Standardisation of the Procedure of Sampling and Analysis

Normally the sampling methodology that is being implemented conforms to one of the standard procedures like BIS/ISO/ASTM, etc. However, very often due to technical, time and cost constraints strict implementation of the standard procedures becomes difficult and in such cases simplified sampling method is implemented with the mutual consent of the different stakeholders. The pertinent point that needs to be looked into is that the fundamental principles of sampling are not compromised and more importantly the precision of the measurement. It is an established fact that more than the 80% of the total variance arising during the different stages of sample collection, preparation and analysis come from the sampling procedures. Sampling variance is a function of fuel variability so that the same number of increments, sub-lots, preparation and testing errors can yield different precision with fuels of wide variability. Efforts are to be made to reduce the sampling variance as far as practicable and both the sellers and purchasers need to agree to the limit that is practically achievable.

Testing for bias is not always done for a single purpose. The objectives of testing of bias may be for assessing conformity with contractual requirements, such as guarantees or purchase and acceptance specifications, for diagnostic purposes or both. This is more important if the results from AMS are used for commercial transactions between the customer and seller. It is not possible for any scheme of sampling, or sample preparation and analysis to be free of errors of measurement. For this reason, no statistical test can establish that there is no bias, but only that there is not likely to be a bias of more than a certain magnitude. The following terms which forms the basis of sampling from AMS, though often ignored, should be taken into consideration during designing and implementation of a sampling scheme i.e. number of increments, quantity of sample, number of sub-lots, precision and relevant bias of the system. QUALITY MONITORING OF COAL

Quality monitoring of coal for any end uses requires proper implementation of standard sampling, preparation and testing procedures. The design of sampling scheme may vary depending on the purpose like process control, evaluation of plant performance, commercial transaction, etc. for which the sampling methodology has to be executed. The primary reason for sampling is to estimate the quality parameters for commercial transaction. The producer is required to check that the daily despatch complies with the contracted agreements, and the consumer in turn needs to check the quality and the quantities of the coal received. The object of collecting a sample of coal is to obtain a representative portion from the whole consignment that serves for the determination of the qualities of coal concerned. As no sampling and analyses procedures are free of errors it is absolutely necessary to identify the bias of the system and the repeatability of results obtained by the sampling scheme being practiced.

COAL CARBONISATION
Coke making had been one of the major pursuits of CFRI since inception. Fundamental research on coal science and the carbonisation process found its applications in the development and transfer of various technologies on HTC coke, formed coke, briquettes, soft coke at different point of time. Keeping in view the gradual depletion of indigenous good quality coking coal resources , R&D initiatives at CFRI provided the scientific basis and scope of utilising different type inferior grade coals as blend components for metallurgical coke making. Extensive R&D on carbon product from coal tar & pitch has also been done. Application of the knowledgebase backed by validation tests in pilot plants has helped in optimising the blend components for various steel plants utilising both indigenous and imported coals. Compelling factors like severe environmental regulations on coke making technologies, market competitiveness and demand activated the development of environment friendly improved design for coke making which have already entered the market. CFRI with its built in expertise in the area of carbonisation is in a ready state of preparedness to provide not only specialised services but would remain a key player as a technology provider to the growing coke making industries.

Process Description : The process involves with crushing of coal to -3 mm size followed by charging from the top of the oven by charging trolley or charging car. The coal is carbonised at a specific temperature for a specific period of time after which it is discharged from the oven either by Drag or by pusher car. The coke is quenched in the quenching car or on the platform. After atmospheric drying it is sized and is sent to stock yard. Process Description : The process involves crushing of coke breeze/char to - 3 mm followed by mixing with requisite quantity of binder. The mixed raw material is then subjected to kneading in presence of steam. The kneaded material at a particular temperature is conveyed to briquetting press. The green briquette produced are conveyed to Grizzly for screening the broken briquettes. The green briquettes are then put into trolleys and cured for 3 hours at a specific temperature. The cured briquette is then sent to despatch. CHEMICALS & LIQUID FUELS DIVISION Organic Fine Chemicals of Coal Tar Origin

Capability CFRI is extensively involved in carrying out R&D work in the area of catalytic synthesis of organic fine chemicals of cal tar origin. These include development of lab scale processes for pyridine, picolines, cyanopyridines, nicotinamide, INH, beta-naphthol, resorcinol, 9:10-phenanthraquinone, diphenicacid, etc. Studies have also been done on the development of novel catalysts and optimization of process parameters for maximum yield and selectivity of the product. Pyridine, picolines and their derivatives such as cyanopyridines, amides and hydrazides are very important compounds of great commercial value in pharmaceuticals, agrochemicals, rubber chemicals and textile sectors. Nicotinamide is an ingredient of vitamin-B Complex and isonicotinamide is an intermediate for production of isonicotinic acid hydrazide (INH), a potent anti-tuberculosis drug. Technology developed in lab scale: i) Synthesis of picolines from acetaldehyde and ammonia - A process for synthesis of pyridine and picolines has been developed by cyclocondensation reaction of

acetaldehyde, formaldehyde and ammonia in vapour phase using 10 g catalyst in a fixed bed reactor. The maximum yield achieved at optimum reaction conditions are 57 %. (PCT Patent No. WO 2004/063389) ii) Ammoxidation of methyl pyridines to cyanopyridines The process has been developed upto lab-scale with 10 g catalyst by ammoxidation of methyl pyridines in a fixed bed reactor and 86 % yield of cyanopyridines has been obtained under optimum reaction conditions. (PCT Patent No: WO 2004/087310) iii) Synthesis of nicotinamide from 3-Cyanopyridine Process for the synthesis of nicotinamide has been developed by catalytic hydration of 3-cyanopyridine in liquid phase upto the scale of 100 g per batch and 98 % yield of nicotinamide has been obtained. PCT Patent No. WO 2004/056776; US patent No. 7,345,176 (2008) iv) Synthesis of isonicotinic acid hydrazide(INH) from 4-Cyanopyridine - Process for the synthesis of INH has been developed by hydrazenolysis of isonicotinamide in liquid phase upto 40 g per batch and

98 % yield has been achieved. This is a single step reaction with 100 % recovery of the product at the end of the reaction. PCT Patent No. WO 2004/056778, US Patent No.6,734,309 (2004) v) Process for diphenicacid from phenanthrene - The process has been developed for the oxidation of phenanthrene to diphenicacid on 25 g/batch. The maximum yield of 68% has been achieved with 99% purity. It is used in heat resistance resins, engineering plastics, LCD, pharmaceuticals and agrochemicals. (PCT patent No. WO 2004/056739) Technology commercialized: Process for 9:10-phenanthraquinone from phenanthrene Process has been licensed to M/s Castron technologies Ltd, Dhanbad.

COAL PETROLOGY
Geological activity of erstwhile CFRI has been started ever since the start of exploration for coal in the country. Soon after the discovery of major coalfields, such activity is mostly concentrated around the petrological study with the evolution of a centre of excellence for coal petrological research in the country. The R & D work encompasses several original contributions both in fundamental and applied aspects of coal petrology. The petrological assessment of coal has significant contributions in different industrial activities related to coal beneficiation, coal carbonization, coal liquefaction and coal combustion. These days the section has taken new initiative in the clean coal technological moves especially for coal bed methane and CO2 sequestration etc. Significant Contributions Basic research on of coal structure with reference to vitrinite reflectance, fluorescence study of coal and lignite etc. Systematic petrographic profiling and their correlation with chemical composition of coal seams for exploration of new coalfields and extension of existing mines and reserve estimation of different type of coals Categorization and classification of Indian coals and introduction of the concept of Semi-vitrinite in the classification of Indian coals Petrographic assessment of coal/blends for coke making and, correlation of petrographic and chemical/technological properties for metallurgical uses. ENERGY MANAGEMENT
With Energy Audit becoming mandatory for all energy intensive industries, Central Institute of Mining & Fuel Research (CIMFR) has diversified its activity in the most challenging field of Energy Management to cut down energy bill and help the industries to save crores. The Energy management Cell (EMC) of CIMFR set up in 1998 at Nagpur has well-equipped infrastructure with latest instruments for proper evaluation of different parameters of electrical & thermal equipment to analyse and recommend cost-effective energy conservation measures with attractive payback period. Industries identified for Energy Audit: As per the Energy Conservation Act 2001 which came into force in March 2002 ,following industrial sectors have been identified as energy intensive industries . Thermal power stations, Fertilizer plant, Cement Plants, Iron & Steel , Textile industry, Chlor- Alkali, Railways, Aluminum etc. In addition to above industries ; Mining sectors, Dairy sector, Solvent extraction plants , Commercial establishments( above 500 kW) are also energy intensive. Energy Audit Capabilities of CIMFR Energy Audit is a systematic search of Energy conservation opportunities in a limited time frame by energy experts with an objective to reduce energy consumption level by identifying the major energy losses and by adopting new technologies & processes, changes in design based on scientific and R&D inputs.

CIMFR ,erstwhile Central Fuel Research Institute (CFRI) is one of the 62 agencies accredited to the Bureau of Energy Efficiency (BEE),Ministry of Power ,Govt. of India to carry out Energy Audit services as per the Energy Conservation Act 2001. Energy Management Cell (EMC) has experienced scientists who have qualified the Energy Auditors examination conducted by BEE and technical manpower from various faculties such as Electrical, Mechanical, Chemical and Energy Management for field studies, data analysis & report preparation. POWER COAL DIVISION


Coal Combustion has been an important area of pursuit since inception. Extensive studies were carried on fluid bed combustion for development of FBC boiler, generation of hot air from agro waste, coal and lignite, inert gas generation, Coal Water Mixture. The present initiatives are focused on studying the impact of coal quality on the different aspects of pulverized coal combustion. Modern test facilities of different scale and under different flow condition like Drop Tube Furnace and Fuel Evaluation Test Facility would provide valuable insight on the role of different quality parameters on carbon burnout, flame stability, and slagging and fouling propensities etc. Blending of coals for power generation is another area, which is being studied extensively with emphasis on the issues related to blending of dissimilar coal on the milling, burnout and ash deposit problem. Keeping in view the emerging trend of use of Computational Fluid Dynamics software in the area of coal combustion initiatives has been taken and the focus would be to validate the actual experimentations in the pilot/ bench scale facilities.

GASIFICATION DIVISION
Coal Gasification
Coal, the most abundant and affordable fossil fuel will remain the major source of energy in the coming days due to devolatilization of petroleum feed stock for various applications. At the same time, presently, the majority of coal produced in India is of high ash low rank. The coal gasification, the process of breaking down coal in to chemical components and fuels prior to combustion, is needed to meet efficient utilization of such coals. CIMFR is presently involved in carrying out R&D work in the area of coal gasification and also rendering technical support/services to coal based industries in the nation. This includes prediction of quality of gas (within a probable range) produced from a particular coal as well as selection of correct feed for conventional as well as modern gasifier. Our group, consisting of scientists, engineers and technocrats are able to provide fruitful suggestion for the troubleshooting points and also in design aspects of fluidized bed gasification. As such, CIMFR scientists have represented various committees and have been invited by abroad countries in the area of gasification including underground coal gasification. Our Institute is equipped with various facilities (well equipped laboratory) in terms of equipment/instruments as well as experienced capable scientists. They are related to different disciplines such as, Surface chemistry, Analytical chemistry, engineering design etc. and all under one roof of the gasification division.

ENVIRONMENTAL MANAGEMENT
Capability
Environmental problems are inseparably associated with coal conversion and processing. CIMFR-Digwadih Campus is copiously involved in carrying out R & D work in the area of environmental management related to coalbased industries. This includes the monitoring of quality of air (aerosols, biotic/abiotic particulates), water, soil and suggesting/developing appropriate methods for their minimizing/ abatement; development of environmental standards, soil quality index; making environmental impact assessments and management plans; mitigation of GHGs; management of solid waste from coal-based industries, principally the fly/bottom/pond ash from TPPs and mine refuse/spoil generated during mining operations, besides addressing the associated environmental problems. In the context of sustainable management of solid waste from TPPs, systematic R & D work has been successfully carried out, over the past one and half decades or so. This comprises detailed physico-chemical characterization and determination of potentially toxic trace/heavy metals and radionuclides in coal ash and its bulk use in brick making and agriculture/forestry sector (as liming agent, soil modifier and amendment, source of essential plant nutrients, and also for the reclamation of waste/degraded lands/low lying area/mine spoil/abandoned ash ponds). Besides, R & D work includes the diversified area for developing the suitable technology for recovery of some of the valueadded products. The institute also organizes national/international symposia/seminars and training courses on various R & D activities from time to time. As such CIMFR-Digwadih Campus has developed wide ranging expertise and created excellent infrastructure facilities- in terms of both technical manpower and equipment, for solving the problems of environmental concerns of various coal-based industries. It has well equipped laboratories, backed by richly experienced and qualified scientists in different disciplines such as Agriculture Chemistry, Soil Science, Microbiology, Biotechnology, Botany, Environmental Science, Analytical Chemistry (for chemical, biological and instrumental analyses), Radiation chemistry, Chemistry, etc. all under one roof of the Environmental Management Division for carrying out such work in the area of management of environment. Facilities The facilities available in the Division cover the following purpose: Characterization of fly ash/soil/crop produce/ ash leachate Durability characteristics of fly ash/clay bricks/blocks Analysis of ambient air/stack gases/water/ noise Measurement of photosynthetic rate/ stomatal conductance/transpiration rate /leaf area/ canopy characteristics Qualitative and quantitative characterization of air borne bioparticulates (pollen, fungal spores, algae, insects, etc.)

Also a process for in situ infusion of fly ash with CO2 in TPPs leading to substantial mitigation of GHG in TPPs has been developed.

Through Fly Ash Utilization


Fly Ash Soil Amendment Technology (FASAT)
CFRI has developed fly-ash soil amendment technology (FASAT), which has been extensively demonstrated through field trials under different agro-climatic conditions and soil types in different parts of the country for cultivation of various cereals, oil yielding, root, leguminous and vegetable crops in actual agricultural fields/waste land and/mine spoil and for growing different plant species and established the following advantages: Improvement in physico-chemical properties of the soils Substantial increase in crop yield (20-60%) Early maturity of crops Higher nutritional value of the crops Less pest incidence No carry over of the trace/heavy metals/radioactivity beyond permissible limits and without any other adverse effect Encouraging growth performance of various plant species including the timber, oil yielding, fruit bearing and ornamental and medicinal plants.

This technology covers the following areas: Waste Land Reclamation


Waste/degraded land/low lying areas near in the vicinity of different TPPs viz. Farakka STPP, Bhusawal TPS, Chandrapur STPP, Harduaganj/ Obra/ Anpara TPPs of UPRVUNL, NLC and in the State of Jharkhand have been reclaimed and made suitable for crop farming /social forestry /medicinal plants through bulk use of fly-ash. Fly-Ash has been established to act as excellent soil conditioner/ modifier.

Reclamation of Mine Spoil/OB Dumps Mine spoil/refuge in the vicinity of different mines such as BCCL, NLC, MCL have been successfully reclaimed using the FASAT and other amendments depending on the fertility of the mine spoil/refuge and various crops and plant species including timber, oil yielding, fruit bearing and ornamental, and medicinal plants have been grown with encouraging growth performance and established the suitability of the technology for crop farming/social forestry through bulk use of fly-ash. 2002

Technology for restoration of biological system in abandoned ash pond and make it productive and suitable for agro-forestry purpose via biotechnological methods in eco-friendly manner has been successfully developed.

Approximate Cost of FASAT package: Rs 25,000.00 per acre, including transportation of pond-ash up to 25 km @ 50 t/ha (The figure is indicative only and will vary depending upon soil types and agro-climatic conditions and distance of ash transportation).
