TECHNICAL SPECIFICATION FOR 11 & 22 KV DISTRIBUTION TRASNFORMERS OF RATINGS 63 KVA & 100 KVA CAPACITY (SPECIFICATION NO.WORKS T&D : 01-N/2001) 1. SCOPE : This specification covers oil immersed naturally cooled, three phase, 50 HZ, double wound outdoor type C.R.G.O. Core distribution transformers of capacities 63 and 100 KVA for use on system with nominal voltages of 11 kV and 22kV. 2. APPLICABLE STANDARDS : Unless otherwise modified in this specification, the distribution transformers shall comply with the latest versions of IS 1180 (Part-I), (Part-II) and IS-2026. 3. SYSTEM DETAILS : The transformers shall be suitable for outdoor installation with 3 phase 50 Hz, 11 kV and 22 kV system in which the neutral is effectively earthed and they should be suitable for service under fluctuations in supply voltage upto 12% permissible under Indian Electricity Act and Rules there under. 4. WEATHER CONDITIONS : The material used in the construction of the distribution transformers shall be suitable for use under the following weather conditions: Temperature Relative humidity Altitude 5. RATINGS : Primary voltage Secondary voltage : : 11 kV / 22kV. 0.433 KV. : : : 30 degree C to 50 degree C. 100% 0 to 1000 mtrs.

The windings of the transformers shall be connected Delta on the primary side and Y (Star) on the Secondary Side. The neutral of the LT winding shall be brought out to a separate insulated terminal. The vector group shall be Dyn-11. 6. TEMPERATURE RISE : Temperature rise for top oil over an ambient temp. Of 40 dec. should be 45deg.C. Maximum (measured by thermometer as per IS-2026). Temperature rises for winding over an ambient temp. of 40 deg.C. should be 50 deg.C. maximum (measured by resistance in accordance with IS 2026). 7. NO LOAD VOLTAGE RATING : The no load voltage ratios shall be as follows : a) 11000/433 V for all capacities. b) 22000/433 V for all capacities. 8. 9. a) Material - C.R.G.O sheet. b) The core shall be of high grade cold rolled grain oriented annealed steel lamination having low loss and good grain properties, coated with hot oil proof insulation, bolted together to the frames firmly to prevent vibration or noise. All core clamping bolts shall be effectively insulated. The complete design of core must ensure permanency of the core losses with continuous working of the transformers. The lamination used shall be clearly stated in the offer along with graph.

c) The transformer core shall not be saturated for any value of v/f ratio to the extent of 112.5% of the rated value of v/f ratio (i.e. 11000/50 or 22000/50 ) due to combined effect of voltage and frequency ) up to 12.5% without injurious heating at full load conditions and will not get saturated. The bidder shall furnish necessary design data in support of this situation. d) Flux density: Flux density at rated voltage and frequency shall not exceed 1. 55 teals. 1. The core clamping shall be done by MS flat having sufficient thickness for effective clamping. 2. The top yoke channels if cut or holes are made for taking LV connections, suitable reinforcement to channel shall be made by adequate size of M.S flat with thickness not less than 6mm. 3. MS channel shall be painted with oil and corrosion resistant paint before use. 4. 4nos of 12 mm dia. MS rod shall be used as tie rods and will be efficiently insulated 5. Core base and bottom yoke shall be supported with 75mm X 40 mm. MS channel with proper bolting together. In no case flat or cut channels shall be accepted. 10. WINDINGS : a) Materials: Double paper covered aluminum conductor shall be used for 11kV class transformer. For 22 kV 63KVA & 100KVA DPC copper conductor shall be used. b) Current density for HV and LV should not be more than 2.8 A/sq.mm. The values for load losses given here shall be applicable to such transformer at principle taps. Insulation material & clearances: a) Materials - Electrical grade insulating craft paper of Triveni/Ballarpur/Cauvery or equivalent make subject to approval of the employer. Press MSEDCL of Senapaty, Whitelay or Raman make or equivalent subject to the approval of the employer. TANK : The transformer tank shall be robust construction and shall be built of electrically welded MS plates. All joints of tank and fittings should be oil tight and no bulging shall occur during service. The tank design shall be such that the core and windings can be lifted freely. The tank plates shall be of such strength that the complete transformer when filled with oil may be lifted bodily by means of the lifting lugs provided. Tank inside shall be painted by varnish. Top cover plate shall be slightly sloping approximately 5 to 10 dec. towards HV bushing and ends of cover plate should be bent to 45 to 90 deg. downwards so ass to avoid entry of water through the cover plate gasket. The width of bend plate shall be 25 mm min. The top cover shall have no cut a point of lifting lug. Shape of the tank shall be rectangular only. No other shape will be accepted. The tank shall be fabricated by welding at corners. No horizontal or vertical joints in tank side walls and its bottom or top cover will be allowed. Reinforced by welded angle on all the outside walls on the edge of tank to form two equal compartments. The permanent deflection is not more than 5mm. upto 750 mm. length and 6mm upto 1250 mm length when transformer tank without oil is subject to a vacuum of 760 mm of mercury. Pressure test shall be performed carefully at the time of 1st stage inspection only to confirm the adequacy of reinforcement angle and gauge of the tank. Lifting lugs : 2 nos. welded heavy duty lifting lugs of MS plate of 8mm thick suitably reinforced by vertical supporting flat welded edgewise below the lug on the side wall, upto reinforcing angle. They shall be so extended that cutting of bend plate is not required. Pulling lugs: 4 nos. of welded heavy duty pulling lugs of MS plate of 8mm thick shall be provided to pull the transformer horizontally. Lifting lug for cover : 2 nos. of lugs of MS plate of adequate size shall be provided to lift the tank cover. Top cover gasket and bolt : The gasket provided in between top cover plate and tank shall be of 5mm thick neoprene rubberised oil resistant corksheets conforming to type B or C as per IS 4253, Part-II. ii) GI nut bolts shall be of size 3/8" x 1.5" with one plain washer suitably spaced to press the cover.

The height of the tank shall be such that the minimum clear height upto the top cover plate of 120mm is achieved from top yoke.

HEAT DISSIPATION : a) Heat dissipation by tank walls excluding top and bottom should be 500 W/sq.m. b) Heat dissipation by fin type radiator 1.25mm thick will be worked out on the basis of manufacturers data sheet. The ten direr should submit the calculation sheet. c) For 63 and 100 KVA T/F, 2 nos. radiators shall be provided only on LV side and shall be of fin type. They should be fixed at right angle to the sides and not diagonally. The size of the radiator shall be such that it covers atleast 50% of bottom yoke, full core and complete top yoke.

Detailed calculation of absorption should be submitted. 15. a) CONSERVATOR : The total volume of conservator shall be such as to contain 10% of total quantity of oil. Normally 3% quantity of the total oil will be contained in the conservator. Dimention of the conservator shall be indicated on the General Arrangement Drawing. Oil level indicator shall be provided on the side which will be with fully covered detachable flange with single gasket and tightened with MS nut-bolt. aluminum die cast breather. Makes of the breakers shall be subject to employer's approval. Volume of breathers shall be suitable for 250 gm. of silicagel. The make and design of breather shall be subject to approval of employer. 17. TERMINALS: Brass rods 12 mm dia for HT and LT with necessary nuts, check-nuts and plain thick tinned washers. 18. BUSHINGS: i. For 11 kV class, 12 kV bushing will be used and for 433 volts 1.0 kV terminal bushing will be used. Bushings of the same voltage class shall be interchangeable bushings with plainshed as per IS 3347 shall be mounted on the side of the tank and not on the top cover. Only one sheet metal pocket shall be provided for mounting of HV bushings and the same shall not be fixed on pipes. Sheet metal pocket shall be designed in such a way that all H.T. Bushings shall remain parallel and at equi-distance throughout. Bushings have type tested as per IS 3347 shall only be acceptable. Internal connections: a) H.V. winding : 1. In case of H.V. winding all jumpers from winding to bushing shall have cross section larger than winding conductor. 2. In case of Al. Winding Delta joints shall be with Brazing only. 3. Lead from delta joint shall be connected to bushing rod by brazing only. b) L.V. winding : L.T. Star point shall be formed of Al./Cu. Flat of sufficient length. Lead from winding shall be connected to the flat by brazing. Any other arrangement shall be subject to the approval of Chief Engineer(Dist.). Firm connections of L.T. winding to bushing shall be made of adequate size of `L' shaped flat. Connection of L.T. Coil lead to `L' shape flat shall be by brazing. Alternatively `L' shape lug of adequate capacity effectively crimped shall be acceptable. `L' shape flat/lug shall be clamped to L.V. Bushing metal part by using nut, locknut and washers. For Aluminum windings, L&T Alkapee aluminum brazing rods with suitable flux will be used. 19. 20. 1.1 TANK BASE CHANNEL : It should be of two numbers of 75 x 40 mm channel for 63 KVA and 100 KVA T/Fs. TERMINAL MARKING PLATES AND RATING PLATES : Terminals shall be provided with terminal marking plates showing the relative physical position of the terminal and their marking as per drawing marked on plates. The transformer shall be provided with non-detachable rating plate of aluminum anodised

material fitted in a visible position. The entries of the rating plate shall be in indelibly marked (i.e. by etching, engraving or stamping). 1.2 1.3 Marking as `M.S.E.D.C.L' and `Sr.No.' of transformer will be engraved in addition to above on transformer main tank below L.T. bushings. The name of the company, order No., capacity, month and year of manufacturing shall be engraved on the tank of transformer just below the name plate clearly visible. The engraving can be done on separate plate which shall be firmly welded to main tank and shall form integral part of the tank. FITTINGS : The fittings on the transformers shall be as under : 1. Separate source voltage withstand test. In addition to routine tests as above, all type tests as under shall be carried out at laboratories accredited by National Accreditation MSEDCL for Testing and Calibration Laboratories (NABL) in accordance with IS 2026/1977 as amended from time to time.

B) Type tests :

i.

Impulse voltage withstand test as per Clause No.13 of IS 2026 (Part-III)/81. Impulse voltage withstand test shall be for 75 KVp & 125 KVp for 11 kV and 22 kV Class transformers respectively. Temperature rise test. Air pressure test. Dynamic Short circuit test. Unbalanced current test - unbalanced current should not be more than 2% of full load current. Type Test Reports (alongwith certified drawings/ oscillograms etc. of the offered equipment) from laboratories which are accredited by the National Accreditation MSEDCL for Testing and Calibration Laboratories (NABL) shall be furnished to prove that the equipments offered meet the requirements of the specification. The tenderer should also furnish a copy of Accreditation Certificate from NABL, valid ass on date of type test, and duly attested by testing laboratory where the type tests are carried out. If the type tests are carried out prior to 5 years from the date of opening of tender, the tenderer will have to carry out the test free of cost before despatch of first lot. The employer reserves the right to demand repetition of some or all the type tests in presence of employers representative. For this purpose, the tenderer shall quote unit rates for carrying out each type test. However, such unit rates will not be considered for evaluation of the offer.

C. Test certificates :

DRAWINGS : One copy of the dimensional drawing and internal construction drawing of each Transformer shall be submitted. These drawings shall be of A3 (420 x 297mm) size only.

The offers without following documents shall be stand rejected. 1) Type test report and accreditation certificate required as per Clause No.24C. 2) All the relevant information in Schedule `A' i.e. Guaranteed Technical Particular (GTP). 3) Drawings required as per Clause 25.

TOLERANCES : Unless otherwise specified herein, the test value of the transformers supplied should be within the tolerance permitted in the IS:2026 (Part-I) table on the guaranteed values.

25.1.1 Finishing :

The exterior of the transformer and other..Fillings shall be thoroughly scrapped and given a primary coal and the two finished coats of .oil and weather resisting enamel paint. The colour of the finishing coats shall be dark green conforming to IS5 of 1961 (colours for ready mixed paints). 25A The month and year of supply shall be painted in red bold marathi lettering at two places, one on conservator and other at sum conspicuous place on the transformer which shall be clearly visible from the ground. The height of letter shall be as per applicable drawing. GUARANTEED AND OTHER PARTICULARS FOR TRANSFORMERS : To be filled in and submitted by the tenderer. 27. 28. DOCUMENTARY EVIDENCE : The tenderer will have to produce documentary evidence for the purchase of Amorphous Metal Sheet, oil and aluminum wire. TESTING FACILITY : The manufacturer should have adequate testing facility for all routine and acceptance tests and also arrangement for measurement of losses, resistance, etc. 29. ROUTINE TEST CERTIFICATE : The successful tenderer shall submit the routine test certificate alongwith documentary evidence for having paid the Excise Duty for the following raw materials at the time of routine testing of the fully assembled transformer : Oil, aluminium for conductors, insulating materials, core materials, bushings. 30. INSPECTION : In respect of raw materials such as core stamping, winding conductor, insulating paper and oil, you shall use these materials manufactured/supplied by the standard manufacturers and furnish the manufacturers' test certificates as well as the proof of purchase from these manufacturers (documentary evidence for having paid the Excise Duty) for information of the employer. The successful tenderer will give 15 days advance intimation to the employer to organize for stage inspection of the transformer in which the assembly of core and the winding could be inspected. The employer may at its option open a transformer supplied, in presence of supplier at site. If any of the technical particulars are seen to be in variance than the guaranteed technical particulars, the whole lot of transformer will be rejected. In addition to the above, the employer may pick up any transformer and decide to get it type tested from CPRI at any other suitable laboratory or by independent agency at employer's cost. The tenderer will have to organize packing of the transformer at MSEDCL's Stores for which they will be paid necessary charges. If the transformer fails to meet the requirement of type tests, the quantity of transformers ordered on them will be forthwith rejected and the employer may purchase these transformers at the risk and cost of the supplier. 31. INSPECTION & TESTING OF TRANSFORMER OIL : To ascertain the quality of the transformer oil, the original manufacturer's test report should be submitted at the time of inspection. Also arrangements should be made for testing of transformer oil, after taking out the sample from the manufactured

trasnsformers and tested in the presence of employer's representative or in an independent laboratory. 32. 33. 33.1 LOADING OF TRANSFORMER : The transformer should comply with IS: 6600. SCHEDULES : The tenderer shall fill in the following schedules, which form part of the tender specification and offer. In schedule `A' the specific values shall be furnished and only quoting of IS reference is not sufficient. If the schedules are not submitted duly filled in with the offer, the offer shall be liable fore rejection. Schedule `A' Schedule `B' Schedule `C' Schedule `D' Schedule `E' 33.2 Guaranteed Technical Particulars. Schedule of Deviations from Specification. Schedule of Tenderer's Experience. Schedule of Deviations from specified standards. Schedule of Deviations from specified Test Requirements.

All deviations from the specification shall be brought out in the schedules of deviation (Schedules `B', `D', & `E'). The discrepancies between the specification and the catalogs, Literatures and indicative drawings, which are subject to change, submitted as part of the offer, shall not be considered and representation in this regard will not be entertained.

The deviation brought out in the schedule shall be supported by authentic documents and clarifications; otherwise the offer may be liable for rejection. The tenderer shall submit the list of orders for similar type of equipments, executed of under execution during the last three years, with full details in the schedule of Tenderer's experience (Schedule `C') to enable the employer to evaluate the tender.
