Revision of TIA, Proposed Constitutional Amendment


February 11, 2012 Watching The Georgia Gang on TV today reminded me of my concerns about this. The TV panel discussed your efforts to get agreement in the legislature for revising THE LAW and amending the Constitution. They discussed this as a Cobb issue and there was at least some suggestion about the risk of putting off all progress on transportation improvement for another two years. The Georgia Gang is probably not the definitive authority on the thinking of the legislature. However, I am already concerned about whether the entire legislature, especially the leadership, can be persuaded to stop this process if only Cobb and perhaps a few others have serious objections about the process. Please consider the possible outcomes if no changes are made: The vote takes place in July and the referendum fails in Metro Atlanta Region. Then two years will be lost under current law while a new project list is negotiated. If the law, the process or the Constitution are to be changed, that could not begin until the new legislature meets in January, 2013, and it would still require consent of the entire legislature. What if some regions have already passed referendums under existing law? The vote takes place in July and PASSES in the Atlanta Region, or anywhere else in the state, and is then challenged in court on constitutional grounds (widely expected). Imposition of the tax would likely be stopped state-wide while the case is litigated. How long would that take? Then, it may still be necessary for the legislature to make changes in the law and/or Constitution, requiring legislative action and voter ratification. Years could be lost.

I submit that the best hope of getting started on transportation improvements in the shortest time frame is to start NOW on fixing the many flaws in the TIA. Other issues:

MARTA

There seems to be lots of unease among residents of DeKalb and Fulton Counties that they have paid the MARTA penny for thirty years and now MARTA may be taken over by a regional entity and shared with suburban counties who have not paid their dues. There is unease as well among suburbanites that MARTA and other systems will come under common control and suburban counties will get to share in MARTAs massive unfunded liabilities. TIA law established A TRANSIT GOVERNANCE STUDY COMMITTEE to advise the legislature on regional transit governance.

The Governor appointed another committee that appears to have the same purpose but there has been no explanation why there are two committees. Very suspicious. Bottom line: MARTA is a huge unanswered question. This alone is reason enough to kill the current TIA program.

Transit

Many advocates want transit systems because of an unfounded belief it will solve all transportation problems. But, I have yet to see any explanation that demonstrates that any transit system is the best means of addressing traffic congestion. The COBB PROJECT FOR LIGHT RAIL from Cumberland to Midtown was about $700 million (if everything goes well). How much traffic improvement could be produced with $700 million in road modernization? No answer can be found. I applaud your idea to require local governments to identify the funding for operating subsidies for any transit systems they advocate. However, Government accounting ignores depreciation as an operating expense. Count in depreciation and transit systems lose even more money than is commonly understood. Local governments should also be required to identify funding for accrual of the money that will be needed for future overhaul, modernization and replacement of obsolete and worn out transit equipment.

Ethics

STATE ETHICS LAWS

do not apply to many of the players in the TIA saga.

CIDs were allowed to submit project lists for the TIA with the same acceptance as local governments, and they evidently have participated at least informally in project negotiations. CID people are not covered by ethics laws. The same CIDs are funding a multi-million dollar promotional campaign to get TIA referendum passed. This is unlawful but no one seems interested in stopping it. ARC is the central organization in the Atlanta region for TIA project selection. ARC personnel have provided support and advice to Roundtable members. ARC is not covered by ETHICS LAWS. ARC has an ethics policy but it evidently is not enforced. THE CHAIRMAN OF ARC IS A CAREER REAL ESTATE INVESTOR. Also Chairman of the Cumberland CID, he has LABORED LONG AND AGGRESSIVELY to get taxpayer funding for a light rail system to connect Cumberland CID to Town Center CID and such a plan has long been part of the ARC agenda. Thus, one of the most expensive projects in the Atlanta Regions list is based on the self-interest of commercial property owners.

Traffic Congestion
The TIA was launched to provide a means to address known problems with traffic congestion. Not surprisingly, $7 BILLION attracts many other interests as well. A major oversight with the current TIA is the absence of REQUIREMENTS for accomplishing reduction in traffic congestion. Traffic experts know how to measure and quantify traffic congestion and they know how to assess the value of various types of improvements. Yet, all the key decisions are made not by experts, but by politicians.

We cannot ignore that regions outside Atlanta may not agree that the law needs revision. It may be useful to emphasize these many other concerns so that this debate is not seen as a Cobb problem. Larry Savage Marietta. GA 770-690-0907

OBAMA'S SNEAKY TREATIES

President Obama and Secretary of State Hillary Clinton are entering negotiations over -- or seeking ratification of -- five treaties that could radically limit our national sovereignty and the reach of our democratic institutions. Particularly scary is that the treaties, once signed and ratified, have the same status as constitutional law and cannot be altered or eclipsed by Congress or state legislatures. And their provisions must be enforced by U.S. courts. Those who wish to preserve our sovereignty and democratic control over our future must rally to block these treaties, either by pressing Obama and Clinton not to sign them or by blocking their ratification. International Criminal Court -- Clinton has reversed George W. Bush's policy and entered into negotiations over U.S. participation in the court. Specifically, the leftists who are sponsoring the court wish to create a new crime of "aggression," which is essentially going to war without the approval of the United Nations. If we submit to the court's jurisdiction, our presidents and Cabinet officials could be prosecuted criminally for going to war without U.N. approval. This would, of course, give Russia and China a veto over our military actions. Clinton says she will stop our military's hands from being tied, but we all must realize that once we accept the International Criminal Court, we go down a slippery slope. The court could even prosecute Americans who have been cleared by our own judicial system. The Law of the Sea Treaty (LOST) has been signed, and the Obama administration -- with the aid of RINO Sen. Richard Lugar (Ind.) -- will push for its ratification as soon as Lugar's primary in Indiana is over this year. LOST requires that the United States pay an international body half of its royalties from offshore drilling. The body would then distribute the funds as it sees fit to whichever nations it chooses. The United States would only have one vote out of 160 regarding where the money goes. LOST will also oblige us to hand over our offshore drilling technology to any nation that wants it ... for free. Small-arms control -- Clinton is about to negotiate on a global ban on export of small arms. It would only apply to private citizens but, of course, most small-arms deals come not from individuals or private firms but from governments, specifically those of the United States, Russia, China and Israel. The treaty would require each nation to adopt measures to stop exportation of small arms. It is easy to see how this could be a backdoor way to require national registration of all guns and to assert federal regulation over firearms. It would also require the registration of all ammunition to track its source once a gun is fired. The Second Amendment be damned! Outer Space Code of Conduct -- Under the guise of stopping debris from accumulating in outer space, the European Union has enlisted Clinton in negotiations over a code of conduct. The code would prohibit

activities that are likely to generate debris in outer space -- space littering. The code might inhibit or prohibit the United States from deploying anti-missile missiles on platforms in space, denying us the key weapon we need to counter Iranian, Chinese and North Korean missile threats. European leftists reacted angrily when G.W. Bush opted out of the ABM treaty banning defensive weapons. Now they seek to reimpose it under the guise of a code of conduct. Rights of the Child -- Even more fanciful is a treaty Clinton plans to negotiate setting forth a code of rights for children, to be administered by a 14-member court set up for the purpose. The draft treaty obliges rich nations to provide funds for shelter, food, clothing and education for children in poor nations. This provision could create grounds to litigate to challenge the level of foreign aid we give as inadequate to meet our treaty obligations. Already, leftists in the United Kingdom are using the treaty to attack welfare cuts by the Cameron government. European liberalism is advancing -- masked -- by way of these treaties. Defenders of liberty must say no!

Posted by cmob February 13, 2012 On the T-SPLOST it has been said if we do not increase the sales taxes by 14% and spend billions of dollars on transportation the entire region will be hurt on economic growth. Transportation improvements are needed. Any of the 70% work force that leaves Henry County, GA daily for job opportunities will certainly attest to the grid lock on the interstates and on major arterial roads in Henry County. If transportation in the form of interstates is the problem, I-75 and I-285 mainly, what does widening five roads in Henry contribute to getting people to work faster? Oops Obama Administration Reveals Global Government Plan If Given Second Term
by ULSTERMAN on February 14, 2012 The Obama adminstrations Gene Sperling and his globalization hopes were put on display in a public forum this past week where the NEC director gave a strong push for what he deems a much needed global minimum tax. This tax would, according to Sperling, help ensure everyone is paying their fair share. (A prominent Barack Obama re-election theme) Make no mistake

when the Director of the White House National Economic Council reveals a desire to implement a global tax on all nations, he is also revealing the Obama administrations strong desire to govern well beyond the confines of Americas borders if re-elected in 2012.

As to who would oversee the implementation of such a new world order measure, Sperling said little brushing past the implications by simply stating more information of the plan would be forthcoming at a later date. This admission though suggests the Obama administration already has the plan far beyond the speculative stage it is likely ready to be implemented during a second Obama term. A global minimum tax would certainly fit snugly within Barack Obamas already quite cozy relationship with global unions such as Leo Gerards USW President Obama has already acted in conjunction with Gerards own union expansion into such areas as Brazil and Central Africa. Will a vote for Barack Obama in 2012 be a vote against Americas own sovereignty where the interests of the nation take a backseat to the interests of Big Labor and entities such as the IMF and the United Nations?

Why Should a Christian Be Involved in Politics?


by Mike Griffin Pastor, Liberty Baptist Church, Hartwell, GA As we think upon the subject of Christians and politics it may seem odd to many that we would put the two together. Politics is seen in such a negative light these days that to mention Christianity and politics in the same breath is as if you were suggesting that Christianity and pornography or Christianity and drug abuse went together! Politics is seen in such a bad light that the word itself has become synonymous with that which is evil, corrupt and deceptive. While admitting that this perception is widespread, we must also acknowledge that the word politics is not in and of itself evil. The word politic comes from the Greek word politikos meaning, of a citizen. The word politics refers to the science and art of civil government. The word democracy means, the rule of the people. When we put all of this together in the context of the United States, we find out that what we have is called a democratic republic. This means that our system of government is based upon a written constitution which guarantees that our God given unalienable rights are to be protected by representatives that are democratically elected by its citizens. They are elected by popular vote and they legislate by majority vote. Practically speaking, what this means is that there must be citizens who willingly offer themselves as candidates for public office. This is where we as individual Christians citizens come in. (At this point I

am not advocating that churches endorse candidates, but that church members who are citizens should become involved in politics.) According to Romans 13 it is God who came up with the idea and institution of government. As a matter of fact, people who serve in government or politics are called ministers of God. See Romans 13:1, 4. In light of these definitions and what the Bible says, we come up with a different perspective from what is perceived today. For example, in Proverbs 29:12 it reads, When the righteous are in authority, the people rejoice; but when the wicked beareth rule, the people mourn. Since this verse is true, then what makes politics good or evil is determined by the caliber of people who get involved in it. If the righteous are involved, the citizens will rejoice. If the wicked are more involved, the citizens will mourn. It was Edmund Burke who once said, All that is required for evil to triumph is for good men to do nothing. If you, as a Christian citizen or a citizen of traditional moral values, stand back and do nothing you will insure that the things you dislike most about government will continue to happen! It is with this understanding that I want to share with you four obligations that require the Christians involvement in politics. The first obligation that the Christian has to be involved in politics is what I call the spiritual obligation to God. Our spiritual obligation to God says, that being a good Christian involves being a good citizen. Being a good citizen is a logical outgrowth of maturing as a Christian. When Jesus described the character and nature of the Christian in the Sermon on the Mount, He said that we, as Christians, are to be salt and light. (Matt. 5) Notice that Jesus was not saying what we ought to be. He was telling us what we are! True Christianity is not trying to be salt and light. True Christianity is salt and light. The issue is not what we are - if indeed, we are converted. The question is: how effective are we going to be at what we are? Jesus encourages us to be salty and that means we need to get out of the shaker. He encourages us to not hide our lamp under a bushel, but rather to display it in such a way that it has the maximum amount of exposure! I believe for us to be uninvolved and silent is treason against God and His Word. As Christians we have a dual citizenship. We are citizens both of heaven and earth. And, because of that we must guard against the temptation to be so heavenly minded that we are no earthly good! The second obligation that we as Christians have to be involved in politics is what I call the social obligation to others. Our social obligation to others says that to be a good citizen involves being willing to run for public office. The government of the United States is unique in comparison to other governments because if you are a legal citizen YOU ARE THE GOVERNMENT. This truth is powerfully attested to in the first three words of the U.S. Constitution: We the people. So many times we think of the government as those people in Atlanta or in Washington, D.C. They are our representatives. But we as a whole, the

people of the United States, are the government. And the people who serve us in Atlanta or Washington will only be as good as those who run and whom we elect to public office! We are losing our best representative government not because of revolt or rebellion but by DEFAULT! If we are left with nothing but unrighteous and unprincipled men and women to lead us, then we shouldnt be surprised at the laws and policies we have. Each of us as Christians have a social obligation to our families, our children, our communities and our future generations to be engaged and involved in our political process. Are we so selfish that we dont care what kind of country we will pass on to our children and our grandchildren? Is it not time again to say with the prophet Isaiah, here am I Lord, send me? Note how Charles Spurgeon put it I often hear it said Do not bring religion into politics. This is precisely where it ought to be brought! I would have the cabinet and members of the parliament do the work of the nation as before the Lord, and I would have the nation, either in making war or peace, consider the matter by the light of righteousness. We have had enough of clever men without conscience. Now let us see what honest, God fearing men will do. The third obligation that we as Christians have to be involved in politics is what I call the moral obligation to truth. Our moral obligation to truth says that if we run for public office, we must stand for something! Its been said that if you do not stand for something, you will fall for anything! The problem we have today with politics and political parties is that we have unprincipled people who will say, do and confess anything to get elected and stay elected. It is clear that we have too many politicians and not enough statesmen. I believe it was Will Rogers who once gave the difference between a politician and a statesman. He said a politician knows the truth but tells you what you want to hear. A statesman knows what you want to hear but tells you the truth anyway. It is a sad commentary upon the state of our society that truth is not what our citizens are looking for. It is only in the pursuit of truth that any society can have the kind of values that make life, liberty and the pursuit of happiness worth living for. Our laws and policies must be based upon those certain unalienable rights that come from our Creator God. And it is He alone who, in the Ten Commandments, has established eternal standards of right and wrong that any civilized society must be based upon. All those who run for such offices must hold fast to the moral obligation of truth. This is seen in Romans 13:9-10. The fourth and final obligation that we as Christians have to be involved in politics is what might be called the eternal obligation to righteousness. Our eternal obligation to righteousness says that if we are willing to stand for something, we must also be willing to suffer the consequences. This fact hits goes to the very core of what drove and motivated our founding fathers in the writing of The Declaration of Independence. How can any of us forget their words, that they were willing to give their lives, their fortunes and their sacred honor! Our founding fathers knew that anything worth living for was indeed worth dying for! For the Christian this means we have to be involved in the political process of our country, even if it means running for public office, and even if it means losing! You see, my friend, there is more at stake than simply an election. We, above all people, have an eternal obligation to righteousness that transcends this earthly life into eternity itself!

We must realize that it is never wrong to do what is right, even if we dont see the immediate results of our labor. Its not just about us. Its about others. Its about the generations that will follow us and it is ultimately about having to stand before God in eternity and give an account to Him. I am not known for quoting a lot of what Coach Mike Ditka has said, but years ago I heard him say, youre never a loser unless you quit. I fear that too many Christians are more worried about being a loser in the worlds eyes than being a winner in Gods eyes! If you, as a Christian, decide to run for public office and, in standing for righteousness, you lose, just remember, if you stand for truth you are still a winner! I believe that it is possible to win the race, even if you lose the election. Listen, the fact that the best candidate does not always win must not keep us from trying. We must not be too short sighted in understanding what true success is! True success is not measured by just what happens on election night but rather on Judgment Day! There is an eternal obligation to righteousness that transcends our personal comfort zone. When your personal obligation to God, others, truth and righteousness is fulfilled you are a success. Think about the seeds you have sown. Think about the lives that have been touched. Think about the lives that have been encouraged and, not to mention, those that have been inspired. When we stand up and suffer the consequences for doing what is right, it encourages others to stand up also. Thats what the apostle Paul is referring to in Philippians 1:12-14. It may very well be that your witness, your testimony, your involvement or your example keeps hope alive in this country! As a matter of fact, the Bible tells us that it is better to suffer in this light than to suffer having done what is wrong! (I Peter 3:17) Dont make excuses for not accepting your responsibility to be involved. You do have as a genuine Christian a spiritual, social, moral, and eternal obligation to be involved in politics. I think this is something worth thinking about!

FYI - Reports that TEA Party is Dead are greatly exaggerated. The Tea Party rallies may be dead.

But the real Tea Party that will enact political change is actually rising, growing stronger and more sophisticated in 2012.

ONLY SOLUTION TO OBAMACARES TYRANNICAL ATTACK ON RELIGIOUS FREEDOM IS FULL REPEAL

Well, we cant say they didnt warn us. Nancy Pelosi famously decreed that Congress must first pass ObamaCare to find out whats in it. The problem with passing a 2,700 page government takeover of health care is that it gave unprecedented authority to Washington bureaucrats to infringe upon our most personal health care decisions. So when Congress passed the bill they didnt really know what wed end up with, but conservatives had a bunch of good guesses. It turns out we were right. And now we know for sure whats in it: assaults on religious liberty, government bureaucrats with the power to strip away our most basic freedoms, increases in health insurance premiums, trillions in new costs, and a drag on our economy that is killing jobs. The controversy surrounding the Obama administrations mandate that all insurance plans cover contraception, sterilization and morning-after pills that induce abortion goes right to the heart of the problem with ObamaCare. These latest regulations, including the Presidents accommodation announcement, are a blatant infringement on Americans First Amendment religious freedoms. It is not the role of government to force individuals, companies or organizations to buy or subsidize a product that runs against the core of their religious beliefs. Using state power to force Americans to purchase products and services they view as immoral is a not a church-state controversy its tyranny. But, of course, so is government rationing of health care, an unelected board deciding which patients may receive which medicines, and passing massive new laws without reading them.

Everything about ObamaCare is about restricting your freedom

Everything about ObamaCare is about restricting your freedom, taking health care decisions away from you and giving them to a collection of bureaucrats, politicians, and lobbyists, as if the same collection of people who have saddled us with a $15 trillion debt know better. This is why Americans of all religious backgrounds including those with no religious beliefs should stand together against the fatal conceit of ObamaCare and fight to repeal the entire law. It is not enough for religious groups to plead, hat in hand, for carve outs and exemptions from these rules, like some special interest, as if the First Amendment were an earmark. The contraception controversy is only the beginning of Obamacares tyrannical reach into our personal lives. It is not enough to for certain groups to be given accommodations, based on their national influence, campaign contributions or friends in high places. The next group of Americans whose freedoms are taken away may not be large enough to get their concerns on the nightly news, but their rights must be defended with equal zeal. Thats why I will fight this week for a vote on full repeal of Obamacare. To protect all Americans religious freedom, and every other kind, the only acceptable reform is for ObamaCare the entire law to be repealed.

Government vs. Business


Romney vs. Gingrich vs. Santorum vs. Paul

By June Knieriem I grew up with the influence of a grandfather whose occupation was to buy failing businesses with the purpose of rebuilding them to sell again; Hersheys Chocolates and American Firefighter among them. Our country is underwater. If it were a business, there wouldnt be many buyers. Romney reminds me of my grandfather. Our country needs someone who has the knowledge and experience to be able to rebuild and sell it again. Can successfully rebuilding businesses crossover to government? Not by one man alone. It would take him, the Senate, and House to do it successfully. But if we dont elect such a person, this country will resemble the Titanic. This election isnt about Romney, Gingrich, Santorum, or Paul. Its about which candidate has the ability and means to run Obama out of office. Its also about which man has the ability to build a governmental body of working team members who can keep the Constitution as its corner stone. Rebuilding a country wont be easy. Anyones who been part of an organizational restructure knows the person at the helm has to have a steel armor. It wont be a fun job. I grew up with a strong dislike of politics, learning at a very young age the power of money. Its time to put aside politics and power struggles, to come together as one Nation under God. Its time to bend our knees and pray to God for answers.

Dear Friends, I have been asked more than a few times over the last several weeks about whom I am supporting in the upcoming Presidential Primary election. While I certainly hope that each of you will make it a matter of prayer, I would like to share with you some of the reasons that I will personally be voting for Ron Paul on March 6. 1. Ron Paul is a constitutionalist who believes in the Tenth Amendment and States' Rights. 2. Ron Paul is the only candidate who understands the principles of a sound economy and monetary policy.

3. Ron Paul is leading in the total number of dedicated delegates to the upcoming RNC Convention. Although he is coming in second, and occasionally third, in the popular vote, delegates are primarily won by having real people on the ground at the precinct level. Romneys Super PAC says Newt supported China's one-child policy


There they go again. Romneys lying, dreaming and scheming team hits the airwaves Wednesday in Georgia with more attack ads.

The ad that will soon be on your TV screens in Georgia is different than what Restore Our Future aired in Florida and South Carolina before their primaries. Our colleagues at PolitiFact Florida looked into this claim and rated it a Pants On Fire. The bill Gingrich supported did propose money for the United Nations Population Fund. But Section 1102, Part C, of the bill prohibits using any of the funds for "the performance of involuntary sterilization or abortion or to coerce any person to accept family planning." That is the exact opposite of the language in Restore Our Futures ad about Gingrich. PolitiFact Florida rated this claim Pants On Fire. The language is the same in this ad. And the facts havent changed. Pants On Fire. Obamney, like his mentor The Prez, must lie boldly and without remorse. Thats just who he is.
