Information for Students Seeking Admission to Institutes Masters Programmes in (1) Economics, (2) Financial Economics, and (3) Agri-business Economics 1. About the Programmes The Gokhale Institute of Politics and Economics (Deemed to be University), Pune, announces its two-year Masters Programmes in (1) Economics, (2) Financial Economics, and (3) Agri-business Economics for the academic session 2011-2013. The admission process for the academic session 2011-2013 will start in March 2011. The successful students of the Programmes will be awarded the M.A. Degrees in (1) Economics, (2) Financial Economics, and (3) Agribusiness Economics of the Gokhale Institute of Politics and Economics (Deemed to be University), Pune. 2. About the Courses All the above mentioned two year Masters Programmes are spread over in four semesters. As per the course structure, all students admitted to any of these programmes will have to register 16 papers including compulsory and optional papers within two years from the date of admission. Failure to register required number of compulsory and optional papers during the specified time will lead to termination of the students tenure in the programme. The Institute will announce the compulsory and optional papers on offer at the beginning of each semester. The choice of optional papers in the semester will be limited to those announced by the Institute. The Institute may put a cap on the minimum/maximum number of students for an optional paper. Each student admitted to the programme has to complete the same within the maximum period of three years. However, the programmes may undergo changes from time to time. Part-I students will have to take a one semester paper in Basic Mathematics. Every student will have to pass the qualifying examination in this paper. The minimum marks for passing will be 50 out of 100. Students can avail maximum of three attempts to be taken up within a year. Failure to pass this examination will lead to termination of the students tenure in the Masters Programme in Economics. 1

3. Medium of Instruction English is the medium of instruction and examination for all the three programmes. 4. Examination, Evaluation and Minimum Marks for Passing Examination in all papers will be held semester-wise. Each paper will carry 100 marks, to be divided into marks for periodical tests and/or written assignments and semester-end examinations, with the exception of the Masters Thesis paper (for Masters Programme in Economics only). There will be one semester-end examination for 60 marks for each paper. There will be three evenly placed periodical tests and/or written assignments. Two best scores shall be added to obtain the total marks (maximum 40 marks) for each paper, until and unless indicated otherwise. The minimum marks for passing will be an aggregate of 40 per cent for each paper. The Masters Thesis paper evaluation (for Masters Programme in Economics only) will be done by a committee comprising one principal advisor and one committee member. The Masters Thesis can be taken only in the third semester and carries 100 marks (40 marks for two presentations and 60 marks for thesis writing).

5. Award of Degree For the award of degree, a student has to complete all the 16 papers within a maximum period of three years. The requirements include the provision that the student must complete the Masters Programme by registering and passing required number of papers (compulsory & optional papers). Candidates who qualify for the award of the degree shall be classified in the following Grades: Outstanding, A++, A+, B++, B+, C++, C+, C, D (Fail). 2

6. Certificate Course in Computer Applications for Economic Analysis The Institute also offers a separate one-year Certificate Course in Computer Applications for Economic Analysis for the M.A. (Part-II) and Ph.D. students of the Institute. This course is not a part of the Masters Programme, but is complementary to it. Fees for the same will be charged separately. 7. Admission Rules and Procedures for Masters Programmes Admission for all the three Masters Programmes will be given strictly on the basis of marks scored in the Entrance Examination. Students desirous of admission to the above-mentioned Programmes are required to fill the prescribed application form for the entrance examination. The prescribed application form can be downloaded from the Institutes website (www.gipe.ac.in) in March 2011. The duly filled-in application form should be sent along with (i) a Demand Draft (non-refundable) of Rs. 1,450/- (Rs. 725/- for reserved category candidates domiciled in Maharashtra for Masters in Economics Programme only) drawn in favour of Gokhale Institute of Politics and Economics and payable at Pune, (ii) two recent passport size photographs, and (iii) a self-addressed envelope of the size 23 cm x l0 cm. In the application form the students should clearly mention their preferences for the programmes at the specified place. For example, suppose a student wants to give first preference to Masters in Economics, second to Masters in Financial Economics and third to Masters in Agri-business Economics, then he/she should write number 1 in the box provided against Masters in Economics, number 2 against Masters in Financial Economics and number 3 against Masters in Agri-business Economics. If any student has only two preferences then he/she should fill only two boxes and keep one blank. The Institute will try to match these preference with the available seats based on the merit of a student. No change in the preference will be accepted after the declaration of the merit list. In case of any dispute, the decision of the Admission Committee of the Institute will be final. 8. Entrance Examination Students will be considered for the admission on the basis of their performance in the Entrance Examination to be administered by the Institute on Sunday, 12th of June, 2011, between 10.30 a.m. and 12.30 p.m. The medium of Entrance Examination will be English. The venue for the Entrance Examination is B.M.C. College, BMCC Road, Deccan Gymkhana, Shivaji Nagar, Pune 411 004. The students are requested to report at the reception of B.M.C. College at 9.00 a.m. on the day of the Entrance Examination. The Entrance Examination will have the following three components: (a) Analytical Ability, (b) Knowledge of Elementary Economics, and (c) Aptitude for Statistics and Mathematics. For sample questions of Entrance Examination, please refer to the website of the Institute. Students desirous of seeking accommodation at the time of Entrance Examination should send their request for accommodation well in advance and the same will be provided in the hostels of the Institute at the rate of Rs. 150/- per day per person, subject to availability. 9. Eligibility Condition All the three programmes are open for all the graduates. Students desirous of admission to any of the abovementioned programmes should have at least 50 per cent marks in the aggregate (45 per cent for the reserved category candidates) at the graduate level. Permission to appear in the Entrance Examination does not in any way commit the Institute to recognize a candidates ability for admission. They will be considered for admission on the basis of their performance in the Entrance Examination. 10. Last Date for Receipt of Application Forms The last date for the receipt of duly filled-in application form by the Institute for admission these programmes is Friday, 13th of May, 2011. Students who have appeared for the final degree examination this year and are awaiting results are also eligible to apply. But in order to be considered for the admission in the programme their results must be conveyed to the Institute preferably by fax/speed-post on or before Friday, 26th of June 2011. The students may enquire with their Universities if their results could be sent directly to the Institute in 3

confidence, in case the declaration of the results is delayed beyond the last date stipulated by the Institute. 11. Testimonials Required to be Enclosed with the Application Form Attach the following certificates with the application form: (A) The application form of eligible student applying for admission to Part-I of the Programme must be accompanied by the certified true copies of the following documents: a. S.S.C./Matriculation certificate for proof of date of birth. b. Statement of marks for all courses at the graduation examination, covering two or three years, as the case may be. c. Graduation Certificate/mark sheets/transcript or if the result is awaited, certificate from the institute to that effect. d. A self-addressed envelope. e. For reserved category candidates Caste Certificate issued by the competent authority has to be submitted along with the application form. The reserved category candidates applying for the course Masters in Economics should submit Domicile Certificate also, issued by the competent authority in Maharashtra. f. For physically handicapped: Certificate issued by the competent authority. The following certificates would be required at the time of admission: a. Transfer Certificate and Migration Certificate b. Non Creamy Layer certificate for OBCs

The students who are admitted to the Programme will have to produce original certificates and mark-sheets at the time of joining the Programme. 12. Foreign Students a) A foreign student applying for admission from abroad must remit, along with his application, an amount of US $ 60 as application fee (non-refundable). If a foreign student requests for an application form from abroad, his request must be accompanied by a sum of US $ 40 to cover postage costs, etc. Students who require hostel accommodation must fill in the form for the same. The application form for admission to the hostel can be obtained from the Institute by sending an additional amount of US $ 30. An entrance fee of US $ 1350 will be charged from all foreign students securing admission for the first time in India. Foreign students seeking admission to the M.A. Programmes of the Institute after passing the qualifying examination from an Indian University will have to pay an entrance fee of US $ 400. The entrance fee will have to be paid at the time of admission. All foreign students are required to produce evidence of financial support for the period of their studies at the Institute. All foreign students will be admitted provisionally subject to their clearing the medical examination as required by the Government of India. This is mandatory. This medical examination will be conducted by the Institute. A non-refundable fee of US $ 120 per student will be charged for the medical test. Foreign students who are provisionally admitted to the above Programmes of the Institute must complete all admission formalities within 30 days from the date of admission. A Foreign student without a valid students visa will not be admitted to the Programmes. The Institute does not guarantee hostel accommodation to foreign students. Students will have to make their own arrangements for lodging and boarding if their requests for accommodation cannot be met. All Foreign students are advised to give a postal address in India (preferably in Pune) for correspondence, if possible.

13. Allocation of Seats for Admission in Masters in Economics The total number of students admitted into this Programme will be 40. The allocation of seats is as per Government of Maharashtra guidelines with 50% of the seats in the open category and the rest in the reserved category subject to certain performance criteria in the entrance examination relating to admission. The reserved category seats are allotted to SC/ST/DTNT/VJNT/NT (31%) and OBCs (19%). Seats not filled in the reserved category are transferred to the open category in due course of time. In order to be admitted through the reserved category it is necessary that the candidate be a domiciled resident of Maharashtra. 14. Allocation of Seats for Admission in Masters in Financial Economics and Agri-business Economics

The total number of students to be admitted in these two Programmes will be 40 each. The allocation of seats is as per Government of India guidelines with 50.5% of the seats in the open merit category and the rest in the reserved category subject to certain performance criteria in the Entrance Examination relating to admission. The reserved category seats are allotted to SC (15%), ST (7.5 %) and OBCs (27%). Seats not filled in the reserved category are transferred to the open category in due course of time. Attested photocopies of caste certificates issued by the competent authority have to be submitted. If a candidate is physically handicapped, an attested photocopy of the certificate (issued by a competent authority) has to be submitted for availing the reservation.
15. Announcement of Entrance Exams Result Result of the Entrance Examination (merit list and waiting list) will be available on the Institutes website and Public Display Board on Tuesday, 21st of June, 2011 (tentative). 16. Admission Procedures Admission to the Masters Programmes will be strictly according to merit, as assessed by the performance in the Entrance Examination conducted by the Institute. In the selection of the candidates for admission, the decision of the Admission Committee of the Institute will be final. Admission of the students to the programme will be provisional and will be confirmed by the Admission Committee of the Institute after physical verification of the original certificates. The admission process for the Masters Programmes will start on Thursday, 07th of July, 2011 at 10.00 a.m. according to the merit list. All the merit listed students for each programme are requested to be present on that date. The first twenty-five students on the waiting list for each programme are requested to remain present at the Institute on Friday, 08th of July, 2011 at 10.00 a.m. The vacant seats will be allotted to the students in the waiting list. All the students must pay their fees and complete all other admission formalities as mentioned above failing which their admission will be cancelled. 17. * Masters in Financial Economics and Masters in Agri-business Economics are offered under Self Finance Scheme. There will be no concession in fees for anyone including reserved category students. The fees are strictly payable in full by demand draft for the whole year at the Institute office at the time of admission.

18. 19. Hostel Accommodation Limited hostel accommodation is available on twin sharing basis which would be allotted based on the merit list. The application form for admission to the hostel can be obtained from the Institutes website. Those admitted students who wish to take admission to the hostel should submit the duly filled-in application form along with a Demand Draft (non-refundable) of Rs. 350/- (Rs. 175/- for the reserved category candidates domiciled in Maharashtra) at the time of admission. 20. Note: Electricity charges will be collected from each inmate of the hostel as per the reading of the sub-meter provided in the room/block, plus a general charge, on the basis of equal sharing, on account of use of hot-water, lighting of common facilities, etc. 21. 22. Commencement of the Teaching Programme The teaching programme for all the three Programmes will commence from Monday, 11th of July, 2011, at 9.30 a.m. All students admitted to the above-mentioned Programmes must attend their classes from that day. 23. Attendance It is compulsory for students to attend at least 75 per cent of the lectures in each paper and to attempt at least two out of three periodical tests during the semester, failing which they will not be allowed to take their semester-end examination in the concerned paper/s. 24. Anti-ragging Rules Ragging by the Institute students inside or outside the Institute campuses is banned vide Supreme Court Order dated May 4, 2001, Case No. 431. **************************
