YOUTH ORGANISATION CAPABILITY DEVELOPMENT FUND (YOCDF)

INTRODUCTION

The Youth Organisation Capability Development Fund (YOCDF) is set


up by the National Youth Council to enhance the long-term capability of youth
organisations (YOs). By giving incentives and value-added assistance through
three different schemes, YOCDF aims to help youth organisations embark on
capacity-building and organisation-strengthening initiatives. The three schemes
of YOCDF are:

(a) Youth Organisation Development Scheme

(b) Youth Development Tools & Curriculum Scheme, and

(c) Young Social Entrepreneur Incubator Scheme.

YOUTH ORGANISATION DEVELOPMENT (YOD) SCHEME

Development objective

2 The YOD Scheme facilitates the renewal or clarification of visions, goals, and
work flow/management systems. It focuses on the development of management,
leadership and strategies within the YO, with a view to maximising its outreach, social
impact, and achieving its desired outcomes.

Scope of assistance

3 The YOD Scheme offers value-added assistance equivalent in value to a


maximum of $60,000 per project to the applicant for outsourcing or managing its
organisation development (OD) process. The areas that will be considered for
assistance under the YOD Scheme are:

The cap on the overall support level will be reduced by $20,000, to $40,000, for
second-time recipients.
YOUTH DEVELOPMENT TOOLS & CURRICULUM (YDT&C) SCHEME

Development objective

4 The YDT&C Scheme facilitates the development of novel and innovative


curriculum (content and/or delivery) to support the applicant’s programmes and
activities. It focuses on the impact of the new curriculum as a tool to enhance the YO’s
programme outreach and training outcomes.

Scope of assistance

5 The YDT&C Scheme offers value-added assistance equivalent in


value to
a maximum of $70,000 per project to the applicant for the design, development,
pilot testing and initial implementation of a new curriculum. The areas that will
be considered for assistance under the YDT&C Scheme are:

YOUNG SOCIAL ENTREPRENEUR (YSE) INCUBATOR SCHEME

Development objective

6 The YSE Incubator Scheme nurtures promising new players or start-ups in


youth services or youth development.

Scope of assistance

7 The YSE Incubator Scheme offers value-added assistance equivalent in


value to a maximum of $40,000 per project to the applicant for leveraging
available resources, expertise, and innovations in a peer-learning network to put
the applicant on an accelerated learning curve. The areas that will be considered
for assistance under the YSE Incubator Scheme are:

The cap on the overall level of support will be reduced by $20,000, to $20,000, for
second-time recipients.

WHO MAY APPLY

8 To apply for any of the three schemes under the YOCDF, an organisation must:

(a) be a non-profit group or organisation that is registered with the Registry of


Societies or affiliated to a registered society, government agency, self-help
group or voluntary welfare organisation, and based in Singapore;

(b) cater to youth services or youth development;

(c) have a written and formalised constitution;

(d) have at least 300 registered members or programme participants1; and

(e) have at least 70% of registered members or participants of age 15 to 30;

9 An organisation may only receive further YOCDF support after the expiry of at
least three years from the date of completion of a previous project supported by any of
the three YOCDF schemes. In addition, it may only receive support under the same
scheme no more than two times.

10 Additional criteria for the respective schemes:

(a) Youth Organisation Development (YOD) Scheme


(i) The applicant should have been registered for at least five years.

(b) Youth Development Tools & Curriculum (YDT&C) Scheme


(i) The applicant must commit to increase the outreach of the new
curriculum (in terms of the number of programmes and the
number of participants).

(c) Young Social Entrepreneur (YSE) Incubator Scheme


The applicant must:
(i) have conducted comprehensive groundwork, including but not
limited to environmental scan, investigation of possible project
partners, formulating a realistic budget, and demonstrating the
need or the impact of its programmes;
(ii) have drafted a business plan incorporating (i) above; and
(iii) have planned and implemented its programmes.
