- This survey checklist is used for inspection of ships built before 1st Sep 1984, to determine their compliance to IMSBC Code requirements for each specific Group A, C and Group B bulk cargoes. - Evaluation of the report and determination of possible recommendations will be dealt with by HO exclusively. In accordance with the control results, Certificate of Compliance for the Carriage of Solid Bulk Cargoes including the List of Cargoes that the ship meets carriage requirements of them is to be issued. Survey is also to be reported on CL 100. IMPORTANT NOTE: 1)Statements hereinafter which are met only for a part of the cargo spaces should be marked yes (x) and a remark should be entered by stating the related item code, e.g. G.1 not in holds no. 3 and 5. 2) MSC/Circular 1146 is also part of this checklist. It is enclosed as Part III. When checking Item Code A, pls. see MSC/Circular 1146. 3) In case only natural ventilation is required for the transportation of corresponding cargo, the electrical appliances need not have a type of protection (Item code H,I,J,K) if they can be isolated from the electrical supply and safeguarded against unintentional reconnection. But, it should be stated in the certificate.

Description of Equipment Fixed Gas Fire Extinguishing System


All closed cargo holds shall be provided with a fixed CO2 or inert gas system fire extinguishing system. The ship may be exempted from the requirement of a fixed gas fire extinguishing system for the cargo hold(s) according to SOLAS Ch. II-2/ Reg. 10.7.1.4, and shall be provided with an exemption certificate with a list of cargoes according to MSC/Circ.1146 attached to it. For ships less than 2000GT exemption certificate is not needed.

Water Supply for Fire Fighting Purpose


Quantity of water delivered should be capable of supplying four nozzles at pressure specified in SOLAS Ch. II-2/ Reg. 10.2 and capable of being trained on any part of the cargo spaces when empty. Fire main piping diagram with arrangement of hydrant and pump capacity:

Nozzles for the fire main system should be of jet/ spray dual purpose type, otherwise spray nozzles should be additionally provided. Type, manufacturer and specifications: Fire pump in the engine room should be capable of starting from the navigation bridge. The outlet and inlet valves of the fire main in E/R, is fitted with caution plate with Keep Open symbol.

Personnel Protection
Four (4) sets of protective clothing resistant to various chemicals shall be provided in addition to fire fighting outfits. Type, manufacturer and specifications:

Two (2) sets of self-contained breathing apparatus with 200% spare charges shall be provided in addition to fire fighting outfits. Type, manufacturer and specifications: Dust mask and goggles should be provided.

Gas Detectors
At least one suitable detector each for quantitative measurements of phosphine and arsine shall be provided. Suitable instruments for measuring concentration of methane shall be provided. Suitable instruments for measuring concentration of hydrogen shall be provided. Instruments for measuring oxygen concentration (0 21 % by volume) shall be provided. Instruments for measuring concentration of carbon monoxide shall be provided. Instruments for measuring toxic gases that may be given off from the particular cargo shall be provided.

Documentation/Documents
The update edition of International Maritime Solid Bulk Cargoes Code (IMSBC Code), International Maritime Dangerous Goods Code (IMDG Code) together with the Emergency Schedules (EmS) for Materials listed in Group B and the Medical First Aid Guide for Use in Accidents Involving Dangerous Goods (MFAG) shall be available on board.

All information/documentation required for the booklet acc. SOLAS Ch. VI Reg.7 shall be available on board.
The information /documentation required for the booklet acc. SOLAS Ch.VI, Reg.7 shall as a minimum include: 1. Stability data, as required by SOLAS Ch.II-1, Reg. 22. 2. Ballasting and deballasting rates and capacities. 3. Maximum allowable load per unit surface area of the tank top plating. 4. Maximum allowable load per hold. 5. General loading and unloading instructions with regard to the strength of the ships structure including any limitations on the most adverse operating conditions during loading, unloading,ballasting operations and the voyage. 6. Any special restrictions such as limitations on the most adverse operating conditions imposed by the Administration or organization recognized by it, if applicable. 7. Where strength calculations are required, maximum permissible forces and moments on the ships hull during loading, unloading and the voyage.

Ventilation of Cargo Holds


Mechanical ventilation shall be provided for continuous operation by at least two independent ventilation fans per cargo hold concerned which together ensure at least six air changes per hour. Should one fan fail, at least three air changes per hour shall be maintained. The ventilation ducts shall be arranged in such a way that gases and vapors are removed from the upper and lower parts of the cargo space(s). Sources of Ignition
Electrical equipment provided for the cargo hold(s) shall be of certified safe type or shall be capable of being isolated from the electrical supply and of being safeguarded against unintentional reconnection. Cables within the cargo hold(s) shall be protected against damage from impact. Cable penetrations of decks and bulkheads shall be gastight. The ventilators shall be of non-sparking type. Specifications: All electrical circuits for/ through cargo spaces are required to be isolated and removal electrical equipment (non-safety type) should not be used in cargo spaces. The isolation shall be achieved outside of the space, and a caution plate should be provided. All electrical equipment in the cargo hold(s), are listed in form ST184.

Bilge System for Cargo Holds


In addition to the main bilge system of the ship to which the cargo hold(s) is/are connected, an additional means to drain the cargo hold(s) shall be provided outside the engine room (e.g. ejector(s) or additional bilge pump(s)). The cargo hold bilge line shall be provided with a blank flange or an isolating valve which can be secured in closed position, e.g. locking device or removal of the hand wheel. Other Boundaries
Prior to loading, the bulkheads to engine room should be gastight and should be inspected and approved by the competent authority. Boundaries of the cargo hold(s) shall be resistant to fire and passage of water (at least A-0 standard).

Temperature Measuring
Means shall be provided for measuring the temperature in the cargo. In case of portable temperature sensors, the arrangement shall enable the measurement of temperature without entering the hold. Means shall be provided for measuring the surface temperature in the cargo. In case of portable temperature sensors, the arrangement shall enable the measurement of temperature without entering the hold.

Adjacent Fuel Tanks (Documented procedures to be obtained from the vessel)


Before loading fuel tanks adjacent to the cargo hold(s) shall be pressure-tested hydrostatically for tightness. Not to be stowed against heated surfaces, including fuel tanks which may require heating. Not to be stowed adjacent to fuel tanks heated to more than 50C.

Table 1 LISTS OF SOLID BULK CARGOES FOR WHICH A FIXED GAS FIRE-EXTINGUISHING SYSTEM MAY BE EXEMPTED OR FOR WHICH A FIXED GAS FIRE-EXTINGUISHING SYSTEM IS INEFFECTIVE 1 The Maritime Safety Committee, at its sixty-fourth session (5 to 9 December 1994), agreed there was a need to provide Administrations with guidelines regarding the provisions of SOLAS regulation II-2/10 concerning exemptions from the requirements for fire-extinguishing systems. 2 The Committee also agreed to the annexed table 1 providing a list of solid bulk cargoes, for which a fixed gas fire-extinguishing system may be exempted and recommended Member Governments to take into account the information contained in that table when granting exemptions under the provisions of SOLAS regulation II2/10.7.1.4. 3 The Committee further agreed to the annexed table 2 providing a list of solid bulk cargoes for which a fixed gas fire-extinguishing system is ineffective, and recommended that cargo spaces in a ship engaged in the carriage of cargoes listed in table 2 be provided with a fire-extinguishing system which provides equivalent protection. The Committee also agreed that Administrations should take account of the provisions of SOLAS regulation II-2/19.3.1 when determining suitable requirements for an equivalent fire-extinguishing system. 4 The Maritime Safety Committee, at its seventy-ninth session (1 to 10 December 2004), reviewed the above-mentioned tables as set out in the annex. 5 The annexed tables will be reviewed periodically by the Maritime Safety Committee. Member Governments are requested to provide the Organization, when granting exemptions to ships for the carriage of cargoes not included in table 1, with data on the non-combustibility or fire risk properties of such cargoes. Member Governments are also requested to provide the Organization, when equivalent fire-extinguishing systems are required for the agreed carriage of cargoes not included in table 2, with data on the inefficiency of fixed gas fire-extinguishing systems for such cargoes. 6 The purpose of this circular is to provide guidance to Administrations. It should not, however, be considered as precluding Administrations from their right to grant exemptions for cargoes not included in table 1 or to impose any conditions when granting such exemptions under the provisions of SOLAS regulation II-2/10.7.1.4. 7 This circular supersedes MSC/Circ.671.
