TheGlobalSocialComplianceProgrammeisabusinessdrivenprogrammefor the continuous improvement of working and environmental conditions in global supply chains. The GSCP was created by and for global buying companies wanting to work collaboratively on improving the sustainability (social and environmental) of their oftenshared supply base. To this end, these companies are working on harmonizing existing efforts to deliver a shared, global and sustainable approach based on consensus and best practice.

It offers a global platform to promote knowledge exchange and best practices in order to build comparability and transparencybetweenexistingsocialcomplianceandenvironmentalcompliancesystems. Tothiseffect,theGSCPisdevelopingasetofReferencetoolsandprocessesthatdescribebestexistingpracticesand provideacommoninterpretationofworkingandenvironmentalrequirementsandtheirimplementation.

Buyingcompanieshaveresponded to the challenges around fair labour and environmental conditions in their supply chains by developing codes of conduct andmonitoringsystems. However, the number of codes has proliferated and approaches havesomewhatdiverged.Thishas led to duplication (with the multiplication of overlapping audits per supplier) and sends a confusedmessagetosuppliersandtopublicauthoritiesastowhatisexpectedintermsoffundamentallabourrights andofsitespecificenvironmentalconditions. Toaddresstheneedforconsistency,leadingglobalbuyingcompanieshavedecidedtoworktogethertopromoteareal change in attitude through the understanding of the root causes of problems and the development of effective and sustainable remediation. They decided to collaborate, aiming at the convergence of existing systems worldwide by launchingtheGlobalSocialComplianceProgramme.

TheProgrammeprovidesaplatformforbuildingconsensusonbestpractice in labour standards and environmental requirements in supply chains, in order to develop a single, clear and consistent message for suppliers globally. It also offers a forum to openly discuss issues and challenges amongleadingcompanies(e.g.inremediation). TheProgrammewill: accommodate the specificities of existing systems while building comparabilityandtransparencybetweenthem, driveconvergenceandreduceduplicationand, aboveall,allowbuyingcompaniesandtheirsupplierstoconcentrateon theidentificationofrootcausesofnoncomplianceandremediationofnon compliances. The programme supports existing efforts by helping users identify and sharebestpractices. Theprogrammeisneitheranother monitoringinitiative,norasubstitute toexistingsystems.TheGSCPwillnot undertakeaccreditationor certificationactivities.

TheGSCPhasdevelopedaworkingplanthatrepresentsastagedapproachwithdistinctsteps.Thisslicesthetaskinto manageable actions around which to build consensus step by step and move towards a convergence of ideas and actions.

Steps1to4:theGSCPreferencetools
Steps1to4aimatdevelopingreferencetoolsandprocessesbasedonbestpracticesfromexistingsocialcompliance and sitespecific environmental management systems. This includes the tools typically found in a monitoring system, andcanbeusedassuch,integratedintoabuyingcompany'ssystem,orasareferenceagainstwhichtoassessandif needed review existing systems. The purpose is to progressively allow retailers and brand manufacturers to reach mutual recognition of audit results. This will in turn lead to more efficient processes for all concerned and ultimately reduceauditfatigue.Byreducingthenumberofauditsintheirsharedsupplybases,companieswillbeinapositionto freeupresourcessoastoconcentrateeffortsonremediationandcapacitybuilding.

EquivalenceProcess
The GSCP Equivalence Process integrates all the GSCP reference tools, for social and the environment into a benchmarkingsystemforbuyingcompanies'andotherorganisations'compliancesystemsandtools.Itallowsusersto assesswheretheirsystemsandtoolsstandvisvisbestexistingpracticeasdefinedintheGSCPreferencetools.This processwillhelpbuildtransparencyandcomparabilitybetweenexistingschemes.

Step5:DataSharing
Step5aimsatenablingcommunicationbetweenexistingdatabases(collaborativeandindividualplatforms)whereaudit dataresides,andbetweenwhichexchangeiscurrentlylimitedbytechnical,proceduralandlegalbarriers.Theaimisto allowforbroadbaseddatasharingtoreduceduplicationandimprovecapacitybuildingthroughdatamining.

Step6:RemediationandCapacityBuilding
The ultimate goal of the GSCP and its members: a collaborative approach to remediation through continuous improvementmethods,trainingandcapacitybuilding.Supplierswillbeabletogobeyondcomplianceandfocusbetter, in partnership with buying companies, on developing their own systems to deliver fair labour and environmental conditions.

Purpose
To drive convergence, the GSCP is building a set of reference tools that describe best practice. The purpose of these toolsistoupholdrelevantInternationalStandardswheretheyexist,buildconsensusaroundwhatgoodlookslike,and provideacommoninterpretationforfairlabourandenvironmentalrequirementsandtheirimplementation.TheGSCP Reference Tools aim also at creating comparability and transparency between systems, enabling buying companies aroundtheworld,inwhateverindustry,toworktowardsmutualrecognitionofauditresults.

Use
Thesetoolsareopenlyavailableandcanvoluntarilyeitherbe: integratedinpartorinfullbycompaniesintotheirrespectivesystems usedbycompaniesorinitiativesasareferenceagainstwhichtocompare,orotherwisereview,theirexistingtools throughanequivalenceprocess

Responsibility
TheGSCPdoesnotmonitornorauditinanywaythecompliancebyauserssupplychainwiththeGSCPreferencetools oranystandards. TheadoptionofpartorallofoneormoreReferencetoolscannotbeputforwardasaproofofadequateduediligence. Theresponsibilityoftheimplementationofthesetools,ofthemonitoringoftheuserssupplychainscomplianceandof anyduediligencelinkedtoit,resideswiththeuser.

Eachstepoftheworkingplanis managed by an Expert Working Group composed of experts from Task Force member companies, assisted by experts from external stakeholder organizationsasrequired. The role of Expert Working Groupsis: 1. to compare and analyse existing practices in order to identify best practices for each step of the GSCP workingplan; 2. to prepare and manage a webconsultation on the draft tools to gather feedback from a global audience of stakeholders in order to ensure that the draft references best practices and representsaconsensusamongstakeholders; 3. topreparearecommendationonhowthedraftreferencetoolsshouldbeamendedbasedonconsultationresults; 4. tosubmittotheGSCPAdvisoryBoardforrecommendationsandtotheGSCPExecutiveBoardforapproval.

Theyarebasedonidentifiedbestpracticesdrawnfromexistingsystemsandprocesses. TheReferencetoolswerefinalisedandpublishedinOctober2009.Theyareavailableonwww.gscpnet.com ThereviewprotocolfortheseReferencetoolsisnowinplaceontheGSCPwebsite,withthefeedbacksubmissionperiod runningfromDecember2009toOctober2011.

Step3ReferencetoolforAuditingCompetence
Objective
ThedevelopmentofreferencerequirementsandguidelinesforAuditingCompetenceaimsatensuringthattherelevant level of knowledge and skills is required of and guaranteed by auditors and auditing bodies. It will help increase the qualityoftheauditaswellastheconsistencybetweenauditorsandbetweenauditresults,whichinturnwillhelpsenda clearermessagetosuppliers.

How&When
ThescopeoftheReferencetoolcovers: therecognitionofauditingbodies therecognitionofindividualauditors; thetrainingofauditors(trainingsyllabus); Thecompetenciestakenintoaccountforthetoolscovertwoareas:socialcomplianceandenvironmentalmanagement. Theseareascorrespondtothetypeofauditperformedandrelevantauditorcompetences. The draft reference requirements for the recognition of Auditing Bodies and Individual Auditors first underwent a targeted consultation (with experts from initiatives, auditing and training bodies) followed by a public consultation completedendofJanuary2010.Commentsreceivedthroughthisprocesswereanalysedandintegratedintothedraft ReferencetoolforAuditingCompetence.ThisReferencetoolwasfinalisedandpublishedendofSeptember2010.Work is in progress on the reference requirements for the Training of Auditors (Training Syllabus) in collaboration with trainingandauditingbodies.

Step4CompaniesandSchemesManagementSystems
Thisfourthsteplooksatwhatdefinesawellmanagedsocialandlaterenvironmentalcomplianceprogramme,and how companies and schemes can understand, share or even align each others best practices in their individual managementsystems.StructuraldifferencesbetweencompaniesandschemeswillresultintheExpertWorkingGroup developing2separatereferencetools,foreachsocialandtheenvironment. Thisisanareawherediversitycanbeaccommodatedwithoutcompromisingotherpartsoftheconvergenceproject.It iskeyhowever,tobuildgreaterunderstanding,transparencyandtrust,allowingthesevariousbodiestoworktogether. TheExpertWorkingGroupwaslaunchedinOct2009,andpublicationisexpected1sthalf2012fortheReferencetoolon buyingcompaniesSocialPerformanceManagementSystems.

EnvironmentalModule
In response to the high demand from various companies to extend the scope of the GSCP reference tools to environmentalconcernsonemploymentsites,theGSCPExecutiveBoardlaunchedanExpertWorkingGrouptodevelop anenvironmentalmodulefortheintegrationofbasicsitespecificenvironmentalrequirementswithintheGSCP. Work started in August 2008 and the Expert Working Group is developing the following tools, based on analysis of currentbestpractice: 1. Referencerequirementsandimplementationguidelinesforsuppliers 2. ReferenceAuditProcessandMethodology 3. ReferencerequirementsforAuditingCompetence Thefirstsetofenvironmentaltools,whichincludestheenvironmentalreferencerequirementsandtheenvironmental implementationguidelines,bothwentthroughpublicconsultationin2009andwerepublishedinOctober2010. ThepublicationofthesetoolswasfollowedinNovember2010bythatoftheReferencetoolsonEnvironmentalAudit ProcessandMethodology,whichgatherbestexistingpracticeforeachstepoftheenvironmentalauditprocessandwill fosterconsistencyinthewaytheseauditsareprepared,ledandfollowedup. The development of reference requirements for auditing competence has been integrated in the work of the Expert WorkingGrouponAuditingCompetence.Allthesetoolsareavailableonwww.gscpnet.com

EquivalenceProcess
ThisprocessaimsatenablingthemutualrecognitionbetweenschemesusingtheGSCPReferencetoolsasabenchmark. Itspurposeis: 1. tocontributetothedefinitionanddeliveryofaclearandconsistentmessagetowardsglobalsuppliers; 2. tobuildcomparabilityandtransparencybetweenexistingsystemsandschemeswhileallowingthemtomaintain theirspecificities; 3. toallowindividualcompaniestomeasuretheirsystemagainsttheGSCPreferencetools, 4. toallowstakeholderstotrusteachothersauditreportsandallowformutualrecognition,and 5. tosupportcontinuousimprovementofexistingpracticestowardsbestpractice.

TheEquivalenceProcessincludestwotools: a. SelfAssessment:
The companies / schemes assess their internal tools, systems and methodology point by point check against each GSCPReferenceTool objective:tounderstandwhatneedstobereviewedtoreachbestpractice.

b. EquivalenceAssessment:
AnindependentpanelofexpertsvalidatestheSelfAssessment objective:thecompanies/schemescanexchangetheirEAs.Itallowstransparency,comparabilityandtrust. Step5DataSharing
This fifth step will develop protocols for data and information sharing starting with a careful analysis of existing best practices.Thisstepdoesnotaimatdevelopinganotherdatabasebutratheratenablingexistingdatasharingplatforms tocommunicate. Theaimsare: toreduceduplication; makethebestuseoftheinformationsourcedthroughsteps1,2&3; toimprovetransparency;and tosupportimprovementsinremediation(stepsix). The Expert Working Group was launched end of 2010 and work is in progress with the participation of existing Data Sharingplatformsandotherstakeholders.Theseexpertsaredividedinto4subgroups,eachaddressingafacetofthe workseefulllistofparticipantsfurtheron.

Step6Remediationandcapacitybuilding
The sixth step will look at the Programmes main goal, which is to facilitate the remediation of root causes of non compliances. Havingbuiltconvergencewherepossibleandhavingpromotedunderstandingandtransferofinformation,retailersand brand manufacturers will then be better placed to work collaboratively on remediation of noncompliances and improvementofworkingandenvironmentalconditions.Thiswillbeachievedfirstthroughthecommonusebybuying companies of the reference tools and therefore the delivery of a shared message to suppliers regarding social and environmentalrequirements.Secondly,workonremediationatsupplierssitewillbedonecollaborativelythrough(a) theintroductionofcentralizedworkinggroupstacklingsubjectsrequiringcrossindustryguidelines(seenextpage)and (b)amoreonthegroundperspectiveandfocusthroughtheestablishmentofregionalclusters.Watchthisspace!

CentralisedExpertWorkingGroups(CEWGs)
TheCentralisedExpertWorkingGroups(CEWGs)areformedtocarryoutthetasksidentifiedinthescopeoftheGSCP's workonremediationandcapacitybuilding.TheCEWGSarethereforetaskedwithaddressingsignificantendemicissues identifiedrecurrentlyontheground,whichrequirethedevelopmentofcrossindustryguidelines. ThenatureoftheworkoftheseCEWGsdoesnotthereforedifferinsubstancefromthatoftheEWGswhichtookonthe development of the GSCP Reference tools and Equivalence Process. The main difference between these 2 types of groupsistheirstruture,withtheCEWGstoinvolvemorestakeholders,includingsuppliers,directlyinthedevelopment ofanyguidelinesorotheroutput. SupplierManagementSystems
Buying companies and initiatives have started developing and implementing social and environmental management systems programmes for their suppliers. As this could in the long term lead to multiple approaches and therefore duplication,thereisaneedtoleveragecompanieseffortsandorchestratethedevelopmentofacrossindustryshared approach to defining and assessing suppliers management systems. The aim of this EWGs work is to work on the definitionofcommonrequirementsfortheestablishmentofsuppliersmanagementsystems. Theultimategoalwillbethetrainingandempoweringofsuppliers,toenablethemtoimplement,conductandshare their assessments with their customers, with periodic reviews from external sources. With a robust management system,supplierswillbeabletointegrateremediationandcontinuousimprovementintheirdailyoperation. The work will focus on building a framework of high level requirements for the definition of Suppliers Management Systems. Once agreed upon, such requirements will help ensuring consistency in the approaches towards implementationandavoidingduplication. ThescopeoftheExpertWorkingGroup,however,willnotcoverimplementation,assessmentand/ortraining,whichwill continuetobecarriedoutbydedicatedinitiativesalreadyworkingontheground.
