Dairy Hills Wind Farm Project Template Blasting Plan FA #055014 1.0 EXECUTIVE SUMMARY
This Blasting Plan has been prepared in technical support for the proposed Dairy Hills Wind Farm Project (Dairy Hills). Dairy Hills Wind Farm, LLC is proposing to develop a wind-powered electric generating facility in the towns of Perry and Covington, Wyoming County, New York. Refer to Appendix A for a Project Location Map. The wind-powered electric generating facility will consist of turbine sites, meteorological towers, a maintenance road network, buried electrical collection cables, an operation and maintenance facility, and an electric collection substation. During the preliminary site investigations for the project, it was identified that the depth to bedrock within the project area varies from at the ground surface (outcropping), to greater than 100-feet below ground surface (bgs). This Blasting Plan sets forth the procedures to be followed during the blasting and removal of bedrock prior to the installation of the tower base foundations. 1.1 Project Location
The project is located in the northern and northeastern portions of Wyoming County. The project is located in the vicinity of Perry (2-miles south), Leicester (4-miles east), Warsaw (2miles southeast), and Wyoming (2-miles northeast). The project area is bounded by County Route 16 to the north, County Route 13 to the east, New York State Route 20A to the South, and NYS Rte. 19 to the west and encompasses approximately 7,300-acres of land within the County. 1.2 Project Area Terrain
The terrain of the project area is generally hilly with interspersed valleys through the County. The project area is located between the Genesee River valley to the east and the Oatka Creek valley to the west. The soils in the area vary from alluvial silts in the river and creek valley to rock outcroppings in several areas of the project. Information reviewed from the New York State Department of Environmental Conservation (NYSDEC) Minerals and Mines Division indicates that depths to bedrock range from 100 to 120-ft bgs. to rock at ground surface.

As noted, the project includes construction at thirty-eight (38) individual sites. Site specific geotechnical investigations will be conducted during detailed design for each individual structure. Thus, the need for blasting will be determined at each location at that time. For each site where the subsurface conditions indicate blasting will be necessary to allow foundation construction, the procedures described in this blasting plan will be implemented. The information identified in Sections 2.1 through 2.3 will be compiled for each location. 2.1 Contractor Information

PRE-BLAST MEETINGS
The Owner and the Owners engineer will schedule a meeting with the Blasting Contractor prior to commencing the work. The Blasting Contractor will be responsible for having all those designated as blasters for the project at the pre-blast meeting. Each of the interested parties (i.e., utilities, adjacent owners, local officials, emergency response services) associated with the project also need to be in attendance. The meeting will be held at a representative blast site so that existing conditions, surrounding area concerns, and access for the site can be discussed and agreed upon.

PRE-BLAST SURVEY
Prior to beginning the blasting at each site, a pre-blast survey will be conducted. The pre-blast survey will inspect the area of, and adjacent to, the blast area. The survey will document existing conditions of the surrounding area and will include, but not be limited to building/structures, building foundations, utilities (above and below ground). Any irregularities will be documented such that they can be noted in the final report. The survey will include written documentation as well as photographic documentation of existing conditions.

The Owner will retain a qualified individual with experience in blasting operations to monitor and observe all blasting operations. The inspector will be responsible for documenting the blasting procedures and blast particulars on an approved Blasting Report. The monitor will also accompany the blasting contractor during the pre- and post-blast surveys. This will be carried out for each blasting site during the project.

BLASTING REVIEW
If a blast causes injury, damage to property, disrupts utilities, causes noxious gasses to migrate away from the blasting site, or causes issues with the community, all blasting operations shall cease for a review of the blasting procedures. A review will be conducted by the Owners engineer to ensure proper procedures, practices, and precautions are being followed and if the procedures should be revised. Should the findings of the review indicate that the injury, property damage or utilitydisruption, or migration of gases was caused by improper blasting operations, the blaster of record may be removed at the Owners discretion.

POST-BLAST SURVEY
At the completion of the foundation blasting, a post-blast survey will be conducted of the same facilities (structures, foundations, utilities, etc.) as surveyed during the pre-blast survey. Findings other than those reported during the pre-blast survey will be communicated to the Owner and the Owners engineer immediately upon discovery. Any deviations from the existing conditions will be documented in writing as well as pictorially, and included in the final report.
8.0
PROJECT REPORTING
The blasting contractor will provide copies of their blasting logs, pre- and post-blast survey documentation, and any other information relative to the project to the Owners engineer. The information will be incorporated as As-Constructed documentation for the project.
