1 Introduction The proposed CENTUM-VP migration solution is based on Yokogawas latest production control system. The CENTUM-VP R5, which feature an open architecture, flexibility and compatibility with existing system. 2 Centum-VP The CENTUM-VP Production Control System for real-time control consists of components such as HIS (Human Interface Station) and FCS (Field Control Station) interconnected by Vnet/IP or Vnet token-bus. Software running on HIS and FCS stations implements operation/monitoring and control functions respectively. Ethernet may also be used to interconnect HIS station via L2SW. HIS (Human Interface Stations) HIS servers as a human interface that meant for operation, monitoring and engineering. The software packages which are installed in an IBM PC/At-compatible computer (hereafter referred to as a general purpose PC), or in a console HIS consisting of a general-purpose PC and Open Display Style Console Assembly, implement the respective functions. A user can install and run the operation and monitoring function together with the engineering functions in the same HIS or in different HISs as necessary. 3 Scope of Supply The purpose of this technical proposal is to have a basic understanding for the ICSS upgrade and the equipment require for the implementation for this project. The following are the scope of work as per above description. 1) In QP, convert CS application to Centum-VP R5 or later version and upgrade all FCS CPU from CP334D to CP345. Upgrade existing ICS & PICS to HMI with all conversion of all mimics. (Including training simulator) Tri-Fellows server logging version shall be upgrade from V2 to V3 and Format shall revise base on V3. In MCP, convert CS application to Centum-VP R5 or later version and upgrade existing PICS to HMI with all conversion of all mimics. To decommission FP & implement installation of FP2. Require TOTAL to install 2pair of 4core FO cable lay from MCP to QP via L2SW. (Out of YEA scope) Require TOTAL to install 2pair of 4core FO cables lay from MCP to Jack-Up via L2SW. (Out of YEA scope) In PP, convert CS application to Centum-VP R5 or later version and upgrade all FCS CPU from CP334D to CP345. In WP1, convert CS application to Centum-VP R5 or later version and upgrade all FCS CPU from CP334D to CP345. Require TOTAL to install one set of new OBR & associated equipment. (For future Jack-Up connection) In WP2, convert CS application to Centum-VP R5 or later version and upgrade all FCS CPU from CP334D to CP345. 2) To relocate QP module and reinstallation on to QP2 platform and to specify the control & safety system to be provided for the new QP2 MSF on the offshore Yadana field as part of the Yadana Subsidence Project. (YSP) new hardware and signal required for the new equipment installed in QP2. Additional signal will be connected to the ICSS extensions installed in QP2 MSF ITR. Install one set of new OBR & associated equipment. (For future QP2 MSF) Require TOTAL to install 2pair of 4core FO cable lay from MSF2 to QP2. (Out of YEA scope)

3) Application software shall be Centum-VP R5 To cover the minimum requirement for the design manufacture and testing of JackUp temporary ESD and F&G matrix panels applicable to YADANA SUBSIDENCE PROJECT (YSP). One HIS-ENG & Two HIS double screen shall be install in the Jack-Up & One new FCS shall be accommodate communication to WP3 2pair of 4core FO cable shall be lay from Jack-Up to WP1. 4) To decommissioning signal required for QP & PP base on the instrument list given. 5) IFAT shall be implement base on new equipment & system configuration with targetless FCS test in Yokogawa Singapore. 4 System Overview The existing Yokogawa Centum-CS shall be upgrade to Centum-VP R5 or latest version with Vnet/IP & Vnet connection via a router. The Field Control Station FCS shall be remain and only upgrade the CPU processor card from CP334 to CP345.

Yokogawa's Distributed Control System - CENTUM - was released in 1975 as the first real Distributed Control System (DCS) in the world. Since then, it has been continuously enhanced and upgraded, incorporating state-of-the-art technology maintaining continuities and backward compatibility of the system. Based on our 30-year DCS experience, Yokogawa is proud to develop and introduce the new CENTUM VP system. CENTUM VP is the next evolutionary step of Yokogawa control system with better information visibility, performance foresight, and operational agility. CENTUM VP as DCS is a flagship platform to realize VigilantPlant concept. With this brief introduction of CS 3000 we hope to give you a good understanding of the basic architecture without going into too detailed information. The detailed technical information is provided in the enclosed technical literature of our proposal (Appendices section). The CENTUM VP is a truly open system. It provides, besides straightforward process control, excellent capabilities for: Integration over the control network (V-net/IP) for ESD & F&G (ProSafe-RS) Integration of sub-systems such as PLCs, analysers, etc. Integrated Instrument Management with Plant Resource Manager (PRM) Plant Information Management System with Exaquantum/PIMS Altogether comprising in a total integrated production and facilities control system, and operated via a single window. Due to the modularity and system architecture these functions can all be implemented in a segregated way. By using these segregation features the process control system can be implemented in such a way that the plant segregation is fully reflected in the production control system architecture. The VP in CENTUM VP stands for VigilantPlant. To establish a clear focus on our VigilantPlant strategy, a VigilantPlant Operational Excellence Model has been created. It is a visual representation of the focus of the VigilantPlant solution, which aim at bringing excellence in production, asset, and safety sustained over the life cycle of our customers plant. 1.1 1.1.1 CENTUM VP Benefits System Architecture
The CENTUM VP System Architecture is straightforward. Highly flexible networks can be designed using of commercially available network equipment like switches (Layer2 & Layer3). Although open and control communication data can be transferred on the physically same Vnet/IP cables, these communications are logically segregated so that they do not have an effect on each other. It will enable integration of non-CENTUM components to the network. The System Architecture allows up to 1,000,000 Tags and 256 Stations. Different Domains can be defined to segregate functional disciplines within the user's organisation.

Operation
The HIS (Human Interface Station) is a powerful and easy-to-use Operator Station with Operator Functions, Graphic Functions, Database Functions, and if required Engineering Functions. This is the worlds first Windows Vista ready DCS HMI software. It provides User-defined Faceplates for an optimal Man-Machine Interface. The Windowing Operation allows the operator to place frequently used displays (e.g. in a personal group) on the screen. Different Sources of Information from the DCS (Graphic Panel, Trend Panel, etc.) as well as Information from Supervisory Computers can be presented to the Operator on one Screen in a uniform manner. The Report Package provides production reports by using spreadsheet functions. Data Compression Techniques (e.g. Min., Max., Average etc.) are available.

Control
The Field Control Station (FCS) is a state of the art generation model that integrates process and batch control, and computer functions. The Integrated Control Functions include: Regulatory and Advanced Control Functions (Control Loops) Sequence Control Functions (Sequence Table, Logic Charts, Sequential Function Chart) Subsystem Integration Functions Field Instrument Management Functions These control functions are executed at high speed by the high performance RISC (Reduced Instruction Set CPU) processor. These functions can be combined to optimise continuous processes, batch processes and even discrete processes.

Redundancy
The Large Field Control Station is available in a "pair and spare" dual-redundant configuration. For the first time in a DCS the Field Control Stations central processor unit uses "pair and spare". Problems, which were not detected with former duplex redundancy, are now easily detected.

The FIO range consists of Direct nodes connected by ESB (Extended Serial Backboard) bus and Remote nodes connected by ER (Enhanced Remote) bus. Both the buses may be dual redundant. ESB bus is used within the cabinets and, by using Optical Fibre Cable, the ER bus can be used for longer distances. The physical media of ER bus is compatible with 10Base2 coaxial Ethernet cable. 1.1.6 Engineering
CENTUM VP offers engineering solutions, which match the user's introduction schedule and engineering procedures. Simplification of engineering work Since CENTUM VP functions are configured using computer-aided engineering (CAE), engineering work can be simplified. Function configuration techniques conform to Sequential Function Chart (SFC) standards. Reduction of engineering work time CENTUM VP is capable of performing concurrent engineering. Thereby, two or more engineers can share the engineering work. Also, the work time can be reduced by re-using previously developed application software that has been registered as parts of models. Moreover, debugging can be improved by using off-line testing and simulation in the test stage without having target hardware such as Field Control Stations available. Improvement of engineering work environment In CENTUM VP, the user can perform engineering work not only from the Engineering Workstations, but also from personal computers in a network, enabling concurrent engineering. This network can even be extended to various locations all over the world by latest network technology. Integration of user's engineering tools

CENTUM VP is capable of connecting different engineering tools from several users to minimise the human error for engineering as well as to shorten the engineering work.
1.1.7
Maintenance
The Maintenance Functions of CENTUM VP include monitoring, extensive self- diagnostics as well as on-line Maintenance Functions. The Maintenance Functions automatically monitor the status of the system continuously. The status of each card in the stations is monitored and reported to the Operator in case of failure. The Remote Maintenance Functions (Optional Service) link the user's Engineering Workstation to the Maintenance Computer at a Yokogawa Regional Service. The Maintenance Computer can diagnose the user's system and skilled Maintenance Engineers can carry out a comprehensive diagnosis of the system status more quickly and at lower cost compared to a site visit. Furthermore, by using Remote Maintenance Service (RMS), the Maintenance Engineer can prepare himself if a site visit would be required. 1.2 CENTUM VP Major Components

1.2.1
The Human Interface Station is the operator interface of the system. It provides dedicated screens for operation, monitoring, reporting, trending etc. It is directly connected to V-net/IP, ensuring real-time communication between the operator interface and plant behaviour, e.g. faceplates and alarms etc. The HIS is connected to Ethernet which interconnects all HIS allowing for client-server features on the operator interface level such as sharing of trend files, event data bases etc.

One HIS can have up to 4,000 graphics. Each graphic can have 800 process data on it, and 1 second data refresh is available. One HIS can have up to 4 monitors, and up to 10 graphics can be displayed at the same time with regardless the number of monitors. It can also support wide monitors.

Depending on customer requirements several platforms can be used for HIS functions viz. desktop or console type. The Yokogawa Console Type with dual/quad stacked LCD or CRT is state-of-the-art, ergonomically designed for ease of use and faster response to the operator. A general purpose PC is installed inside the console to achieve maximum synergy with installed base, minimize spare parts and different maintenance contracts. Standard IBM compatible PC workstation can also be used as an operator station.

An ENG is the engineering environment of the system and contains the master database of the application. This system is based on a standard IBM compatible PC. The engineering

environment allows engineering in a fully graphical way. By using pick and click and drag and drop standard Windows features, the entire configuration can be built in a graphical manner, including logics, sequences, control loops, graphics etc. With the concurrent engineering possibility, multiple engineers can work on a configuration simultaneously, thereby allowing for testing, configuration etc. at the same time. 1.2.3 Field Control Station - FCS
The Field Control Station is the heart of the CENTUM VP Control System. It consists of dual power supplies, dual communication cards and single or redundant RISC processor(s) depending on the required availability of the system. Single CPU type or Duplexed CPU type can be selected. In case of duplex type, when the abnormality of the control module is detected, switching-over to the stand-by one happened within mille-seconds not to affect the plant operation. Each CPU module has 2 CPU chips whose the calculation results are always checked. If the result of the control module unmatched, the control right is switched to stand-by one even no hardware abnormality is detected. This is called pair & spare technology to achieve high plant operation availability. One FCS has 8 slots for I/O module, and you can install any types of I/O modules there. In addition, it is possible to connect up to 14 expansion I/O nodes on one FCS. One I/O node has 8 slots for I/O modules. The FCS performs all process control related actions. It contains the actual PID and other controllers, switches, logics, sequences and advanced control algorithms. It communicates via the ESB/ER and RIO-bus with the Node Units and via V-net/IP (the real time process control Local Area Network (LAN)) with the operator interface and the engineering environment.

1.2.4.1 I/O Modules (FIO) The Input modules convert process signals to the digital data format used in the FCS. Output modules convert the digital data format used in the FCS to analogue or contact signals. I/O

modules are available for all types of signals available in process industry. FIO modules offer lots of flexibility in selection of connection with field signals. 1.2.4.2 Node Unit NU The Node Unit (NU) are signal processing units which convert and transmit analogue or digital process I/O signals received from the field devices to the FCU for FIO. The node units (NU) for FIO have ESB bus node units (local node units) installed at the FCS station and ER bus node units (remote node units) installed in remote cabinets. 1.2.4.3 Enhanced Remote Bus ER This communication bus connects the remote Node Units to the Field Control Station via ER bus interface modules installed in direct nodes. The ER bus can be further extended via fibre optic cable utilising standard off-the-shelf fibre optic converters, for remote node installation.

1.2.5.1 V-net/IP, Real Time Process Control LAN The network performance is secure when huge amount of alarms break out in a short time and also able to call up or refresh any display within 1 second. Highly flexible networks can be designed using of commercially available network equipment like switches (Layer2 & Layer3). Although open and control communication data can be transferred on the physically same Vnet/IP cables, these communications are logically segregated so that they do not have an effect on each other. It will enable integration of an open platform that facilitates an integral part of PCS as nonCENTUM components. 1.2.5.2 Ethernet TCP/IP Operator Interface File Server LAN and interface to upper level systems Ethernet is the Operator Interface file server LAN that enables the multiple operator stations to communicate with each other. Hence, the information stored on the hard disk of one operator station is available to all other authorised operators as well. Ethernet also enables communication to plant or business software environment without the risk of interfering with control functions using OPC and many other de-facto network communication standards. Ethernet is used to connect HIS, ENG and SER Server computer. Ethernet hubs are used to provide smooth communication. 1.2.5.3 Fieldbus Networks Fieldbus is a bi-directional digital communication protocol for field devices. Fieldbus is a big innovation in process control systems technology and is expected to replace the standard 4 to 20 mA analogue communication protocol that most current field devices employ. CENTUM VP supports Foundation Fieldbus H1 networks. The support for dual FF-H1 modules is first in the industry. 1.3 CENTUM VP Expandability and Sizing
CENTUM VP provides a hierarchical system configuration to ensure flexible system expansions. The basic concept of the hierarchical system configuration is illustrated below. For every system domain a total of 64 Field Control Stations and Human Interface Stations can be connected. In case more stations are needed to fulfil the end users requirements, more domains can be specified, up to maximum of 16 domains. The total system however remains fully transparent throughout all these domains. A Human Interface Stations located in domain 1 can provide the consolidated operation of all processes which are controlled by each control system (domain 2, 3.....n) since all HIS have a large database to accommodate the process data (1,000,000 tags). The process data/events monitored/controlled data by each control system (domain 2, 3,.....n) are transmitted to the HIS located in domain 1 via a Layer 3 Switch (L3SW) so that an HIS can execute total plant operation located in domain 1 as consolidated Operator Stations. For future

expansions within the limits of one particular domain, it is possible to add Field Control Stations in that domain.

CENTUM VP can easily realise the total integrated control and management solutions not only with subsystems such as high level computers, programmable logic controllers (PLC), machine monitoring systems etc., but also with multi-vendor software such as advanced control packages to provide single window operation. 1.4.1 Subsystem Integration
As an interface to subsystems, such as Programmable Logic Controllers (PLC), Vibration Monitoring System etc. a Communication Card located in the Field Control Station (FCS) is provided. This card has RS232C or RS485/RS422 Interface port or Ethernet, and the cable from the subsystem is plugged into the port directly. The Communication Cards contain the subsystem driver function. An OPC client gateway, GSGW, enables multiple OPC servers from the subsystems to be connected to the Control System Data highway (V-net/IP) via OPC. Up to 4 subsystemss OPC servers can be connected to one GSGW OPC client gateway.

The transmitted data from the subsystem is stored in subsystem data image file and stored data is transmitted to the standard CENTUM instruments and/or sequence control elements. After the transmission, the data is transferred into the database (CENTUM standard instruments/sequence control elements) of the Field Control Station (FCS). These are processed in exactly the same way as other CENTUM VP data. The HIS can represent the subsystems data in the similar fashion as other CENTUM data (faceplates, graphics, etc.), ensuring full integration of the subsystem into CENTUM VP. In case redundant communication is required, two Communication Cards are used to update the subsystem data simultaneously (depending on the card type).
1.4.2
Intelligent Integration
The CENTUM VP Human Interface Station (HIS) is designed to support very large systems (Max 1,000,000 Tags) to realise the total operation integration (consolidated Operator Station) for the whole plant with unit-based operation. The HIS is also designed to provide operation flexibility (CRT access level priority, operation groups etc.). Especially, operation grouping is the effective function to segregate the operation functions among the HIS - on a process unit basis - as if they are dedicated Operator Stations for a certain process unit although this HIS has the total database for the overall process. 1.4.3 Geographically Distributed Systems Integration
Nowadays, more and more customers not only want to integrate systems from different sources and manufacturers, but also want to integrate geographically distributed systems. 1.4.3.1 Optical Fibre CENTUM VP two system networks: V-net/IP and Ethernet. These networks can be extended up to 20 kilometres by using fibre optic cables.

1.5.1
Today, networked production sites are becoming the norm. These networks greatly improve maintenance work. Plant Resource Manager (PRM), the software package from Yokogawa, offers a new style of maintenance tailored using the benefits of Fieldbus technology. PRM uses both Fieldbus and HART application plant to enable remote and automated maintenance functions. PRM acquires device information including the device ID, various parameters, and self-diagnostic information and other device related details, in addition to measured data. This wealth of information is used for administration and supervision of assets such as field devices, and also for remote automated inspections. PRM transforms the style of maintenance from manual work mainly done on site, into IT-based automated device management. PRM can support its users to embed the competency gap between the latest technologies and current maintenance practices. 1.2.1 Project Team Organization The typical project structure is shown below, while the roles, responsibilities and functional assignment of individual members of the project team are explained in the paragraphs following the chart. 1.2.1.1 Typical Project Organization Chart A typical project organization chart gives an overview of the project team is show below. The actual organization will be proposed, discussed and finalized during the KOM.
1.2.1.2 Project Manager The Project Manager will assume full responsibility for all aspects of the project, from the commencement of project activities to the successful completion of the project. The Project Manager will closely monitor the project schedule, cost and the quality of project execution. All the key positions in the Project Organization will functionally report to him for this project. The Project Manager wills co-ordinate the activities of all the functional groups to ensure that the team operates as a cohesive unit to ensure an integrated effort. The Project Manager will raise the alerts and take necessary decisions during project execution to ensure that the project is being delivered on schedule and that the system meets all the requirements and expectations of Customer as well as the high quality standards of Yokogawa. He will also pay attention to smooth involvement of and technical transfer of the systems to the Yokogawa Service Organization for the maintenance after its start-up. The selected project manager is experienced and has track record with similar projects.
1.2.1.3 QA Manager The QA Auditor will be responsible for monitoring and ensuring that Yokogawa's policies for Quality Assurance are implemented correctly in this project. The QA Auditor is common for the

project division and has the overall idea of the job quality requirement and will ensure that the hardware, software and engineering produced by Yokogawa for this project are of consistent and good quality. The QA Manager will also report project QA activity and status to the corporate QA General Manager. 1.2.1.4 Lead (System Integration / System) Engineers The Lead (System Integration / System) Engineer is another important key to the success of the project. He will be involved from the basic design stage to the project completion stage and will take full responsibility of total system integration. He will lead a team of engineers who will undertake the complete detailed engineering of the system and the sub-systems provide the engineering data to the sub-vendors, participate in the Acceptance Tests/Inspection of third party (buy-out) items, conduct integrated system tests, FAT and prepare the documentation for approval and as-built documents. The Project Engineer will be fully responsible to ensure the quality of the system and sub-system engineering services. He will be directly reporting to Lead Engineer closely liaising with all sub-systems for smooth project implementation. 1.2.1.5 Project Director Project Director is a member of senior Management team closely watching the project and giving total support to Project Manager if required for successful implementation of the project. He will liaise will top management team so that necessary resources can be made available for the project execution and will be in close co-ordination with Project Manager. 1.2.1.6 Project Engineers / System Engineers The Project Engineer / System Engineer will be the key person responsible for the overall project / system engineering of the project. The Project Engineer leads the Quality, Cost and Delivery Control by supervising and controlling the Engineering Teams and by monitoring and controlling the compliance with internal and project quality and engineering standards. The Project Engineering Team consists of engineers from YEA, YEAs local representative and sub-vendors and will include in a later phase engineer(s) from the site support team. As such, the technical transfer to site staff will be executed smoothly. At the same time, this ensures that a swift and adequate response to EPC requirements for after-sales service and modifications can be provided. Yokogawa considers it essential that continuity is maintained between the engineering and construction phases of the project. Yokogawa proposes to include key project engineers in the site team to assist the Startup and Commissioning Co-coordinator. This will effectively ensure that the complete engineering back-ground of project is utilized for smooth start-up and hand-over. 1.2.1.7 Procurement Manager The Integrated Control Vendor (ICV) concept being employed demands that a variety of systems and materials must be purchased from third-party vendors, ranging from large-scale sub-systems to many small items, such as cables etc. The Procurement Manager will arrange for timely procurement of all materials. He will be responsible for all the commercial aspects of procurement including tendering, evaluation, and order placement, expediting, follow-up and arrangements for delivering to site. The Procurement Manager will closely co-operate with the sub-system engineer. The Procurement Manager will also be the focal point for order entry and processing of Yokogawa equipment orders to factory.

1.2.1.8 Local Project / Site Manager The Local Project Manager is another important key to the success of the project. He will be stationed at the site location from the commencement of the Construction phase to the completion of commissioning. The Local Project Manager will assume full responsibility for all the Site Administration functions, as well as act as the co-coordinator between contractor and the construction team at site. He will also be the bridge for all communication to local and regional offices in Singapore. The Local Project Manager will also take care of the vital site functions such as safety in site works, quality of the site works, co-ordination and control of labor subcontractor, materials control, and minor materials procurement. The Site Manager will ensure the timely implementation of the project. 1.2.1.9 Start-up Lead Engineer The Start-up and Installation Supervisor is a key function for the success of the project. He will be station at site location from the commencement of the installation phase to the completion of commissioning and he will direct and guide the installation of the DCS and subsystems.
1.3 Engineering Execution Plan 1.3.1.1 Introduction Yokogawa considers the quality of engineering during the execution of a project of prime importance. Excellence in engineering is a major factor in Yokogawa's success. In order to achieve this objective, extensive training is provided for the engineers in Yokogawa. The training includes classroom training in which the engineers gain in-depth knowledge of Yokogawa's products, as well as on-the-job training during whereby the young engineers are guided by their senior experiences colleagues. The on-the-job training enhances the application knowledge of the engineers and widens their perspective by exposing the engineers to other varied aspects of engineering such as sub-vendor's engineering and subsystems, installation practices etc. Yokogawa's experience and knowledge acquired by the engineering and implementation of FCS systems for various similar projects will be fully utilized in this project. 1.3.1.2 Standard Procedures Yokogawa firmly believes that standardization of procedures goes a long way in ensuring smooth accomplishment of projects. For project execution, Yokogawa has developed project procedure and engineering standards. 1.3.1.3 Job Handling Manual Yokogawa's Job Handling Manual is a comprehensive and extensive document covering many aspects. We execute projects according the work Flow Path in a project and within each phase of the project. Together with the necessary Check Lists this ensures that all necessary information and actions in the relevant stages are executed. The job definition will include the responsibility of each party involved. It must be borne in mind that each job has a different character. Obviously, no standard manual can cover the Project Handling procedure for each and every job. In fact Yokogawa engineers apply the Job Handling Manual as reference and produce a detailed Job Handling Manual to achieve the optimum Project Execution Plan for

every project. Yokogawa's engineering activities can be sub-divided into three categories: Project Engineering - covers the aspects of Project Management, Customer Interface, Basic hardware engineering, sub-vendor systems engineering and total systems integration Application Engineering - deal with the detailed engineering of the Yokogawa systems Installation Supervision, Commissioning start-up Yokogawa will deploy specialized personnel to accomplish each area of engineering.
1.3.1.4 Interface with Sub-Vendors and Sub-Contractors Lead engineer along with Project manager and Procurement Managers function will be to coordinate the purchasing activities such as tendering, evaluation and order placement. He will also be responsible for expediting, arrangements for inspection, liaison and shipping. The technical co-ordination with sub-vendors and sub-contractors will be carried out by the Project Engineering Team headed by the Lead Engineer. These technical functions will include:Obtain information from contractor Basic engineering of sub-systems Provide engineering information to sub-vendors Check sub-vendor drawings Co-ordinate drawing approvals with customer Participate in sub-vendor Factory Acceptance Test Participate in integrated Site Acceptance Test 1.3.1.5 Responsibility of Sub-Vendors and Sub Contractors Yokogawa will always remain the prime party responsible for all the activities covered under the scope of the project. As such, all sub-vendors and sub-contractors for this project will operate under the umbrella of Yokogawa. Thus the division of responsibility shown here is purely an internal division within Yokogawa's project organization. The sub-vendors and sub-contractors shall carry out all the necessary detailed engineering for their systems and products. Specifically the activities of the sub-vendors and subcontractors shall include: Hardware design and detailed engineering Software design and detailed engineering Internal testing 1 Factory Acceptance Test eye-witnessed by Yokogawa and/or Customers Representative Assistance during System Installation Assistance during Commissioning Assistance during Start-up Assistance during Integrated Site Acceptance Test

Training Maintenance
Having a wealth of project execution experience, Yokogawa is fully aware of the need for meticulous planning and scheduling for a project of a complexity as the project. The preliminary project schedule is attached at the end of this document, which will be modified as needed after the discussion with Customer. The long experience in executing large projects has given Yokogawa the in-sight to satisfactorily handle engineered projects. Yokogawa's Engineering Division includes a Project Engineering Department responsible for all project handling, for the analysis of successes and failures, and for the initiation of pre-emptive actions to meet eventualities. The department ensures that the optimum manpower is employed for the projects and monitors and controls the schedules of the projects in close co-operation with the project managers. The project manager is the key person responsible for the planning of the project during engineering phase. He will ensure that the wide array of engineering activities follows the chartered course. He is in the right position to foresee potential problems, to make adequate decisions and to take necessary actions. When his intended actions are exceeding his responsibilities he will alert and consult the line management. 1.3.2.1 Goal Directed Project Management The YOKOGAWA management of major projects is focused on the objectives of the project. In addition to the technical goals the project should develop the people, the systems and the organization to operate the new technology. Further the YOKOGAWA approach encourages creative management, to ensure optimum product quality, balanced against the constraints of time and costs. YOKOGAWA has a long-term track record in the management of major projects and many project team members; customer and user staffs have contributed to YOKOGAWA's project management expertise. As result a project management method has evolved which is explicitly suitable to manage major technical projects. The YOKOGAWA Goal Directed Project Management method aims to: Focus on results Layer the project plan Plan creatively Organize the project Co-ordinate the project Control the project
YOKOGAWA's Goal Directed Project Management provides the tools to submit to the Customer, the user and the team member up to date information on technical progress at any moment. It provides the tools to control project costs to prevent unexpected surprises and to balance time, cost and quality.

1.3.3 Tests, Installation Supervision And Start-Up 1.3.3.1 Factory Acceptance Test The factory inspection for hardware and software is divided into two phases: Internal Test Factory Acceptance Test Internal Test The internal test of the integrated system is designed to thoroughly test all items before the Factory Acceptance Test. This test will be conducted by Yokogawa and Sub-vendor and Subcontractor specialists, and it is performed in accordance with Yokogawa and/or Sub-vendor standard test procedures. The test is based on the following: In the event that any defect or failure of the functions supplied by YOKOGAWA is found during the test, YOKOGAWA shall be responsible to provide work and material to recover thepromised performance. Factory Acceptance Test The Factory Acceptance Test (FAT) is eye-witnessed by Customers representatives and it is intended to prove that the system and components function properly and in accordance with the Customers order. The FAT should prove that the design, the manufacturing, the software generation and the system and application configuration have been done correctly and completely. The FAT is carried out in accordance with the FAT procedures as mutually agreed upon by Customer and Yokogawa. The FAT will include the execution of sequential steps to prove compliance of the developed software and manufactured hardware with the Customers order. The FAT will be executed in Yokogawa office and will be eye-witnessed by Customers representatives. The area in which the system is installed is accessible from Monday until Friday from 08.30 hours until 17.30 hours. Upon successful completion of the test, Customer shall furnish YOKOGAWA with a certificate in writing to that effect and in addition, furnish to YOKOGAWA a "release note for shipment". 1.3.3.2 Site Acceptance Test Site services are typically offered based on a per diem basis. At first the Site Acceptance Test (SAT) is to verify that no visible and/or invisible damage occurred to the system during transportation and installation. Fundamentally the SAT follows the FAT and adds the plant system interfacing to the tests. When the proposed system has been installed, (but not connected to the field equipment) and certified as fully operative Yokogawa shall conduct a Site Acceptance Test. The SAT will be a condensed form of the Factory Acceptance Test plus integrated test. The Lead Commissioning and Start-up Engineer supervise the SAT under the directions of Customers staff. The main items of the SAT include: Loop checking of instrument loops - checks that the overall connections to the software are correct by checking the field signal from field to system System functional checks - confirms that no damage to the system occurred by repeating the tests (10 to 20%) as executed during the FAT Non-system functional checks - confirms that no damage occurred by repeating the tests as

executed during the FAT Overall site acceptance test - confirms that the total integrated system functions correctly. Upon the successful completion of the test, Customer shall furnish YOKOGAWA with a certificate in writing to that effect and ownership of the system shall automatically be transferred to the Purchaser. 1.3.3.3 Commissioning and Start-up It is essential that commissioning and start-up activities for the system and other sub-systems are co-coordinated to achieve a timely and adequate system start-up. The Lead Commissioning and Start-up Engineer will be responsible for this co-ordination and integration function. He will play a major role in the design and execution of the commissioning and start-up schedule in consultation with Customers Site-team. He wills also co-ordinate with Yokogawa's project and specialist start-up engineers and the start-up engineers of other sub-systems to ensure that the job is completed within schedule and the logistics for such work are in proper order. The Lead Commissioning and Start-up Engineer in co-operation with the Installation Supervisor and Project Engineers will co-ordinate with Customer for the smooth commissioning and start-up of the systems. At the time of start-up and commissioning is heavily related to the proper working of field equipment/plant, services will be offered based on a per diem basis. 1.3.4 Progress Reports and Progress Meetings 1.3.4.1 Progress Reporting One of the important functions of the project Manager is to continuously inform the customer and Yokogawa management of the total progress of the job and other necessary management information. Project manager prepares normally two types of reports. 1.3.4.2 Project Progress report Project progress report is prepared by the Project Manager and sent to customer. The frequency is normally every month and usually during the end of the month. Before preparing the report project manager collects the detailed information from subsystem supplier also regarding the status of the items in their manufacturing and consolidates the report as the overall project status, as the prime contractor of the job. He will clearly identify in the report the current status of the job, delay if any, what actions taken by him to recover the delay, any action / help required from the customer to expedite the work etc. 1.3.4.3 Internal Management Report In this report to the top management, he will elaborate various status of the job, delay if any managements help in solving any problem, cost control measures and management costing. 1.3.4.4 Progress Meetings During the execution of the project, Project Manager regularly conducts the project progress meeting with Customer. The main idea is to have face to face discussions on the project, apprise customer with the progress so far, hold up, if any, have a mutually beneficial discussion on how to solve the problem and in what way the total team can come in to a conclusion to proceed smoothly the job. The frequency of the meeting depends on the progress status of the job and critically of the hold up. But in general large projects have a monthly progress meeting until the start of FAT.

1.3.5 Quality Assurance As an organization, Yokogawa is structured to provide complete engineering, integrated system solutions, products including training and service with excellent quality. Yokogawa has been ISO 9001 certified since May 1992 for Sales, Application Engineering, After Sales Service of DCS and manufacture of Panels. 1.3.5.1 Project Handling Procedure The project handling procedure includes various checks which benefit quality control: Contract review Kick-off meetings Basic design reviews Sub-system kick-off meetings Detailed design reviews In addition the integrated project reporting system, weekly walk through and activity reports and monthly project manager review are tools to achieve the highest quality. 1.3.5.2 Global Organization of Yokogawa Yokogawa has a global organization to assure the quality control and assurance structure. The project engineering flow is applied in the various worldwide organizations to achieve the quality assurance of the entire integrated system. 1.3.6 Drawings & Documentation Yokogawa will submit all required documents in the application for Customers approval and/or review as scheduled. Drawings provided by Yokogawa are made on in-house Auto Cad or equivalent format and IBM-PC drawings. The sub-vendor drawings will be provided by Auto Cad files or equivalent and all other documents will be provided by IBM-compatible PC.
1.3.7 Change Order Handling A change order request is raised (e.g. in a progress meeting) whenever there is a change in the scope of supply or whenever rework is required. The request will indicate the item that requires a change order and the cost. For each change or group of changes a change order form will be submitted (Yokogawas standard form). This form will indicate the changes, reason for change, what will be the impact of this change (in schedule and cost, etc.). All changes will be recorded in the format defined in the kick off meeting. After approval of the change, the work will be carried out.
