FEBRURY, 2011
The Pakistan Water and Power Development Authority (WAPDA) launched a 25 years comprehensive integrated programme in 2001 Water Resources and Hydropower Development Vision 2025. Programme which aims at the development of water storage projects as well as harnessing the hydropower potential in the country. Thakot Hydropower Project, being a run off river hydropower project, is also included in that programme. 2.0 Location Patan Hydropower Project is located on Indus River in District Kohistan of NWFP. The dam site is located on Indus River about 4 Km upstream of village Patan on Karakorum Highway (KKH). The proposed underground powerhouse site is located on the left bank about 8 km upstream of Besham Town and is accessible via KKH. Powerhouse and dam sites are 349 km and 383 km respectively from Islamabad. 3.0 Background WAPDA in 1975 requested the assistance of Canadian Government through CIDA in making ranking study of hydroelectric power sites with a view to meet the long-term power demand of Pakistan. Accordingly CIDA provided a grant to assist WAPDA in cost effective hydropower sites and to focus on the best-ranked project for development / implementation. CIDA appointed Montreal Engineering Company Limited (MONENCO) to undertake hydroelectric inventory ranking and feasibility studies in Pakistan. The contract between CIDA and Consultant (MECO) was signed on August 5, 1981. Patan Hydropower Project was identified as part of Inventory and Ranking Study of Hydropower potential on main rivers of Pakistan, carried out in 1981-84. For main-stem Indus River Projects, Patan Project was ranked fifth after Basha, Dasu, Bunji and Thakot hydropower projects. Monenco studies revealed at identification level that Patan Hydropower Project would utilize the steep river gradient available on Indus river. The concept of development was to construct a 104 m high dam on Indus river. The project

would provide some 1172 MW (Index Capacity) in an underground powerhouse with gross head of 150 m and design discharge of 1070 m3/s. The Index capacity at Identification study by Monenco was reviewed and revised as 2800 MW with design discharge of 2600 m3/s and mean annual energy of 15,230 GWh by Hydro Planning Organization with updated flow data and design discharge.

Study of KKH and other access Roads. Cost Estimates. Optimization of project capacity and structures. Preparation of basic project design at feasibility level. Economic analysis Financial analysis
Field investigations will include: topographic, other surveys like Bathymetric Survey shall be carried out at Project site in order to produce site maps at scales adequate for structure planning, flow measurements, seismic refraction, surface geological mapping, sub surface drilling, test pits sampling and testing of materials in potential borrow areas, test trenches, sediment study of Indus River and its tributaries and Hydraulic Model Studies of the project are needed for Feasibility study.

The Cost covers the planning, investigations and preparation of feasibility study report of Patan Hydropower Project with in estimated amount of Rs. 731.233 Million Details of Cost estimates are given in table 1. Year wise phasing of the estimated costs is as below:
191.497 182.234
373.731
210.637 146.865
357.502
402.134 329.099
731.233
The feasibility study of Patan Hydropower Project will be conducted by team of Consultants preferably joint venture of Local and Foreign Consultancy Firms. Hydro Planning Organization (HPO)- WAPDA will be the main agency for execution of study. Consultants will be responsible for quality and timely completion of the work. WAPDA professionals will participate actively in the subject study and will work in collaboration with Consultants. WAPDA will help Consultants in timely completion of survey and other field & subsoil investigations. All reports submitted by Consultants will be reviewed by independent Panel of Experts (POE) appointed by WAPDA.
