IacI IhaI Ihe Nigerian projecI, even in Ihe Iace oI
seemingly insurmounIable odds, has conIinued Io

power remained concenIraIed in Ihe Iederal
miliIary governmenI, which meanI IhaI poliIical

by consensus, consulIaIion or popular mandaIe. By
