Enhancing Participation for Social Development: The Role of Participatory Communication and Community Media
The role of communication in enhancing participation in governance and improving the development indicatorsisneedlesstosayverysignificant.Thishasbeennotedby manyscholarsand planners andhence findsitsreflectionintheplanningandfundallocationforcommunicationindifferentgovernmentprogrammes andschemes.However,questionsremainonwhichparadigmofcommunicationisbestsuitedforthepurpose ofimprovingparticipationandownershipingovernance. InthepresentcontextofIndia,therepresentationalaspectofgovernancehasassumedimmenseimportance. Withthe73rdAmendmentonlocalSelfGovernanceusheringinanewpossibilityofdecentralizedgovernance, thelasttwodecadeshavebeenwitnessestomanyinitiativesandmeasurestoimprovepeoplesparticipation ingovernance.Thisisimprovingtransparencyandresponsibilityatbothends. Despiteopenness,thepracticeofdevelopmentcommunicationhasmostlyreliedonatopdownapproach.In participatory development, the communication processes itself allows access, participation and ownership amongcommunitieshelpingthemdecide,create,ownanddisseminatecontent. Numerous examples across the globe indicate that a sustainable for the participatory communication paradigm is through Community Media Institutions. Community Media is a locally based media institution whichisby,ofandforthecommunities,hasalimitedreach,dealswithlocalissues,lowcostandculturally relevant.Thus,initstruesenseadecentralizedmediaplayingtheroleofwatchdogofthesociety. InIndia,anopportunitywascreatedwhenafteralongstruggle,theGovernmentofIndiaannounceditsnew Community Radio Policy in December 2006. For the first time in the history of India, communities were allowed to apply for licenses to setup and manage their own radio stations through NGOs. It became importanttoinvestinCommunityMediaasitofferedtheimmenseopportunityforthecommunitiestovoice theirviewsandparticipateinthedevelopmentprocess.Ithasdemocratizedmediaandcreatedathirdtierof media at local level. It is becoming a tool for social change demonstrating the importance of investing in programmesthatcreatecommunityvoices. Irrespectiveofallthismerits,theuseofCommunityMediahasnotgrownatapacewhichwasexpectedand desired.Thereasonsvaryfromthoserelatedtoalackofunderstandingaboutthepossibilitiesanduseofthe media to policy regulations. This is good time to deliberate on the experiences gained in using community media,thechallengesandimmenseopportunitiesoffered.FiveyearsaftertheCommunityRadioPolicycame into effect; the workshop is opportune in providing a platform for sharing experiences in the use of other community media and facilitates partnerships between the government, the private sector and the civil society.
RATIONALEandOBJECTIVES
The need for concerted action towards a country wide participatory communication intervention calls for closer linkages between the various stakeholders leading, promoting and supporting such initiatives. The experiences need to be shared, discussed and common intervention strategies formulated focused on development agendas like health, education, livelihood, agriculture, involving government agencies, donors andgrassrootorganizations. Thistwo dayworkshopinvolvingparticipatorycommunications practitioners,International NonGovernment Organizations (INGOs), Government Organizations (GOs) and Corporate Social Responsibility (CSR) representativesisintendedtoshareexperiencesinuseofparticipatorycommunicationmethodologiesasan effective communication approach for development programs. Additionally the workshop would advocate actions to include participatory communication and community media in the development agenda, recommendedbyworkinggroupsincludingpractitioners.Theobjectivesoftheworkshopare To have a shared understanding of participatory communication, role and needs, its ethos, working principles,strategiesandperceivedimpactsondevelopmentagendas. Identify areas within Government and NGO programs where participatory communication approaches havepotentialuse Recommend immediate actions for demonstration and use of participatory communication in select areas/programmes. DESIGNoftheWORKSHOP Theworkshopisdividedinto4technicalsessions: Day1 1. 2. Participation for Better Governance: The role of participatory communication and community media:Presentationsonpotential,importanceandexperienceinuseofparticipatorycommunication. GroupWork:Immediateactionstoenhanceuseofparticipatorycommunication:Groups,basedon thematic areas, recommend actions to enhance the use of participatory communication in programmes.

ParticipatoryCommunication:ChallengesandRoleofGovernmentandnongovernmentagenciesto overcome them: Presentations on the challenges, especially capacities for participatory communication,andtheimportance,processandbenefitsofcapacitybuilding. Videoshalaisaprojectwherevideosareusedasamediumtoforeducationinteractionandfun, thesearealsocalledaseducationalcommunityvideounits(ECVU).TheseECVUsarerunbythelocal communitytargetingchildrenintheagegroupof514yearsfromgovernmentschoolsinthevicinity. Educationalvideosarepreparedafterconductingadetailedresearchbythecommunityproducers, videopreparedareintegratedwithvaluesofdiversity,equalityanddemocracy. Discussion: Whatkindoftrainingisprovidedtothechildren Childrenareprovidedwithcompletetrainingstartingfromfewactingclassestill productionandthefinalcut,theyareanintegralpartoftheproduction. SomeSuggestionswhichsurfacedfromthediscussions:
Communitymobilizationistheonlysustainablesolutiontocreatewidespreadsensitization. Implementationisthefaultystage,fore.g.theNRHMschemeinitiallyhadacommunity participationnorm,whichwassomehowlostinduecourseoftime. IECmaterialsshouldnotbepreparedfromatopdownapproach,butrathershouldalso involveparticipationofthecommunityitisbeingpreparedfor. Organizationsshouldfocusoncommunitymobilizationandtransferofskillshouldbetheir foremostgoal. GovernmentandINGOsshouldfocusoninvestingincommunicationresearchwhich ultimatelyleadstobetterresultsnotonlyinupliftingthehealthstandardsbutnumerous othersocioeconomicissues. Athoroughresearchoftheexistingcommunicationandmediastrategiesneedstobe conducted. Resourcemappinghastobeconductedatalllevelsgrassroot,midandstatelevel.
ThediscussionwasconcludedwithMr.Memfalopulousstatingthatalargescaleproliferationis neededforvaluebasedethics,alongwithMrs.SayeedaHameedaddingjustafewpoints,whichare givenbelow: Itisappallingtoseethatmajorityofthepopulationisnotevenawarethatthereareso manyschemesthathavebeenpreparedbytheGovernmentforthepeopleswellbeing,this wasmostapparenttoherinNorthEastIndia,whereshewasvisiting.Shereiteratedthe importanceofparticipatorycommunicationvisaviscommunitymediabeingtheperfect platformforsuchsensitizationandadvocacy. Shealsostressedontheimportanceofhavingafeedbackmechanism,sayingthatthey seldomgettoheartheneedsofandfromthepeopledirectlyandthussomeschemes preparedarenotsuccessfulastheyarenottunedtothecommunitiesrequirement. Transferringofskills,ideaisthefirststeptothesuccessofparticipatorycommunication.

Themainobjectivesasagainstwhatwasachievedattheconference,isgivenbelow: Tohaveasharedunderstandingofparticipatorycommunication,roleandneeds,itsethos, workingprinciples,strategiesandperceivedimpactsondevelopmentagendas LOK-SAMVADhasbeenabletostirupthisunderstanding,especiallythroughthe groupworkwhichwasconducted,whichgottogetherdifferentexpertsfromvariedfield ofworktosharewitheachothertheirexperiencestheirlearningsandchallenges especiallyinthelightofmillenniumdevelopmentgoals. IdentifyareaswithingovernmentandNGOprogrammeswhereparticipatorycommunication havearoletoplay ThisobjectivewentbeyondGovernmentandNGOsandstretchedouttoINGOsaswell, UNICEFbeingastrongsupporterofthismovementhaveexpressedtheirinterestand extendedtheirsupporttokeepthisrhythmaliveandspreadout. RecommendimmediateactionsfromtheGovernmentagenciesforimplementingthe strategicplansusingparticipatorycommunicationindemonstrationsites. EventhoughthestaterepresentationfromtheGovernmentwasbleak,therewere actionsandrecommendationwhichweresharedwithMrsSayeedaHameed,whogave heracceptanceandextendedhersupporttothecauseofparticipatorycommunication visaviscommunitymediainIndia.
WAYFORWARD:
Thewayforwardwhichwasjointlydecideduponaregivenbelow Tohavesimilarregionalconferencecumworkshopsatregularintervals,tokeepourselvesas wellstategovernmentandInternationalnongovernmentorganizationsabreastaboutthe newdevelopments,impacts,challengesofusingparticipatorycommunicationvisavis communitymedia. Tobewellconnectedinordertoshareideas,knowledgeandlearnings FollowupandapproachwithstatelevelGovernmentwhohaveIECcampaignstohelpthem inadvocacyandsensitization. Eventuallyhaveapolicylevelinterventionatthecentrallevel,whereuseofparticipatory communicationisincludedinthepoliciesofnotonlyadvocacyandcampaignsbutall developmentprocessesaswelltomakeitmoreholisticandpeoplefriendly.
