Robert W. Cummins, P.E.

Summary Rob Cummins has more than 29 years of experience in water, wastewater, drainage, and hazardous waste engineering in the public and private sectors. Served as p resident of Springwoods Municipal Utility District in Williamson County for 6 ye ars. Managed a staff of up to 20 engineers and financial personnel at the Texas Commission on Environmental Quality (TCEQ) in the Districts Section for over 11 years while working closely with the public and private sectors concerning appr oval of water district bond issue applications. Reviewed low interest federal l oans and grant applications for the Texas Water Development Board (TWDB) to fund infrastructure improvements for cities and districts that did not have the fund s to do so. Experience Texas Water Development Board - Engineer (October 2009 - September 2010) Monitored, coordinated, and managed financing large amounts of loans and grants administered by the State of Texas for federal programs for municipal water and wastewater infrastructure projects to improve facilities in financially challeng ed cities and districts that needed repair and replacement of their water and wa stewater facilities. The funds were for grants, very low interest loans, and in some cases 0% interest loans. Reviewed applications for financial assistance, funding release requests, engine ering feasibility reports, construction and engineering contracts and constructi on plans and specifications. Worked closely in a multi-disciplinary team setting, with engineering consultant s, and representative of federal, state and local governments during the course of each project. Prepared written reports, memoranda, and letters related to work activities. Used and maintained various databases. Program was discontinued when federal stimulus grant money ran out. LJA Engineering & Surveying, Inc. - Project Manager (November 2007 - May 2009) Managed the water district oversight and bond issue application section for a co mpany of over 300 employees. Prepared and reviewed water district related appli cations from LJA staff before submittal to the TCEQ for review. Ensured applica tions comply with TCEQ rules in order to qualify for expedited review by the TCE Q districts review team. Trained company engineers to accurately complete bond issue applications according to TCEQ 30 TAC Chapter 293 rules and Texas Water Co de regulations. Met with TCEQ staff on water, wastewater, and drainage issues t o resolve problems with water district bond applications relative to TCEQ rules and regulations. Also met with water district consultants and LJA staff to pres ent new information about rule changes and answer questions concerning the bond issue program for water districts. Provided guidance for the completion of wate r district applications and attended water district board meetings.

Texas Commission on Environmental Quality - Team Leader (May 1996 - November 2007) Managed the activities of a team of 20 professionals for over 11 years to assure that the Commissionas responsibilities related to reviewing bond issue applicat ions (some as high as $25,000,000) for engineering and economic feasibility was administered in a timely manner so that water districts could sell bonds on the open market to finance infrastructure. Reviewed water district creation applica tions as required by statute and Commission rules. Performed analyses of legisl ative bills related to water districts during each legislative session. Provide d information to the public and private sectors concerning Commission rules. Ma de presentations of protested district applications to the Commission Board at s cheduled agendas. RMT/Jones & Neuse, Inc. - Project Manager (August 1995 - March 1996) Performed an engineering study of a large municipal bus maintenance facilityas w astewater collection and treatment system, including storm water, and prepared a n engineering report. Developed a wastewater and storm water sampling plan to d etermine the extent of contamination and the necessary treatment for discharge. Implemented plans and incorporated results into recommendations to the facility . Recommended collection system improvements, operation and maintenance improve ments, wastewater treatment system improvements, and recycling options to ensure regulatory compliance. Prepared cost estimates, addressed related regulatory i ssues, and recommended solutions. Performed a regulatory investigation of a mun icipal wastewater treatment plant relative to a discharge route change that allo wed treatment levels to remain the same. Performed marketing duties including n egotiations with 7 representatives from a large Chinese conglomerate interested in innovative wastewater treatment processes to treat coal slurry, brewery, and food processing wastewater. Independent Consultant - Engineer (October 1994 - July 1995) Performed on-site engineering to locate the extent of chemical contamination res ulting from a large sodium hydroxide spill at a chemical plant located along the Texas coast. Supervised the soil sampling and the neutralization of the contam inate with sulfuric acid. Responsible for personnel safety. Advised clients of bioremediation processes and products to remove contaminants from wastewater po nds resulting from egg farm wastes. Reviewed sludge and odor problems in munici pal utility district lift stations and recommended solutions. Recommended hydro carbon absorbents to potential clients. Performed duties as president of a muni cipal utility district for the past 5 years which include preparing budgets, sup ervising consultants, managing grant projects, managing community garbage collec tion and compost projects, and managing water and wastewater facility operations . Wade and Associates - Project Manager (May 1989 - September 1994) Completed reports to the EPA on Toxic Chemical Release Inventory for various man ufacturing companies as required by Title III of the Superfund Amendment and Rea uthorization Act (SARA) of 1986. Worked closely with the Texas Natural Resource Conservation Commission, formerly the Texas Air Control Board and Texas Water C ommission, staff concerning the amendment and renewal of industrial wastewater p ermits for power generating plants. Was the on-site engineer in the removal, re

mediation, and closure of a leaking underground storage tank site in Texas. Suc cessfully completed a Resource Conservation and Recovery Act (RCRA) Facility Inv estigation for a pesticide manufacturing facility. Prepared RCRA Part A and Par t B permit applications, performed site assessments, prepared air permit applica tions and source inventories, and evaluated environmental regulation compliance procedures for various industrial facilities. Skilled in the use of Excel sprea dsheets and WordPerfect in the Microsoft Windows operating environment. Texas Water Commission - Engineer (June 1987 - May 1989) Designed and reviewed water quality research projects on lakes, rivers, and stre ams. Analyzed natural water systems using mathematical models and other enginee ring techniques to write concise technical reports. Developed technically valid and accurately documented waste load evaluation reports and reviewed wastewater and water use permit applications, renewals, and amendments. Reviewed permits for stream standard and Water Quality Management Plan conformance by requested d eadlines, and made recommendations on levels of wastewater treatment necessary f or wastewater discharges to meet water quality standards in lakes, rivers, and s treams. Prepared advance waste treatment justification to support the Construct ion Grants Program. Developed a sludge inventory management plan as required by the State Water Quality Management Program and the EPA. Provided expert testim ony for the TWC concerning municipal discharge violations. Murfee Engineering Company, Inc. - Project Manager (August 1985 - December 1986) Determined water and wastewater demands for various developments, prepared preli minary engineering design work for off-site water and wastewater improvements, a nd developed cost estimates for these improvements. Responsible for coordinatin g improvements with the City of Austin staff through the Approach Main process. Prepared engineering, environmental, and bond application reports for municipal utility districts and water districts as required by city and state regulations . Motorola, Inc. - Project Manager (October 1984 - June 1985) Engineer and supervisor in the MOS wafer fabrication facility. Supervised opera tors in metals, photo, ion implant, and etch bays to keep the production process es running smoothly. Continually conducted experiments to identify and solve pr oblems in the production processes. Designed methods to improve the manufacturi ng processes and procedures, established pre-control, and characterized new equi pment. Texas Department of Water Resources - Engineer Technician (December 1980 - August 1981) Reviewed and resolved audits of wastewater treatment facilities in the Construct ion Grants Program. Advised and instructed grantees on proper accounting proced ures prior to grant awards. Inspected wastewater treatment facilities and work ed closely with the EPA in resolving audits and closing wastewater treatment pro jects.
