On behalf of the International Scientific Advisory Committee and the Organizing Committee, I would like to extend a warm welcome to all participants of The 3rd International Conference on Fuel Cell & Hydrogen Technology. Peaking and subsequent depletion of fossil fuels, and climate change and global warming because of carbon dioxide emission have forced governments to diversify energy resources and develop green energy technologies. Global nuclear energy expansion is uncertain because of negative general public opinion after major disasters such as the most recent Fukushima Daichi disaster, may hinder its expansion. Large scale biofuel deployment is unlikely because of the conflict between crops for fuel and food. Solar energy is still constrained by costs while wind and wave energy are hindered by low energy extraction efficiency, seasonal variability and weather unpredictability. H2 energy used in the fuel cell is a strong alternative to replace fossil fuels in the future especially in transportation and portable power because it is green, sustainable, clean environmental friendly and emits only water. The hydrogen economy is now gathering pace with renewed investments in large hydrogen infrastructure, fuel cell powered transportation and distributed fuel cell power demonstration projects in North America, Europe and Japan in the 21st century. Research and development efforts on hydrogen energy and fuel cell have also accelerated in the past decade and the trend will continue into the next few decades. The aim of this conference is therefore to provide a comprehensive forum for researchers and professionals who are engaged in the field of fuel cell and hydrogen technology to present and discuss their work with other colleagues from all over the world and from diverse disciplines ranging from electrochemistry and materials science to chemical and mechanical engineering. I sincerely hope that this event will bring together international scientists and engineers to meet and discuss their achievements and share ideas for further advancement of the field. I hope that this conference will provide an overview of the latest scientific and technological developments and current status of fuel cells and hydrogen technology. I would like to express my sincere thanks to all invited speakers for their contributions in showing us the big picture of fuel cell and hydrogen technology. Finally, I would like to sincerely wish all our guests and delegates a very pleasant stay in Kuala Lumpur enjoy what the city can offer.

Distinguished delegates, ladies, and gentlemen: On behalf of Co-Chair and on my own behalf, I welcome you to The 3rd International Conference on Fuel Cell and Hydrogen Technology. There is a greater consciousness of the links and inter-dependence of the two topics; fuel cell and hydrogen technology on scientific research which leads to a better understanding and knowledge of environmental issues and as well as industrial development to protect our fragile environment, but also to ensure it is safe for present and future generations. The interest of the international scientific community is clear, since 2007 for the 1st and 2009 for the 2nd we have this conferences at The Agency for the Assessment and Application Technology (BPPT) Indonesia and have increased of participants. To explore this Conference in Asian countries we collaborate to Universiti Kebangsaan Malaysia. I am sure that the selected topics will provide you with a wealth of information and many opportunities for discussions. The Conference review of the broad range of beneficial uses of these fuel cell and hydrogen techniques will help to increase our understanding of their contributions to new energy development, and of their socio-economic impact especially for Asian countries. These Conference are at the forefront of efforts to transform the energy network, fundamentally altering the way energy is generated and used. Fuel cells and hydrogen technologies are being commercially deployed today to solve critical problems in our energy infrastructure and deliver clean, reliable power to leading edge corporate, academic and public sector users. Whereas these Conference represents the full spectrum of the supply chain from universities, government laboratories and agencies, trade associations, fuel cell materials, components and systems manufacturers, hydrogen producers and fuel distributors, utilities and other end users. The Conference will also be concerned with the importance of the analytical quality of results, a topic of increasing awareness and investigation. This valuable aspect of some interesting new developments and advanced techniques will also be highlighted during the Conference. I would also like to refer some different, interesting and possibly co-ordinated an international project in next future with International Hydrogen Energy Association (IHEA). I am very grateful to IHEA that made these conference activities as one activity of socialization of fuel cell and hydrogen technologies in Asian countries area. Finally, fuel cell and hydrogen technology in science and industrial applications will be emphasised during this meeting. As we know, we will appreciate your inputs and suggestions to improve in next programe. The challenges made by the Conference are significant, I wish you a very pleasant to discuss and a produce the successful meeting.

Indigenous fuel cell technology and hydrogen energy research program at UKM began in 1996. The first fuel cell technology developed at UKM was the proton exchange membrane fuel cell (PEMFC) which is suitable for automobile and portable power application. The research program has since evolved and the Fuel Cell Institute is currently carrying out fundamental studies on the various components that make up the fuel cell stack: membrane electrode assemblies (MEA) and bipolar plates as well as on fuel cell system design, and on emerging fuel cell technologies: Direct Methanol Fuel Cell (DMFC) using methanol fuel, Solid Oxide Fuel Cell (SOFC) using hyrdogen fuel, and Microbial Fuel Cell (MFC) using wastewater. SELFUEL is also carrying out fundamental studies on fuel processing of alcohols into hydrogen using chemical catalysis, biohydrogen from dark fermentation of wastewaters using mixed and pure cultures and solar hydrogen in phtoelectrochemical cell using dye sensitized photoanodes.

Fuel cell implementation technology has been started in 1998 at BPPT, with a few applications of fuel cell systems on motorcycles within reverse engineering of PEMFC stack modules. Furthermore, since 2005 continued with the development of materials for PEMFC components, which include new hydrocarbon electrolyte membranes, polymer composite graphite and metal bipolar plate, and catalyst for the cathode as well as on DMFC applications. The applications of PEMFC are intended for stationary power to certain areas in accordance with local natural resources. For the development of hydrogen gas production as the main fuel, has also started in early 2006, which uses raw materials of natural gas by inorganic membrane steam reformer, water and or methanol by electrolyzer or reverse fuel cell technology and using biomass by bacterial fermentation method.
