Presented by the Ottoman government to Yosef Navon (Jerusalem 1858Paris 1934), an entrepreneur and the man principally responsible for the construction of the JaffaJerusalem railway (inaugurated in 1892). For his effort, Navon was awarded the Lgion dhonneur from the French government, and the Order of the Medjidie from the Turkish government (1893).
