TheFederalDistrictCourtsaretheonlycourtsinthecountrythathavejurisdictioninLimitedLiability (cases)forthePaymentofDebts.EverytimeyouarehauledintoaFederalDistrictCourtonatax matter,..orwhatyouthinkisataxmatter,..thejudgeissuesadecision,andexpandsupontheMaritime Law. WhileyouareinvolvedinMaritimeLaw,ifyouaredamagedbyaseaman,youcannotcollect damagesdueyoucausedbyaseaman.Thisisthereasonwhypeoplewhofilecivilrightssuitsagainst theIRSandjudgesgetshotdown. Therequiredreportmethod?Youlosebecauseoffailuretostateaclaimonwhichreliefcanbe granted.YouareaseamanaboardspaceshipEarthtryingtoredressaright,butyouhavenorightswhen you'reinvolvedinNationalCredit. Onceyouunderstandthemaritimelawandhowitworkseverythingfallsrightintoplaceincluding theInternalRevenueService.Inmaritimelawtheyhavewhatiscalleddoubleinsurance.Itsvery commonbecauseofthecomplexityofthegoodscarriedoneachshiptheymakesuretherearetwo insurancepoliciessoifoneshouldfailtheotherwilltakeitsplace.ThefirstinsurancepolicyisSocial SecurityandthesecondoneistheIncomeTax. QuotingMr.Brobst,"LimitedLiabilityforthePaymentofDebtsworkslikethis:Iheardtherewasa maninMissouribythenameofLayneCristwhohadlefthisbeansinagrainelevatorforstorage.When theelevatorannouncedbankruptcy,Cristwenttotheelevatortogethisbeansout.Theelevatorpeople saidhecouldn'ttakethemoutbutCristforcefullyremovedthemanyway,whereupontheElevator prosecutedhim.TheycoulddosobecauseCristnolongerownedthebeans! Theyhadbeenstoredinacommune,..anelevatorinwhichthereweremultipledemandsonstored property.SowhenCristwentbackforhisbeanshewasarrestedforstealingproperty.Thereason?That propertybelongedtotheCommune,..thatistoeverybodythatdealsinthepublicNationalCredit.He enjoyedLimitedLiabilityforthePaymentofDebts. TherewasanotherthingthatCristdidn'tknow.Heneverownedthebeansinthefirstplacebecause hewasinvolvedinPublicNationalCreditandhegotaloantogrowthebeans,..sotherewasalienon thebeansbeforetheycameupoutoftheground.

Nowhealsoownsatractor.Thatishethinksheownsatractor,butwheneveryoucan'tperformon aloaneverythingyouhavebecomespledgeforyouractivity.So,insuchacase,..onereally"owns" nothing!Onebecomesafeudalserfupontheland. Theminuteyouquitperforming,theauthoritieswillconfiscateeverythingyouownandejectyou fromtheland.Thatisthe"CON"gametheyhavegoingundertheIRSFederalReserveSystem! Tofreeyourselffromtheserestrictions,imposedundertheMaritime(Admiraltyjurisdiction),you wouldhavetoseveryourselffromSocialSecurity,liquidateyourhomemortgage,giveupbank accounts,andliquidateallloans.EverythingthattiesyouintothePublicNationalCredit.Otherwise everythingyoumake,orwillmake,becomesacommonpledgetothenationalsecuritywhileyou'reona "jointventureforprofit". NowperhapsyoucanunderstandhowyoucanbeinvolvedundertheFederalsystem,whichtiesyou inwith"Maritime"Lawsandsubjectsyouto"Admiralty"jurisdictionunderthelaw. Forbanks,LimitedLiabilityforthePaymentofDebtsworkslikethis.Let'ssaythatyouoweme $10,000,andyouhave$10,0000inasavingsbankbutthebankcollapses.Youthinkyou'reOKbecause thebankhasFDICtoprotectyou.ButtheBankreliesonLimitedLiabilityforthePaymentofDebtsand theinsurancecompanythatoperatesunderLimitedLiabilityistheFDICandforeverydollaryouhavein thebankthereisonlycentavailableupondemand.Soifyouhave$10,000inthebankyoucan'tpay me,andIcan'tpaymybillseither. QuotingfromMr.Brobst: TheIRSTaxCourtisacourtofinsurancerightoutofBritishlaw.Itiscalleda'CourtofInsurance'in Blackstone'sCommentaries,Vol.3or4. OurFederalDistrictCourtjudgesaresetupasjudgesofMaritimelaw.Onceyougetintothisand understandit,youwillseehowtheFederalDistrictCourtswork.Maritimelawwasseparatefromthe restofthecourtsystem.Whenyouwentintoamaritimecourt,thepapersyoureceivedtherestatedin thecaptionatthetop"INADMIRALTY". IfoundoutfromBendersFederalPracticesManual,Vol.1,thatthehidingofAdmiraltylawstartedin 1966.Atthattime,ourcourtsjoinedadmiraltywithotherlawforms,soifyouwentintocourton whatevertypeofcase,whetherInEquity,commonlaw,orsomeotherform,youwouldnotknow,orbe toldthatyourcasewouldbein"Admiralty",butitwouldbeswitchedintoAdmiraltywithoutyour knowledge.ThusyounolongerknowwhatisgoingonintheFederalcourts. InMaritimeLaw,yourinsuranceisgoodforayearatatime,justastheIRSasksforpaymentoftheir "insurancepremium,"ayearatatime.Youhavetoreprogramyourmindtothink:"insurance"inplace of"incometax".Wearenotdealingwithrealmoneytoday,backedwithgoldorsilver...Wearedealing withmaritimelawandcredit,andthisissomethingyoumustremember.

WhenpeoplerevoketheirmarriagelicensestheyhaveacommonlawmarriageandtheStateloses itsjurisdictionoverthem.Thatisonewayofbeatingthecommunitypropertylaws. TwentyyearsafterenactmentoftheFederalReserveAct,onJune5,1933,duringaBankingHoliday whichlastedforthreeweeks,CongressenactedHJR192tosuspendthegoldstandardandabrogatethe goldclauseincontracts. Thisresolutiondeclaredthat"Whereastheholdingordealingingoldaffectthepublicinterest,and arethereforesubjecttoproperregulationandrestriction;andwhereastheexistingemergencyhas disclosedthatprovisionsorobligationswhichpurporttogivetheobligearighttorequirepaymentin goldoraparticularkindofcoinorcurrency,..areinconsistentwiththedeclaredpolicyofCongress,..in thepaymentofdebts." Thisresolutiontherebydeclaredthatanyobligationrequiring"paymentingoldoraparticularkindof coinorcurrency,orinanamountinmoneyoftheUnitedStatesmeasuredthereby,isdeclaredtobe againstpublicpolicy;and,Everyobligation,heretoforeorhereafterincurred,shallbe"discharged"upon payment,dollarfordollar,inanycoinorcurrencywhichatthetimeofpaymentislegaltenderforpublic andprivatedebts." Notethatthewordsdonottalkabout"payment"ofdebt,butclearlystatesthat"Everyobligation,.. shallbedischarged."Onceweunderstandthefacts,alightcomesonwithregardtoourunderstanding ofwhathasbeen,andis,goingoninourcourts. EverycourtinthelandisoperatingunderthejurisdictionofAdmiralty,andinthisjurisdiction,among otherthings: (1)Thejuryifthereisone,ismerelyadvisortothechancellor(judge), (2)Theadvisoryjurymustseeandhearonlytheevidencethatthejudgemustseeandhearonly theevidencethatthejudgepermits, (3)TheAdvisoryjurymusttakethelawasthejudgedictatesittothem; (4)Substantivecommonlaw(Billofrights)isnotcognizable, (5)ThereisLimitedLiabilityforPaymentofDebt, (6)Therearenosuchthingsasrights,onlyprivileges, (7)Performanceiscompelledforreceivingbenefitsfromprivilege. ProceedingwiththeobservationsofMr.LeeBrobst: Iamnowgoingtotakeyoubackintimeto1933.BecausetherewasanActofCongressknownas HJR192thatsuspendedourgoldstandard.WhatthisdidwastoforbidtheAmericanpeopletopaytheir

debtsatlaw.TheonlythingwehavebeenabletodosincethenistoSKIPpayingourdebts!Whenyou cannotpayyourdebtsatlaw,youareputintothejurisdictionof"limitedcapacity"whichlimitsyou fromperforminganact,..andthisisyouarepreventedfrompayingdebts.Whathappenedin1933is this:WhenCongresssuspendedourNationalmoneysystemtheyopenedthefloodgatesforMaritime Lawtocomeinland,intosituationsformerlydominatedbycommonlaw. Nowthefoundingfatherssetuptwojurisdictionsforusinthiscountry.OnewastheMaritimeLaw andtheotherwastheCommonLawforlocaluseofthestates.SowhenCongresssuspendedthegold standardtheytherebyreleasedMaritimeLawintolandareasformerlydominatedbyCommonLaw.The effectwastodestroywhatiscalledthe"allodiallandtitle"whichisthesubstanceofcommonlaw. In1933,wewentintoinstant"bankruptcy"or"receivership"totheprivateFederalReserve Corporation.Allof\ourmoneywentintothehandsofaprivategroupofbankerswhoarethe stockholdersoftheFederalReserve,..thecentralbankersfromEurope,incooperationwithsomeofour own. Sowhathappenedisthis:Thebankersstartedcreatingcheckbookmoneyoverourlandtitlewhich meansthatthisinvolvementwhichhastakenplacesince1933changedAmericafromacommonlaw "allodial"systemintoacommonlawfeudalsystem. UponthetotalbankruptcyofAmericathepowersthatbewhoowntheFederalReserveSystemwill forecloseontheU.S.Treasury.Intheprocess,theywillhaveturnedtheU.S.intoaprivateprofitmaking corporationfortheirexclusivebenefit,andyouwillbebutaserfintheiremploy. Aninsurableinterest,underMaritime,triggersamultipleofthings,suchas:theliabilityforaState IncomeTax,aCountyIncomeTax,arighttoworktax,etc.Ittriggersadditionalinsurancepoliciesto protectan"insurableinterest"underMaritime. Whenwepleadataxcaseincourt,wethinkwearepleadingtaxes,butthejudgetakesadifferent viewofit,thatitisamatterofinsuranceinaMaritimecontract,andthatitheretoforecomesunder "Admiralty"jurisdictionandprocedures. UnderMaritimeLaw,weareresponsibleforanylosswhichoccurswhileinvolvedinmaritime commerce.Underthecommonlawwhichprevailedpriortothiscase(1948)wewereresponsiblefor ourdebts.IfyouandIownashipandwewanttotransportgoodstoJapan,wesolicitpeopletoship goodswithus.Threedaysoutofportwearehitbyaseverestormwhichdamagedgoodsonboardour ship. Underthecommonlaw,wewouldhavebeenresponsibleforthelossofgoodsonboard.The shipperssawthisasathreattomaritimeshippingsotheyinducedCongresstopassalawwhichiscalled "ThePublicLiabilityStatute",whichwaspassedonMarch3,1851.Soasaresult,theshipownersare nowexemptandtheshippersareresponsiblefortheirgoods,undermaritimelaw.

Nowin1933,whenwelostourpublicNationalmoneysystem,wewereallthrownintonational bankruptcyunderlawandinsurance.Whenyouareinvolvedinmaritimelawallyourproperty,including theshirtonyourback,isacommonpledgeforthesecurityofeveryoneconcerned. Inyearspast,itwastoodangeroustoshipmoney.Themaritimelawsuppliedthecreditsystemto replacemoney,..acreditsystemwhichhastodealwithbills,notes,andchecksaswehavetoday.Sothis isthemodernway,..bills,notes,andchecks,simplypaper,called"money."Allthisislegalunder authorityofmercantilelawunder"Admiralty"jurisdiction. AccordingtoMr.Brobst,theforeclosureofAmericabytheFederalReserveSystemwilloccurwhen thedebtbecomessolargethatwecannolongerpaytheinterest,ortheinterestexceedstheprincipal. AccordingtoMr.Brobst,atthattimethepowersbehindtheFedwillownallthelandtitlesandwewill allbebutserfsuponthelandweonceowned. Finally,havingintroducedyoutotheimplicationsofAdmiraltylaws,asdescribedbyMr.Brobst,we encourageyoutoresearchsomeofourwritingswhichdescribewhywemustreplacethefictitiousso called"Federal"ReserveSystem,withanAssociationofStates,therebyreassertingourcontroloverour future,wherebywebecometaxfreeonceagain.
