Chapter VII Treatment of Turbine Accident Section I Principle for Accident Treatment 1. 1.

In the case of accident or fault during unit operation, the same should be treated one the principle of protecting human safety, equipment safety and grid safety according to this specification and ministerial regulations; when any accident occurs, the operator on duty should be calm and sober in finding out the cause, nature and possible scope of impact in terms of instruments, signals and external sign of unit, and make timely treatment to prevent accident worsening and relieve risk endangering human and equipment safety. 2. In the case of unit accident, shift supervisor is the direct instructor for accident or fault treatment. The operators on duty should contact with each other regarding the cause and situation and report the same to shift supervisor; shift supervisor takes charge united instruction for treatment; the operator on duty should follow shift supervisor's order except those directly endangering human or equipment safety; the duty taker should follow shift supervisor's united instruction for coordinated treatment before shift handover and takeover. 3. By ensuring human safety and equipment from damage, resume unit operation as soon as possible to ensure normal power supply to grid. In the case of fault not enumerated herein, the operator on duty should make judgment in terms of operation experience and take initiative countermeasure for quick treatment. 4. 5. 6. After treatment of accident or fault, the operator on duty should record in detail and report to superior in charge regarding exact time of occurrence, phenomenon and process of treatment. In the case of accident or fault arising during the shift, shift supervisor should organize related staff after shift for thorough analysis and conclusion of cause or fault and establish corresponding provisions.
