A port State control visit on board a ship will normally start with, as a minimum and to the extent
applicable, examination oI the documents in accordance with Annex 10 oI the Paris MOU.
In addition the PSCO conducts a general inspection oI several areas on board to veriIy that the
overall condition oI the ship complies with that required by the various certiIicates.
II the ship is Iound to comply, the PSCO will issue a clean` inspection report (Form A) to the
master oI the ship. In case deIiciencies have been identiIied, the inspection report will include a
deIiciencies Iound report (Form B) indicating any Iollow-up actions to be taken to rectiIy the
deIiciencies indicated. Next, the data oI the respective ship and the inspection result will be
recorded on the central computer database, located in Lisbon, Portugal.
Furthermore, control on compliance with on board operational requirements may be included in
the control procedures, particularly iI the PSCO has reason to believe that the crew demonstrates
insuIIicient proIiciency in that area

he International Maritime Organization (IMO) today oIIicially accepted the proposal to designate
waters oII the North American coasts as an Emission Control Area (ECA). Large ships that
operate in ECAs must use cleaner Iuel and cleaner engine technology, leading to major air
quality and public health beneIits in the coastal areas. The ECA, proposed in March 2009, was
adopted by the IMO in the Iastest possible timetable.
The ECA, jointly proposed by the United States and Canada, extends up to 200 nautical miles
along most oI the US and Canadian coasts. France joined as a co-proposer on behalI oI its island
territories oI Saint-Pierre and Miquelon, which Iorm an archipelago oII the coast oI
NewIoundland. This is the Iirst ECA adopted under the 2008 amendments to IMO MARPOL
Annex VI treaty that strengthened and expanded both the ECA emission standards and the
approval criteria.
EnIorcing the ECA standards will reduce sulIur content in Iuel to 1 eIIective August 2010, and
to 0.1 Irom 2015. Also, Tier III NOx emission standards, requiring advanced emission controls
such as SCR systems, will have to be met in the ECA Irom 2016. The US Environmental
Protection Agency (EPA) harmonized its Iuel and emission requirements Ior marine Category 3
engines with the IMO ECA regulations.
