Forward
Human resources development has become a substantial factor that contributes positively to the progress of any society. Hence special attention should be paid to the human element as civilizations are evaluated accordingly. H.H. Sheikh Zayed Bin Sultan Al-Nahyan founder of United Arab Emirates - may God have mercy upon him emphasized this objective through his leadership and had been maintained by his successor H.H. Sheikh Khalifa Bin Zayed Al-Nahyan the president of the state (May God bless him). Since the establishment of the United Arab Emirates, special attention has been paid to the development of national human resources. All facilities were made available to improve their professional skills and abilities. As the human element is considered to be the most important component of health services the Ministry of Health was keen to select the qualified and competent medical staff capable of undertaking their duties affectively. This manual contains the standards and criteria for Health Care Professionals evaluation including Physicians, Pharmacists, Nurses and Technologists. In developing such standards reference was made to other countries systems and experiences and the expertise of international academic institutions. We hope that this publication will be a valuable addition to other MOH documents and serves as a reference to Health Care Professionals.

Preface
The objective of the Health Care Professionals evaluation is to seek and select the most qualified and capable staff who would provide safe and effective Health Care Services in order to decrease patient suffering and increase patient satisfaction. The evaluation standards and criteria specified in this manual are based on the standards and reputation of the institution from which the candidate graduated. Experience, work continuity and published researches are also considered as additional and favorable assets for evaluation and grading. The written and oral exams for practitioners and specialists to ascertain their educational level and its conformity with ongoing changes in the field of specialty are essential prerequisites in the process of evaluation. In addition, personal interviews are set to measure self-confidence and initiative as well as skills needed to determine the candidates effciency and ethical values. The Higher Certificates Evaluation Committee documents and classifies qualifications and certificates of Health Care Professionals and sets up the infrastructure for Health Care Practice in the United Arab Emirates. These efforts and contributions are highly appreciated and noted in this publication which aims to ensure sustainable high quality health care services in the UAE.

First: Regulatory Procedures:


1. Evaluation Committee Formation:
This committee shall be formed by a ministerial decree and constitutes of a Chairperson and number of members including the rapporteur. This committee will be responsible for evaluating postgraduate certificates of physicians and dentists.

2. Evaluation Committee Jurisdictions:


Evaluating and approving the certificates, qualifications and experiences of physicians and dentists who hold postgraduate degrees in accordance with the provisions of the cabinet resolution No. (11) of 1974 and its amendments.

3. Evaluation Committee Meetings:


The committee shall hold its meetings in the Ministry of Health headquarters periodically every two weeks, or upon the request of its chairperson, when necessary.

4. Legal Quorum:
The committees meetings shall not be valid and legal unless the majority of its members are present provided that the chairperson or his deputy is present.

5. Evaluation Standards and Criteria:


The cabinet resolution No. (11) of 1974 regarding the physicians employment system and its amendments. Passing the exams and interviews held by Ministry of Health. The international evaluation standards and criteria.

6. The Standards of Certificates Equivalency:


Fulfilling the academic requirements and the common training period for obtaining the certificate: The study period required for obtaining the certificate. The study system required for obtaining the certificate. (correspondence education is not acceptable) Exams mode and model. The qualification type (vocational or academic). The country or the institution that issued the qualification. Qualification level and its international accreditation.

7. The Standards of Defining the Approved Experience:


Experience compliance with specialty. Experience period. Country, type and reputation of the institution where experience was acquired. Experience continuity.

8. Other Skills:
Enrollment in continuous education program. Medical researches, studies and publications. Experience in the academic education field. Administrative experience.

9. Procedures Documentation:
The procedures of the evaluation committee will be documented in the following records:
a) The evaluation application form of each physician which includes the following: Personal information. Academic certificates. Referees. Medical researches, studies and publications. Conferences, seminars and workshops. Acquired experience. b) Documents assessment form: "Evaluation data" are set forth in this form and signed by the chairperson and the present committee members. c) Outcomes of the evaluation committee meeting: It includes the date, number and the names of the chairperson and the present committee members and the evaluation or re-evaluation recommendations based on the documents presented. the minutes is to be signed by the chairperson and the rapporteur of the committee. d) Evaluation certificate: To be signed by the chairperson or his deputy.

Second: Evaluation Procedures:


The evaluation procedures are carried out according to the physician category and the conditions of evaluation established by the cabinet resolution No. (11) of 1974 and its amendments.

1. Evaluation Grades:
Intern: confined only to national physicians (holding ID entry summary) who hold the basic medicine degree from a recognized university or college and who have not spent an internship year pursuant to the cabinet resolution No. (3) of 1993. Starting GP: physicians who hold the basic medicine degree from a recognized university or college and who have fulfilled the internship year and have experience for less than (5) years. (National physician is exempted from the condition of experience). General practitioner: physicians who hold the basic medicine degree from a recognized university or college and who have completed (5) years experience after the internship year. Specialist (B) doctor: physicians who hold the basic medicine degree from a recognized university or college together with a diploma or its equivalent, the study of which is not less than (12) months, and who have experience not less than (3) years after the diploma. Specialist (A) doctor: physicians who hold the basic medicine degree from a recognized university or college together with a master degree or its equivalent, the study of which is not less than (24) months, and who have experience not less than (3) years after the master. Consultant (B) doctor: physicians who hold the basic medicine degree from a recognized university or college together with Ph.D., fellowship or membership of one or more world recognized medical colleges or its equivalent and who have experience not less than (5) years after obtaining the highest qualification. Consultant (A) doctor: physicians who hold the basic medicine degree from a recognized university or college together with Ph.D., fellowship or membership of one or more world recognized medical colleges or an equivalent or those who have a professor rank in the specialty field and experience not less than (10) years after obtaining the highest qualification.

2. Evaluation Conditions: Remarks about the Evaluation Conditions:


Intern grade is confined to national doctors only. The internship year (training or residing) must be spent in one of the recognized hospitals. National physicians are exempted from the condition of experience upon evaluation as a starting G.P. however they must complete the internship year. UAE and GCC National physicians are exempted from G.P. exam provided they are graduates from any recognized faculty of medicine whether in their original countries or abroad and have license to practice in their country. Physicians who passed (USMLE) exam in its three parts are exempted from the G.P. oral and written exam; However they must sit for an interview. Physicians who passed (USMLE) exam in its first and second parts are exempted from G.P. written exam only; However they must sit for an interview and an Oral exam. Physicians who passed (PLAB) exam in its first and second parts are exempted from G.P. written exam; However they must sit for an interview. Physicians who have profession licenses to practice from USA, Canada, Australia, New Zeeland, and European Union states are exempted from G.P. written exam; However they must sit for an interview. English language proficiency (written and spoken) is a must.

4. Required Documents:
Evaluation application form. Curriculum Vitae (C.V). Copies of academic certificates provided the originals are attested by the official authorities. Copies of letters of experience provided the originals are attested by the official authorities. Copy of the physician's registration in the medical association in his country of origin. Personal declaration. List of researches and studies and their references. Copy of passport or citizenship document for nationals. (3) photos. Established fees payment receipt.

Remark:
The original academic and experience certificates issued from outside UAE must be translated into Arabic or English and attested by the official competent authorities (from the university that granted the certificate and from the UAE embassy in the university's country and from the ministry of foreign affairs in the UAE). The designated officer in the evaluation section must review the said original documents and sign the copies indicating that they are true copies of the originals. The committee may exclude the condition of attesting letters of experience for essential reasons where attesting is difficult, and according to each case.

5. General Conditions:
Consultant (A) doctor is evaluated without the need to sit for the exams held by the ministry, it is possible also (as per the evaluation committee discretion) to interview him by two different committees of consultant doctors in the specialty field to define his academic and practical level, and to take the proper decision. Consultant (B) doctors and specialist (A) doctors are evaluated either by interviews by two different committees of consultant doctors in the specialty field, or by exams for Specialist (A) doctors. Specialist (B) doctor, G.P and starting G.P. should Pass the written and oral exams. National physician is exempted from the oral and written exams, provided he passes the interview. Re-evaluation for a higher grade is considered only under the required conditions. Evaluation or re-evaluation does not bind the ministry to appoint or promote physicians to a certain grade.

Third: Re-evaluation Procedures:


The re-evaluation procedures vary according to the category to be re-evaluated. In all cases, the following documents must be attached to the re-evaluation application form: 1. Promotion and performance evaluation application form that fulfills all the information related to the person concerned including the previous evaluation signed by section head or the direct manager, hospital director, and medical zone director or central administration. 2. The qualifications and experiences that followed the previous evaluation.

Re-evaluation Conditions:
1. Intern to starting G.P:
The re-evaluation of this category is confined only to national physicians who completed the internship year.

2. Starting G.P. to G.P:


The Completion of not less than (5) years experience after the internship year.

3. G.P. or starting G.P. to specialist (B):


The re-evaluation of starting G.P. or G.P. to specialist (B) is carried out if he obtains the academic qualification (diploma or its equivalent) in one of the medical specialties from a recognized academic institution, provided the conditions established for specialist (B) doctor evaluation are in accordance with what is set fourth in this manual.

4. G.P. or specialist (B) to specialist (A):


The re-evaluation of G.P. or specialist (B) to specialist (A) is carried out if he obtains the academic qualification (master or its equivalent) in one of the medical specialities from a recognized academic institution, provided that the conditions established for specialist (A) doctor evaluation are in accordance with what is set fourth in this manual.

5. G.P. or specialist (A) to consultant (B):


The re-evaluation of G.P. or specialist (A) to consultant (B) is carried out if he obtains the academic qualification (Ph.D., fellowship or membership or its equivalent) from a recognized academic institution, provided the conditions established for evaluating consultant (B) doctor are in accordance with what is set fourth in this manual.

6. Consultant (B) to consultant (A):


The re-evaluation of this category is carried out when the physician has practiced this profession for a period not less than (10) years in the specialty field from the date of obtaining the highest certificate (Ph.D., fellowship or membership or its equivalent).

Fourth: Evaluation Procedures for Candidates applying for other Parties:


a) The procedures of evaluating or re-evaluating the certificates referred by these parties shall be consistent with the procedures of evaluating and re-evaluating the certificates of the candidates applying to working at the Ministry of Health. b) These parties shall submit the files to the committee in charge of evaluating postgraduate certificates after conducting the interviews and exams required for these categories. The task of evaluation committee shall be confined to the procedures of evaluation and equivalency only. c) The above mentioned parties include the following: 1. 2. 3. 4. UAE Armed Forces /GHQ. Evaluation Committee:
The task of evaluating pharmacists is assigned to an evaluation committee formed under a resolution issued by the minister pursuant to the provisions of the cabinet's resolution No. 9 of 1975 regarding the system of employing pharmacist, vets and medical technicians.

Evaluation Conditions:
1. Academic qualifications. 2. Practical experience. 3. Passing written exams and technical interviews.

First: Pharmacists:
1. Pharmacists Written Exam:
Pursuant to article No. (2) of the federal law No. (4) of 1983 regarding the profession of pharmacy and pharmaceutical establishments, he who applies to the pharmacist profession exam should fulfill the following conditions: 1. Having the basic pharmacy certificate from a recognized higher institute or university. 2. He has practiced this profession for a period not less than two years after holding the basic certificate, UAE nationals are exempted from this condition. 3. He should not be convicted for a crime related to honor or honesty unless he is cleared or pardoned by the competent authorities. 4. Fluent in Arabic and English languages (reading and writing). 5. Passing the scientific pharmacy test and pharmacy Law exam held by the ministry.

2. Pharmacists Technical Interviews:


The following categories are exempted from the written exam; hence an interview by the committee will be sufficient. The committee may examine them in writing, if it deems necessary: a) Any applicant who has a Bachelor in pharmacy from recognized universities in United Kingdom, USA, New Zeeland, Australia, EU countries, Switzerland, and Scandinavian states, provided he has a license to practice from the regulatory authorities such as syndicates of pharmacists and local authorities in his country and has the necessary practical experience and english language proficiency for non-native speakers. b) Pharmacists who have a Pharma D certificate in USA and Canada and have Licence to practice. c) UAE licensed pharmacists who have bachelor and postgraduate degrees and have already worked in the public or private sector in the UAE and wish to move from one sector to another. This exception applies to those who have continuously worked in the UAE as pharmacists for the last three years who Licenced befor year 2000.

d) Pharmacists who have a valid temporary license and have finished their contract with the governmental sector and wish to work for the private sector. e) Pharmacists who hold a Bachelor, Master or Ph.D. wishing to work in the technical sector, laboratories and academic institutions, provided they are interviewed by the examination committee. Otherwise, they have to pass the written scientific exam. f) Higher diploma graduates known as pharmacy technicians or those who have graduated from UAE Higher Colleges of Technology - higher diploma program are treated as pharmacy technicians in accordance with the laws applied in USA and UK. g) Graduates from the faculties of sciences who hold a Bachelor, Master, or Ph.D. (biology, chemistry, biochemistry, physiology, therapeutics, anatomy, and the like) are treated as graduates from faculties of sciences not as pharmacists or pharmacy technicians who graduated from the faculty of pharmacy similarly to what is applied in both USA and UK. h) Passing Arabic language proficiency test for non-native speakers is mandatory to all the aforesaid categories. i) Pharmacists who work with governmental parties should have a temporary license to practice pursuant to article (10) of pharmacy law No. (4) of 1983.

3. The Requirements to applying for the Pharmacist Written Exam or the Technical Interview:
Copy of the following documents:
Curriculum Vitae (C.V). Basic pharmacy certificate and any postgraduate diploma (Master and/or PhD) if any, provided the original is attested by the official authorities. Letters of experience in pharmacy provided the original is attested by the official authorities. Syndicate membership/ license from the applicants country of origin or from the country where he graduated. Valid passport. Visit / residence visa in the state. 3 photos. Receipt of AED 100 fees by E-dirham. The designated officer in the evaluation section must review the above mentioned original documents and sign the copies indicating that they are true copies of the originals. The committee may exclude the condition of attesting letters of experience for essential reasons where attesting is difficult and according to each case.

Second: Pharmacist Assistant:


The task of evaluating pharmacist assistants is assigned to a technical committee. Applicants for the pharmacist assistants profession practice exam should fulfill the following conditions pursuant to article No. (3) of the Federal Law No. (4) of 1983 regarding the pharmacy profession and pharmaceutical establishment: 1. Holding a recognized pharmacist assistant certificate. 2. He should have practiced this profession for a period not less than two years in any of the pharmaceutical establishments under the supervision of a licensed pharmacist. UAE nationals are exempted from this condition. 3. He should not be convicted for a crime related to honor or honesty unless he is cleared or pardoned by the competent authorities. 4. Fluent in Arabic and English languages (reading and writing). 5. Passing the exam scientific pharmacy test and pharmacy Law held by the ministry for this purpose.

The Requirements of Applying for Pharmacist Assistant Evaluation Exam:


Copy of the following documents:
Curriculum Vitae (C.V). Certificate of higher diploma in pharmacy provided the original is attested by the official authorities. General secondary education certificate duly attested. letter of experience in pharmacy provided the original is attested by the official authorities. Syndicate membership/ license from the applicants country of origin or from the country where he graduated. Valid passport. Visit / residence visa in the state. 3 photos. Receipt of AED 50 fees by E-dirham. The original academic and experience certificates issued from outside UAE must be translated into Arabic or English and attested by the official competent authorities (from the university that granted the certificate and from the UAE embassy in the university's country and from the ministry of foreign affairs in UAE). The designated officer in the evaluation section must review the said original documents and sign the copies indicating that they are true copies of the originals. The committee may exclude the condition of attesting letters of experience for essential reasons where attesting is difficult, and according to each case.

Third:
All pharmacists and assistants should pass the exam of pharmaceutical laws that regulate the profession of pharmacy in United Arab Emirates before applying for license to practice the profession of pharmacy.

Fourth:
All pharmacists and assistants who failed two consecutive exams can sit for the exam in Arabic language, pharmacy or the exam of pharmaceutical law and legislations that regulate the profession of pharmacy in United Arab Emirates for a third (and last) time and only after one year from the second exam.

Fifth:
All pharmacists and assistants who ceased practicing the pharmacy profession for more than 3 successive years must apply for the scientific pharmacy exam and the law of pharmacy and pharmaceutical legislations that regulates the pharmacy profession in the United Arab Emirates in order to be re-licensed for practicing this profession in UAE.

The Federal Department of Nursing, Ministry of Health registers nurses and midwives after passing the MOH nursing examination and completion of registration requirements. The Federal Department of Nursing (FDON) also evaluates nurses who apply to work for Ministry of Health and other Governmental Institutions in order to appoint them on suitable grades.

First: The Registration System


The Ministry started implementing the nursing registration system in the beginning of 1993 and started registration of midwives in 2003. This system mandates that those who want to practice nursing and midwifery in the country should present the registration form at the FDON enclosed with the required documents, and should pass the written examination designed to assess the applicants knowledge level in the field of nursing and midwifery. The computerized registration system has been developed to achieve higher efficiency and to obtain the required information properly. The professional nursing grades are determined through this system by two levels: registered nurse level and practical nurse level. As for midwives, there are registered midwife level and practical midwife level. This applied to both governmental and private sectors.

General Registration Information:


Registration requirements are met when a nurse or midwife meets the applicable eligibility requirements, submit the Nursing Registration Application to the Federal Department of Nursing, MOH with all documents, passes an examination or meets the "exemption from examination" criteria, pays the fee where applicable, and all required verifications have been received, reviewed to meet the standard and criteria of the Federal Department of Nursing.

1. Registration Criteria:
Registered Nurse (RN):
Applicant should have at least a three (3) years diploma in nursing with a minimal attainment of sixty percent (60%) of total marks and after a full secondary school education.

Practical Nurse (PN):


Applicant should have one of the following: A diploma in nursing of less than three (3) years with a minimal attainment of sixty percent (60%) of total marks after a full secondary school education A three (3) years diploma in nursing with a minimal attainment of sixty percent (60%) of total marks after intermediate education.

Registered Midwife (RMW):


Applicant should have one of the following: Full secondary school education and a twelve (12) or eighteen (18) months qualification after a three years nursing programme, with a minimal attainment of sixty percent (60%) of total marks. At least a three (3) years diploma in midwifery with a minimal attainment of sixty percent (60%) of total marks.

Practical Midwife (PMW):


Applicant should have one of the following: An intermediate education and a diploma in midwifery of at least twelve (12) months after a three years nursing programme, with a minimal attainment of sixty percent (60%) of total marks. Applicants with intermediate education or with full secondary school and a diploma in midwifery of two (2) years duration.

2. Required Documents:
The originals or certified copies of each of the following:
Passport including a valid UAE residence visa or other proof of legal stay in the UAE e.g. Visit visa. Statutory evidence of any name change (marriage license, other legal document). School Leaving Certificate (Highest level attained before entry to nursing or midwifery training). Nursing or Midwifery training Certificate / Diploma / Degree- (length of training and academic achievement must be verified by means of official transcript if not clearly specified on Certificate / Diploma / Degree). Nursing Licensure or Registration showing current validity.

3. Nursing / Midwifery Registration Examinations:


The nursing and midwifery examination is held regularly during each year. A score of 60% is required to pass the two hours written examination of 100 multiple choice questions. Written information is given on the format of the examination to those who are required to sit for the examination.

4. Completion of Registration Requirements:


Forms known as "verifications" will be made available to those who PASS the nursing examination or meet the exemption from examination requirements. The applicant mails the verification; the FDON receives it. The registration application is not complete until the FDON receives these verifications. The verifications must be received directly from the source only as stated clearly on each verification and must meet the standards and quality criteria set by the FDON. If the applicant meets the "exemption from examination" requirements, the verifications needed to complete registration will be given at the completion of the review of the application.

5. Repeated Examination Attempts:


An applicant not obtaining a passing score on the first attempt is allowed to sit the written examination twice more for a total of three times. Nurses will be charged for each examination for which they register. No refunds are made by the MOH for non-attendance or for any other reason. Applicants will be required to prove they meet all eligibility requirements at the time they apply to re-take the registration examination.

6. Examination Exemption Conditions:


UAE Nationals and Graduates of Institutes of Nursing are exempted from the examination. In Addition first level / Registered Nurses or Registered Midwives holding current valid nursing registration/ licensure in certain countries as well as all nurses holding a Masters Degree in Nursing are exempted from the nursing examination if they have been actively employed in the field of nursing in a clinical setting, nursing administration or nursing education for at least 1000 hours within the three years prior to application for registration in the UAE. This applies only to First level /Registered Nurses or Midwives and not to SEN / Practical / Licensed Vocational Nurses or Midwives. Those exempted from the written exam must meet all other criteria for registration.

7. The Registration and Regulation Committee:


The Nursing and Midwifery registration and regulation committee is formed by a decree signed by H.E Minister of Health. Its tasks are as follows: 1. Setting policies and the procedures related to the registration system. 2. Setting a draft law to regulate Nursing and Midwifery practice in the United Arab of Emirates. 3. Studying the cases and issues related to applying the registration criteria of nursing and midwifery professionals and submitting the recommendations.

Second: Evaluation and Selection of Nurses and Midwives


Nurses and Midwives are evaluated according to the provisions of the cabinets resolution No. (9) and No. (10) of 1975 as well as the cabinet resolution No. (9) of 1982 and the amendment decrees, for those who want to work in the governmental sector.

1. Evaluation Committee :
A nursing and midwifery evaluation and selection committee is formed and approved by a resolution from H. E. the Minister of Health. The committee consists of number of qualified and experienced nurses representing various nursing and midwifery specialties. The committee takes into consideration the registration outcome of each candidate.

2. Responsibility of the Committee:


The committee evaluates the certificates, qualifications and experience of the holders of the nursing and midwifery certificates, and considers equalizing and approving the certificates and qualifications according to the provisions of the cabinet decision No. (9) and No. (10) of 1975 and the amendment decisions.

3. Meetings of the Committee:


The committee holds its meetings at the headquarters of the Ministry of Health upon a request from the chairperson, when necessary.

4. Quorum:
The convention of the committee shall not be valid or legal unless attended by the majority of its members provided they include the chairperson or his deputy.

5. Evaluation Criteria:
Meeting the registration conditions according to the FDON procedures, and the cabinet decision No. (9) and No. (10) of 1975 and its amendments concerning the nurses employment system.

6. Documents Required for Evaluation:


A certificate of meeting registration requirement of Ministry of Health, UAE. The interview conducted for the applicants by the MOH or other governmental institutions. Complete appointment application form.

Complete interview from the direct nursing official. Detailed curriculum vitae in English/ Arabic. A copy of general education certificate obtained before nursing certificate. A copy of the basic nursing certificate. A copy of the specialization certificate after the basic nursing certificate (if any). Copies of the experience certificates (should include the start date and end of work and job title, attested by the employer). A copy of a valid passport. 2 photos. A copy of valid nursing practice license from the country of origin.

9. Criteria and Standards:


Attested study record. Recognition of the concerned responsible body in the country of the educational institution which grants the certificate- of the institution and its certificates. Educational system in the Country of Origin (educational grading) or in the country of the educational institution which grants the certificate. The system of the institution which grants the certificate and the conditions of joining it. Duration of study to obtain the certificate. The study plan and the examinations system according to which the certificate was granted. Observing the applied international criteria for equalizing the specialization. The committee may add any other standard or criteria, as needed.

10. Required Documents:


Equivalence application form. Curriculum Vitae. Educational certificates/ Transcripts. Established fees payment receipt. Certificates of education and letters of experience presented from outside the country should be translated into Arabic or English and duly attested by the competent official authorities. Passport copy. The Original certificate required to be equalized or a duly approved copy thereof. Approved copy of the educational standard preceding the degree required to be equalized. The committee may request any other necessary documents for taking its decision.

Remark:
The original academic and experience certificates issued from outside UAE must be translated into Arabic or English and attested by the official competent authorities (from the university that granted the certificate and from the UAE embassy in the university's country and from the ministry of foreign affairs in UAE). The designated officer in the evaluation section must review the said original documents and sign the copies indicating that they are true copies of the originals. The committee may exclude the condition of attesting letters of experience for essential reasons where attesting is difficult, and according to each case.

A committee is formed to evaluate the higher certificates of medical technicians under a decree of H.E Minister of Health. It consists of a chairperson and a number of members including the rapporteur.

2. Tasks of the Committee:


Evaluating the certificates, qualifications and experiences of medical technicians holding higher certificates and studying and approving the certificates and qualifications according to the provisions of the cabinet resolution No. (9) of 1975 and its amendments.

3. Meetings of the Committee:


The committee holds its meetings at the Ministry of Health headquarters upon a call from the chairperson, whenever necessary.

4. Quorum:
The convention of the committee shall not be valid or legal unless attended by the majority of its members, provided they include the chairperson or his deputy.

5. Evaluation Standards and Criteria:


The cabinet decision No. (9) of 1975 concerning the medical technicians employment system and its amendments. The ministerial resolutions. Passing the tests or interviews conducted by Ministry of Health. International evaluation standards and criteria.

6. Certificates Equivalency Standards:


The necessary study period to obtain the certificate. The required study system to obtain the certificate. Examination type and method. Type of qualification (vocational or academic). The country and institution which grants the qualification. Level and international recognition of the qualification.

9. Procedures Documentation:
The procedures of the evaluation committee are documented in the following:

a) Evaluation application form of each medical technician including the following: Personal information. Scientific certificates. Acquired experience. Research and publications. b) Documents inspection form: It should clarify the evaluation data and must be signed by the chairperson and the present members of the committee. c) Outcome of the evaluation committee meeting: It includes the date, number, names of the chairperson and the present committee members and the committee recommendations according to the files submitted. The minutes are to be signed by both the chairperson or his deputy and the committee rapporteur. d) Evaluation certificate: It should be signed by the chairperson or his deputy.

5. General Conditions:
Passing the personal interviews for the consultant medical technicians (A) and (B), and specialist medical technician (A). Passing the written and oral examinations for the specialist medical technician (B), the practitioner medical technician, and the starting medical technician. The national citizens are exempted form the condition of sitting for the written and oral examinations provided passing the interview. GCC candidate who are graduated from university or a college that are approved by Ministry of Education & Research are excluding from the examination as long as they are worked or registered for the work in one of GCC medical laboratories. Candidates who are graduated from American and European Union universities or a college that are approvedby Ministry of Education & Research and registered for a work in the field are excluding from the examination as long as they have experience in medical laboratories of at least one year - should be submitted signed and stamped and dated after the date of the graduation. For re-evaluation to a higher grade, the required conditions for that grade should be fulfilled. Re-evaluation of medical technician does not oblige the ministry to appoint or promote on that grade.

The committee evaluates the certificates, qualifications and experience for those who have not got higher qualifications and studies the equivalency and attestation of the certificates and qualifications according to the provisions of the cabinet resolution No. (10) of 1975 and its amendments.

3. Committee Meetings:
The committee holds its meetings at the Ministry of Health headquarters upon a request from its chairperson, when necessary.

4. Quorum:
The convention of the committee shall not be valid or legal unless attended by the majority of its members provided they include the chairperson or his deputy.

6. General Conditions:
Passing the written and oral examinations; nationals are exempted form this condition provided they pass the interview. For evaluation or re-evaluation to a higher grade, the required conditions for that grade should be fulfilled. Evaluation or re-evaluation of medical technician does not oblige the ministry to appoint or promote him on that grade. Assistant technician (B) and (C) and the helper are exempted from sitting for the examinations.

A committee is formed to evaluate the doctors, specialists and technicians in the field of Complementary and Alternative Medicine under a decree issued by H.E Minister of Health. It consists of the chairperson and a number of members including the rapporteur.

2. Committee Tasks:
Evaluating the certificates and qualifications of doctors, specialists and technicians in the field of Complementary and Alternative Medicine and considering the equivalency and attestation of certificates and qualifications according to the provisions of the cabinet resolutions No. (11) of 1974, No. (9) of 1975, and No. (10) of 1975 and their amendments.

3. Committee Meetings:
The committee holds its meetings at the Ministry of Health headquarters periodically every two weeks, or upon a request from its chairperson, when necessary.

4. Quorum:
The convention of the committee shall not be valid or legal unless attended by the majority of its members provided they include the chairperson or his deputy.

6. Evaluation Standards and Criteria:


The cabinet resolution No. (11) of 1974 for doctors employment system and its amendments. The cabinet resolution No. (9) of 1975 for the system of employing pharmacists, vets and medical technicians who hold higher qualifications and its amendments. The cabinet resolution No. (10) of 1975 for the system of employing medical technicians who do not have higher qualifications and its amendments. Passing the exams or interviews held by Ministry of Health. International evaluation standards and criteria.

7. Standards of Certificates Equivalency:


Fulfilling the study requirements and the common training period to obtain the certificate:
The required study period for obtaining the certificate. The required study system for obtaining the certificate. Examination type and method. Qualification type (vocational or academic). The country and institution which grants the qualification. International recognition and acceptance of the qualification.

8. Standards of Determining the Approved Experience:


The experience should conform with the scientific specialization. Country, type and reputation of the establishment from which experience was gained. Experience continuity. Approving the experience from the official authorities. Experience period.

9. Other Skills:
Participation in the continuous education program. Research studies and medical publications. Academic education experience. Administrative experience.

10. Procedures Documentation:


The procedures of the evaluation committee are documented in the following:
a) Application form for examination of doctors, practitioners and allied health professionals of Complementary and Alternative Medicine, including the following: Personal information. Scientific certificates. Professional references. Researches and publications. Conferences, seminars and workshops. The acquired experience.

b) Documents inspection form: "Evaluation information sheet" should be clarified therein; it must be signed by the chairperson of the committee and the present members.

c) Outcomes of the evaluation committee meeting: It includes the date, number, names of the chairperson and the present committee members and the committee recommendations according to the files submitted. The minutes are to be signed by both the chairperson or his deputy and the committee rapporteur.

d) Evaluation certificate: It is to be signed by the committee chairperson or his deputy.

Second: Evaluation Procedures:


The procedures are conducted according to evaluation categories and based on the evaluation conditions established in the cabinet resolutions No. (11) of 1974, No. (9) of 1975, and No. (10) of 1975 and their amendments.

2. Field of Work:
Upon the recommendation of the examination committee, the evaluation committee grants one of the following options according to the qualifications, experiences and results of written and oral examinations:

a. Allowed to work in a medical center b. Allowed to work independently c. Allowed to work under supervision in the same specialty
Changing the practical field from working under supervision or working in a medical center into working independently the following requirements should exist: Evidence of work experience in a licensed medical center, for a period not less than one year or as defined by the committee upon evaluation. Remarks on the evaluation conditions:


The following evaluation grades: assistant, assistant technician degree (C), assistant technician degree (B), assistant technician degree (A), qualified technician, technician in charge, are specified to the fields of Herbal and Folk Medicine (like Al-Hejama or Cupping), and for UAE nationals only. Practitioners of Complementary and Alternative Medicine who obtained medical qualifications in addition to their qualifications in the Complementary Medicine, as indicated in resolution No. (11) of 1974, and did not pass the examinations of Ministry of Health related to the practice of general medicine, are evaluated according to the resolution No. (9) of 1975. UAE national Doctors are exempted from the (2) years experience condition, hence the year of internship is sufficient for evaluation. Excellent command of English language (written and spoken) is a condition.

5. The Required Documents:


Evaluation application form. Curriculum Vitae (C.V). Copies of academic certificates provided the originals are attested by the official authorities. Copies of experience certificates provided the originals are attested by the official authorities. Copy of registration in the relevant syndicate in the applicants country of origin. Personal declaration. List of referable researches, studies and sources (for doctors, specialist technicians and consultants). Certificate of practical training course in emergency medicine such as (BCLS) and first aids course (CPR). Training should be conducted in a licensed training center inside and outside the UAE; (correspondence courses and on-line courses are not approved). Copy of passport or entry summary for nationals. (3) photos. Established fees payment receipt.

Remark:
The original academic and experience certificates issued from outside UAE must be translated into Arabic or English and attested by the official competent authorities (from the university that granted the certificate and from the UAE embassy in the university's country and from the ministry of foreign affairs in UAE). The designated officer in the evaluation section must review the said original documents and sign the copies indicating that they are true copies of the originals. The committee may exclude the condition of attesting letters of experience for essential reasons where attesting is difficult, and according to each case.

6. General Conditions:
Passing written and oral exams and the interviews relevant to Complementary and Alternative Medicine. Those who have a license for practicing healthcare professions should only pass the oral exam in the field of specialization for Complementary and Alternative Medicine. Re-evaluation for higher grade must be provided with the conditions required for this grade. Re-evaluation does not bind the Ministry to appoint or promote to a certain grade.
