MECHANICS Entries should be commercial video advertisements featuring Bustos as a major tourist destination. Each entry should be no less than one (1) minute and no more than two minutes and thirty seconds (2:30) and must be appropriate for all audiences (G rated), and should contain the words Discover Bustos. Participation is open to all Filipinos. Each entrant may submit a maximum of three (3) entries. Relatives to the second degree of consanguinity of the members of the Committee on Artists and Cultural Workers Welfare of the Bustos Council for Tourism, Culture and the Arts are disqualified from joining. SUBMISSION 1. Deadline of submission is on 17 January 2012, 5:00 pm at the Secretariat of the Bustos Council for Tourism, Culture and the Arts. 2. Entries should be submitted on a DVD-R, in MPEG and AVI formats, together with the duly accomplished Entry Form. To ensure original authorship of the video, entrant shall submit, together therewith, in a separate DVD-R, copies of the raw images and videos of the commercial video ad prior to editing. All DVD-Rs must be labeled with the commercial ads title and length of the video. 3. All videos and photos incorporated in the commercial video ad should be original, and should have not been previewed or screened in any competition, or posted in any website. All entries must be the original work of the entrant and must not infringe the rights of any other party. The entrants must be the sole owner of copyright in all videos and photographs included in the entry and must have obtained permission of any people featured in the entries or their parents/guardians if children under 16 are featured. Further, entrants must not have breached any laws when taking their videos or photographs. 4. By entering the competition all entrants grant to the Municipal Government of Bustos the right to screen and exhibit their videos/ No fees will be payable for any of the above uses. While the Municipal Government of Bustos will make every effort to credit the filmmakers, the Municipal Government of Bustos cannot guarantee that every broadcast use of the photographs will include the filmmakers names. JUDGING 1. All entries submitted will be initially screened by the Committee on Artists and Cultural Workers Welfare of the Bustos Council for Tourism, Culture and the Arts on 18 January 2012, and they shall select at least ten (10) finalists for final judging and premiering. Final judging will be from 19 to 20 January 2012. The criteria for judging is as follows: a. Videography skills includes camera techniques and effective use of locations. (10%) b. Audio (music and sound) levels should be consistent throughout the video, sound mixing should complement visual

cues. Entrant should seek the permission of owners of copyrighted music if such music will be used. (20%) c. Creative visual and audio elements (special effects) visual and audio effects are used appropriately and judici ously. These effects should enhance value, enhance the content, and be creatively and aesthetically pleasing to the viewer. The use of the Minasa Festival Theme Song is encouraged. (20%) d. Editing skills all edits should be clean, consistent and seamless. Continuity should be observed. Graphic elements, texts and titles are used effectively, add value and are readable. (20%) e. Communication effectiveness the video should be a cohesive advertisement that clearly carries the message of Bustos as a major tourist destination. It should effectively make an indelible imprint on viewers and addressed to the target market: domestic and foreign tourists. (30%) 2. The panel of judges will select the top five (5) finalists, and their entries will be premiered during the Konsyerto sa Parke on 21 January 2012. 3. The awards are as follows: a. First place: PhP5,000.00 and plaque b. Second place: PhP3,000.00 and plaque c. Third place: PhP 2,000.00 and plaque
