Afewyearsago,Ifound myselfinasimilarsituationwhen askedtoaccepttheEmergency ServicesOfficerdutyassignment. Iwashesitanttoaccepttheduty andafriendsaidtome,itsa serviceorganizationandifyou wanttoweartheuniformyou shouldbewillingtodothework thatneedstobedone,notjust whatyouwanttodo. SoImadeareturncalland toldCommanderGleocklerI wouldaccepttheduty,butI couldnttakeonthedutiestill summer.Assummerapproached, Ibegantolookatthecurrent publicaffairsactivityinthegroup anddiscoveredthat,likemost resources,thereisanunequal distribution. Itbecameapparentthat trainingneededtobeapriority, especiallyiftheprogramwas goingtobeexpanded.Inthe meantime,thosesquadronswith strongpublicaffairsprograms wouldneedtosharetheexisting talenttoinsurethatallboatrise together. Havinggainedaspecialty ratinginallthreeofCAPsprimary missions,Icantellyouforafact thatthePublicAffairsmissionis themostimportantoneofall,and theleastunderstood.Oh,Ican hearthegrumbles,butthestatistic telltherealstory. Your National Safety Team has completed two on-line ORM Courses. TheGroupFiveOfficeofProfessionalDevelopment(PD)iscontinuingtheeffortsstartedlastyeartoreviewandupdateallof itsmembers'records.Whilemuchofthepaperworkisperformedbyunitstaffofficers,theindividualmembersplayanintegralrole indevelopingtheirownplanforfutureactionandshouldworkcloselywiththeunitPDstaff.Eachmembershouldacceptthe responsibilityforhisorherprogressandactivelyseekouttheunitsPDofficersadviceanddirection.Workingasateamwiththeir unitPDofficer,memberswillexperiencegreatersuccessandfasterprogressionwithlessfrustration.Consideringthateach membervolunteershisorhertimeandeffort,itonlymakessensetoassistthestaffofficerintheworkthatisnecessaryto maintainrecordcurrencythroughperiodicreviewandupdates. ThegoaloftheunitProfessionalDevelopmentOfficer(PDO)istokeepaccuraterecordsandprovideassistancetoeachunit memberinplanningandprogressingalongtheselectedprofessionalpathway.Itistheirjobtohelpthememberunderstandthe requirementsandlocatetheavailabletraining.TheGroupPDOalsoreviewsprofessionaldevelopmentrecordsandassiststhe squadronPDO'stodevelopthenecessaryskillsandhabitsformanagingtheprogramattheunitlevel. OneofthebestpracticesthathelpstomaintainarobustPDprogramistoincludearegularreview,typicallymonthly,ofeachunit membersstatus.Asimplifiedguidehasbeendeveloped.TheguideisalsoavailableontheGroup5websiteontheProfessional Developmentpage. 1. Newmembersshouldbeapriorityfortheunit.Helpthemlocateonlineresourcesand,leadeachnewmemberthrough LevelItraining,oncetrainingiscompletedthePDOsubmitsaCAPForm11,andentersachosenSpecialtyTrack. 2. ItisimportanttoinsurethateachtimeaDutyAssignmentismadebyCAPF2A,PA,oronline,thatacorresponding SpecialtyTrackisenteredinordertocomplywithCAPR392,paragraph112b. 3. TheCivilAirPatrolregulationthatgovernsthePublicAffairsProgram,CAPR1901,wasupdateasof01June2009.Theupdated regulationrequiresunitPAOstoperformannualplanningfunctions.AllunitPAOsshouldcomplywiththisdirective.Inabsenceof anassignedPAO,theunitcommanderisresponsibleforpublicaffairsduties.

ArecentsurveyofGroupFiveunitsrevealthe need for public affairs training. Many units do not have an assigned Public Affairs Officer, and few of thecurrentPAOshaveattendedrecenttraining. This past April, Group Five Commander Fran GleocklerapprovedthePublicAffairsPlanforfiscal year 2009. This plan calls for public affairs and mission information officer training to be made availableforGroupFiveunits. Thefirstworkshopistentativelyscheduledfor October.FloridaWingPublicAffairsDirector,Capt. Grant Meadows has agreed to help facilitate the training . In addition, experienced Group Five membershavealsoagreedtohelpwiththeproject. If you are interested in attending the workshop, or helping to organize the event, contact Group Five PAO, Capt. SeptemberIsNational PreparednessMonth
The CAP National Headquarters would like to encourage all units to become active coalition members. Getting involved in this project is a great way to gain more visibility for your unit with other disasterresponseagenciesandtheresidentsinthe local community. News articles, public service announcements,andspecialeventscanhelpdraw attention to the CAP mission. Teaming with other agencies to host a preparedness event can help strengthenstrategicpartnerships. VISION2016:PreparingGroupF iveToMeetTheFuture
Afewyearsago,asanewmemberI witnessedtheCAP65thanniversarycome andgo.IcouldalmostswearIhearda yawnfromthecollectivecommunity becauseofthelackofawarenessofthe organization. In2016,theCAPorganizationwill celebrateits75thAnniversary.Whatwill bethereactionbylocalcommunitiesbe then?Ifweshineaspotlightonthe organization,whatwillthecommunity see?Ifwebegintoactnow,wecanhelp toinsureapositiveimpact.Thisseven yearperiodiswellwithinthetypicaltime frameuseforlongrangestrategic planning. CommanderGleocklerrecently approvedaVision2016projectfor GroupFive.Thiswouldbeanongoing strategiccampaignthatwouldhelpto steerplanningeffortsandactivitiesina coordinatedfashion,createcommon goals,andcrossunitsupporttoestablish greaterunityamongthesubordinateunits intheGroup. Theprocessofstrategicplanning involvesexaminingthesocial,political, technological,andlegalenvironmentfor trendsandhowtheywillaffectthe organization.Theplanningprocessalso involvessomewishfulthinking. Apopularexerciseforbrainstorming istowriteanarticlethatmightyoufind publishedabouttheorganizationonsome dateinthefuture.Whatwouldthearticle revealabouttheactivitiesandresources ofCAPinthefuture? Whilenobodyhasacrystalballto knowforcertain,thefuturedoesnotneed tobelefttochance.Bymakingimportant decisionsproactively,todaysleadership canextenditsinfluenceforwardandhelp toshapethefutureinapositiveway. Themostimportantpartofthe planningprocessisnotnecessarilythe planthatiscreated,butthedialoguethat isestablished.Gettingeveryoneonthe samepageisvitaltoplanimplementation andcanbecriticalwhenfuture adjustmentsneedtobemadeandthereis littletimeforlengthydiscourse. AStrategicplanningprojectneedsto havebuyinfromthetoptobottomof theorganization.Membersateachlevel shouldfeeltheyhaveachanceto contributeideasandhaveastakeinits success.Inthebeginningphasesthiscan seemabitchaoticuntileveryonehasa betterunderstandingandprioritiescome intofocus.Mostimportantly,alongterm projectlikethismusthaveastrong commitmentfromleadership. Oncethelongrangestrategyis identified,itbecomeeasytooutlineshort termobjectivesandreviewprogress.The goalsestablishedneedtobespecific,they needtoincludeawaytomeasurethe progressmade,theyneedtobedefinedin amannerthatisactionable,theyneedto berealistic,andtheyneedtohaveatime periodattached.Ultimately,thegoals needtobecommunicatedtoallmembers.

StrategicPlanning:AFlightPlanToSuccess
Itisdifficulttofindsympathyfora pilotwhofailsperformadequatepre flightplanning.Notonlyisitrequiredby FAAregulations,italsoisjustplaingood sense.Bytakingthetimetolookahead,a pilotcanidentifytheoptionswhichare availableandthepotentialthreatsthat mightappearalongthechosenpath. Havingaplanisimportantforgood resourcemanagement. CAP,alongwithFloridaNationalGuard,Dept.ofTransportation,Dept.ofHealth,USCoastGuard,andotherorganizationsare prefirstrespondersincaseofamajordisaster,andtaskedwithbeingthe"eyesandears"ofreconnaissance,impact assessment,andintelligencegatheringfortheStateEOC.CAP'suniqueintegrationofair,ground,andcommunications assetsprovidestheStatewithinitialandongoingsituationalawarenessunavailablefromothersources.Italsoprovides CAPmembersanopportunitytoservethestateandcommunitiesinacriticalroleduringanymassdisastereffort. Thetechnicalnatureofthetoolsused,conditionsofdeployment,andpartnershipwithotheragenciesrequiresthefollowing prerequisitestoparticipate:
