I am Licensed to prac tice Law in Massachusetts and a number of Federal Courts. SELECTED ACCOMPLISHMENTS Opened competition through legislative/regulatory affairs effort. Constellation retail sales for New England were growing slowly. Led effort to bring competitio n to retail sales of electricity by allowing all energy players, not just regula ted utilities, to participate. Gained 30% increase in regional sales first year and 88% market share in CT. Earned recognition as industry leader and spokesperson. Industry lacked clear vo ice. Through advocacy for Constellation and Retail Electric Supply Association, became recognized industry leader. Regularly quoted in major industry publicatio ns, sought out as speaker and considered valued resource for legislators and reg ulators. Helped establish inaugural energy transmission protocols. TransEnergie US was fi rst company in US to build merchant transmission line. Regulatory framework was non-existent. Collaborated with New England Independent System Operator (ISO) to develop/implement Merchant Operating Agreement that defined necessary protocols . Defeated legislation that would have eliminated retail choice. Regulated utiliti es in CT sought legislation to eliminate competitive retailers. Led team compris ed of marketing, sales, associations, customers, suppliers and lobbyists in aggr essive campaign. Achieved major win for competitive supply industry. Instituted reporting system to ensure regulatory compliance. Constellation compl iance with licensing and regulatory reporting was less than comprehensive. Imple mented comprehensive reporting process that included compliance calendar, necess ary materials, organizational accountability and reporting. Led regional g overnmental and regulatory affairs/relations for nation's largest retail/wholesa le electricity supplier and provider of renewable energy. Testified at legislati ve/public utility hearings. Monitored FERC activities. Managed outside counsel a nd lobbyists. Manager Regulatory and Commercial Affairs/Counsel, TransEnergie US, Hydro Quebec subsidiary, 2002-2004. Managed FERC, public utility commission, legislative and New England ISO matters. Provided counsel on compliance, commercial transaction s, contracts, tax and dispute resolution matters. Director, Government Affairs, Pacific Gas and Electric Company (PG&E), 1999-2002 .
