INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Department of Agrarian Reform Occidental Mindoro Provincial Office invites all interested practicing licensed Geodetic Engineer to apply for eligibility and to bid for the subdivision survey of New Lands funded by Comprehensive Agrarian Reform Program (CARP) package in one survey module project with contract duration of ninety (90) days:

The works shall include the furnishing of all labor, materials, supplies and instruments/equipment for the: 1) execution of boundary and subdivision surveys; 2) fabrication/provision of standard AR cylindrical concrete monuments on all corners of resulting lots; 3) preparation and submission of complete and acceptable survey returns for verification and approval by the Land Management Services of the DENR; and 4) submission to DAR of one (1) Sepia copy of each ASP, eight (8) Blue Print Copies of ASPs and Lot Description sheets, and narrative technical description (NTDC) in the required number of copies. Application for eligibility shall be evaluated using PASS/FAIL criteria and only eligible short-listed bidders shall be invited by the Bids and Awards Committee (BAC) of the DAR Provincial Office to submit bid proposal. The BAC shall consider the following set of criteria in the short-listing of prospective Geodetic Engineers/Bidders: 1. Applicable experience of bidders and key staff including the times when employed by other firms; 2. Qualification of the personnel who may be assigned to the jobs vis--vis extent and complexity of the understanding; 3. Current workloads relative to capacity; 4. Equipment owned and under lease contract; 5. Net Financing Contracting Capacity (NFCC) Eligibility documents and forms will be made available for issuance from February 8 to February 10, 2012 at the BAC Secretariat, DARPO Occidental Mindoro upon submission of letter of intent and payment of a non-refundable fee of Three Hundred Pesos (P300.00) per set per module. Deadline for submission of duly accomplished application for eligibility and other documentary requirements to the BAC Secretariat, DARPO Occidental Mindoro shall be on or before 3:00 pm of February 17, 2012. All late submission shall not be accepted. Pre-bid conference for all eligible bidders is on Thursday, February 23, 2012 at 10:00 AM at the DARPO Occidental Mindoro (CARPO for Operations Office).

Opening of Bid Proposal is on Wednesday, March 7, 2012 at 2:30 PM at the DARPO Occidental Mindoro (CARPO for Operations Office). The BAC reserves the right to reject any Application for Eligibility of all Bids or waive any required formality therein; and to make an award to the bidders whose proposal is deem most advantageous to the need of the government.
