This document provides: the list of main indicators required and advised for BSS Quality of Service monitoring for GSM networks the definition of each indicator computation rule the RNO references of each indicator.

2 2.1
An indicator is a value based on one or more observation counters and that is representative either of system performance (BSS) or subscribers point of view. The counters are either assigned to the system itself or to analysers external to the system. The service quality indicators have five major purposes: Identify occasional faults on a subsystem (BSS, BTS) and establish corrective action (operating instruction or corrective maintenance) required to restore service quality; Detect and identify recurrent system faults to define corrective action and/or palliative action; Detect and identify radio problem on a cell, to help Radio Tuning teams to analyse radio situation and define corrective action (new frequency, antenna modification, parameter adjustment, ...); Monitor system changes in terms of : - load - efficiency - traffic model - gain obtained by a software update or network modification; Predict network behavior according to traffic evolution (undersizing, overload, etc.).

Two main groups of QoS indicators have been identified to meet the above objectives: Global BSS network surveillance indicators: These are used to indicate the quality of service provided to subscribers and identify failures and their causes for the entire network and for each BSS. These counters should be managed at the NSS or BSS level, we will discuss here about BSS level only ; Detailed BSS surveillance indicators: they are used to identify the causes of individual failures for each BSS and each cell. This can be used to isolate local problems in a subsystem (for corrective maintenance purposes), generic failures due to a specific software version, or appreciate subsystem loads.

2.3.1
When the BSC is congested on the downlink, some messages are discarded. This may result for example in call establishment failures, loss of paging messages or delay in handover procedures. The new LapD counter: L1.18 TIME_LAPD_CONG that indicates the time a LapD link is congested will help the operator to analyse the cause of a degraded quality of service. This counter has been implemented in type 7. 2.3.2 IMPROVEMENT 2: REPLACEMENT OF NOT FULLY RELIABLE PM COUNTERS (M)C14B
C14b and MC14b indicate results that are not reliable to 100%, which leads to very disturbing QoS follow-up: unreal BSS problems lead to bad call setup success rate. Moreover, no correct investigation is possible and the only way to try to solve such problems is very heavy: it consists mainly on TCU restart. By replacing these two PM counters by the following counters in type 110: MC140a (type 110): NB_TCH_NOR_ASS_REQ that indicates the number of normal assignment requests for TCH establishment (in HR or FR usage) MC140b (type 110): NB_TCH_NOR_ASS_ATPT that indicates the number of normal assignment commands for TCH establishment (in HR or FR usage) the number of TCH assignment failures due to BSS problems can be correctly deduced. This correction can even be seen as an improvement as these new PM counters will allow to distinguish the preparation phase and the execution phase of a TCH assignment failure. Note: As the counters C14b and MC14b are removed, the summed counters MC14 and C14: MC14 = C14 = C14a + C14b + C14c have been removed as well. 2.3.3 IMPROVEMENT 3: REMOVAL OF INADEQUATE PM COUNTERS IMPLEMENTED IN B7 (M)C851
The counter (M)C851 has been created in order to calculate the penetration rates of the different mobiles (Multiband, EGSM, AMR mobiles). But this counter is incremented whenever a 08.58 CHANNEL REQUIRED is received by the BSC for cause different from Location Update so whenever "ghost" RACH and IMSI Detach are received too. Therefore, this counter is completely inadequate and can be removed from the types 1 and 110 respectively. To calculate the penetration rates of the different types of mobile stations, the series of PM counters MC01, MC02 is used. For example: EGSM_capable_rate = MC706 / (MC01 + MC02-MC02A-MC02G-MC02D)

Requirements for an AMR QoS follow-up The AMR-QoS follow-up that can be done in B7.2 was not sufficient. Only two AMR PM counters were permanently available in B7.2 (i.e. in type 110): MC447-NB_TCH_HO_ATPT_QUAL_AMR & MC704NB_TCH_NOR_AMR_ALLOC. In both cases, the distinction between FR AMR and HR AMR can only be deduced by activating type 6 (C447 and C448) and type 1 (C704a and C704b). But the permanent activation of these two types will overload the system. So, the only solution to obtain a permanent QoS follow-up on the AMR feature was to duplicate the detailed counters into type 110. Furthermore, it is necessary to have a permanent view of the normal assignments and the normal assignment requests including their different usage (FR, HR, EFR, AMR or data). The observation of requests will permit to evaluate the penetration rate of mobiles with different capabilities. The number of assignments, on the other hand, indicates the usage of the different resources and will allow to tune the resource allocation mechanisms in the BSC. So, following counters have been added to type 110: MC448a = C447: NB_TCH_HO_ATPT_26_BadQualHR MC448b = C448: NB_TCH_HO_ATPT_27_GoodQualFR MC701a = C701a: NB_TCH_FR_REQ MC701b = C701b: NB_TCH_DR_REQ MC701c = C701c: NB_TCH_DR_EFR_REQ MC701d = C701d: NB_TCH_AMR_REQ MC701e = C701e: NB_TCH_DATA_REQ MC702a = C702a: NB_TCH_NOR_FR_ALLOC MC702b = C702b: NB_TCH_NOR_HR_ALLOC MC702c = C702c: NB_TCH_NOR_EFR_ALLOC MC704a = C704a: NB_TCH_NOR_AMR_FR_ALLOC MC704b = C704b: NB_TCH_NOR_AMR_HR_ALLOC MC705 = C705: NB_TCH_NOR_DATA_ALLOC Note that MC447 and MC704 have been removed from type 110. C449 C449, counting the number of handover attempts with cause 28 (Fast traffic handover), was already defined and implemented in type 6 (TCH handover measurements) in B7 release. But the information of C449 was needed permanently and a permanent activation of type 6 would overload the system. Furthermore, the number of observed cells is limited to 40 cells per BSS for type 6. Note also that the indicator CHO_All (Total Number of HO) and all indicators based on this latter one indicated approximate results in release B7, as cause 28 could not be taken into account. So, in order to solve these problems, the counter C449 has been duplicated into type 110: MC449 = C449 NB_TCH_HO_ATPT_28_FastTraffic. C460 The PM counter C460 NB_TCH_HO_ALLOC_EMERGENCY_PRES was the only PM counter that allowed to observe the feature: "Preservation of ongoing calls" that has been introduced in B7.2. In order to be used in the performance management tool chain, a slightly different PM counter will be added into type 110: MC460a: NB_TCH_EMERGENCY_HO_PRESERVATION Compliance with GPRS QoS follow-up requirements The existing PM counters C901, C902 and C903 (type 1) are related to the GPRS suspend/resume procedure. The suspend/resume feature has been introduced in B7.2 for service optimisation and radio resource savings. It should be included into the permanent QoS follow-up process. But as explained previously, a permanent activation of type 1 will overload the capacity of the system. Only a duplication of these three counters into type 110 (Overview measurements) could allow to supervise the behaviour of the GPRS users and the efficiency of the procedure in a permanent way. The following three PM counters have been duplicated into type 110: MC901 = C901: NB_Suspend_req MC902 = C902: Nb_Suspend_fail MC903 = C903: Nb_Suspend_succ

In B8, the scope of type 26 is extended from 1 to 40 cells. 2.3.6 IMPROVEMENT 6 : QOS CONCERNING DIRECTED RETRIES
In B7 release, NPA did not store counters from type 29. But contrary to what had been specified, type 29 has been implemented as a standard type in the BSC. That means that it can be activated for all cells of the BSC at a time. In B8, it has been decided to align OMC and MPM/NPA implementation accordingly. So, the OMC allows the activation of type 29 as a standard type and MPM/NPA stores the PM counters of type 29. Thus, GSM indicators could be created on counters of type 29. Note that it was an old request of Orange. 2.3.7 IMPROVEMENT 7: IMPLEMENTATION OF ISOLATED COUNTERS FOR DUAL-BAND HANDOVERS
Following a persistent demand of a Chinese operator (CMCC) and the SBAMC network optimisation team, 12 counters for dual-band handovers have been implemented in B8. Worrying about the multitude of PM counters in the BSC and knowing the difficulties in implementing failure counters (especially when related to BSS problems), only the claims from CMCC, i.e. the claims with the highest priority, will be satisfied. A new measurement type will be created for 8 of these new counters: Type 32 -Change of frequency band measurements. Following the 8 new counters: C403a NB_INC_EXT_TCH_HO_NEW_BAND_ATPT C403b NB_INC_EXT_TCH_HO_NEW_BAND_SUCC C404a NB_OUT_EXT_TCH_HO_NEW_BAND_ATPT C404b NB_OUT_EXT_TCH_HO_NEW_BAND_SUCC C420a NB_INC_INT_TCH_HO_NEW_BAND_ATPT C420b NB_INC_INT_TCH_HO_NEW_BAND_SUCC C421a NB_OUT_INT_TCH_HO_NEW_BAND_ATPT C421b NB_OUT_INT_TCH_HO_NEW_BAND_SUCC Moreover, the traffic of each frequency band (850/900 and 1800/1900MHz bands) could be deduced by MC380a and MC380b, which indicate the occupation time for full rate and half rate calls per TRX, and the knowledge of the cell configuration. But as neither MPM/NPA nor the NMC knows the mapping of a TRX to its frequency band, the BSC has to make the distinction between traffic in different frequency bands. This results in a split of counters MC380a and MC380b. So, four new TRX counters are added to type 110: MC380c: TIME_TRX_GSM_FR_BUSY MC380d: TIME_TRX_GSM_HR_BUSY MC380e: TIME_TRX_DCS_FR_BUSY MC380f: TIME_TRX_DCS_HR_BUSY 2.3.8 IMPROVEMENT 8: NEW COUNTERS FOR THE INTEROPERABILITY UMTS & GSM
In order to enable to monitor the interoperability between UMTS and GSM networks, new PM handover counters have been also introduced in release B8. The feature UMTS to GSM handover has been introduced in B7.2 but no related PM counter had been defined. It has to be pointed out that existing PM counters related to incoming handovers keep a global view, that means that they consider handovers from 2G cells as well as handovers from 3G cells. So, the pure 2G/2G results can then be obtained by comparing them with the new introduced counters. The four following counters have been added in type 110: MC922a: NB_INC_EXT_3G_2G_HO_REQ MC922b: NB_INC_EXT_3G_2G_HO_SUCC MC922c: NB_INC_EXT_3G_2G_HO_EXEC_FAIL_MS_ACC MC922d: NB_INC_EXT_3G_2G_HO_ATPT Note as the OMC in B8 don'handle neighbour UMTS cells, all measurement types per adjacency (i.e. type 26, type 27 and t type 180) only indicate GSM to GSM handovers.

In order to enable to monitor the INTERPLMN handovers, new counters have been also introduced in release B8. As previously, the INTERPLMN handovers feature has been introduced in B7.2 but no related PM counter had been defined. In addition to the improvements described above, the new B8 features "Dynamic SDCCH allocation" and "Location Services (LCS)" introduce: - modifications on existing PM counters - new PM counters too. These modifications/improvements are only mentioned here and are described in details in the corresponding SFDs. INDICATORS INTRODUCTION
OMC-R COUNTERS RETRIEVAL BSS Counter types
3.1.1.1
OMC-R indicators are established from performance counters provided by the BSS. Performance Management is a BSS facility, which provides measurements and statistics on various traffic events and resource usage in the BSS. The BSS has 28 types of counters organised into three classes: Cumulative counters (C1): All events are counted when specific events occur. They are reset when a new collection period is started. They indicate only the number of events that occurred during the period covered by the last report. Statistical counters (C2): Status inspection is executed every 20 seconds. Statistical data is collected relating to the status of a specific resource. The counters can be rounded to closest integer or truncated to lower integer, please refer to document ref. [2] for details. Event observation (C3): An observation supplies detailed information on a system event. For example, the channel seizure time for an SDCCH is an observation counter. It gives the time and date when the SDCCH is seized.
For the present document, QoS monitoring indicators are derived from counter types 26, 27, 29,32, 110 and 180: therefore from classes C1 and C2. The mechanisms of Performance Management counters as well as counters availability and definition are detailed in document [1] "BSS/OMC-R O&M Reference Guide" The list of validated counters are given in document [1].

HANDOVER STATISTICS
This set of indicators provides users with detailed indicators definition dedicated to handover split of Handover causes per cell and per couple of cells, definition of outgoing HO success/detailed failure rate (preparation, realisation), definition of incoming HO success/detailed failure rate (preparation, realisation), HO statistics per couple of cell. In B8 release: some indicators for the evaluation of INTER PLMN handovers are created. It has to be pointed out that existing handover indicators keep a global view, that means that they consider also INTER PLMN handovers. a new set of incoming handover indicators is introduced for the interoperability UMTS & GSM follow up. It has to be pointed out that existing indicators related to incoming handovers keep a global view, that means that they consider handovers from 2G cells as well as handovers from 3G cells. So, the pure 2G/2G incoming handovers indicators are then obtained by comparing them with the new introduced indicators. There is just an exception with incoming handover indicators per couple of cells mapped on counters of type 180. Indeed, these ones are only dedicated to handovers from 2G cells.
Analysis of HO indicators will help for identification of neighbouring problems (definition and parameters), and interference or coverage problems, for fine tuning activity.

In a multilayer / multiband network, it is very interesting to get handover statistics from a given cell to all cells of a given cell type (or layer) or per couple of cell types. This will be done using counters Type 180 for incoming handovers or/and using A-Interface traces, with the COMPASS tool using the menu AGLAE statistics giving for example handover results per couple of cells or per cell types. The following layers are interesting for multiband : 1800, 900 for microcellular : umbrella, micro, single. These cell types can be extracted from OMC-R configuration. Moreover, in multiband/multilayer environment combinations of multiband and multilayer cell types shall be used for example: micro 1800, umbrella 900, umbrella 1800 Besides, thanks to the feature "Multiband cell" introduced in B6.2, it is possible to have two layers in the same cell. This part in comparison with the last one is dedicated to multiband network and multiband cells only. N.B: All statistics related to dual band must be correlated to dual band mobiles penetration rate : SDCCH TRAFFIC DUAL BAND MS (see 3.2.1.3 part). Indeed, OMC-R counters do not allow to make a split of statistics between single and dual band mobiles. For example, a low occupation of 1800 layer does not mean that it is not efficiently used, if dual band MS penetration rate is insignificant. 3.6.4.1 General QoS
With such multiband/multilayer network, it is interesting to collect QoS statistics (especially congestion, call drop) that are described in section 3.3, on a per layer basis, and therefore to consolidate results accordingly. As it was already noted in the last part, the following layers are interesting for multiband: 1800, 900. These cell types can be extracted from OMC-R configuration.
