Legislation was formally introduced on 6th April 2008 to focus on Construction and Demolition Waste so that Construction and Demolition projects over 300,000 will be subject to additional waste management controls affecting the duties of the Client and Principal Contractor. Our services extend to supplying our skills and services to assist you the Client and /or Primary Contractor. These regulations are also likely to impact Designers and Coordinators since they too could indirectly have an impact on the wastes generated for the project. Why is Construction and Demolition Waste (CDW) being regulated? CDW is the largest waste stream, by any measure, that the UK produces. The European Union has defined the CDW as a priority waste. Other priority waste streams are Electrical & Electronic Waste, Packaging Waste, Waste Tyres to name a few. Thats why supermarkets collect, sift and sort their cardboard and other packaging waste. Its also why there is a disposal fee when you replace worn tyres. The polluter pays principle at work. The UK construction industry is striving to attain a more sustainable business model. This new legislation is designed to make Clients and Primary Contractors focus on their duties to deal with their waste under the Duty of Care regulations; manage waste from creation to final disposal. CDW is very dynamic in volume, mass, form and type. CDW can be inert, non-hazardous and hazardous wastes (assumes not radioactive waste). All wastes are governed by separate and forceful legislation to ensure its proper and sound legal management. CDW can range, for example, from inert sands to hazardous asbestos. All these wastes have implications for the environment and human health. The Client and Primary Contractor (and subcontractors) all have important responsibilities to accept and jointly manage wastes because waste must be owned, accounted for and not just discarded. Waste is invariably seen as a cost and comes with the definite prospect of higher transport, treatment and disposal fees for the future; e.g. landfill tax will be double by 2011 when compared to 2007. Plus more paperwork. Waste is really a resource that has to be measured, managed and minimized. The Site Waste Management Plan (SWMP) is where you begin: Satisfy the legislation and focus on minimising costs. Invest and save. Demonstrate compliance. Turn the legislation problem into a solution.

No two Site Waste Management Plans will be the same. However there will be many common ingredients and tasks that have to be performed.

We offer a Basic plan that allows the Client and / or Primary Contractor to perform and complete the preparatory steps to meet the initial requirements of the SWMP legislation. Or, the Advanced plan which gives access to the same Basic plan above but in electronic form. You collate pertinent data for the SWMP from all parties and we assist. These documents are then placed on-line, onto a secure website for up to a year. This allows the plan to evolve and retain valuable data. This has the advantage that data can be shared and scrutinized by all authorised participants. Additional months can be purchased to access the website and cover the entire demolition / construction project. At the end of 12 months or the end of the project, the data will be downloaded onto CDs/DVDs for retention by the client. What does this allow you to do? Use an internet browser to upload and download key documents to a secure business website such as: Microsoft Word, Powerpoint and Excel files. Adobe pdf files. Pictures and image files. These documents, pictures and images would for example relate to the waste management of the site, waste documentation, assessments and instructions; waste categories, quantities and waste contractors. These are some examples of the steps that the project has to undertake to demonstrate compliance with the legislation.

For clients that require a more comprehensive service such as additional on and off site meetings, audits & training we can extend our services to suit your project requirements. This utilises the structure of our Advanced plan to give you Beyond Advanced and offer you that extra service. We are then able to assist you with the build and execution of the plan supported with technically competent man hours to create and collate documents & forms; perform analysis, assessments, audits, investigations, method statements, reviews and reports to demonstrate environmental compliance. The following is an example of the some of the extra services* that are available to assist you in planning for, and complying with, SWMP for your project:
An hourly rate for hours of performance: Monday to Friday, 8:30 am to 4:00 pm. Remote telephone and email assistance during normal working hours. Attendance to a site or other meeting venues which will incur travel and accommodation fees. Additional fees are chargeable for support manpower, vehicle and equipment hire, lab analysis and similar external agencies - e.g. planning, procurement, environmental agency and similar professional and competent service providers.
