have. Whilst there have been changes to the staff team that supports the region we continue to have great success in helping members get something positive from belonging to the Institution. One example is the recent project where RICS South East has joined with the regional teams from the National Federation of Builders (NFB) and Royal Institute of British Architects on a new initiative called the GetWork Network. The purpose is to bring together all the fundamental elements of the construction supply chain and the first, very successful, networking event was held at the Amex Stadium near Brighton in the autumn (see page 8 for more information). elcome to the first online-only issue of South east Surveyor. Surveyors and Hindhead Tunnel


Have you ever endured a long delay when on a car journey, perhaps with an irritable family en route to a holiday destination, or (worse still) travelling to a business appointment, interview, or (worst of all!) your RICS APC final assessment interview?
Perhaps the village of Hindhead has featured in such a scenario. Spare a thought, then, for the doughty folk who try to solve such problems, from highways engineers gathering the hard facts, to politicians who assess the priorities for cash for major infrastructure projects, to the engineers who design them. Could there be a few chartered surveyors involved, too? How about the other side of the equation? The road users have already featured in this story, but how about a local community whose life will be subject to perhaps environmental change in one direction but to an economic future with a less certain dimension once such a scheme has been completed and the passing trade possibly goes elsewhere, as it will no longer be passing? If you are a member of the local wildlife community, though, a risk assessment may no longer be needed for your own habitat, before crossing the `old A3 in the vicinity of Hindhead (please read on!).Last summer saw the practical completion of the Hindhead project, undertaken for the budget cost of 376m, and diverting the last remaining section of single-carriageway A3 to new dual-carriageway tunnels beneath the village of Hindhead and the adjacent Devils Punch Bowl, a piece of Surrey countryside enjoying designations such as Area of Outstanding Natural Beauty, Site of Special Scientific Interest and Special Area of Conservation.

The solution
Many possible solutions in previous decades form the background. Alternative routes all had to contend with land forms, the constraints of built-up areas and land and building designations. The solution has been the new tunnel and associated new dual-carriageway road to handle the present traffic flow, and provide capacity for the future. The Hindhead Together Partnership represented local organisations from local Councils to some affected landowners and Hindhead businesses who were looking forward to the day when traffic no longer controlled their lives. Their new environment offers exciting regeneration opportunities, and the National Trust the chance to redevelop its tearoom as a much more visitor-orientated facility for those seeking all the attractions which the Punch Bowl and adjacent land offers. Draft Compulsory Purchase orders were the subject of a complex Public Inquiry in 2004/5, with the Inspectors Report published the following year and work starting in 2007, at the hand of main contractors Balfour Beatty, whose site compound alongside the A3 a mile or so North of the tunnel was a landmark during the construction works. In conjunction with other organisations such as Natural England, examples of some of the finer detail agreed with the National Trust during negotiations very much involving chartered surveyors including the Trusts own in-house staff as well as consultants, included:

Filling in the old A3 dual carriageway both as a means of disposing of cutting and tunnel spoil and also to join up wildlife habitats hitherto bisected by the road Compensation negotiations Communications regular Balfour Beatty/Highways Agency/NT/consultants liaison meetings Provision by Balfour Beatty and the Highways Agency of viewing platforms and a small exhibition to show, including with the aid of a model, how the scheme was implemented.

Travellers, all, therefore, up and down the new road, as well as those who walked through the tunnel on the Highways Agencys open day in May, may care to reflect on the role played by a small army of professionals from many organisations, including chartered surveyors, in making the journey along this trunk road a little easier. The accompanying photographs have been kindly supplied by Richard Guy, also a member of the Surrey Local Association. They were taken during two visits by Committee Members of the Association during the main construction phases of the project.

Funding for Growing Places


New funding to kickstart economic development by delivering new homes and infrastructure was announced on 7 November. http://www.communities.gov.uk/documents/regeneration/pdf/2024617.pdf. Of the 500 million available, around 90 million will be via Local Enterprise Partnership lead authorities in the South East, compared with just under 39.5 million in London and around 50 million in the East of England. Funding was allocated against criteria that included area of land. RICS welcomes the Fund as a positive strategy to deliver economic growth. Building the right infrastructure is vital to delivering the jobs and homes needed. RICS is establishing an independent Infrastructure Investment Task Force, led by Martin Moore MRICS, Managing Director and Head of Fund Management, PRUPIM, to develop a range of new investment products, model financial partnerships and best practice and guidance on integrated planning, investment and delivery.

A new Act in town and a new framework around it


Now that the Localism Bill has received Royal Assent RICS welcomes its enactment with the new responsibilities it provides for local people to engage and to shape their neighbourhoods to deliver new housing development and economic growth. The Act gives local people new powers and balances the drive for economic growth in the non-statutory guidance of the National Planning Policy Framework (NPPF).

South East planners speak out


In the autumn RICS met planners from South East local authorities for a discussion on National Planning Policy Framework (NPPF) impacts in the region. This followed autumn 2010 discussions on Localism and proposed changes to planning. This informed our understanding of how changes to planning combine with other factors and provided planners in the region the opportunity to share experience and contrast the issues that they face. In September Dale Hill Golf Club in East Sussex provided the venue for this years Captains Day. The Club has two courses, the Ian Woosnamdesigned course, on which the morning singles took place, and the Old Course, on which the afternoon greensomes were competed. Following morning coffee and a bacon roll, Derek Hannam accrued 35 stapleford points to gain rst place. Ron March came second, and Stuart Groves third. over nine holes. On the Old Course, the st tee shot, fortunately from an elevated position, is over, and sometimes into, a small cluster of mature trees. Ron March and Stuart Groves, continuing their run of form from the morning, came rst with 19 points. A close second were David Rogers and Jonathan Winpenny. After afternoon tea and sandwiches, the Captain, Colin Rice, presented the prizes, and to Derek Hannam, pictured, the South East Salver for the highest number of combined points for the spring and autumn meetings. In early October the Sections nal event of the year, a tri-section match, took place at Frilford Heath under the direction of Match Captain, Derek Hannam , the other two Sections being Berks, Bucks and Oxon, and Midlands. Unfortunately, 2011 proved not to be the South-East Sections year. Nevertheless, a good time was had by all on a ne course, and no doubt the South-East Section will return in 2012 with refreshed vigour to win the trophy.

The Members then enjoyed a ne three course lunch in the Clubhouse overlooking the course. Come the afternoon, the morning drizzle had given way to a stifng breeze and sunshine, and the eld lined up for the greensomes

Kent commercial property sector continues to perform well


The 20th Kent Property Market Report was launched in October. The report reviews activity and major property deals throughout 2010-11, showing that despite the economic outlook, the Kent commercial property sector is continuing to perform well. The report also looks in detail at the rural, retail, tourism and housing sectors. The economy section reports that despite economic setbacks in the county in early 2011 such as the loss of jobs at Pfizer, Sandwich, the county is in a favourable position compared to some other parts of the country, with unemployment below the national average. Kent is reaping the benefits of the Enterprise Zone for Discovery Park and recent infrastructure investment and will be greatly assisted in its new business growth by its proximity to London. The regeneration section features current and planned developments across Kent and Medway, focusing particularly on the growth areas of Thames Gateway Kent and Ashford and also regeneration projects in the coastal towns. Networking event for construction professionals proves a success


The first event of a new initiative to provide networking opportunities and support for construction professionals was held at the Amex Stadium near Brighton. Organised by the RICS South team working in conjunction with the regional teams from the National Federation of Builders (NFB) and Royal Institute of British Architects the aim of the GetWork Network is to bring together all the fundamental elements of the construction supply chain. This networking afternoon was attended by over 120 members of RICS, NFB and RIBA as well as local authorities, clients and others. It was held at the recently completed Amex Stadium, home of Brighton and Hove Albion, set in the rolling countryside just outside the city of Brighton. The economic downturn has had a particularly harsh impact on the construction industry. Smaller and medium-sized firms, who already face an uphill struggle competing to win public and private sector contracts, have been hit especially hard. Yet it is these smaller contractors who contribute most to the local economy, in the process providing long-term jobs, skills and career opportunities to young people in their location. Members from all three bodies enjoyed tours of the stadium followed by presentations from Martin Parry, Chief Executive of Brighton and Hove Albion FC, and Andy Simons, one of the lead architects on the stadium from KSS Group. The event was opened by the Mayor of Brighton and Hove, Councillor Anne Meadows. Join the survey team


The RICS Housing Market Survey and Residential Lettings Market Survey are valued by the government and commentators, but they are only as good as the information members provide. Over the past year, the Housing Market Survey has been used as a source of market intelligence by, among others, the Bank of England, the Organisation for Economic Co-operation and Development and the International Monetary Fund. The fact that it is a sentiment survey, rather that yet another price index, is its strength, as it provides a timely guide to buyer appetite and new instructions, as well as the price and sales expectations of professionals working in the sector. The monthly gures are widely reported in the mainstream media as well as the trade press, providing valuable publicity for RICS.

The output of both the Housing Market Survey and the Residential Lettings Market Survey is only as good as the input, and that comes directly from members. To continue to improve the quality of the results, it is essential that as many members as possible participate in the process and, so we are inviting you to become a regular contributor. Routes to RICS membership
RICS has recently developed and launched new routes to membership, which recognise both your educational and professional experience and achievements.
Our Professional Experience Route is designed to allow experienced professionals the opportunity to attain chartered membership status, based on their expertise and qualications. Applicants must have a bachelors degree or a degree equivalent professional qualication already recognised by RICS. In addition, candidates need to demonstrate at least ve years relevant experience post degree developing the required level of competence in their chosen pathway:

Route 1 is for candidates with limited or no prior relevant surveying experience. Route 2 is for candidates with at least ve years relevant surveying experience. Route 3 is for candidates with at least ten years relevant surveying experience. Additionally, the technical grade of membership, AssocRICS is aimed at professionals who hold vocational qualications. This is an entry level membership for RICS and could help you with your career progression. Once you achieve Associate membership, you can work towards your full MRICS chartered status without the time and expense of returning to full time education. Further study and proof of professional development are required to become MRICS, but these can all be carried out whilst you remain in full time employment. RICS is the worlds leading qualication when it comes to professional standards in land, property and construction. The benets of attaining RICS membership are numerous status, recognition, networking, professional development, and training and working to the highest global professional standards are all part of becoming an RICS member.

Work related training structured/unstructured dependent on individual /rm and approach Can demonstrate an advanced application of a broad range and depth of technical competencies An ability and responsibility for providing recommendations and reasoned strategic advice to clients Responsibility for working on complex assets/projects and sign off of work A level of business acumen (to satisfy mandatory competence requirements)

For senior staff with several years experience at managerial level, there is the Senior Professional Route - a specically designed application process which allows professionals to use case studies from their recent work history to demonstrate their competencies and achieve MRICS. The Graduate Route to RICS membership is for those with an RICS accredited degree, and three routes have been developed to recognise different levels of experience.

RICS Awards
Aylesbury theatre commended at Awards grand nal
Aylesbury Waterside Theatre was commended in the regeneration category of the RICS Awards grand final at a ceremony held at Londons Savoy Hotel in October. The opening of Aylesbury Waterside theatre, designed by RHWL Architects, in October 2010 marked a significant turning point in the renaissance of Aylesbury. The theatre is at the heart of a wider regeneration programme for the town and in its former state, the theatre site was much in need of a facelift. The canal and canal basin were hidden gems with limited access to the public and uninspiring buildings occupied much of the area together with small car parks. Overall, reaction and support for the theatre has been strong. Its location makes it unmissable, local restaurants are seeing improved business and it is being used to attract more food and beverage outlets to the town. The benefits have also been felt by the towns commercial sector as the new facility has sent out a strong signal to potential new investors. In the regional heats of the RICS Awards 2011, held in May, Aylesbury Waterside Theatre was the South East Regeneration winner and also took the Project of the Year Award for the region. Martin OHara, RICS Awards South East Judge, said: `This scheme has that elusive `wow factor. The Local Authoritys commitment to the provision of an architecturally stunning new theatre, without lottery funding, has been vindicated. It is proving to be a major regeneration catalyst to this area of the town, encouraging public access to the previously almost forgotten Grand Union Canal basin.

New category for RICS Awards 2012


Share you passion for your property project and enter the RICS Awards 2012. This year, there will be four categories Building Conservation, Regeneration, Community Benet and the new category of Design and Innovation, which replaces Sustainability. This new category aims to recognise the use of outstanding design and innovation in creating a successful project. The judges will look for evidence that use of creative and innovative design has enhanced a project across a wide range of criteria. The works demonstrate a high degree of skill in restoring and repairing all areas to full their function, but without fully refurbishing to a `brand new look. The judges were impressed by the major conservation achievements of this project in that it preserves all the feature rooms and areas in their original state, while expertly converting them to a present-day function. They were also enthused by the visually uncompromisingly modern additions at roof level and to the rear elevations which they felt enhance and complement the restored existing structures.

Your Surrey Local Association committee meets at least four times a year, principally to plan events which it hopes will appeal to as wide a cross-section of membership as possible. Its new trifold leaflet gives contact details. Considerable effort is also going into trying to revive RICS matrics Surrey, with several individuals, notably current and recent graduates of Kingston University, willing to help make this happen. This, in turn, follows the third successful Kingstons Got Talent evening held there in October proving the power of networking! The committee also acts a conduit for Members concerns and reacts to activity in the wider community of RICS, principally through the South East Regional Board and SELMA (South-East Local Members Association) meetings and communications, so do feel free to contribute to our efforts; in spite of what might appear to be a complex structure, your professional body is a pretty democratic one! Local events already in the calendar do, of course, feature elsewhere and on www.rics.org/southeast and by email so do come along and enjoy them. Surveying students showed off their knowledge to a panel of experts Kingston Universitys School of Surveying and Planning welcomed back some of its top 2011 graduates this Semester as they competed in the third annual Kingstons Got Talent awards event. The graduates were nominated because of their studentship to receive a cash award from RICS Surrey Local Association, members of whom graded the students on their professionalism, presentation and overall knowledge and commitment to the industry. One student from each of the schools undergraduate courses was nominated for the award and had to give a short presentation to a panel of judges made up of industry professionals, RICS board personnel and Kingston University academic staff to decide who received the top prize. The nominees were asked to talk about what makes a good surveyor and if they feel that they have what it takes, responding to questions from the judges and current students, local employers and academic members of staff attending the event. The overall winner, Ben Hodge of BSc (Hons) Property Planning and Development talked about the importance of duty of care and his advice to current students was for them not

to give up, saying: `The market for jobs is tough but with perseverance and self belief the best results can be achieved by anyone. The hard work does not go unnoticed by employers. Make the most of social events, it is important not to understate their importance, it is where you will meet partners and potential colleagues in their most relaxed environment. Ben succeeded in getting a graduate job with Allsop LLP and has been excellent at implementing his advice by inviting students to social events that give them an opportunity to network with surveying professionals. The runners up talked about motivation and passion for property. Felicity Davey, BSc (Hons) Real Estate Management, and Stephanie Knapp, BSc (Hons) Quantity Surveying Consultancy, stressed the need for enthusiasm and the importance of meeting deadlines. Elliott Sparsis, BSc (Hons) Residential Property, talked about the need for surveyors to demonstrate entrepreneurial zip and the need to differentiate themselves from the crowd and Amy Leeding, BSc (Hons) Building Surveying, talked about the skills she gained in her industrial placement and said that even in the current economic climate the construction industry needs talented, professional, forward thinking individuals. The judges were very impressed with the quality of the presentations and the Head of School, Professor Sarah Sayce, clearly enjoyed the evening saying: `the event was excellent and we really appreciate the support given to us by the Local Association and value the close relationship we have built with them. We are very pleased to welcome Dean Elvidge to the Kent LA committee. In view of his background, Dean will be able to provide a new dimension to the types of events which we are able to plan for 2012. As in previous years the organisation of the Charity Auction was a real team effort. My particular thanks go to John Stockey and Kevin Gilbert of Clive Emson Auctioneers who once again took the lead role in organising the event and preparing the catalogue. Siobhan Wood has once again given tremendous support and Kevin Newland and my cocommittee members have made vital contributions. We are delighted that Professor Malcolm Hollis has agreed to be the principal speaker at the Kent Reception which is to be held at the Ashford Chamber of Commerce on 29 February. I am sure that in view of Professor Hollis well deserved reputation as a leading building pathologist and author the event will be extremely well attended. We also intend to plan further social events for this year including return visits to both Westgate Tower and the Old Town Gaol, Canterbury, and Pines Calyx at St. Margarets Bay, Dover. Our good friend Michael Peters, who gave Kent Members highly informative tours of Chilham Castle and the grounds during the summer, has kindly offered to arrange guided walking tours of Canterbury. I hope that you will continue to support the varied and interesting programme of events which we have arranged.

Many thanks to those who attended our relaunch event at the new Ordnance Survey building in October. We were treated to an insight into the new headquarters and also into the process of moving a major operation from one facility to another. The two buildings may only have been about a mile apart in distance but were light years in difference in terms of design and technology. As explained on the night we are very keen to hear from our local members to understand what you all want from RICS in Hampshire. Your committee is now busy organising your next events for the year ahead, following up on some of your ideas. We still need your input. I was very proud to succeed Steve Cheesman and be elected chairman of Sussex Branch of RICS in June 2011 and I look forward to serving the membership for the foreseeable future. We have attracted some new members onto the Committee and I am looking forward to working with all members of the committee to ensure that the voices of Sussex surveyors are heard in the corridors of power so that we all feel better served by our professional body. So what have I done so far since June?

I represented Sussex Branch at the Association of Chief Estates Surveyors (ACES) conference. This conference focussed on collaborative working. For more information on this conference and the topic of collaborative working please contact me. In September we held our first breakfast where RICS Chief Economist, Simon Rubinsohn, came and spoke to over 40 surveyors and guests at the Hotel Du Vin in Brighton. Regrettably he told us what we all knew, which is that the economic recovery is going to be slow and painful with nothing much happening until late 2012 providing the Euro Zone does not collapse! Our second breakfast meeting on 24 November had its difficulties as our speaker was taken ill on the day and so could not attend. We have since rebooked and a full report will be given in the next Sussex Branch update.

For the Sussex Branch in 2012 there will be two more breakfast meetings. There will be one in February regarding sustainability and `green issues for which I am very hopeful of getting Caroline Lucas, the leader of the Green Party to speak. Our final breakfast meeting of this session will be in May which is on Risk Management and our AGM will be in June.

It is still early days for me in this role and I will be getting around the county to try and see as many members as I can. I know that one valid complaint is that everything happens in Brighton and I intend to change that (providing we get support to do so). This just leaves me to wish you all a very Healthy and Happy New Year and can I urge you to read your emails from RICS to see what is happening in Sussex before you hit Delete. Following a smooth but unexpected transition from Vice to Chair, RICS matrics Kent hasnt stopped to take a breath. In the last quarter we have provided valuable CPD hosted by Laing ORourke on Health and Safety. The event, which was well attended, had great feed back and has led us to book further CPD events on a number of different useful topical areas such as sustainability, the BIM process and advantages to surveyors and on Party Walls. Our other events, which were well attended by new members, old faithfulls and our interprofessional friends, included golf days, curling and our charity cycle ride which raised funds for our chosen local charity Oliver Fisher Special Care Unit as well as LionHeart.

As our programme enters spring it is looking encouraging. We are looking forward to seeing lots of new faces at our events. We hosted a CPD event with Max Crofts, former RICS President, on Dispute Resolution and the future of RICS. As well as being attended by university students and Sussex-based surveyors, it was pleasing to see lawyers present - a relationship we built on at our inter-professional Christmas drinks reception together with our friends from RIBA. Looking forward, we are hosting more CPD events in conjunction with the University of Brighton on asbestos and JCT Contracts and it is pleasing to see new committee members join us at nearly every one of our quarterly meetings. As we enter the New Year RICS matrics Sussex can look back at our recent activities with the knowledge we are offering a range of events that are, we hope, both informative and enjoyable. Our New Members Reception in November was well attended by trainees, members and representatives from Sussex LA from a wide range of RICS groups, together with a host of students, who may or may not have been enticed by the offer of a free drink or two. It was a great networking opportunity that enabled those just embarking on their career in construction and property to meet young professionals and experienced members, who were hopefully able to provide an insight into what RICS can offer its members and what life in the industry is really like.

Novembers New Members Reception was a resounding success with a record turnout of surveyors, with many new faces which was great to see. The evening provided an opportunity for new ideas to be raised and those new to the area to meet the committee and other local surveyors. Josette Tucker won the raffle, the prize and evening generously sponsored by Hays. January sees the return of RICS matrics Hampshire and Isle of Wight annual go-karting challenge. Ten teams of four will compete over a 90-minute period with ample practice session. The event has been generously sponsored by Hays allowing a ticket price of 20 per driver. Tickets sold out early last year so please book now through the RICS website - individuals or teams are welcome (this event is not restricted to matrics members). Future events for the spring include a visit to Portsmouth University to meet with the students, an inter-professional evening bowling in Portsmouth and the summer New Members Reception.
