NORTHEAST ENERGY EFFICIENCY PARTNERSHIPS

Accelerating Energy Efficiency

MISSION Accelerate the efficient use of energy in the Northeast and Mid-Atlantic Regions APPROACH Overcome barriers to efficiency through Collaboration, Education & Advocacy VISION Transform the way we think about and use energy in the world around us.

WE ARE CONFRONTED WITH INSURMOUNTABLE OPPORTUNITIES

Longevity: buildings can be 40 (commercial) to 100 (residential) years old, or more Poor energy performance: majority of buildings in the Northeast were constructed prior to energy codes adoptions Investment opportunity: reduces energy use Economy: jobs Utility Program Administrators: complement programs

DEFINITION INCONSISTENCY
Existing Buildings
Repair Renovation Alteration Addition Rehabilitation

Energy Conservation
*Addition (conditioned space) *Alteration (HVAC systems) *Repairs (101.4.3 list no increase in energy use)

Change in Occupancy Historic Structures Exempt Structures

Change in Occupancy or Use (101.4.4) Historic Buildings (101.4.2) Exempt Buildings

BARRIERS IDENTIFIED
Minimal energy information in codes Lack of information about existing construction Lack of renovation / alteration guides Difficult to establish project costs what will it cost? Available incentives, tax credits etc. Whats the driver..TRIGGER?

2012 BEST PRACTICES ROADMAP

Goal: To Identify barriers and best practices to achieving greater energy savings in existing building. Scoping parse the levels; include options Establish consistent exemptions/exceptions Definitions (whats included) Criteria: yardsticks/results Make it simple: easy to use; fair
How do we fix whats broken? Improve on the good?

WHAT ARE THE OPTIONS FOR ENERGY?

Adopt IEBC with its 3 Levels of Work criteria
Find energy criteria in various Chapters

Adopt IBC; use Chapter 34 (rehabilitation)

19 separate criteria based on construction type, use, size, egress & fire safety provisions Energy criteria dependent on IBC reference to IECC

Develop separate solution for your state

DISCUSSION QUESTIONS
Whats the definition of renovation? How does it apply to historic buildings? How do we educate the masses? How does this tie into program administrator plan Incentives Core Performance What is the threshold that triggers energy code work in renovations dollar figure square footage Change in occupancy
