Most Recent Assignments Mr. Picciano functioned as a Senior Project Manager at the Sigma, Melville, New York office. In this capacity, he was responsible for managing numerous ongoing activities and projects. These included owner engineer, preliminary design, con ceptual design, final design, and various procurement activities associated with in excess of two dozen cogen, simple cycle and combine cycle power plant projec ts. During this period, Mr. Picciano also directly supervised, as Project Manager, t he following projects: The upgrade and new design of several WTE facilities, which included Sigma's ac tivities on the detail design of a 27 MW Cogen Facility, producing 380,000 lbs/ hr of heating steam for the University of Maryland. This effort includes procure ment of BOP components, field support during construction testing and start-up a nd final as-built documentation of the completed plant. The Independent Third Party Review of a 250 MW Combined Cycle Keyspan plant und er development, including confirmation of Building Permit Compliance Filing on b ehalf of the local regulatory bodies. Owner's Engineer activities associated with the following: - preliminary design of three 1070 MW combined cycle gas turbine genera ting plants. - preliminary design and permitting of an LM 6000/SCR facility in Yapha nk, NY - conceptual design of twelve (12) LM 6000 generating station at Kings

Park, NY. - Similar activities for a 1000 MW facility in Astoria, NY. Evaluation of the condition of the BOP systems at the Westinghouse - Savannah R iver Plant, recommended restoration and/or upgrade of identified systems and pro vided budgetary cost estimates for these activities. Developed the Sigma Project Management Procedure Manual which detailed all proce dures governing the progressing of Sigma projects. These included the start-up, closeout, monthly reporting, invoicing, record keeping, Interface Control Instr uctions, Project Execution Plans, etc. Also, performed the training of all Sigma personnel in the requirements related to these procedures. Developed the Sigma Quality Assurance Manual which detailed all QA requirements associated with controlling the progression of Sigma projects. Also performed th e training of all Sigma personnel in the requirements related to this Manual. Plant Decommissioning Activities Consultant, Connecticut Yankee Decommissioning Project Developed the design control process for this project, which included preparing decommissioning work packages and conducting related plant staff training. Also prepared document information packages to facilitate system transition/turnover to DOC personnel. Also, prepared the Connecticut Yankee Topical Report on the Co ntrol of Heavy Loads per NUREG-0612 requirements. Decommissioning Department Manager, Shoreham Nuclear Power Plant Decommissioning Department Manager for the Shoreham Decommissioning Project. Re sponsibilities dealt with the sale of recoverable plant assets, and the design a nd implementation of asset isolation and removal packages. Duties included plan t modifications to minimize costs associated with operating and maintaining esse ntial services and systems, the removal of all hazardous materials, and the elim ination of components and systems that mandate regulatory compliance activities. Design Engineering & Plant Upgrade Engineering Salem Nuclear Generating Station - Consultant, Salem Restart Project. Responsibilities involved developing plant design change packages (DCPs) that em phasized engineering mechanics and structural and seismic qualification activiti es. Nine Mile Performed gineering work and Point Unit 1 - Consultant, Mechanical Engineering Division third-party design verifications of plant modifications. Generated en and modification packages for fifth point feedwater heater replacement NUMARC recommended I&C upgrades for the emergency diesel generators.

Turkey Point Units 3 & 4 - ABB Site Manager Responsibilities included requalifying existing system design discrepancies, as well as developing design modification packages to remediate unacceptable system anomalies. Various Projects Project Manager/Technical Manager for the following: Piping Analyses Requalification Effort, Salem Units 1 & 2, Public Service Electr ic & Gas (PSE&G) - Served as Project Manager of the requalification effort relat ed to PORV and SV thermal-hydraulic and time-history piping analyses for PSE&G's Salem Units 1 and 2.

Civil and Structural Design, WSA SNOX Pilot Scrubber Facility, Department of Ene rgy (DOE) - Served as Technical Manager for the civil and structural design effo rt related to the DOE WSA SNOX Pilot Scrubber Facility for an existing fossil pl ant in Ohio. Feedwater Heater Replacement Piping and Support Designs, Consolidated Edison - S erved as Technical Manager for feedwater heater replacement piping and support d esigns for Consolidated Edison plants. Outage Plant Modification Packages, Pilgrim Nuclear Power Station,-Developed str uctural and mechanical plant modification packages in support of the 1984 outage . Work included condenser sparger modifications, reactor water cleanup system c hanges, sludge transfer system upgrades, and RIMS computer room design. Also, g enerated the Class 1E Conduit and Support Design and Installation Specification. Plant Upgrade Designs, TMI and Oyster Creek Nuclear Generating Stations, GPU Nuc lear - Developed plant upgrade designs for the Three Mile Island (TMI) and Oyste r Creek stations. Work included redesigning a heat sink protection system, modi fying an emergency feedwater system, modifying safety-related block walls, desig ning maintenance platforms inside the containment, and developing a new emergenc y diesel generator building's conceptual design. Safety Valve Loop Seal Modifications, Salem Units 1 & 2, PSE&G - Work involved a dding loop seal insulation boxes, performing thermal-hydraulic and time-history analyses, redesigning the support system, and providing on-site engineering supp ort during the construction phase. Interim On-Site Storage Facility Design, Indian Point Unit 1 - Worked on the des ign to convert Indian Point Unit 1's containment to an interim on-site storage f acility. Also, developed the independent IOS building's conceptual design. Computer Hardware and Software Installations, Seabrook Nuclear Power Station, Pu blic Service Company of New Hampshire (PSNH) - Performed on-site installations o f computer hardware and software at Seabrook Station for computer-aided design a nd engineering (CAD/CAE) analyses of small-bore piping. Work also included deve loping project technical and quality assurance (QA) procedures, training client personnel, and providing engineering support. Configuration Verification & Reconciliation Programs Restart efforts at Nine Mile Point Unit1. Responsibilities included production, technical direction, quality, deliverable, cost and schedule control, staffing, and resources management functions. Work efforts involved a variety of multidi sciplinary engineering tasks requiring a peak staff of 120 people. Work tasks i ncluded piping and support system design reconciliations, 10CFR50.59 evaluations , licensing and prudency support, structural integrity evaluations, hot function al testing (HFT), Nuclear Regulatory Commission (NRC) Bulletin89*55 evaluations, licensee event reports (LERs), procedure development, code reconciliations, and 125 V DC battery and breaker issue activities. Large-Bore Piping and Support Requalifications, Trans America DeLaval Diesel Own ers' Group- Served as a consultant responsible for the requalification of largebore piping and supports on TDI engines at 13 plants throughout the country. Wo rk included developing as-built details and code qualifications, recommending mo difications, developing reports, and representing the owners' group at NRC meeti ngs. Project work was completed within budget under a very tight schedule. CAD Drawings and Models, Nine Mile Point Unit 1 - Developed computer-aided desig n (CAD) as-built drawings and analysis models for all safety-related piping and

support structures at Nine Mile Point Unit 1. CRDS Piping and Support Requalifications, Various Power Stations - Requalified c ontrol rod drive system (CRDS) piping and supports at Millstone Unit 1, Hatch Un its 1 and 2, and Brunswick Units 1 and 2. NRC Bulletin 79-02 and 79-14 Structural Qualifications, Various Power Stations Performed structural qualifications of piping and support structures at several nuclear power plants, including the Farley, Palisades, D. C. Cook, Hatch, V. C. Summer, Surry and Fort St. Vrain stations. Piping and Support Field Efforts, Various Power Stations - Worked on large field efforts, which included large- and small-bore piping and support verification p rogram work at the Shoreham, Zimmer, Palisades and Brunswick nuclear power stati ons. Long Island Lighting Co. - 1985 - 1988 Nuclear Project Engineer/NSSS Contract Administrator at the Shoreham's Nuclear P lant - Responsible for coordinating all plant and engineering interface activiti es relating to mechanical and structural projects. Also, served as the NSSS Con tract Administrator controlling all work performed by General Electric (GE). Modification Implementation & Preoperational Testing at the Shoreham Nuclear Pow er Station - Served as Cognizant Site Engineer for implementing plant modificat ions to the reactor pressure vessel (RPV) reference legs, emergency core cooling system (ECCS), radwaste remote handling facilities, control rod rebuild facilit y, and additional structures. Marine Vessel Design & Repair American Bureau Of Shipping - 1967-1978 Senior Engineer Responsible for determining the design adequacy of marine cargo handling devices and their compliance with marine specifications. Such work involved analyzing cranes, booms, masts, gantries, spreaders, syncrolift elevators, telescoping boo ms, self-unloading configurations and additional structures rated to capacities of up to 600 tons. Also, responsible for reviewing and approving calculations and stress analyses f or such structures and vessels as offshore drilling rigs, integrated tug and bar ge combinations, Lash vessels, hovercrafts, Hughes mining ship, mobile ore loadi ng stations and conventional vessels, such as barges, tankers and cargo vessels. Served as a member of the Society of Naval Architects and Marine Engineers' Pane l on Mobile Ocean Platforms, and the Secretary of the UN's Working Party on Dril ling Units of the International Association of Classification Societies. Performed a two-year tour of duty as Senior Engineer in charge of a technical de partment stationed in Singapore. Areas of responsibility included Burma, Thaila nd, Malaysia, Indonesia, Singapore and the Philippines. Plant Operations Waterman Steamship Co. - 1966 Operating Engineer Served as an Operating Engineer in charge of a three-man engine room watch on th e vessel S.S. DeSoto. In addition to operational activities, duties included ro utine maintenance and repair of the vessel's main propulsion and auxiliary syste ms.
