POSITION OBJECTIVE(S): To lead and coordinate the provision of early childhood services that are innovative, sustainable and

responsive to the needs of children and families and meet Councils strategic planning objectives and regulatory obligations. Position the Unit: o As a service that successfully delivers client centred care and quality services; o To deliver strategy and policy which successfully responds to current and future demands, legislative and capacity requirements.

KEY RESPONSIBILITIES AND DUTIES: Planning and Policy y In consultation with the Manager, develop the strategic direction for Early Childhood Services within Hume and oversee the implementation of strategic and operational functions of the Unit. Identify implications for Council arising for State and Federal Government legislation policies and strategies relating to early childhood services and provide timely and advice to Council to anticipate and respond to change. Contribute to the development of strategic directions for Family and Childrens Services and the implementation of innovative and integrated planning, systems and services within the Department.

Leadership y Coordinate the delivery of Councils Early Years Programs to ensure high quality, evidence-based, innovative and sustainable services are delivered to children and families across the municipality within available resources. Lead and support the early years leadership team and create an environment that promotes professional development and effective succession planning.

Ensure Unit practice is guided by appropriate and relevant policies, procedures and practice guidelines, that performance and outcome targets and indicators are developed for the Unit and internal and external reporting requirements are undertaken as required. Develop and closely monitor and deliver financial outcomes and service agreements associated with Annual Budgets and Funding and Services Agreements Prepare reports, presentations and submissions as required. Adhere to and implement Human Resources policies and procedures. Build and maintain effective working relationships with other council departments, bodies and external stakeholders.

ENVIRONMENTAL SUSTAINABILITY Hume City Council has a strong and enduring commitment to environmental sustainability, and prides itself on its leadership on a range of environmental issues. Councils Sustainable Environment Department leads Council activities in this area, however all Council departments have a direct responsibility for implementing environmental sustainability actions across all Council operations and services to the community. Councils Live Green Work Green employee behaviour change program encourages staff participation in reducing the environmental impact of Council operations. Staff are encouraged to join the environmental leadership team, the Green Team, guiding action in this area. CONTINUOUS IMPROVEMENT/BEST VALUE Assist in the implementation and maintain continuous improvement system standards and procedures. RISK MANAGEMENT: Contribute to a positive risk management culture by complying with the Risk Management policy, assisting with the implementation of the Risk Management Strategies and reporting risk management concerns and improvements to their supervisors and/or managers. Manage risks in area of responsibility by complying with the Risk Management Policy and implementing the Risk Management Strategy. OHS Employees are required to participate in the OHS process by: Following established safe working instructions, procedures and policies. Taking reasonable care for their own Occupational Health and Safety and that of others. Seeking assistance when unsure of practices, procedures and policies to perform a task. Reporting all incidents, injuries, near misses, damage to property and hazards as soon as practicable to their supervisor and the OHS Team. Actively participating and contributing to inspections, audits, team meetings and training. Ensure that relevant OHS legislation is complied with. Managers, Coordinators, Team Leaders and Supervisors are required to participate in the OHS process by: Assist with the implementation of OHS policies, procedures, guidelines, work instructions and Control Plans. Consult with employees on OHS issues and support OHS Representatives in their duties and/or requests. Discuss OHS issues as a part of team meetings.

Conduct and document system reviews and inspections of employees and contractors with assistance from the OHS Team, manager(s), OHS Representatives and/or employees. Ensure proper training and instruction is given to personnel allowing them to complete jobs safely and without risks to health and safety. Take appropriate action to alleviate any hazardous situation, unsafe act or omission that is observed or brought to their attention and provide appropriate feedback and support. Conduct effective induction of all employees, followed by ongoing training to develop and maintain a high level of OHS awareness. Assist with the implementation of Return to Work Plans. JUDGEMENT AND DECISION MAKING: Develop and adapt procedures and processes to support strategic, planning and policy objectives. Identify and assess issues and provide advice on appropriate solutions; Apply problem solving skill and sound independent judgement within broad goals, policies and legislation, to ensure the delivery of services within regulatory and budgetary requirements. Exercise initiative to develop innovative responses, planning and policy options and the provision of advice and recommendations to senior managers, EMT and Council.

SPECIALIST KNOWLEDGE AND SKILLS: The following knowledge and skills are required to be utilised: y Strong conceptual understanding of the theory, research and emerging practice in the areas of early childhood development and the needs of families and young children. y Sound knowledge of the legislative framework, including an extensive understanding of the Childrens Services Act 1996 and Regulations 2009 and working knowledge of Child Youth and Families Act 2005 and Disability Act 2006. y Extensive experience in service delivery and sound financial management skills including budget development and financial analysis. y Demonstrated experience in developing and implementing policy, strategies and programs relevant to young children and families. y Computer literacy and experience with relevant software including Microsoft packages Word, Excel, Power Point y Knowledge of and experience in working with culturally and linguistically diverse (CALD) communities. y An understanding of Council goals, objectives, values, social justice charter and applicable policies and procedures.

MANAGEMENT SKILLS: The following management skills are required to be utilised: y Provision of accurate and timely strategic advice and support to Management and staff. y Strong leadership skills, including the ability to manage large numbers of staff, motivate and develop senior professionals and enhance staff performance. y Ability to work independently and as an effective team member. y Proven management skills with the ability to set priorities, organise work and meet deadlines in an environment of conflicting and changing demands. y Contract management including development of specifications, contract supervision, monitoring and reporting. QUALIFICATIONS AND EXPERIENCE: The following qualifications and experience are required for the position: Relevant degree qualification and post graduate qualification with relevant experience or relevant degree or diploma qualification with extensive and diverse relevant experience. Extensive experience in service delivery and innovation, the provision of integrated services and the application of best practice and continuous improvement methodologies in an early childhood or related settings; Experience in developing and implementing programs, policies, systems and strategies; Ability to use a range of relevant computer software programs including Microsoft Office; To be in a position to successfully pass the Department of Human Services Responsible Persons Test.
