2009 City of Calgary encouraged by PPP Canada, a merit-based federal Crown Corporation, to apply for funding support for rec centres 2009/2010 Worked with PPP Canada to develop a preliminary submission Preliminary submission well-received, encouraged to go to next steps 2010 City of Calgary spent a lot of time and money developing a business case, feasibility study, and comprehensive assessment, proving Value for Money

The federal government, through its Crown Corporation , encouraged us all the way

2011 history
January - March PPP Canada meets with Mayor and senior city officials, strongly encourages application Council supports P3 procurement and authorizes negotiation of term sheet Council approves Community Investment fund partially to make payment on rec centres. March - November Term sheet negotiated and finalized Project unanimously approved by PPP Canada Board Election called mayor a strong proponent of PPP Canada Very long delay in getting formal approval; senior city officials in continued contact with government Today

Informed by Government of Canada that funding request has been denied in full. No reasons for denial given in the letter.

Why would the Government of Canada change its mind so drastically?


Then
Permitted projects include: Sport Infrastructure: 1.Sport facilities, excluding professional athletes; 2. Community recreation spaces; and 3. Fields and parks, fitness trails, bike paths and lanes, playgrounds, and other facilities

Now
Sports Infrastructure is no longer the focus of the PPP Canada Fund. The Fund is focused on economic infrastructure.

What does this mean?


City of Calgary is out a lot of money -- $3.1 million over two years The federal government lost an opportunity to invest in this city, while spreading largesse in other places Families in NW and SE Calgary wont get the recreation centres they need

What happens now?


We need to tell the federal government how bad this is for Calgary

We need to move ahead on these projects


We wont be able to do them to the level we have all dreamed of But we are working on a plan B It will be several weeks before we can share these ideas
