2011 Natural Disaster PSA Video Contest

Purpose: The purpose of the NASCLA 2011 Natural Disaster PSA Video Contest is to stress the importance of hiring a licensed contractor and to emphasize that the hiring of an unlicensed contractor can be risky business. Hiring a Licensed Contractor is not only the law in most states but doing so also assures consumers that their rights are protected. Public Service Announcement (PSA) video submittals can be presented in any creative format that will effectively convey the importance of hiring a licensed contractor. While not required, the components mentioned in the attached Natural Disaster brochure are offered as a source of reference. Some or all of the details from the brochure should be outlined in the PSA. Rules for Entry 1. The video PSAs must address the importance of a Hiring a Licensed Contractor when a Natural Disaster strikes. 2. The video PSAs must be no longer than 27 seconds in length and no shorter than 23 seconds. If the entry is selected as a winner, NASCLA will use the final 3 seconds to add the contact information NASCLA and/or the appropriate State Agency to learn more about hiring licensed contractors. 3. The PSA Contest is open to all students enrolled in any university, major college or community/ technical school as of the submittal date. Entrants may be individuals or groups, including student clubs and organizations. Students must have maintained significant control over all aspects of the PSA (e.g., writing, editing, directing, shooting, producing, etc.). 4. Entrants may submit multiple entries, but only one (1) scholarship will be awarded per individual or group. Entrants must complete one (1) entry form for each entry submitted. 5. There is no fee to enter. 6. Entrants must submit the PSA in a DVD format, and be of high quality. No other format, including online submissions, will be accepted. Copies should be checked for readability and quality before submission. Audio levels should be balanced, interviews on-mic, and all graphics visible within screen. Copies that cannot be played on standard DVD players will not be judged. DVDs must be properly labeled with the students/groups name, title of the PSA and the length. Entrants must submit two (2) DVDs for each entry. DVDs submitted will not be returned. DO NOT send originals, masters, or anything considered one-of-a-kind. NASCLA will not assume liability for any damaged or lost submission. 7. Entries will be judged on originality/creativity, effectiveness of the message, and production. 8. The decision of the judges is final. 9. Entries submitted must not be posted or used elsewhere without the express written consent of NASCLA. 10. Winning entries become the property of NASCLA and may be posted or used elsewhere by NASCLA in its sole discretion. 11. Entrants should be sure to check all statements for accuracy and may not use any material that is proprietary to a third party or otherwise protected by intellectual property laws. Any entrant whose work includes likenesses of third parties or contains elements not owned by the entrant (such as, but not limited to, music, trademarks or logos) must be able to provide written consent/permission from the owner or an authorized representative of the owner. Without these releases, entrants must, for example, refrain from: (a) commercial elements, including copyrighted music, and (b) showing product logos on t-shirts and in

backgrounds. Entrants will be fully liable under the law for any copyright or other intellectual property violations. 12. All identifiable participants in the PSA (actors, interviewees, background crowd, announcers, etc.) must consent (see attached Participant Release Form) to their participation in the video and these rules. Their names and signatures must be provided on the forms provided and attached to the application. For those participants under age 18, parental/guardian permission must also be given on those forms. 13. Entries must be postmarked by January 30, 2012 to be eligible for this contest. 14. The winning entries will receive the following scholarships: First Place: $3,000 Second Place: $1,250 Third Place: $750 15. Scholarship awards will be made payable to the university, major college or community/technical school where the student(s) is(are) enrolled and will be applied to the students account for use by the student at the university or college. If the scholarship award is to be shared by two or more students (e.g., a student team who maintained significant control over the creation and production of the PSA), it is the responsibility of students to submit the names of the participants to NASCLA. Winning students not continuing their education at a university, college or community/technical school will not receive the scholarship award. In such cases, the scholarship will either be equally divided amongst the remaining participants in the group or donated to the schools general scholarship fund on behalf of the entrant. 16. Not all scholarships will be awarded if the number of acceptable submissions is less than the number of awards offered. 17. Winners will be notified by May 31, 2012. 18. Content must comply with all local and national laws of the country of origin, and the United States. Content must not: (a) promote illegal behavior; (b) support racial, religious, sexual or other invidious prejudice; (c) advocate sexual or violent exploitation; (d) violate rights established by law or agreement; (e) invade the privacy of any person; or (f) be otherwise inappropriate as determined by NASCLA in its sole discretion. 19. Family members of NASCLA employees are prohibited from entering. NASCLA Board and Committee members shall be prohibited in participating in the selection process for any entry(ies) submitted by family members. 20. NASCLA reserves the right to amend the above rules, rights, dates and regulations at any time, including the termination of the contest.
