ISSUES AND PERSPECTIVES OF E-FLOW IN PADDY FIELDS AND

APPLICATION ON INTEGRATED WATER RESOURCES

ABSTRACT

A pproaching the 21st Century, the world population has been evidence to increase
exponentially, and more than half of this number projected to live in cities and towns
by the year 2025. Being the case, the freshwater ecosystems will be placed under
continued pressure due to water withdrawals for agriculture, building of dams for
hydropower, reservoirs to supply drinking water to large cities, in addition to the escalating
human caused water quality degradation.
As the issues of water for environment became apparent, it has immediately been striking that
the use of freshwater is now well beyond levels that can be sustained even at current demand,
much less in a future where demands will increase. With the increasing competition for water
and also environmental security globally, the concept of environmental flows (e-flows) is
central to achieving “water for development and ecosystems” – which is even more
significant for water consumption at the lowland paddy field level.
This paper discusses the issues and perspectives of e-flow in paddy field and it relationship
with the future propensity of application on integrated water resources management (IWRM),
The paper provides a snapshot of the concepts and principles of e-flows in general, as one
tool of IWRM, with some discussions on e-flow in paddy fields from current literatures
available, write workshops of relevant experts in the subject, face to face interviews with
field researchers and farmers on System of Rice Intensification (SRI) in Indonesia.
From this analysis, some preliminary conclusions have been drawn in relation with the
prospect of water saving by means application of SRI. It is roughly projected that at least
25% of water allocation for paddy – in the existing schemes – could be contributed to e-flow.
Subsequently, a number of emerging interdisciplinary questions have been presented in an
attempt to pursue more understanding on the subsequent propensity of application of e-flow
and its follow-up actions on the existing irrigation schemes as well as for the future IWRM in
general. These matters are subject to thorough analysis and are opened for researches in the
immediate future.
