Introduction
We evaluated Bulloch County School Systems three-year comprehensive state technology plan.
This plan was approved by the state department oI education on May 28, 2008. It is in eIIect Ior
Bulloch County Schools Irom July 1, 2008 until June 30, 2011. It was last revised on September
22, 2008. There is no indication oI how oIten the plan has been revisited although it states that
the Bulloch County School System Technology Planning Committee will meet bi-annually to
review overall goals and evaluate benchmarks. An evaluation checklist was provided in the plan
that is to be used when the committee meets. Due to a group member working in the school
system, we are aware the system is continuously meeting their goals and actively working on
improving technology.
This plan was chosen because one oI the partners works in this school system and will have more
inIormation to bring to the table about implementation and meeting expectations.

Analysis of Rubric
Goals
There are many goals included in this plan. Not only are descriptive goals included, but also the
mission and vision Ior technology use Ior the Bulloch County School System. Four goals are
listed to meet the mission and vision: integration, proIiciency, support, and equitable access.
There are several sections that show goals, benchmarks, and strategies. The table used to show
this inIormation provides the strategy to meet the goal, the benchmark oI meeting the goal, the
evaluation method timeline, Iunding source amount, and the department responsible Ior
achieving the goal through proper use oI the strategy and meeting the budget requirements.
The school system chose to list many goals. These goals are measurable and are able to be
measured by a deIined period oI time.

The plan explains in all oI its initiatives what will beneIit the Iaculty, staII and students oI the
school system. Each initiative explains in detail how Iaculty and staII will receive training and
how the students or community will beneIit Irom the proIessional development opportunities
provided to Iaculty and staII.
According to the group member that works in this system, these proIessional development
opportunities have either already been provided and reIresher courses are oIIered to anyone that
would like to participate.

Assessment of needs/se7vices
The plan assesses the neeus of stuuents at the elementaiy, miuule anu high school
level. The access to technology, instiuctional uses of technology, auministiative uses
of technology, paient anu community uses of technology, anu the ieauiness of the
system foi technology was taken into account. uoals weie cieateu aiounu these

This committee assessed the number oI student, teacher, and administrative workstations in
schools, number oI schools with Internet access, and the number oI classrooms with Internet
access. Other important inIormation such as the number oI approved certiIied teachers and
students that passed the SAT or Georgia High School Graduation Test was also assessed. All oI
this inIormation helped the committee to make more inIormed decisions about the goals that
were set Iorth and how to reach these goals. This inIormation was also used to determine the
proIessional development needs oI Iaculty and staII.

The third goal listed on page eight to support the vision and mission oI Bulloch County`s
technology plan is 'Support: StaII and resources Ior providing support in the areas oI hardware,
training, soItware, and training. This allows readers to know early on in the plan that support
will be given to ensure the needs and services oI hardware, soItware, and telecommunication will
be met.

The bar graphs and statistics included show readers that the committee is assessing the needs and
services oI students, teachers, administrators, and the community (parents).

Telecom communication services are addressed. Each school in the system has the ability to use
a call out service. Any Iaculty member may record a message and have the system call the home
oI all students in the school. The automated call out system is used Irequently throughout the
school system.

ProIessional development is provided to help staII maintain and implement soItware and
hardware in the classroom.
The access to technology goal really Iocuses on maintaining equipment, utilizing equipment, and
implementing resources such as United Streaming. Within this goal the committee also states
that improvements will be made to cover temporary power outages at WAN sites and to also
improve the Student InIormation System. (Note: The school systems updated the Student
InIormation System last summer. Teachers were provided training and the new system also
keeps parents better inIormed which leads to more parental involvement. It appears teachers,
students, and parents are extremely pleased with the new system.)

All goals that were indentiIied also clearly indicated how much money would be needed to meet
the goal and which department would be responsible Ior achieving the goal and providing the
Iunds needed.

Ongoing eval:ation p7ocess
The plan states the Bulloch County School System will meet at least bi-annually to review
overall goals and evaluate benchmarks. A sample evaluation checklist is included in the plan.
However, there is nowhere in the plan that indicates the plan has been revisited or a committee
has met.
The group believes the committee must meet due to the updated technology that is implemented
in all Bulloch County Schools and the high level oI proIessional development that is provided to
Iaculty and staII.

Cla7ity/ O7gani:ation
As with any plan, the layout should be clear and well organized. This plan was written Ior an
entire school system. The goals were clearly stated and appropriate benchmarks and other
necessary inIormation was listed under the goal in order Ior the reader to understand how the
goal will be achieved.
The inIormation Ilows well and ideas are connected easily. This plan is very detailed, well
organized and inIormation and ideas are clearly stated.
$ummary
Overall, we believe that our technology plan contained excellent key components to make it a
substantial and eIIective plan. The details were in depth and types oI initiatives that would take
place with this plan were detailed and well-structured. Budget inIormation was included in the
goal inIormation. It is extremely important to include budget inIormation in order to make sure
the goals are able to be reached. The department responsible Ior implementing and providing the
Iunds was also included.
The layout oI the technology plan was very well organized and easy to Iollow. AIter looking
through this technology plan and reading materials throughout class about what a good
technology plan should look like, we have to admit this technology plan exceeds the
requirements. This is a very thorough and descriptive plan about goals, how to meet the goals,
proIessional development strategies, assessing needs and services, budget requirements, and the
ongoing evaluation process. It would be nice iI the plan could be revised to include the Iindings
oI the committee aIter each oI the bi-annual meetings.
