PuducherryandtheadjoiningTamilNaduregionareverycloselyconnectedtoeachother throughnaturalresources(water,ecosystems,coastline,etc.),climate,historicallinks, culture,religion,language,tourism,trade/business,populationandtransportation.This tightlyknitconnectioncallsforaRegionalPlanthatwouldbenefitthisregionnotjustinthe urbanareasbutalsointheadjoiningruralareas.Theregionalplanwouldhelprealizethe fullpotentialoftheregionintermsofsustainableandbalancedsocioeconomicgrowth, agriculture,connectivity,infrastructureandprotectionofnaturalresourceswhichwill ensurewatersecurityandrestorationofinlandandcoastalecosystems. ThepilotprojectfundedbyADEMEisafirststeptowardthepreparationoftheregional plan.
Objectives ThemainaimofthisprojectistopreparetheoutlineofaRegionalPlanforPuducherry.Anyplan,to besuccessful,notonlyneedstohavetheendorsementofthegoverningbodiesbutalsothesupport ofthecitizens.Ittherefore,intendstoengagewiththecitizensinprovidingaforumforexpressing theirneedsandaspirationsandaddressingandincorporatingthoseintotheplans.Theplanning aimstopromoteeconomic,socialandculturaldevelopmentatthesametimepreservingand enhancingthenaturalandculturalresourcesoftheregion.Itaimstobeamodelforaplanthat preservesthevibrancyofthecityandtheserenityandbeautyoftheregionfortheprosperityand enjoymentoftheinhabitantsofboth.TheoutputofthisprojectwillbeaRegionalPlanFramework document,nottheplanitself.WiththepreparationofthisPlanFramework,theaimistocreatethe impetusneededtomobilizeinterestfromcitizens,localbodiesandgovernmentstosupportthe preparationandimplementationofacomprehensiveRegionalPlan.

ScopeofWork Task0:ProjectOrganizationandMethodology ObjectiveToensureaneffectiveandsuccessfulplanningprocessitwillbenecessarytoorganizethe projectinamannerthatclearlydelineatesthegoalsandobjectivesoftheworkandthepreparation ofasuccinctprojectscopeandschedule. a) Prepareasummaryidentifyingoverallprojectgoals,schedules,expecteddeliverables,and milestones. b) DiscussreviewexistingdataandinformationcompiledbyINTACHandPondyCAN,to determinelevelofpublicinvolvementandstakeholderparticipation,andidentifyexpertsfor thevariousthemesidentifiedwithinthepreliminarymeetings. c) Prepareafinalworkschedulefortheprojectthatliststhespecificdatesforalldeliverables, publicmeetings,constituentgroups,workshops,periodicmeetingswiththeINTACHTeam andAdvisoryGroup. 1.2 PublicOutreachandStakeholderParticipationProgram Theintentofthistaskwillbetoinitiateconversationswithstakeholdersandcitizensabouttheir visionfortheareasgrowthinthefuture.Prepareamethodologytodeterminelevelofpublic involvementandstakeholderparticipation,andcompilingoffeedbackreceived. Fieldvisits:Fieldvisitswillbeconductedindifferentpartsoftheregiontocommunicate withpeople,understandtheirneedsandprepareabriefbasedontheirexpectations.Their
