1 Overview
The main purpose of this document is to outline a process through which the Redline Certified Partner,
(RCP), can determine and document the customers expectations. Following this process brings the
following benefits:

The customer will know early on how their needs will be met
The Redline Partner can estimate the effort involved in designing the Network
The process provides a basis for a project plan
Cell planning and system design can be completed without any complications
The Redline Partner and the customer can reach agreement on the project scope

For small to medium contracts, the RCP can complete the Network Assessment without visiting the
customer location. However, Redline recommends that for medium to large customer contracts, a
Redline Certified Expert, (RCE), along with a professional installer should visit the locale where the
customer proposes to deploy the RedMAX network.

The scope of the customer visit will be to guide and educate the customer on RedMAX products in
general, and assess the potential of BTS sites. This will include understanding the customers
expectations of what RedMAX products can deliver, adjusting expectations if necessary and educating
the customer on BTS site selection to obtain the best subscriber penetration. Network Assessment is a
major step that needs to be completed prior to any cell planning exercise. This phase will capture
multiple project information that will determine the inputs for the planning and design of the Radio
Access Network.

According to the Redline Deployment Process Flow Document, the Network Assessment stage is part of
the planning phase. It is the first stage of the planning phase. The following block diagram will illustrate
where the network assessment plays a role in the planning phase.

3 Network and Backhaul Requirements

A formal definition of Network: provides the means to access information over a diverse set of
wireless and wired connections.

A formal definition of Backhaul is: the process of transmitting information to a central point from which
it can be distributed over a network.

In any deployment, it is very important to understand and review the customers network and backhaul
requirements. The RCE should review the customers network and backhaul concepts by assessing the
following:
3.1 Offered Services
A. What services does the customer plan to offer over the network?
a. Residential service?
b. Business service?
c. VOIP?
B. Subscriber provisioning methodology
a. Professional install
b. Subscriber self-install
c. How subscriber unit is provisioned
i. Manual from SC
ii. Auto-provisioned with RMS UI
iii. Auto-provisioned through RMS NBI

3.2 Technology Expectations
A. Ensure the customers expectations are not outside the RedMAX product's capabilities.

Note: the Redline Certified Partner should make sure that the customer wants to build an
access network and offer broadband services.

5 List of Candidate Sites

One of the most important parts of completing a network design is for the partner to be fully aware of all
the candidate sites available to the customer. The demographics, NOC, backhaul, and potential BTS
sites should be identified by the customer and assessed by the partner.

5.1 Demographics

A. Proximity of subscribers to BTS sites
B. Number of RedMAX Subscriber Units per sector
C. Penetration Rate
D. Households
Note: The partner should also note where customers existing network is located (the sites).
5.2 Site Evaluations

A. Availability
B. Coverage Predictions
C. Accessibility
D. Affordability

5.3 Maps indicating BTS sites

A. Identification of coverage areas and population densities, urban, suburban, rural.

6 Network Assessment Deliverable

Upon completion of the Network Assessment, a Network Assessment report will be generated by the
Partner. The following data should be part of the network assessment report:

RF
A. Geographical Data: Maps, demographics, target areas, market penetration.
B. Subscription Services: Data, voice or other services, marketing information.
C. Deployment type: demand driven or supply driven.
D. Target areas.
E. Candidate Site list.
F. RF Network Concept.
G. Available 3.5 GHz Bandwidth for the project.
H. Local Regulations for 3.5 GHz.
I. Site and Cell Planning lockdown criteria.
J. Availability of Topographic and Clutter data bases for the project.

Data
K. Network strengths, weakness and vulnerabilities.
L. Backhaul system concept, Frequency Bands, available resources.
M. Network management and integration concept.

Project Management
N. Project CAPEX budget.
O. Project responsibility matrix.
P. Potential technical issues.
Q. Demarcation points of services in multi-vendor projects.

7 Red Flag Issues

Some of the past identified red flag issues were as follows:
A. Spectrum limitations
B. Tower site limitations or restrictions
C. Construction permits denied or delayed

8 Established Demarcations Points

To establish the point of demarcation between the customer and Redlines partner, both the RF Network
and IP Network feasibility study must be completed. The following two check list forms have been
created to help the partner in organizing the relative documents to the specific tasks.
