This standard provides requirements for a fluorescent paint system. This standard has been produced on behalf of the Defence Material Standardization Committee (DMSC) by the Coating and Coating Removal Defence Standard Working Group. This standard has been agreed by the authorities concerned with its use and is intended to be used whenever relevant in all future designs, contracts, orders etc. and whenever practicable by amendment to those already in existence. If any difficulty arises which prevents application of the Defence Standard, UK Defence Standardization (DStan) shall be informed so that a remedy may be sought. Any enquiries regarding this standard in relation to an invitation to tender or a contract in which it is incorporated are to be addressed to the responsible technical or supervising authority named in the invitation to tender or contract. Compliance with this Defence Standard shall not in itself relieve any person from any legal obligations imposed upon them. This standard has been devised solely for the use of the Ministry of Defence (MOD) and its contractors in the execution of contracts for the MOD. Introduction
This standard specifies the requirements for a fluorescent paint scheme suitable for application to the exterior of aircraft, missiles and land based vehicles to provide a highly visible finish. The finish is available in three colours; red, orange/red and yellow all of which are presented in RAL 841 GL.

1 Scope

This standard specifies the requirements for a fluorescent paint scheme resistant to fuel, chemicals and aircraft operating fluids. The system is suitable for application to the exterior of aircraft, missiles and land based equipment to provide a highly visible finish. The complete system consists of a coat of anti corrosive primer, white filler, fluorescent finish and clear protective varnish.

Warning

The Ministry of Defence (MOD), like its contractors, is subject to both United Kingdom and European laws regarding Health and Safety at Work. 3.2

Reference in this standard to any normative reference means in any invitation to tender or contract the edition and all amendments current at the date of such tender or contract unless a specific edition is indicated.

3.3 In consideration of 3.2 above, users shall be fully aware of the issue and amendment status of all normative references, particularly when forming part of an invitation to tender or contract. Description

4.1 A paint system consisting of one coat of primer complying with BS X 33, one coat of filler complying with Def Stan 80-216, one coat of fluorescent finish and one coat of clear protective varnish will have a minimum service life of 12 months in temperate of tropical climates. 4.2 The fluorescent finishing paint is a single pack material and is thinned to the application viscosity with the thinners recommended by the paint manufacturer. 4.3
The clear protective varnish is a multi-pack material prepared for use by mixing the components in a simple ratio by volume as recommended by the paint manufacturer. The mixed material is thinned to the application viscosity with thinners recommended by the paint manufacturer.

Information to be Supplied by the Purchaser

The purchaser shall state clearly in the contract or order the material required eg clear varnish, and the colour of the paint required.

Keeping Qualities

The components, when stored in their original sealed containers at a temperature between 0C and 35C, shall retain the properties described in this standard for a period, from the date of despatch by the manufacturer to the customer, of not less than 12 months.

7.1 7.2

Quality Assurance
Each batch shall comply with the tests in Table 1. If any sample is found not to conform to this standard, the whole batch shall be rejected.

Containers and Marking of Containers

8.1 The paint shall be filled into sound, clean and dry containers suitable for the product. Trade pattern containers will be accepted unless otherwise specified in the contract.

8.2 It is the manufacturers responsibility to mark containers in accordance with any legal requirements. In addition, the containers constituting a consignment shall each be legibly and durably marked with the following details: a) Designation of the material: (as shown in the title of this standard); b) Standard number: Def Stan 80-164; c) Distinctive batch number; d) Component name (eg base for protective varnish); e) Colour; RAL 841-GL reference number and description; f) Contract no. (if appropriate);

g) Manufacturers expiry date; h) Manufacturers name, initials or recognized trade mark; i) j) Mixing and thinning instructions; VOC content: (determined in accordance with the Environmental Protection Act 1990 (EPA 1990) Part 1, PG 6/23)

and such other markings as may be prescribed in the terms of the contract.

9.1

Composition
Fluorescent Finish
The finish material shall consist of a suitably pigmented and plasticized acrylic binder.

9.1.1

9.1.2 The total lead content of the paint shall be lower than that stipulated for labelling as a lead containing paint under Statutory Instrument 2009: No 716.

9.2

Clear Protective Varnish

9.2.1 The varnish shall consist of a hydroxyl acrylic base and an aliphatic isocyanate curing agent and, a recommended thinner/reducer. 9.2.2 The varnish shall be prepared for use by mixing the components in a simple ratio by volume as recommended by the manufacturer. 9.2.3 The total lead content of the varnish shall be lower than that stipulated for labelling as a lead containing paint under Statutory Instrument 2009: No 716. 9.2.4 The varnish shall contain modifying agents to reduce degradation by ultra violet.

Testing
Test Conditions

Unless otherwise specified, all tests shall be carried out at the conditions specified in BS EN 23270.

10.2

Condition

10.2.1 When the materials in the original containers or in the laboratory sample containers are examined in accordance with BS EN ISO 1513, they shall be free from extraneous matter and shall not show objectionable skinning, tendency to gel or any other defects. 10.2.2 The finish shall be in a condition such that stirring easily produces a smooth, uniform paint suitable for spray application. The base material and curing agent of the clear varnish, shall each be in a condition such that stirring easily produces a smooth, uniform material which, after mixing and thinning in the proportions specified by the manufacturer shall be suitable for spray application. 10.2.3 The materials thus prepared shall be used for the preparation of test panels (Annex A).

Test Requirements

A sample taken from any portion of the supply shall comply with the requirements of Table 1.

Annex A Preparation of Test Panels

A.1 For the purposes of Tests 2 to 10 inclusive of Table 1, use test panels complying with and prepared in accordance with the relevant requirements of BS EN ISO 1514. A.2 Where a system is specified, apply to the test panels the following system:

1 coat of primer complying with and applied in accordance with BS X 33 Type B 1 coat of white filler complying with and applied in accordance with Def Stan 80-216 1 coat of fluorescent finishing paint 1 coat of clear protective varnish A.2.1 The fluorescent finishing coat applied to the test panels may be obtained in multiple applications, if 2 or more applications are required leave a maximum of 1 hour between each application. A.2.2 The clear protective varnish coat applied to the test panels may be obtained in multiple applications, if 2 or more applications are required leave a maximum of 3 hours between each application. A.3 Apply the materials by spraying to the specified type of panel. Allow each coat of the system to dry in a vertical attitude with free access of air for 24 hours at the conditions specified in BS EN 23270 before application of the next coat. A.4 After application of the final coat allow the panels to dry in a vertical attitude with free access of air for 24 hours at the conditions specified in BS EN 23270. A.5 Apply the paint at a spreading rate sufficient to produce a single dry coat with a mass as follows: (90 10) gm (50 8) gm

Annex B Determination of Pot Life

B.1

Determine the viscosity of the freshly mixed varnish in accordance with BS EN ISO 2431.

B.2 Store a 250 ml sample of the ready-to-use paint, for 8 hrs (23 2)C, in an open container so that the depth of the material is approximately equivalent to the diameter of the container. B.3 At the end of the specified period repeat the determination of the viscosity of the paint in accordance with BS EN ISO 2431. B.4 Compare the initial and final viscosity results.

Annex C Fitness for Recoat

C.1 Allow the paint to dry for the specified time and apply by spray application a further coat of the material under test. C.2 Allow the panel to dry in a vertical attitude with free access of air for 24 hours at the conditions specified in BS EN 23270 and then examine.

Annex D Determination of Resistance to Water

D.1 Test the panels in accordance with BS 3900: Part G5, Method 1, Procedure A, using water complying with BS EN ISO 3696, Grade 3. D.2 Immerse the whole panel for a period of 24 hours. Remove the panel and dry by dabbing with absorbent paper or cloth. D.3 Within 1 minute test one panel of each system in accordance with BS EN ISO 1518 using a load of 1200 g.

Annex E Determination of Resistance to Synthetic Lubricating Oil

E.1 Test the paint system in accordance with BS3900: Part G5, Method 1, Procedure A, using synthetic lubricating oil OX-38 complying with Def Stan 91-98. E.2 Immerse the whole panel for a period of 21 days. Remove the panel and remove by dabbing with absorbent paper or cloth soaked in a 30/70 mixture of 2,2,4 - trimethylpentane and toluene to remove excess oil. E.3 Within 1 minute test the paint system in accordance with BS EN ISO 1518 using a load of 1500 g.

Annex F Determination of Resistance to Artificial Sea Water Immersion

F.1 Test the paint system in accordance with BS 3900:Part G5, Method 1, Procedure A, using artificial sea water of the composition specified in clause 6.1 of BS 3900:Part F4. F.2 Immerse half the panel for a period of 7 days. absorbent paper or cloth and examine. Remove the panel and dry by dabbing with

Annex G Determination of Resistance to Artificial Weathering

G.1

Test the panel in accordance with BS 3900:Part F16 using UVA 351 lamps.

G.2 Remove the panel, allow to stand for 24 hours at the conditions specified in BS EN 23270 and then examine. G.3 Using an unexposed panel as a control, determine the colour change of the exposed panel in accordance with BS 3900:Part D8, D9 and D10.
