(Bhurban Declaration)
by The Presidents of All Pakistan Chambers of Commerce & Industry Adopted in 3rd All Pakistan Presidents Conference Bhurban, Murree We, the Presidents of All Pakistan Chambers of Commerce & Industry Gathered on 14th & 15th March 2011, in Bhurban, on the occasion of 3rd All Pakistan Chambers Presidents Conference Convened by The Rawalpindi Chamber of Commerce and Industry (This Conference was facilitated by Center for International Private Enterprise) Considering the importance of unity and cooperation between the Chambers for nation building in particular and furtherance the cause of all trade bodies in the country. Identifying and Analyzing issues directly or indirectly confronted and crystallizing possible solutions for implementation actions by the Chambers and the Government of Pakistan with its Ministries/attached departments. Committing to strengthen the business cult on grounds of liberalization and facilitation with a view to make Pakistan a strong sovereign welfare state. Supporting the new business ideas and joint initiatives as part of private public partnership. Jointly declare that the following steps should be taken for the economic uptake of the country, known as Strategic Approach towards Economic Reforms. The declaration points are as under; - Law & Order
Ensure improvement of Law and order in both rural and urban areas. CPC law reforms are a must for ensuring security measures. In the absence of which FDI will be limited. The Govt. of Pakistan should eradicate causes of terrorism. CPLC / Community based policing should be introduced. Energy Sector Reforms o Key to economic growth o Public sector organizations must clear their liabilities. o Every DISCO must bare its own losses o BMR for Hydel projects o Optimization of energy transmission/ conservation o Alternate energy related equipment imports should be zero rated. o Conducive policies for encouraging the private sector for investment in Hydel power projects.
Water Sector Reforms Across the board Anti-Corruption Initiatives Privatization and Governance in State Owned Enterprises in phased manner. Tax Reforms by reducing tax brackets to broaden tax net. The National Database should be developed through NADRA to enhance the tax reforms. SEZ Act must be passed from the parliament at the earliest for rapid industrialization in Pakistan. Government must work with business community to form firm policies towards cross border trade. APTTA should be properly regulated monitored by Pakistan security forces.
Infrastructures should be developed for support of industrial zones at individual provinces linking to the national motorways and express ways. Government must Entrepreneurs. develop an SME Policy for Women
Business community of Pakistan expresses its grief and solidarity in this time of devastation for the Japanese nation.
