The Proposal I. PRELIMENARY: D. P. Macapagal Elementary School is a school that belongs to Congressional District IV. Most of the children enrolled are coming from poor families living in congested areas of the community. No matter how hard life to many is, most of the parents prefer to send their children to school for the hope that education will do something good to the future lives of their children. Thus, the school is blessed with plenty of poor children whom the scripture considered the greatest in the kingdom of heaven. Children of Tatalon, in their early stage of life have been exposed to hardship and struggle. This reality, however makes them physically strong and enduring even if confronted with difficulties as a consequence of being poor although their academic performance does not speaks well of their strength. The unpleasant truth about these children maybe the source of strength of the school in its elusive quest for name and glory. If the school will dare to enhance the inherent strength of the children by providing them venue and necessary support, the dream will come to pass. The school has practically plenty of choices when it comes to potential that may be developed and will eventually bring honor and glory to our beloved school. With proper sports program and with the support of different sectors and concerned persons, the school will definitely produce good numbers of competitive athletes whom Tatalon will be proud of in the near future. Further more, the school has space for sports facilities and training ground which nearly awaits to be developed. What is lacking is the decision to begin the journey towards the end. The time to start building the school into a center of excellence in the field of sports is now. II. OBJECTIVES: A. Main Objectives: 1. 2. 3. 4. 5. To discover and train potential athletes and players. To make the school highly competitive in sports. To produce good number of athletes who will bring glory to the school. To promote the spirit of sportsmanship and healthy competitions. To develop sports program necessary for maintaining excellent performance to the field of sporting events.

B. Related Objectives: 1. To enhance the talents of young teachers in training, coaching and managing sports activities. 2. To create awareness of importance of sports in having and maintaining good health.

3. To instill the positive values of teamwork, discipline and hardwork. 4. To equip the players with values and attitude of a useful citizen of our country.

III. EVENT OF CONCENTRATION The following events shall be the focus of discovering talents and training for competitions without prejudice to addition of other events if warranted. Badminton, Table Tennis, Athletics, Sepak Takraw, Chess, Basketball and Volleyball. o o o o o o o o o o Developmental Activities Creation of DPMES Sports Governing Council Selection of new and commited trainers and coaches Drafting of sports program for each sport or event Looking for sponsor and raising fund for sports Preparing and Procuring sport facilities and equipment Try-out and selection of players and athletes Conducting school-based competitions or tournaments Joining invitational competitions Extensive training and preparation In-house training and values formation activities

IV. STEPS AND METHODS 1. Schools Sports Governing Council The school upon approval of this proposal, Shall create a Sports Governing Council or shall be otherwise called the Sports Council which shall be the policy making body and appoiting authority when it comes to sports in school involving pupils, subject only to the review of the school head. It shall perform oversight and also adjudicatory functions on cases or contreversies involving coaches and athletes. The Council shall be compose of all the active coaches of the school, the DPMES President and GPCTA President or their representatives, a representative from the Baranggay Council, preferrably the SK Chairman. The chairman who shall act as the presiding officer of the Council is to be appointed by school head. The Vice Chairman shall be sports coordinator of the school who shall also act as the executive officer tasked with the implementation of the school sports program with the coaches as his staff. There will be a standing committee that shall study every proposal, plan a resolution before they may be deliberated and passed by the Council. The committee concerned may make recommendations or suggestions to the Council in session regarding ammended changes or addition it wishes to effect to the said proposal, plan a resolution subject to the approval of the body. The Council shall meet once in every quarter for its regular meeting. The chairman, may call an emergency or special meeting as the need arises. It shall have the power to promulgate its own rules and internal policies, resolutions pertaining to the conduct of the session. As well as who issue

guidelines in implementing the sports activities of the school. it shall also render decisions on controversies brought under its jurisdiction, subject to the review of the school head. 2. Fund Raising and Finances: The Council shall pass resolutions authorizing fund raising drives to finance the implementation of the sports programs and the operation of the executive committee of the sports council. The Council shall also seek donations, pledges and income generating projects to finance the activities sponsored by the school. However, it shall be the policy of the body to distance itself from politics or candidates. 3. Preparation and trainings: Those teachers who are active coaches may choose to retain his handled event or change the same. New coaches shall be appointed with the consent of the school principal. Parents who are able and willing to share their talents may be requested to assist the coach in training the athletes. Allowance may be provided for the parent or trainer who will devote his time in regular training of the players subject of the availability of the funds. The following shall be undertaken to ensure good performance of the athlete: a. b. c. d. Conducting Try-out and similar activities to discover talented pupils Sponsor lectures/orientation for the newly discover talents Having tournaments or competitions for elimination purposes Regular practice, training, summer sports clinic and in-house training e. Joining invitational games f. Tune-up games with other schools or groups g. Sending coaches to training for further skills and knowledge 4. Motivation and Recognition The school shall motivates and recognizes the talents and accomplishments of the athletes to strengthen the object of the program. It shall invite former athletes to share their stories of success which may inspire the newly discover talents to aim for excellence. The school will also conduct an in-depth talk with the parents with the parents of the selected player and may even sponsor lunch or dinner to get the support of the parents. For this purpose the school shall set up the bulletin board for sports which shall post pictures of the athletes and sport activities participated by the school, which shall contain announcements, information, and news about the school activities. A page in the school paper shall be alloted for the school sports. An annual awarding shall be held to finally give due credit and recognition to deserving athletes and coaches. 5. Competion and Tournaments The school shall exert all effort to see to it that every competition or sport events participated by the school, both participated by athletes and coaches are well provided with their necessities.

V. Enrichment Program
The Council shall send the coaches to seminars to equip them with necessary skills, techniques and new approaches in coaching and training the athletes whenever there are oppurtunities. It may also send players to attend training in other school or venues as the need arises and whenever practicable. The Council shall purchase materials necessary to enforce the knowledge and skills for the trainers and coaches. It may also invite skilled trainers who can impart new skills to both coaches and athletes.

RECOMMENDATIONS 1. The school principal shall immediately call the creation of the School Sports Governing Council after the approval of this proposal. 2. The school shall impower the council to plan, propose, deliberate and execute its approved proposals or resolutions, as long as they are not inconsistent with the mission and vision of the school. 3. The school will concentrate on the areas indentified with this proposal mainly for the sports or events mentioned through issuance of memorandum to that effect. 4. The school principal shall issue a memorandum encouraging the teachers and concerned parents to cooperate and support with the sports program. 5. The school shall see to it that the pupils who are athletes shall be given merits in their enrolled subject whenever practicable. It shall issue a guideline on how to deal with these kind of pupils so that the latter will not suffer diminution of grades or demoralization.

EVENTS OR SPORTS OF CONCENTRATION AND THE PROPOSED SITES FOR THE SCHOOL SPORTS FACILITIES

1. Athletics Field(Throwing event) Proposed site A is currently our playground for children. The place can be improve by planting grass on it. Jumping can also be done in this site by making the necessary improvements. 2. Table Tennis Proposed site B is one of the extra classrooms in Marcos Bagong Lipunan Building. 3. Volleyball and Basketball

Proposed site C is the covered basketball court of DPMES. It has a basketball court ring, a stage and with lightings. 4. Badminton Proposed site D is part of the covered court. 5. Sepak Takraw Proposed site E is located beside of Mathay-Belmonte Building. It is condusive for sepak takraw since there is a wide space on the said area. 6. Chess Propose site F is also located at an extra room at Marcos Bagong Lipunan Building. It is condusive because there are no classes held on that building. 7. Track and Field Propose site G is currently our oval in front of the main entrance/gate.

D. P. MACAPAGAL ELEMENTARY SCHOOLS GENERAL SPORTS PROGRAM (AN INNOVATION) Part B. THE IMPLEMENTATION PROPER I. Background The pupils of DPMES excel not only in the academic level but most especially in the field of sports since 2007 or more than 3 years from now, we are the champion in the athletics up to the national level or Palarong Pambansa. II. Parties Involved Principal Sports Coordinator Coaches Trainers Teachers Parents Baranggay Captain and his Council

The Principal together with the sports coordinator, coaches, trainers and the teachers help one another to choose among the best pupils those talented in sports. We also start our practice at an early period(summer vacation). The coaches and trainers headed by the sports coordinator train the athletes vigorously without asking for an honorarium. Our success could not be completed without the active support of our Baranggay Captain Honorable Dick Baega and his council. He provides allowance and food for our athletes during their In-house training before the competition. We were given food for breakfast, lunch and dinner of our athletes for one week or seven days. Other sports materials were also donated by the baranggay. 3. OUTCOME

Through this sports program with the Memorandum Of Agreement (MOA) signed by the school and the baranggay, we were able to produce excellent athletes who are the pride of Quezon City. It can be noted that Quezon City has contributed a lot in making NCR the over-all champion in the Palarong Pambansa Competition. Thus, the Schools General Sports Program has already been implemented and applied in D.P. Macapal Elementary School for more than 3 years or since 2007. DANTE L.
