THE POSITION
The Chief Financial Officer of Public Health - Seattle & King County is a key senior manager for
the department, responsible for the planning and development of the department’s annual
budget, including four funds, and overseeing financial, accounting, payroll and related budget
and financial services for the department. In 2008, the department's budget is almost $300
million which includes 300 revenue accounts supporting 1,800 FTEs, 200 projects, and $61
million for public health contracts in the community. The CFO provides leadership for the
department in budget and finance operations, develops/recommends strategic financial policy,
and serves as financial advisor to senior management. The CFO manages fiscal management
components including general ledger, accounts payable and receivable, invoicing, and financial
systems integration. The CFO performs in a complex financial, organizational, and political
environment of state and local governments. The incumbent must be able to identify, navigate
and successfully work within county, state and federal policies and regulations underlying and
influencing the financial accountabilities and responsibilities of Public Health.
This full-time, career service position is open to all qualified applicants. It is exempt from the
provisions of the Fair Labor Standards Act, and is not overtime eligible. The work week is
normally Monday through Friday, 8:00 AM to 5:00 PM.

EXAMPLES OF DUTIES
2. Develop and oversee financial reporting systems that assist the department in monitoring
and forecasting financial targets and assuring that finances remain within budgeted
parameters.
4. Manage the work of three units: Financial Management and Planning; Accounting and
Payroll Services; and Signature Patient Registration and Billing. Manage personnel issues
for assigned staff including hiring, training, and performance reviews. In addition, provide
leadership and work collaboratively through matrixed oversight with finance staff
embedded within divisions.
5. Develop, enhance and maintain the department's budget and finance policies and
procedures within the framework of county policies and procedure. Assure compliance
with King County and department financial policies and procedures including oversight of
department budget and financial staff.
6. Develop and implement strategic long-range financial plans for the department and its
programs, including the 5-year financial plan. Develop and/or improve systems for
supporting new financing or revenue options for programs. Manage research and analysis
of comparative financial structures for public health services.
7. Ensure accounts receivable and payable activities and related financial matters are in
compliance with Federal, State and local rules and regulations. Oversee timely responses
to audit findings to include providing recommendations and/or implementation of system
and policy changes. Oversee development and capacity enhancement for fiscal
management of grant funded programs, including sub-recipient monitoring and auditing.
8. Analyze and evaluate the department's financial plans and programs to ensure that
financial objectives meet the department's business needs and fiscal health is maintained.
Make recommendations to Department leadership on funding allocations. Develop and
analyze expense and revenue trends and projections and alert Department leadership to
financial issues and concerns. Provide guidance and advice to Department leadership on
financial matters affecting this department. Periodically evaluate existing processes and
systems to ensure Public Health’s financial and accounting operations (including financial
modeling, analysis, forecasting) are operating efficiently; identify, plan and promote
system improvement as necessary.
9. Assure and oversee the development and implementation of fee-setting processes for
Public Health. Work with department leadership in the analysis, evaluation and
presentation of fee proposals.
10. Analyze and assess the financial viability and impacts of revenue and fee projections,
legislation, collective bargaining agreements, and changes in county, state or federal
regulations that would effect the department such as changes in Medicaid Administrative
Match reimbursement rules.
11. Develop and maintain effective partnerships with the King County Office of Management
and Budget, County Finance and Business Operations Division, Department leadership,
other department managers and supervisors, and appropriate personnel within the
department and county to promote effective financial management. Develop relationships
with and act as budget and finance liaison to Seattle and County Executive and Council
staff, City and County administrative offices such as the Budget Offices, and to the Board
of Health.
12. Prepare and present information to elected officials and to the general public.
13. Provide strategic and technical leadership in the Public Health Department’s participation
in the county’s Accountable Business Transformation Project, which will migrate legacy
and selected side budget and financial systems to new applications.
QUALIFICATIONS
• Demonstrated ability in presenting complex analytical and audit results and budget
presentations, using spreadsheets or other quantitative presentations, to a wide variety of
audiences.
• Demonstrated ability to prepare and implement annual business plans.
• Knowledge of governmental and legislative processes, and skill working with senior
government officials and others with diverging opinions and viewpoints.
• Excellent written and verbal communication skills, including providing budget and financial
information to non-finance senior managers, and demonstrated experience presenting
complex budget and financial information to committees and work teams.
• Demonstrated skills and abilities in forecasting budgets and financial needs for a
department’s projects, programs and services ;demonstrated skills in evaluating funding
sources and determining the appropriate courses of action to keep programs, projects
and services within established guidelines.
• Demonstrated judgment and skill in making decisions fairly and equitably when answers
are unclear.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools,
therefore candidates must be proficient and comfortable with computer use to perform functions
associated with on-going work.

completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective
working relationships are requirements of all Public Health positions.
