Reco mmended commercialization of DoD spectrum to offset costs and increase capacity. Solved critical design issue at MITRE. Strategic missile early warning system ha d computer throughput issues. As Chief Systems Analyst developed new, faster alg orithms for missile tracking calculations to support requirement for higher proc essing speed. USAF made difficult and costly decision to upgrade to more powerfu l computer. Optimized signal processing for NSA. Existing descrambling systems at NSA were o nly processing a fraction of signal volume from international crisis. As Senior Cryptographic Mathematician, developed unique single filter decryption process w hich sharply reduced processing overhead. Increased signal processing capacity 5 00%. Engineered simple fix for Milstar messaging problem. USAF Terrestrial Segment R& D cost nearly $12M per terminal. When message rate problems surfaced during test ing, took the initiative to analyze buffer size. Proved inadequate buffer size w as root cause. Avoided expensive upgrades with quick fix. Received coveted Meritorious Civilian Award from NSA. Led team that was afforded access to a new type of encryption device. Managed effort to determine machine

instructions and underlying cryptographic algorithm. Identified system weaknesse s, allowing NSA to read significant message traffic. Presented with national awa rd.
