by having
a good understanding of the customer and the projects requirements, objectives,
and scope, at project start up. THLA’s approach is to monitor the project issues
closely on a day to day basis, revising the project plans accordingly, to mitigate
problems from occurring.

2.3.2 Industry experience – Previous Broadcasting Projects


THLA provides a broad range of Broadcasting consultancy services – including
Digital Television, that are focused on delivering coverage and spectrum solutions
that specifically caters to customer needs. Our expertise includes:
ƒ Coverage and interference planning for digital broadcasting such as Digital
Terrestrial Television (DVB-T & DVB-H) and Digital Radio (T-DAB) services.
ƒ Digital spectrum planning and licence engineering.
ƒ Network planning including Multi Frequency and Single Frequency
Networks.

ƒ Site selection and site surveys, including infrastructure design.


ƒ Coverage field measurements, antenna reconstitution and proof-of-
performance measurements.
ƒ Digital equipment testing and evaluation.
ƒ Acquisition strategies including management of the RFP process on behalf
of clients
THLA have also been involved with numerous broadcasting (analogue and digital)
and Broadband Wireless Access coverage projects in Australasia, the Pacific
Islands, the Middle East and Asia.
Our spectrum and coverage planning engineers are held in high regard
internationally. Some have left New Zealand and taken up roles in acclaimed
organisations such as NTL (now Arqiva) and BBC Research and Development.
Two of our engineers were called upon to present a paper on DVB-T and DVB-H
planning at the ABU conference held in KL last year.
THLA have a proven history of working with regulators to develop spectrum plans
for the implementation of new services.
Broadcasting related projects that THLA have undertaken include both Analogue
and Digital system design, planning and construction. Some of these projects are
described below;
• DTT UHF preliminary network design for a nationwide NZ rollout
(2005). This consultancy focussed on the conceptual design and costing of
a mixed DTT network operating in the UHF spectrum and providing
coverage to the majority of New Zealand’s urban areas. The study included
coverage and interference planning, spectrum considerations, site selection,
SFN design and cost estimates.
• Design & Build & Operations Broadcast Australia Pty Ltd (BA) owns
the national Australia transmission network. THL Australia has a long term
operations and maintenance contract with BA which is a fixed price contract
for managing all risks associated with the running of the service. The
cumulative value of this contract is in excess of $400m. To maintain this
network, THL Australia has offices in every state and engages over 4000
contractors. The network comprises over 575 sites with over 1,500 services.
THL Australia perform all maintenance tasks on these sites which range
from fault management and preventative maintenance to structural
inspections, tower repairs, major refurbishments and alterations for
additional services. THL Australia also installs “green field” sites for new and
relocated services. The installation of new Digital TV services has required
extensive alterations and extensions to existing which in many cases has
required the installation of additional tower structures at heights of up to
220m.
• Transmitter Infrastructure Design and Install 1998 – 2006; The design
and installation of television and radio transmission facilities undertaken is in
excess of $80m and includes installation work for the expansion of ABC and
SBS transmission facilities as well as for most of Australia’s commercial
broadcasters. THL Australia has successfully completed many broadcast
projects including numerous low and high powered MF, HF, FM radio
projects as well as, PAL & DTV television projects.

• Foxtel Consultancy 2003; the company completed a Consultancy for


Foxtel on the health and integrity of the RF Distribution Systems for the Free
to Air Terrestrial Services that feed each of the Capital City Head-ends into
the Foxtel cable network. From the outcomes of this report came an
implementation project to upgrade the distribution system which was
successfully carried out by Foxtel in 2003.
• New South Wales digital channel plan for the Australian Broadcasting
Authority (ABA, now ACMA), Australia (2002); The ABA commissioned
THLA to implement a digital channel plan for proposed DTT licences for
New South Wales. The digital channel plan put forward by THLA for this
consultancy has subsequently been published by the ABA as part of their
licence plans for broadcasters.
• Eastern Forum of Science & Technology - New Generation of Digital
Information Technology, Shanghai, 17 December (2002). Two papers
were presented by Ian Goodwin:
Š The DVB-T Terrestrial Digital Television Broadcasting System
Š Managing Multi-path in transmission systems
• Digital TV Installs 2000 - 2006; THL Australia’s current broadcast program
of work involves the rollout of Digital TV services for the ABC and SBS
across Australia on behalf of BA. This involves approximately sixty separate
installations, from low to high powered UHF & VHF services. For nearly
every installation, THL Australia designs & builds PIE and telemetry racks
from scratch at its main Sydney Office.
• Digital television interference to fortuitous analogue coverage for the
ABA (2001). The ABA commissioned THLA to undertake a study of
potential interference by proposed digital television services to existing
analogue television services, in particular interference to existing fortuitous
analogue services. The consultancy included coverage and interference
analysis, site surveys of potentially affected areas and spectrum
considerations.
• DTV SFN study for SBS, Australia (2001). This consultancy provided
comments and recommendations regarding the ABA planning guidelines
concerning parameters for SFN for DTT networks in Australia, and in
particular Brisbane.
• DTT planning process review for the Ministry of Economic
Development (MED), NZ (2001). This consultancy provided an engineering
review of the DTT channel plan proposed by the MED for six DTT
multiplexes within the existing New Zealand UHF television band. The
consultancy also provided comments on other proposed digital channel
plans from broadcasters in New Zealand.
• DTT PDC and preliminary network design and investigation for
Television New Zealand (TVNZ) (1999). This consultancy provided TVNZ
with preliminary system design concepts and cost estimates for a 12 GHz
DTT transmission system with five 34 Mbit/s data streams, providing
nationwide coverage to New Zealand. The scope of work undertaken
included coverage and interference planning, spectrum planning and
infrastructure and cost considerations.
• DTT evaluation of proposed channels for SBS, Australia (1999). This
study provided coverage reach comparison between existing analogue

(1999). This consultancy investigated the viability of implementing a Band III
DTT Single Frequency Network (SFN) to cover the areas not sufficiently
covered from existing services in Sydney.
• Digital broadcasting, digital terrestrial television and sound
broadcasting - prepared for Jabatan Telecom Malaysia (Now MCMC),
Malaysia (1998).This report provided JTM with technical and commercial
information and guidance on digital broadcasting technologies including
Digital Television and Digital Radio. Topics covered include technology
descriptions, coverage planning methodologies, infrastructure and system
planning, SFN network topologies and spectrum issues.
• DTT television trials for NZ (1998). A full power DTT trial was conducted
from Waiatarua, Auckland, New Zealand, using a 1 KW UHF transmitter.
• Auckland DTT coverage design study (1997).This study predicted the
required network configuration required to provide DTT coverage to the
Auckland region, New Zealand. The DTT technology focused on providing
coverage using terrestrial satellite band at 12 GHz.

2.5 Schedule A – Summary of Price for RFP


THLA considers the MiTV proposed system as a highly complex and wide ranging
project, involving 5 SFN’s (multiplexers) at up to 17 different sites. This equates to
85 transmission systems and this is an ambitious project by any standard. As such
MiTV is strongly advised to consider using a well established company such as
THLA who have the experience and expertise to design and implement such a
system.
The pricing proposed for the consultancy is based on the rollout of a 5 SFN network
from 17 sites and as any reduction in this scope would reduce the price relative to
the reduced scope of work.
THLA has considered MiTV’s RFQ and concluded that, at this stage, it is not
possible to provide an accurate fixed price quotation for the entire scope of work
due to a significant number of variables and contingencies. It is therefore proposed
to separate the scope of work into several packages or phases with clearly defined
deliverables. The deliverables of each package provide input to undertake and
accurately price subsequent packages. If this proposal is not acceptable to MiTV
then THLA will provide a fixed price quotation. However, THLA’s proposal is
considered as offering the best value for MiTV as any fixed price quotation would,
as a matter of necessity, have to contain significant contingencies.
THLA’s proposal is to separate the scope of work into seven clearly defined phases
of work. Phase one is a preliminary network design which would produce a first
order system design and provide information to undertake phase two and
completion of phase two would provide the information to undertake phase three.
THLA has provided fixed price quotations for Phases0, 1, 2, 4 & 5. Estimates,
based on THLA’s significant experience in undertaking similar work are provided for
the remaining 3 packages. Full details of work content, deliverables and pricing are
attached.
It should be noted that THLA has allowed in its estimates for significant discussions
with MCMC and site owners. However, following the design there is likely to be a
requirement for further consultation with the regulatory authority, MCMC, and
operators of potential transmission sites. After the initial design and spectrum report
and discussions with MCMC representatives, it is possible that their requirements
could result in much iteration having to be produced. THLA, as consultants to MiTV,
may be required to participate in these negotiations. As the extent or duration of this
requirement is unknown this work would have to be undertaken by an experienced
consultant on a daily rate plus disbursements incurred basis as part of Phase 3.
The information included in this document is for the complete detailed design of 5
SFN networks from 17 transmission sites, including programme linking. It is
proposed to perform the coverage planning using ICS Telecom, THLA’s computer
based coverage prediction system (see full details including sample coverage plots
in Appendices). A key factor in the accuracy of the coverage predictions is the
availability of suitable digital terrain data. THLA is investigating the availability and
price of this data, however this has not been completed yet. No costs for obtaining
this data have been included.

2.6 Terms of Offer


2.6.1 Deliverables
It is proposed that the deliverables for phases 1&3 of work shall be in the form of
coverage predictions, tables or databases of suitable transmission parameters such
as proposed antenna patterns, tables or databases of population distribution
covered and additional supporting commentary pertaining to the results and
observations from the analysis along with a detailed implementation specification
for each site.
Deliverable for phase 2 will be a detailed report on the results of site surveys,
including observations on necessary work required to implement the MiTV rollout.
For phase 4, the deliverable will be a document with THLA’s recommendation on
implementation priorities and phasing of the rollout relative to the MiTV business
plan.
For phase 5 the deliverable will be successfully conducting the acquisition tendering
process and recommending a value for money solution for all hardware which is in
line with the expectations of the budgetary costing and priorities produced in phase
4.
During the implementation phase the deliverable will be the successful
implementation of sites as per the rollout plan and to agreed cost, quality and
timetable.
The final report would be a set of SCR’s (system commissioning reports) for the
complete system with an overarching document being a collation of all deliverables
from the separate phases of work into a single document.

2.6.2 Options

THLA may offer additional services if requested such as:


• Further Technical Specialist Advice for Non-Scoped work – RM3, 237 per
day.

2.6.3 Pricing Conditions

1. Pricing is in RM and exclusive of any GST, duties, taxes or other charges in


any country.
2. Contract Conditions for any ensuing contract to be based on FIDIC, AS4305
or other suitable Contract Document that THLA is agreeable to.
3. The price is based on the official RM to $AU exchange rate of 2.64755 as
set on Thursday 23 March. Change in the exchange rate could impact the
exact price if it deviates.

2.6.4 Project Schedule and Delivery

The Project Plan (Gantt Chart) from Section 3.3 of the THLA Technical Proposal,
(Part B of this document) is a Draft Plan, to be used as a guideline only and it
reflects elapsed time rather than resource input. The Project Plan will be updated
during the Contract Negotiation Phase to better reflect the real program, once more
of the actual specific requirements and firm lead times are known.

All invoices are to be paid within 30 days. If payment is not received during this 30
day period then THLA reserves the right to stop all activities and withdraw from the
project until all outstanding monies are paid.

3 PART B: THE TECHNICAL PROPOSAL

3.1 Proposal
Designing a new national digital television network is a very complex process and
cannot be undertaken on an ad hoc basis with coverage predictions and spectrum
allocations being sought as the network grows and this complexity is increased with
the concept of SFN’s. The interaction at the borders with Singapore, Thailand and
Indonesia also has to be considered and border co-ordination is a key consideration
to any design.
To put it simplistically, the global design requires the completion of a
multidimensional jigsaw, in which the jigsaw pieces represent such diverse
elements as

• Population Distribution
• Location of existing transmitting infrastructure
• Existing VHF and UHF spectrum allocations
• Coverage and interference computations
• Optimisation of transmission parameters and antenna patterns
• Border considerations
Added to the complexity of the multidimensional jigsaw is the concept that many of
the jigsaw pieces are dynamically re-shaped during the planning process, and that
this re-shaping necessarily has a flow-on iterative impact on the global design as a
whole.

3.1.1 THLA Experience in Malaysia


MiTV has the opportunity to benefit from THLA’s previous consultancy work in
Malaysia. As part of these earlier consultancies THLA has acquired extensive
information on the sites proposed by MiTV. Not only have THLA visited many of
these sites previously but as a requirement for interference analysis of existing
services, THLA has generated some coverage predictions. While not sufficient to
meet the requirements of this consultancy it is a good starting point and will allow
us to carry out Phase 1 – the first order design as a desk top exercise.
Previously THLA (then BCL) carried out a project to implement the NTV network.
The scope of work required in the project was similar in some respects to this
requirement. Through the NTV project THLA has developed a good working
relationship with site owners and gained further knowledge about specific sites. As
part of the NTV consultancy THLA were required to procure equipment through a
tendering process. This experience could be directly applied to this case.
If MiTV engage THLA for this consultancy THLA can leverage a considerable
knowledge database on topography, geography and site infrastructure.

3.1.2 Propagation modelling tools


Vital to the success of the coverage design is the selection of the propagation
modelling tool. THLA has invested heavily in the world’s leading broadcasting
coverage prediction software. The tool to be used must include all the functionality
required to design SFN’s and carry out interference analysis. THLA has such a tool.

THLA proposes to use ICS Telecom, a professional and comprehensive radio


planning tool supplied by ATDI of France, for the coverage and network planning of
the proposed DVB-T network in Malaysia. The UHF DVB-T propagation model will
use digital terrain, clutter and population data as appropriate and where available
for the relevant predictions.
Additionally all site information and transmitter parameters will also be integrated
into the planning to produce deliverables as required by MITV.
ICS Telecom will be used for the following engineering activities:
• Outdoor broadcast coverage
• Indoor building penetration coverage
• SFN network analysis
• Interference analysis.

information regarding this product can be found at www.atdi.com

3.1.3 Thresholds and link budgets


The link budgets will be based on an agreed threshold based on the technology
being used which THLA understand to be IP.

3.1.4 Interference analysis


Mutual interference analysis to and from the proposed DVB-T services, existing
analogue TV services and other DVB-T services within Malaysia will be undertaken
as part of this consultancy.
Inter-SFN interference analysis within the proposed DVB-T network will also be
undertaken to determine guard interval timing adjustments and SFN operating
parameters to mitigate SFN self-interference.
Determination of target levels and various protection ratios for analogue TV and
DVB-T are required – preferably the target levels for analogue TV and DVB-T will
be established by discussion with MITV. This will help THLA determine existing
coverage areas of these services so the interference can be assessed.

3.1.5 Model tuning and field measurements


For the coverage planning to best model actual propagation conditions, the
propagation model requires tuning. The tuning will be based on comparing actual
field strength measurements to the values calculated by the propagation model.
The model will then be tuned to reduce the mean error and to provide a reasonable
standard deviation (typical tuned broadcast planning model standard deviations are
within 6 dB. However, this does not apply to in-building or indoor propagation
cases. Factors such as building material type, wall thickness, room sizes, types of
windows etc. have a significant bearing on interior coverage. As these factors differ
from building to building, the standard deviations could be larger).
It is understood that MiTV already has in operation a number of transmitters in the
Klang Valley. It is intended that field strength measurements taken from these
transmissions will be used to provide the input data for initial model tuning.
It is suggested that a sample size of 100-200 measurements be collected to aid the
tuning. The bigger the sample size, the more accurate and statistically valid the
tuning will be.

This will give us the opportunity to tune the model before commencement of any of
the phases of work. If possible, avoiding having to tune the model midway through
the calculation and prediction processes will help mitigate any inefficiencies due to
re-work

3.1.6 Antenna Polarisation


It is not clear from the RFP if the spectrum allocations from MCMC specify the
polarisation to be used. From the RFP it would appear that MiTV intends at some
stage to offer DVB-T mobile or DVB-H. THLA suggests that vehicular or portable
reception is likely better with V polarisation for the transmitted signal. Furthermore,
V is generally preferred for class C mobile reception as the vehicle body often forms
a ground plane for the antenna. If the system is installed with H polarised transmit
antennas, the results may not be applicable to tuning a V polarised model and visa
versa. It is suggested that MITV investigate the possibility of confirming the
availability of V polarisation for the new system.
This proposal outlines the general approach that THLA will adopt to address the
requirements of the scope of work. The Project will be sub divided into a number of
Phases with the suggested phasing of the project shown in section 3.2.

3.2 Phases of work


As discussed above THLA has divided the project into phases. This is allows us to
better define the deliverables for each phase. In most cases each phase requires
input from the proceeding phase. In some cases this makes it difficult to precisely
define the tasks within each phase and therefore very difficult to accurately price it.
For example Phase 3 requires input from Phases 1 & 2 in order to complete the
final design.

3.2.1 Phase 0 - Preparation and data clarification.


The first activity in Phase 0 will be to meet with MITV Engineers and Management
discuss in detail the activities and expected outcomes. This will be an opportunity to
clarify any outstanding issues and define in detail the scope of work and place
boundaries the various phases. Costs for THLA personnel to attend these
clarification sessions are included in the Phase 0 pricing.
All data (digital terrain data, , clutter data, population distribution data, antenna
patterns, site locations, topographic maps, and recorded measurements) will be
checked for compatibility with our prediction software, and if and when verified, will
be formatted and prepared for use. As required by the RFP THLA will source the
required terrain, clutter and population data.

3.2.2 Phase 1- Preliminary Coverage Design


THLA has some knowledge of the proposed sites in Malaysia. THLA believe that
they can carry out a desk top study to produce the preliminary design, using known
parameters and information from MiTV or site owners where there are gaps.
THLA will source appropriate modelling data, and format it for the prediction tool.
For the initial predictions THLA would use a ‘standard’ antenna arrangement for
consistency. The output of this phase will be a set of coverage predictions possibly
showing optional power and antenna arrangements.

THLA and MITV will Work Closely


Even though the suggested work breakdown has been structured as above, it is
expected that this phase will be an iterative process between MITV and THLA.
THLA will work closely with MITV during this phase to define and validate correct
modelling parameters and methodologies to ensure our tools and propagation
provide consistent and reliable planning for DVB-T transmission in Malaysia.

Phase 1 Is Critical
This phase is fundamental, as it will form the basis for the methodology for the other
phases. As such, THLA envisage that our propagation model will be validated and
tuned. The tuning process will involve field measurements collected from the
existing MiTV transmissions. THLA could assist with the field survey methodology
to ensure consistent and repeatable capture of field strength measurements (See
Model Tuning section, page 14).
It is expected that once tuned, the model can be used to simulate DVB-T coverage
for the other Phases with a sufficient degree of accuracy.

3.2.3 Phase 2 - Site Surveys


Site surveys document the existing infrastructure and determine possibilities for
digital expansion. In planning and designing a new digital network it is essential to
undertake a detailed inspection of each of the proposed major sites to identify the
requirements to introduce the new transmissions. A clear understanding of the site
requirements is important as this is often the most time consuming part of a
transmission project and can lead to unnecessary delays.
This involves looking at both existing indoor and outdoor, infrastructure to
determine the most cost effective and acceptable engineering solution to
accommodate the new transmission.
The design will define the equipment requirements, specify new equipment and
provide details of interfacing to existing systems. On some sites it may be possible
to combine the new digital transmission into an existing antenna array however for
MiTV security and that of other users, the parameters of the antenna have to be
checked as important voltage ratings are critical to digital services.
Where new antennas are required the designers will specify the requirements
including developing HRP & VRP polar plots for defining the antenna parameters.
Feeder types and runs will be detailed, as will any combiners that are required for
the new service.
The reliability of new transmission equipment means that it can operate remotely
without having to have on duty staff.
As part of the site survey the environmental conditions will be reviewed and will
highlight any issues identified. This will include airflow, temperature, access, etc.

The survey report will document the proposed locations for the new equipment and
detail all the requirements for feeders, combiners, antennas and transmitter
ancillary equipment.

3.2.4 Phase 3- Final Coverage Design


Taking input from the preliminary coverage design and the site surveys it will now
be possible to develop a detailed design. From the preliminary design THLA will
determine in consultation with MiTV which of the initially proposed sites will
potentially meet the commercial and business aspirations.
Having agreed on which sites will be utilised in the final design (bearing in mind this
is an interlocking and interdependent network from an SFN perspective) THLA will
proceed to design site coverage predictions using real site data based on the
surveys. This will take into account such parameters as; the proposed antenna
design including combiners, feeder losses, transmitter power, HRP and VRP,
position of the antenna on the tower and so on. Quite often the HRP/VRP will need
to be customised to meet interference or cross border requirements.
The outputs of the final design include at least the following;
ƒ Confirmed channel plan based on available 5 frequencies.
ƒ Confirm use of preferred sites or recommend alternative
ƒ System configuration details of the broadcast transmission and linking
systems
ƒ Confirm transmitter base power, antenna radiation pattern, and antenna
height and aperture
ƒ System and performance design
ƒ Results of interference analysis, recommended guard interval timing, and
all other critical parameters.
The final design will include a specification for each site which would include an
inventory of hardware and work required at each site.

3.2.5 Phase 4 - Costing/Business Plan Verification


Following the detailed design phase it will be possible to accurately cost the
proposed network on a site by site basis. This will allow MiTV to assess the impact
on their business plan of implementing any or all sites and to determine a priority for
rollout. The detailed design will clearly demonstrate where maximum population
coverage can be delivered with least expenditure.
THLA will be happy to assist MiTV in carrying out this analysis and business
planning activity.

3.2.6 Phase 5- Equipment Acquisition


Following phase 4, the hardware requirement will be well specified and the
implementation timetable and priorities will be well set. THLA is well positioned to
provide the acquisition support. Having carried out this task on a number of
occasions THLA has developed a set of tender templates for this sort of acquisition.
The requirements for the MiTV network will be quite specific and the tender process
can be made very efficient by using well a tested methodology which allows an
easy comparison of the different vendor proposals.
As an independent consultant with no links to any equipment vendors THLA can be
totally impartial in evaluation of the responses leading to the best value for money
for MiTV. This does not mean the cheapest. When evaluating hardware of this
nature the whole of life cycle cost needs to be considered rather than just the

purchase price. As many of these systems will be located on remote sites, reliability
and vendor support form a large part of the whole of life costs.

3.2.7 Phase 6 – Implementation


Potentially this is the most complex and difficult stage of the project as it requires
substantial interaction with vendors, installer and site owners. THLA is proposing to
can manage this implementation phase removing many of the issues from MiTV.
THLA has project managed the installation of literally hundreds of TV transmitters
both analogue and Digital. THLA has implemented most of the high powered DVB-
T services for BA in Australia and hundreds of transmitters in New Zealand for
TVNZ, Canwest and Sky Networks Television. As an owner and operator of the TV
network infrastructure in New Zealand, THLA understand the issues related to
installing new services.

3.2.8 Phase 7 – Verification & Final Report


This is potentially the most important phase of the project. During this time THLA
would validate the coverage based on a number of selected measuring points for
each site. This activity will probably be carried out as part of the transmitter
commissioning tests and will form part of the SCR (System Commissioning Report),
which THLA will provide for each transmitter. THLA proposes to carry out the
commissioning of the transmitters following handover from the vendors. In this way
THLA can guarantee an independent proof of performance for each transmitter
system from studio source to receiver.
As an example a coverage testing sheet is included in Appendix xxxx
The final report would be a set of SCR’s for the complete system with an
overarching document being a collation of all deliverables from the separate phases
of work into a single document.

3.3 Timeline
A proposed timeline, displayed as a Gantt chart summary attached. The times
shown are indicative for Phase 3 onwards.
Note that the Gantt chart represents elapsed time and not resource effort.
The time allocations shown for each stage includes consultation and feedback with
MiTV.
Notes;
Phase 6 – Implementation has a three month allowance for delivery of the
transmitters. It is expected that the supply would be staggered over this period and
beyond. Supply also depends on the manufacturer selected, and their ability to
supply the quantities of transmitters as and when required. For the purposes of
planning it has been assumed that a number of sites can be installed and
commissioned in parallel.

Phase 7 - Verification, has the potential to be quite a large task. In this phase
coverage measurements will be taken and used to verify the design, and the
installation. Depending on the number of sites, transmitters (channels), and the
level of engineering detail and modelling required, more time may be required to
complete this task. During the final scoping of the project (Phase 4) this activity can
be finalised.
